PERSPECTIVES

Democracy and disciplineSaturday, 4 August, 2012

Hopes are springing up across thenation one year after the practice of longed-for democracy as the country has made a shiftto open-door policy, establishing and fosteringties with new and old partners worldwide.

Why do we want democracy? Inpractice, the answer is we want the rights fromdemocracy since it is universally supposed toguarantee freedom, equality and justice ofindividuals.

Discipline of each and every citizen isthe basic fundamental in exercise of democracy.Despite the fact that freedom is the essence ofdemocracy, one’s practice of freedom shouldnot violate the rights of others for the abuse ofdemocratic rights will lead to mobocracy andanarchy. Discipline is indeed the enjoyment offreedom and equality within the legal andsocial framework.

It is absolutely required to imposediscipline on Myanmar citizens at the verymoment. Relevant laws must be strictlyenforced to make sure there is no reckless andirresponsible action of the citizens, especiallyin the public place. It has been a long time thatwe have lived on regardless.

The role of the schools is crucial forinstilment of discipline into young brains.Breach of discipline is like an epidemic andspreads like wildfire among the people. Thenotion of freedom is often misinterpreted asanti-discipline in modern world. In reality, true freedom cannot be separated fromdiscipline.

The government on its part is strivingfor emergence of a discipline-flourishingdemocratic nation but discipline is muchconcerned with self-awareness and self-respect.Therefore, we need to show a sense of disciplineif we do not want alien countries look down onus. Furthermore, democracy is a practice andjust demanding its rights would not promote it.We also need to honour the statutory andmoral obligations.

Science & Technology Science & Technology Science & TechnologyGreenland’s ice‘melts in spurts’

The stabilization scenariomay present a rainbow of

hope for Greenland’sice.— INTERNET

LONDON, 3 Aug — Iceloss from Greenland’s vastsheet may happen mainly inshort bursts, research byDanish scientists suggests. They used aerial photosdating back to the 1980s toplot shrinking of glaciersaround the island’s northwestcoast. In the journal Science, they show that most of the iceloss happened in two periods— 1985-1993 and 2005-10 —with relative stability inbetween. They say it will behard to project sea levelchanges from Greenland icemelt until these patterns aredeciphered.

A complete melt of the icesheet would raise sea levelsglobally by about 7m, but it

could take centuries for this tooccur.Last month, NASAreleased evidence showingthat ice melting had beenobserved across virtually thewhole extent of the Greenlandice sheet, unprecedented inthe satellite era.Days earlier,an iceberg twice the size ofManhattan broke away fromthe Petermann glacier innorthwest Greenland.Dramatic though those eventswere, neither means much onits own for the long-termpicture.The last global climateassessment by theIntergovernmental Panel onClimate Change (IPCC) in 2007said that “dynamic” melting— where ice loss suddenlyaccelerates, for examplebecause sea temperatures rise— was too poorly understoodto be accurately modelled.

The new Danish paper isone of a number that haveemerged since in an attempt toimprove understanding.

In recent years, satelliteshave found fast rates of retreatin a number of Greenlandicglaciers, as well as an overallloss of mass as measured bythe Grace mission, whichdetects minuscule changes inthe Earth’s gravitational field.

But other studies suggestedthe rapid retreat was notconsistent. With the two mostimportant satellite missions —Grace and ICESat — datingback less than a decade, thereis obviously a danger thatscientists will decipheraccurately what is happeningnow and assume this is aconstant pattern.

The Danish team realisedthey could effectively extendthe measurement record backin time, by using imagesobtained during aerial surveymissions to compile a model ofhow the coastal region of theice sheet behaved over time.

“We’ve used acombination of old aerialphotographs from the 1980sto construct a digital elevationmap, and recent satellite data,”said Shfaqat Abbas Khan ofthe Technical University ofDenmark, one of the projectteam.”In this way we’ve beenable to gain an overview of thethinning of the ice sheet overthe last 30 years innorthwestern Greenland.”

The overall trend is a“pronounced” thinning — by100-150m in most of the glacieroutlets, by much less inbetween them.In parallel, the

glacier snouts have retreatedby up to 12km.

Within that there is a lotof variation, with manyexamples where one glacierhas thinned much more thanits neighbour. About three-quarters of the ice mass lostacross the northwest regionduring the second period ofrapid decline — 2005-10 —occurred in the coastal zone.

The researchers were ableto show that there was arelatively stable spell inbetween the two periods ofrapid loss, and suggest thatthis part of Greenland may beentering another stableinterlude.

Until the long-termpattern is resolved, theysuggest, it will not be possibleto forecast sea level rise fromGreenland’s water store withany accuracy.— Internet

US researchers find potential target fortreating diabetes, obesity

WASHINGTON, 3 Aug —US researchers at WashingtonUniversity School ofMedicine in St Louis haveidentified a potential targetfor treating diabetes andobesity, according to a studypublished online onThursday in the journal CellMetabolism.Studying mice, the researchers found thatwhen the target protein wasdisabled, the animals becamemore sensitive to insulin andwere less likely to get fateven when they ate a high-fatdiet that caused their

littermates to become obese. They studied how the

body manufactures fat fromdietary sources such ascarbohydrates. That processrequires an enzyme calledfatty acid synthase (FAS).Mice engineered so that they

don’t make FAS in their fatcells can eat a high-fat dietwithout becomingobese.”Mice without FASwere significantly moreresistant to obesity than theirwild-type littermates,” saidfirst author Irfan Lodhi. “And

it wasn’t because they ateless. The mice ate just as muchfatty food, but theymetabolized more of the fatand released it as heat.”

To understand why thathappened, the researchersanalyzed the mice’s fat cells.Mice have two types of fat:white fat and brown fat. Whitefat stores excess calories andcontributes to obesity. Brownfat helps burn calories andprotects against obesity. Inmice genetically blocked frommaking fatty acid synthase infat cells, the researchers noticedthat the animals’ white fat wastransformed into tissue thatresembled brown fat.

LONDON, 3 Aug — A “spray-on skin” which coats awound with a layer of skin cells could help healing, accordingto US and Canadian researchers. The spray was tested on 228people with leg ulcers, which are painful open wounds thatcan last for months. The findings, published in the Lancet, showed that ulcers treated with the spray were more likely toheal and did so more quickly.Experts said faster healingcould save money despite the cost of the spray.

Leg ulcers are hard to treat. The best treatment, compression bandages, will heal only about 70% of ulcersafter six months. Other options include taking skin fromsomewhere else on the body and grafting it over the wound.

Instead the spray puts a coating of donated skin cells andblood-clotting proteins over the ulcer. In the study, patientswho were given the spray-on-skin every 14 days showed themost improvement.

The researchers said the size of the wound “began todecrease rapidly” as soon as the treatment started. In thepatients who had the spray, 70% were healed after threemonths compared with 46% who received other treatment.Thespray was developed by Healthpoint Biotherapeutics in theUS, which also funded the research.

One of the scientists involved, Dr Herbert Slade, said:“The treatment we tested in this study has the potential tovastly improve recovery times and overall recovery from leg

‘Spray-on skin’ helps heal leg ulcers ulcers, without the need for a skin graft. “This means not onlythat the patient doesn’t acquire a new wound where the graftis taken from, but also that the spray-on solution can beavailable as soon as required—skin grafts take a certainamount of time to prepare, which exposes the patient tofurther discomfort and risk of infection.”

The study largely tested the safety of the spray and thebest dose to use, further studies will decide if it is a practicaltreatment for leg ulcers. Leg ulcers are most commonlycaused by high blood pressure in the veins of the legs whichdamage the skin, causing it to break down and develop intoan open wound. —Internet

Oklahoma is so hot that streetlamps are melting

NEW YORK, 3 Aug — It’shard to not be concerned withglobal warming when itseffects are right in front ofyour eyes. Sure, it’s one thingwhen the ocean begins toreclaim islands, but when youcan see the effects in yourhome town, well, that’s anotherstory altogether. Case in point:KFOR TV in Stillwater,Oklahoma is reporting thattemperatures are so high thatthe street lamps have begunmelting. To be sure, Stillwateris suffering from one heck of aheatwave. It’s expected toreach 115 there today, 108 onFriday, and 109 on Saturday.

It’s possible the heat itselfisn’t responsible for the event— it’s being reported onFacebook that a nearbydumpster fire may have beenthe cause of the melting plasticlight housings. THE NEW LIGHT OF MYANMAR Saturday, 4 August, 2012 7

Learning of English for me, is indeed a life-long studybeginning from early years of childhood through highschool, continuing to the four-year the first degree andsupposedly ending with post-grad Masters academic coursesin the Universities. Actually real life learning did not endwith the University degree Q.E.D! Whimsically it startswhere the other ends and still continues, enriched bynature’s teachings around us. In my prime years of adulthoodand maturity, after years of reading, I took up writing tobroaden my outlook and also to share with other like-minded learners in devoted self-improvement.

The university had opened up my adolescent mindsetto exciting new avenues of learning scope and discipline. In my two-year intermediate course in the newly openedAnyar University College of Mandalay(1947-49), Englishwas my favourite subject, Sayagyi John Moonie was theEnglish Lecturer, Saya Ko Ko Gyi was the Tutor, andEnglish poetry was my passion. In fact poetry was introducedin the high school years with two texts: ‘Poetry for Pleasure’and ‘The Golden Gate’. Our generation of oldies whoattended post war matriculation classes and ensuing 1947University will not forget ‘The Lady of Shalott’ by poetTennysonor ‘La Belle Dame Sans Merci’, by poet Keats.

In 1949 I moved to the Yangon University to attend thetwo-year Bachelor of Arts course (1949-51), taking EnglishLiterature as one of the subjects. The foremost scholar andRector, the late Dr.HtinAungwas teaching us Poetry. Thiswas my first year B.A. class in the Yangon University ofregional fame and the first time to face the famous guru ofthe world of letters. I was tense and thrilled knowing notwhat to expect. There was a little ruffle outside, and a shortportly lecturer with black flowing academic gown and thickrimmed glasses entered the classroom. He climbed theraised platform and stood at the lectern facing the class.Hundreds of eyes focused on the eminent teacher andwaited expectantly. He gave a casual glance, opened thepoetry text: ‘The Golden Treasury’ and began his lectureon Omar Khayyam beginning with the first line: ‘Awake! For Morning in the Bowl of Night…’

For the entire 50 minutes he read the verses, explainedsimple understandable prose for all to follow. Presently thebell rang. The teacher looked up, stopped his lecture, closed his textbook and quietly left the classroom to moveon to another class. I was completed enthralled. The class,so silent and attentive, was now full of din and commotionas all rushed out to attend other subject combinations. Ialso moved with the jolting students, but the poetic melodyand magic still chimed deep in my mind. Day after day forweeks on end Sayagyi taught us the classical verses, therhythms flowing sometimes like gentle streams, sometimeslike roaring waterfalls, sometimes so calm without ripples, following the mood, tempo, meter and rhyme of the poems. The Persian philosopher poet Khayyam totally bewitchedme with the beautiful strains of verses, pulsated my heart

MY POETIC RECOLLECTIONS By Ba Than

and showed me his Paradise:A Book of Verses underneath the Bough,A Jug of Wine, a Loaf of Bread—and ThouBeside me singing in Wilderness—Oh, Wilderness were Paradise enow!

Many more of Omar’s philosophy indulging in theecstasy of poetry with appeal to enjoy the pleasures of lifewithout too much reflections, were taught wittily by Sayagyiwith unmatched eloquence. Omar was better known asmathematician and astronomer than as a poet. He hadcomposed around 500 rubais or quatrains in Persian languageduring his life time. An English country gentleman EdwardFitzGerald (1809-1883) translated Rubaiyat into English 50years later and brought instant fame.

It was too precious to let the magic and eloquence ofthe Scholar fade away. Thus I attentively followed thelectures as quick as my hands could write. Back in the hostelafter class, I fair-copied the lectures into an orderly form ina new exercise book. The note was already lost but thelectures remained, to readily recallat will. It was amazingthat Sayagyi brought only the textbook he was to teach atthe class. All these marvelous stanzas, paraphrases andexplanations came out like tinkling bells naturally; clear, precise and to the point. There was no dictation, no handouts,no language drills. He might have been propheticallyteaching us, guiding us to the methodology of the universalopen university he had studied in institutes of higherlearning years before, for development of our future studentsnot yet born. He showed us the ideal path and wisely left usto our own means to perfect ourselves.

‘Listen to the Brook’, the famed Teacher might havesaid in his mind as he called us to follow Lord Tennyson’sBrook from source, ‘through coot and hern; then, slip, slide, gloom and glance among skimming swallows’; assouthward bound it goes. I followed the magical musicalchimes, rhythm and rhymes, meter and melody of thebeautiful verses. Then along the landscape he toured us tothe river thus:

I chatter, chatter as I flowTo join the brimming river; For men may come and men may go.But I go on forever.

I was so absorbed with Omar and Tennyson that I didnot notice the shuffle of feet, the swish of the gown andmomentary silence in the room. I looked up. Sayagyi hadalready left a little early before the class bell had rung.

Recalling my dimmed memory of the past sixty years Ihad never missed Sayagyi’s poetry sessions for the twoyears of the B.A.classes. The same routine followed wherehe taught us classical poems composed for posterity byfamous poets: Shakespeare, Milton, Lord Tennyson, Byron,Shelley, Wordsworth, Keats, Brownings (Robert andElizabeth), and the Rossettis (Dante and Christina), ThomasHardy and many others.

In our University students’ days of the ‘50s, campuslife was part and parcel of our social activities. There wereso many to move around apart from the academic studies:in hostels, sporting grounds where students excel intennis (blues and half-blues); football where Varsity X1team were venues for upcoming talent, and won manycups and shields in national tournaments with the chorus‘Varsity,varsity…ra..ra..ra’ echoing the AungSanStadium as spectators boisterously cheered. There werealso debates where students displayed their wits andProme Hall always emerging as leaders. All these extra-curricular activities, point out to the fact that the Universitywas good training ground to make a University graduatean all-round adult in the work years ahead. There were otherco-ed activities too as two ladies’ dorms,Inya and Bentonreceive their counterparts from central hostels, Wellington,North, Prome and Tagaung. Social dinners followed wheredainty damsels, dressed in all their finery a la mode attended, and in turnsreciprocated, entertained by A-Nyeint dancesand jokes. It was also here that boy met girl, made steadydate for future partner to live happily ever after.

There were also intellectualactivities such as BrainTrust sessions where professors, public dignitaries, scholarssat at the panel to answer questions posed by studentsamidst much fun and laughter. It was also a well-roundedtraining to groom students to meet any challenges andeventualities. On one session where I attended a jovialstudent challenged the panel to compose an impromptuverse about Pho Toke, wearing a ragged pasoe and goingto Mogok. He might have spotted the unmistakableSayagyi Dr Htin Aung among the illustrious panel. Sayagyiwillingly obliged thus:

‘My name is Pho Toke,Wearing a pasoe-zoke;I go to Mogok,With gyo-gyogyokegyoke,And I play with my gyo-yoke…

Tumultuous roar of laughter and applause echoed theopen ground cheering the witty versification, joined bythe great scholar poet and panel members. It was indeeda never -to-be-forgotten experience. In addition to PoetryI learned Shakespeare’s classical dramas, modern plays, and prose taught by equally excellent teachers.

All these academic and intellectual pursuits has laidin limbo since 1953 till 2010 when I started to translateclassical English poems into Myanmar verse forThutaPadetha monthly magazine. This was my eulogy. Indeep devotion I paid obeisance to the Late Sayagyi DrHtin Aung my perpetual Guru for making me what I amtoday, albeit a mere ripple in the vast expanse of theuncharted ocean.

May he enjoy the virtues of Pyinnya charity and attainpeace through end of suffering!

Top US commander in Afghanistan visits PakistanISLAMABAD, 3 Aug — The

top US commander inAfghanistan discussedborder coordination withPakistan’s army chief onThursday during his first visitsince Islamabad ended itsseven-month blockade ofNATO troop supplies.Pakistan closed its Afghanborder to NATO in Novemberin retaliation for Americanairstrikes that killed 24Pakistani soldiers, and thetwo sides have held a series ofmeetings since then to try toprevent such an incident fromoccurring again.Pakistanreopened the route in earlyJuly after the US finallyapologized for the deaths, which Washington said werean accident. Both countrieshave made public statementssince then about the need tomove forward and patch uptheir troubled relationship, but major disagreementscontinue.

“We are makingsignificant progress towardbuilding a partnership that isenduring, strategic, carefullydefined, and that enhancesthe security and prosperity ofthe region,” a press releasequoted Gen John Allen assaying after his meeting withPakistan’s army chief, GenAshfaq Parvez Kayani. TheUS has long been frustratedby Islamabad’s refusal totarget Afghan Talebanmilitants and their allies usingPakistani territory to stageattacks against troops inAfghanistan. Many analystsbelieve Pakistan is reluctantto target groups with which ithas strong historical ties andcould be useful allies inAfghanistan after foreignforces withdraw. Pakistan hasdenied this, saying its forcesare stretched too thin fightingPakistani Taleban militantsat war with the state.

It has also criticized

NATO and Afghan forces fornot doing enough to stopPakistani militants holed upin Afghanistan fromlaunching attacks across theborder into Pakistan.Pakistanhas also demanded the USstop drone strikes targetingmilitants in its northwesttribal region, althoughofficials within thegovernment and the militaryhave supported these attacks

in the past. The strikes areunpopular in Pakistanbecause many people believethey mostly kill civilians —an allegation denied by theUS. Jobs seen weak in July, may help push Fed to actWASHINGTON, 3 Aug —

US employment probablyonly inched up in July as theeconomy struggled to regainmomentum, strengtheningexpectations of additionalmonetary stimulus from theFederal Reserve. Nonfarmpayrolls likely rose 100,000last month, according to aReuters survey, after gaining80,000 in June. The closelywatched employment reportcomes two days after the UScentral bank sent a strongersignal that a new round ofmajor support could be onthe way if the falteringrecovery does not pick up.Job growth in recent monthsmissed expectations andeconomists say otheremployment indicators

recently suggest that July willshow a similar picture.

“If the data comes inweaker-than-expected, it’sgoing to give the Fed politicalcover, given how close weare getting to the Novemberelections, for them to easemonetary policy,” said SamBullard, a senior economistat Wells Fargo Securities inCharlotte, North Carolina. Most economists expect theFed will launch a third roundof bond purchases, possiblyat its next policy meeting onSeptember 12-13. That’sdespite the approach of theUS presidential and con-gressional elections inNovember which could leavethe central bank open tocriticisms from Republicans

Pension debt overwhelmsbankrupt San Bernardino,

CaliforniaLOS ANGELES, 3 Aug —

San Bernardino, the thirdCalifornia city to seekbankruptcy protection sinceJune, is saddled with hugepension debt and willproduce details of thoseunfunded obligations within15 days, its mayor said onThursday. The city filed forbankruptcy protection onWednesday, citing over $1billion in estimated liabilitiesand up to 25,000 creditors, many of whom are the city’sown employees. The city, 65miles east of Los Angeles, also listed estimated assetsas over $1 billion. Patrick JMorris, San Bernardino’smayor, said in a telephoneinterview that the bulk of thecity’s debt was due to“unfunded liabilities relatedto pension and benefits” forthe city’s employees, and“obligations to employeegroups in labor contracts.”

In the past two months, the cities of Stockton andMammoth Lakes have alsofiled for Chapter 9 bankruptcyprotection, a specialbankruptcy provision formunicipalities. Stockton, which like San Bernardino hassuffered from the housing crashthat was particularly acute insouthern California, filed forbankruptcy in June, becomingthe largest US city to do so.Other cities in California arealso in deep fiscal trouble.Richard Larkin, senior vice

president and director of creditanalysis at bond underwritingfirm HJ Sims and an expert inmunicipal bonds, concludedin a recent study that “becauseof the fiscal environment inCalifornia ... many of thosedefaults yet to come this yearare likely to be in California.”

In late July, SanBernardino reported that ithad $56 million inindebtedness payable from itsgeneral fund, the main budget, including payments on a $50million pension bond. Thereis an additional $195 millionin unfunded pensionobligations, $61 million inunfunded retiree healthcare, and $40 million of workerscompensation, compensatedabsences and generalliabilities. The city is not alonein struggling to meet pensionobligations, particularly forpolice and firefighters. In otherCalifornia cities and inmunicipalities nationwide, retirement costs promised tocity employees in good timesare wreaking havoc withbudgets in the wake of thehousing market crash and highunemployment.
