NAY PYI TAW, 23 June—Union Minister for Electric Power No. 1 U Zaw Min yesterday afternoon inspected fixing of Spiral Casing at Unit 1 and Unit 2, installation of penstock steel pipeline at the exit of power intake tunnel, completion of concrete works at the tunnel, construction of sluice gate and land preparations for construction of the switch yard at Pyuchaung Hydropower Project being implemented by Construction 3 of Hydropower Implementation Department on Pyu Creek, seven miles southwest of Pyu in Bago Region. The Union minister stressed the need for officials to strive for timely completion of the project and supervise worksite safety and then viewed progress of main embankment construction tasks. Mostly, the national budget cannot be anadequate single financial force for thedeveloping countries in their missions formultiple sectoral progresses covering thenational development goals and the UNMillennium Development Goals. Naturally,they need international aid, loans andtechnological assistance.

In consequence, our government in officeformed the Central Committee forManagement of Foreign Aids, the WorkCommittee and the National Economic andSocial Advisory Council for the effectivemanagement of any financial or materialassistance we receive from internationalcommunity while learning the internationalexperiences in facilitating the work.

Normally, benefactor states ororganizations have their own specificprogrammes, interests and focusing areas,and the receiving countries on their part toohave their own special, pressing and normalissues for the effective implementation of theirdevelopment plans and reform strategies.

So we need comprehensive and integratedplans in carefully and wisely spending thefinancial resources we receive from thegovernment budget allotments, internationalaids and domestic and foreign investments aseffective as we can. A large chunk ofgovernment budget allotments and aids shouldbe saved for far-flung areas where the privatesector has less interest in making investmentsas the profit prospects are low while usingmost of the local and foreign investments inregions which are economic for privatecompanies.

In taking loans from abroad we must takeinto account the interest rate, other terms andconditions, and our promising areas andprojects and priority concerns. We needconsiderable investments in infrastructureprojects including education, health, electricity,communications, roads, bridges and ports asthey serve the long-term interest of the Stateand the people.

As the current year sees the governmentlaunching the second phase of reform strategyat top gear, all levels at government bodiesmust do their best in managing financial andmaterial resources though wider bottom-upapproach to get maximum results in everysector.

ISLAMABAD, 23 June— Pakistan’s newly elected PrimeMinister Raja Pervez Ashrarf took oath of his office inIslamabad on Friday night. President Asif Ali Zardariadministered the oath-taking ceremony which was attendedby former prime minister Yusuf Raza Gilani, chairman of theSenate, speaker of the National Assembly, senior politicalleaders, military and civilian officials, members of theparliament, dignitaries and journalists.

Ashraf replaced Yusuf Raza Gilani who was disqualifiedby the Supreme Court on Tuesday over contempt of court tobecome the 25th prime minister of the country. The presidentalso administered the oath to federal ministers and ministers,who had been members of Gilani cabinet.

MADRID, 23 June—The Spanish government on Fridayapproved a plan aimed at promoting and increasing incomefrom tourism in the country. About 1.6-1.8 billion euros (2.0-2.3 billion US dollars) would be dedicated to the sector,announced the government.

Prehistoric ‘giant wombats’unearthed

BRISBANE, 23 June—Australian paleontologistssay they’ve unearthed a largedeposit of prehistoric “giantwombat” skeletons thatprovide clues to the species’extinction.

Remains of about 50diprotodons, the largestmarsupial that ever lived,were found in Queenslandand are believed to bebetween 100,000 and200,000 years old,researchers said.

“When we did the initialsurvey I was just completelyblown away by theconcentrations of thesefragments,” Scott Hocknullof the Queensland Museumin Brisbane told the BBC.

“It’s a paleontologists’goldmine where we can reallysee what these megafaunawere doing, how they actuallybehaved, what their ecologywas.”

The “mega-wombats”were still widespread acrossAustralia about 50,000 yearsago when the fist indigenous

Scientists say they’re notsure why the species wentextinct but it could have beendue to hunting by humans or,more likely, a changingclimate.

The grouping of theskeletons found suggests thecreatures had been trapped ina bog while taking refugefrom dry conditions,Hocknull said.

Most US readers unaware of e-books at librariesNEW YORK, 23 June—

Though Kindles and Nooksare becoming almost ascommon as books, more thanhalf of all US readers don’tknow they can borrow e-books from their local library,a Pew Centre poll showed onFriday.

The poll showed 62percent of readers didn’t knowif their library had e-booksfor lending, and only 12percent of Americans 16 andolder who read e-books hadborrowed at least one from alibrary in the past year.

“The most importantthing libraries can do is makesure e-books are accessiblethrough the rest of the librarysystem,” said Micah May,the director of strategy at theNew York Public Library,about raising e-book lendingawareness.

Of those who hadborrowed e-books, 66 percentsaid their library’s selectionwas at least “good,” whileonly 4 percent thought theirswas “poor,” the survey said.

There are difficulties,occasionally, with the

process, with 56 percent ofborrowers saying theirlibraries didn’t have aparticular e-book while 52percent found there was awaiting list to borrow a bookthey wanted. Some 18 percenthad incompatible readers forthe e-books they wanted.

May said most e-booklending problems were dueto the current library e-bookdistribution system. OnThursday, book publisherPenguin agreed to digitallylend its books to the NYPL,joining Random House andHarperCollins to becomeonly the third of the “BigSix” publishing companiesto lend e-books throughlibraries.

BETHESDA, 23 June —Adding nevirapine to drugs givennewborns of women diagnosed with HIV shortly before orduring labour halves the newborns’ risk of HIV, US researcherssay. Study author Dr Heather Watts of the Eunice KennedyShriver National Institute of Child Health and HumanDevelopment said the rate of mother-to-child HIVtransmission around the time of delivery was 2.2 percentamong infants who received the standard drug zidovudinecombined with nevirapine, compared with 4.8 percent amonginfants treated with zidovudine alone. The study, whichinvolved 1,600 infants, found a reduced rate of transmission— 2.4 percent — among infants treated with a three-drugcombination: zidovudine, nelfinavir and lamivudine.However, infants given the two-drug combination were lesslikely than were those on the three drug regimen to haveneutropenia — a blood disorder consisting of low levels ofneutrophils, a type of infection-fighting white blood cells.

“Pregnant women who don’t know they have HIV orthose who don’t come in for prenatal care may not get theearly treatment needed to keep the virus from being passedon to the baby,” Watts said in a statement. “Our findings showthat even in these situations, many, many infant cases of HIVcan be prevented with the two drug combination treatment.”

DEARBORN HEIGHTS, 23 June — A baby raccoon that gotstuck head-first in a sewer grate is free thanks to the quick andslippery work of some city workers in suburban Detroit.

The Detroit Free Press reports Dearborn HeightsDepartment of Public Works Director Bill Zimmer was in hisfront yard on Wednesday when he noticed the critter. Hecalled fellow Public Works employees for help. They usedvegetable oil and dish soap to free the raccoon.

These days when slim, skinny and thin modelsare in fashion, women especially young girls, watch TVadvertisements and models walking the catwalk showingfashionable gowns and dresses, with awe and envy. Theywould be willing to pay their fortunes to be like them.They diet and try to lose weight. Some skip meals, feeldizzy and get gastric ulcers and all kinds of disorders.

Some take slimming pills which are detrimentalto health. However much they may advertise and say it isharmless, these pills are sure to contain chemicals whichwould suppress the appetite and go against nature. I readin a foreign newspaper some time ago, that a TV celebrityhad to have a life-saving liver transplant after she nearlydied from liver failure. She had taken diet pills to make herslim. At least a dozen other women had reported havinghealth problems after taking these pills. Although theymay be produced with herbs, they are adulterated withwestern synthetic chemicals which are harmful to thehuman body.

People especially young girls should think twiceabout taking these pills and eat nutritious food with a lotof fibre and also take vitamins that would make them grow

healthy and strong. It is vital to have a balanced diet withthe necessary proteins, carbohydrates and minerals. Butbecause of modern day lifestyles most people rely on ready-made fast foods and do not get the required amount ofnutrients and become weak and ill.

Luckily up to now, I have not suffered any majorillnesses. It is I think due to the nutritious diet given to meby my parents when I was young. My father, a naval officernever drank alcohol. He just drank juice, milk, Ovaltine andHolicks, did exercise and walked a lot. He lived up to theripe old age of eighty-eight. He would have lived evenlonger if he had not fallen down and broke his hip bonecausing other complications.

Vitamins are essential. Lack of Vitamin A causesshortsightedness and dry skin. We should eat liver, drinkmilk, take cod-liver oil, eat vegetables and fruit. Lack ofVitamin B1 causes beri-beri and disorder of the nervoussystems. Cereals, beans and meat are rich in Vitamin B1.Lack of B2 can slow and stunt growth. So to grow tall andstrong we must eat cereals and dairy products. Vitamin C isessential to keep away scurvy and you can get this Vitaminfrom citrus fruits and fresh vegetables. Lacking in Vitamin

D causes our bones to grow soft, so we should eat eggs andtake milk and cod-liver oil.

Deficiency of Vitamin E causes weak muscles, sowe much drink milk, eat cereals, vegetables and some fat.Calcium is also necessary for our bones and teeth. We canget this vitamin from milk and vegetables. Recently,Vitamin K was found to show promise in the treatmentof Parkinson’s Disease, a condition characterized bylack of movement, tremors and muscle stiffness. Researchshows that Vitamin K succeeded in undoing the effect ofone of the genetic defects that leads to Parkinson’sDisease.

Millions of people do not eat enough fruits andvegetables, putting them at risk of cancer. Research showsthat a diet based on plant foods such as wholegrains andpulses as well as fruit and vegetables can protect againsta range of cancers. It confirmed that foods containing fibrereduce the risk of bowel cancer.

With this knowledge in mind the young will beable to eat nourishing food and grow up to be healthy,strong and sturdy citizens who will have the ability toserve our beloved Motherland.

KABUL, 23 June— The death toll of aTaleban attack on a hotel in Afghan capital ofKabul has risen to 23, the Afghan InteriorMinistry said in a statement on Friday evening.“The terror attack on Spozhmai Hotel in QarghaLake has left 18 people including 17 civiliansand a policeman dead,” the ministry said in astatement. The clash, according to thestatement, began at 11:00 pm local time onThursday when the attackers occupied thehotel building, overlooking the lake, some 10km west of Kabul, and was over at 10: 30 amon Friday.

The study showed that,even when the languid fishembarks on a burst of speedin order to hunt, it is far tooslow to catch a swimmingseal. Since the species isknown to eat seals, thescientists think it probably“sneaks up on them” as theysleep under the water. TheGreenland shark was alreadyknown to be the world’sslowest swimming shark, butits sluggishness surprised thescientists.

Yuuki Watanabe fromthe National Institute of PolarResearch in Tokyo, who tookpart in the study, said that,when you account for thesize of its body, it is theslowest fish in the ocean.

Previous research hadrevealed seal remains in thestomachs of the sharks. “Itwas hard to understand,” hetold BBC Nature, “because[it would seem] impossiblefor them to catch fast-swimming seals.”

The researcher joined DrKit Kovacs and Dr ChristianLydersen from the NorwegianPolar Institute, to tagGreenland sharks in thewaters off Svarlbard.
