    responsetothelackofservicesforstreetchildrenandyouth.ThefirstprogramwascalledMith

    Samlanh(FriendsinCambodian).Overtheyears,MithSamlanhbecameabestpracticeprogram

    andareferencetoworkingwithstreetchildrenandyouth.Since1999,FriendsInternationalhas

    beendevelopingarangeofinterlinkedprogramsaroundtheworld,including(butnotlimitedto):

    - FRIENDSPROGRAMS:bestpracticeprogramsthatprovidethehigheststandardsofservicestomarginalizedurbanchildrenandyouth,theirfamiliesandtheircommunitiesandprovide

    effectiveworkingmodelsforpartners.

    - CYTIALLIANCE:anetworkoforganizationsthatprovidethehigheststandardofservicestomarginalizedurbanchildrenandyouth,theirfamiliesandtheircommunities.

    - CHILDSAFENETWORK:anetworkofindividualsandorganizationsfromalltiersofsocietyandtheinternationalcommunitywhoprotectchildrenandyouthfromallformsofabuse.

    - FRIENDSSOCIALBUSINESSES:socialbusinessinitiativethatensuresFriendsInternationalsfinancialsustainabilityandreducesdonordependency.

    TheChildSafeNetwork

    Startingin2005,FriendsInternationalcreatedtheChildSafeNetwork(CN),aproactivechild/youth

    protectionnetworkprogramthatinvolveskeymemberswithinalltiersofsocietyandthe

    internationalcommunity.Itisdesignedtoprotectchildrenandyouthfromallformsofabuseand

    reducechildexploitationandtraffickingopportunities.

    TheChildSafeNetworkprogramaimsatcreatingaprotectiveenvironmentformarginalizedchildren

    andyouth,especiallythosewholiveandworkonthestreetsandchildrenatriskofabuse.Itdevelops

    socialresponsibilitythroughdefiningpolicies,influencingattitudesandencouragingpositiveactions,

    allsupportedbyanactivesocialmarketingstrategy.FriendsInternationalisdevelopingthisnetwork

    byinvolvingwidercommunitiesandespeciallylocalandinternationalbusinesses,intheprotectionof

    childrenandyouthinareaswhereFriendsProgramsandCYTIAllianceorganizationswhichoffer

    Thenetworkconsistsofkeypeople,government,businessesandorganizations.Selectindividualsare

    trainedandcertifiedtorecognizechildrenwhomaybeindangeroussituationsandcantake

    appropriateactiontopreventit.Participationfromtheprivatesectorisalsoessentialforthe

    networktohavevisiblepresence.Withlocalandinternationalsupport,childprotectionmessaging

    reachestoalllevelsofsocietyandreachesbeyonddefinedborders.

    VisionThroughouttheworld,ALLchildrenandyouthareeffectivelyprotectedfromallformsabuseand

    haveaccesstoqualityservicestoensuresustainedprotection.

    implementedbymanydifferentlevelsandgroupswithinsociety.FriendsInternationalretainsall

    copyrightstothenameandlogoofthenetwork.Suchartworkcanonlybeusedaccordingto

    contractsandpriorauthorizationofFriendsInternational.

    Internally,theprogramiscoordinatedbyaInternationalChildSafeNetworkCoordinator.Each

    FriendsInternationalcountryofficehasaChildSafeNetworkCountryCoordinatortoactivateand

    superviseprogramactivities.ThispersonreportsdirectlytotheCountryDirectoroftheFIOffice(FI

    teams(e.g.hotlines,centers)shouldalsobeheadedbyaprojectmanager.

    AllstaffemployedbyFriendsInternationalhasread,understoodandsignedFriendsInternationals

    childprotectionpolicy.Allimplementingpartnershavechildprotectionpoliciesinplaceaswell.

    AddressingChildAbuseandDangers

    Worldwide1childabuseanddangers

    Childrenworldwidefacemanydifferentformsofabuseandproblems.TheChildSafeNetworkaimsat

    creating

    an

    international

    network

    protecting

    children

    from

    all

    forms

    of

    abuse

    and

    dangers.

    Within

    thenetwork,differentpersonsaretrainedondifferentissuesrelevanttotheirinvolvementin

    everydaylifeandinfluenceontheseexactissuesasameanstopreventand/orinterveneonthe

    differentformsofabuse.

    PhysicalAbuse

    Manychildrenworldwidearephysicallyabused:beaten,kicked,burned,slappedetc.Eachyear,

    about57,000childrenundertheageof15,dieasaresultofphysicalabuse.

    Healthissues,accidentsandfightingonthestreets

    Childrenonthestreetoftenfaceproblemssuchashealthproblemsorinjuriesduetoaccidentsand

    fights.Thesechildrenhavelittleaccesshospitalsorotherhealthservices.

    SexualAbuse

    Sexualabuseofachildisanysexualactbetweenanadultandachild,includingpenetration,

    intercourse,incest,rape,oralsex,andsodomy.Therearemanymorekindsofchildsexualabuse

    suchastouchingorkissingachild'sgenitalsormakingachildfondleanadult'sgenitals.Alsospying

    onanakedchild,performingsexualactsinfrontofachildandshowingpornographytoachildis

    sexualabuse.

    ChildProstitutionandChildImageAbuse

    Globalnumbersareuncertainhundredsofthousands,maybemillionsofchildrenaresexually

    exploited.Theyaresoldforprostitutionandpornography,sometimestopayofffamilydebtsand

    alwaystosatisfythehugeglobaldemandforsexwithchildren.Nevertheless,somepeopledonot

    realizethataveryhighpercentageofsexworkersareminors(morethat30percentfortheGreater

    MekongSubRegion).

    ChildSexTourism

    Wespeakaboutchildsextourismwhenforeignersanddomestictravelerssexuallyexploitchildren.

    Mosttimespeoplefromdevelopedcountries(wherelawsarebetterenforced)cometodeveloping

    countriestobuychildrenforsex.However,childsextourismexistsineverycountryandshouldnot

    belabeledasaThirdWorldissue.

    Neglect

    Neglectmeanswhenaparentfailstoprovidedevelopmentfortheirchildinoneormoreofthe

    followingareas:health,education,emotionaldevelopment,nutrition,shelterandsafeliving

    conditions.Wedontspeakofneglectwhenitresultsfrompoverty,asituationwhereparentshave

    nopossibilitytoprovidefortheirchild.

    EmotionalAbuse

    Abusingchildrenemotionallyincludesconstantcriticism,threats,orrejection,aswellaswithholding

    love,support,orguidance.Itcanalsomeanthatchildrenareforcedtoholdresponsibilities

    inappropriatetotheirage.Itcanbeabehaviorthatimpairsachildsemotionaldevelopmentor

    senseofselfworth.

    Child

    Labor

    Anestimated246millionchildrenworldwideareforcedtowork.Manyofthoseworkinhazardous

    situationsorconditions,suchasworkinginmines,workingwithchemicalsandpesticidesin

    agricultureorworkingwithdangerousmachinery.Childlabor,infactories,onthestreets,as

    domesticservantsetc,allthreatenschildrenseducationandoftenleadstofurtherexploitationand

    abuse.

    Trafficking

    Crimesofchildtraffickingiscommittedonnationalandcrossborderlevelsandisusuallyrelatedto

    thesexorlaborindustry.InAsiaalone,1.2millionchildrenaretraffickedeachyear(ILO).Other

    reasonsfortraffickingofchildren:transferorgansofchildren,marriageandillegaladoption.

    DangersofUnsafeMigration

    Peoplemigrateformanyreasonswithinstates,overnationalbordersandtoothercontinents:tofind

    employment,toaccesshealthservices,toreunifywiththeirfamilyetc.Childrenareaffectedby

    migrationindifferentways.Theyeithermigratewiththeirparents,alone,withfriendsortheyare

    leftbehindwhenfamilymembersmigrate.Allthesesituationsputchildrenathighriskofabusesuch

    aschildlabor,neglect,physicalviolence,conflictwiththelaw,etc.

    DrugAbuse

    Childrenusedrugsformanydifferentreasons;itmightbepeerpressureorthesearchforawayout

    ofadesperatesituation.Drugabuseofanykindmarihuana,cocaine,heroin,amphetamines,glue,

    etcareextremelydangerousforchildrensandyouthshealthandtheireducationalandsocial

    development.Drugabusebypregnantwomenbringsextremehealthrisksforthechild.Parentswho

    usedrugsoftencommitphysicalchildabuseorfailtoprotecttheirchildswellbeing.

    IllegalAdoption

    Highrequestofchildrenforadoptioninmanywesterncountriesleadstothesellingandtraffickingof

    childrenindevelopingcountries.Manypotentialparentsarewillingtopayhighamountsto

    expeditetheprocess.Takingchildrenawayfromtheirsocietyandcultureisseldomthebestsolution

    fororphansnomatterhowpoortheirsocietymightbe.

    canbecomeChildSafeImplementers.Thismeanstheyareauthorizedtotrainandcertifymembers

    andpartners.

    TheseorganizationsshouldbeexpertsintheirgeographicareasworkingwithvulnerablechildrenandyouthandtheyshouldhaveoutreachservicesandothersupportservicesforChildSafestarget

    group.ChildSafeimplementingorganizationscanalsohavetheroleasareferralpartnerwhere

    ChildSafeNetworkmemberscanbringchildrento.

    ChildSafeImplementersreceivecontinuoussupportfromtheChildSafeNetworkCountry

    Coordinator.

    ReferralInstitutionsReferralinstitutionsareservicesthatChildSafeanditsimplementersworkwithinordertoallow

    children

    and

    youth

    to

    receive

    the

    best

    possible

    services:

    this

    can

    specialized

    governmental

    Thereferralmanagerhasclearagreementsandprocesseswiththereferralinstitutionsintheareaas

    wellaslistswithalldetailsoftheagenciestomakereferraleasy.

    Allreferralsarefollowedupuntilaclearcaseplanismade.

    ChildSafeMembersIndividualsChildSafemembersareindividualswholiveorworkindirectcontactorvicinityasthetargeted

    childrenoryouth.TrainedonChildSafeprotectionpolicies,theyknowhowtoprotectchildrenfrom

    formsofabuseanddangersthattheycanwitnessintheirdailylife(suchashelpingchildrenwhoare

    newinthecity,childrenwhooverdoseondrugs,reportingpotentialsexualabuse,interveningand

    reportingphysicalabuseanddiscrimination,providingfirstaidandreferringchildrentoanhospital

    afterafightoraccident).

    ChildSafemembersarecertifiedindividuals.Certificationfollowsaclearprocessasillustratedon

    thefollowingpage.

    ChildSafePartnersarebusinessentitiesthatarecertifiedafteritsemployeesandmanagementhave

    receivedtrainingandtesting.Duringtheirdaytodayworktheycanbeindirectcontactwithchildren

    atrisk(childrenatriskofsexualabuse,beggingchildrenetc.).

    ThemanagementofChildSafePartnersagreestodisplaytheChildSafePolicyinthebusinessvenue.

    TheyalsoallowregulartrainingsandrefreshersbythelocalChildSafeteam,includingchild

    protectionarticlesinemploymentcontracts,displayingChildSafematerialsandpromotingthevalues

    ofthecampaignaswellaskeepingupcontactwiththelocalChildSafeteamandexchanging

    information.

    AllChildSafemembersarecertifiedasabusinessandallstaffwhichhasreceivedtrainingandpassed

    thetestarereceiveacertificatewhichisonlyvalidinconnectiontotheemploymentwiththe

    respectiveChildSafebusiness.

    Certificationfollowsthesameprocessasindividuals.

    TourOperatorsandTravelAgenciesTheaimofpartnershipswithTourOperatorsandTravelAgenciesistobetterprotectchildrenfrom

    thepossiblenegativeimpactsoftourism.Thepositiveimpactofthepartnershipsisasafer

    environmentforchildrenthroughawarenessraisingfortourists,andtrainingonChildSafeissuesto

    tourleadersandtourguides.TourleadersandtourguidesaretrainedonChildSafeprinciples:what

    arethemainproblemsstreetchildrenfacearoundtheworld,howdoestourismharmchildreninthe

    totheirtourgroups,ChildSafecertifiedtourleadersactasmultipliersorchangeagents.

    Furthermore,certifiedcompanyincludeschildprotectionarticlesinallemployeecontractswith

    guidesandleadersand/orstaffthathasreceivedtrainingsignsaChildSafeagreementboth

    ensuringthatstaffthemselvesdoesnotgetawaywithactivitieswhichharmchildren.Additionally,

    ChildSafeTourOperatorspassoutChildSafeinformationtotheirclientsatthebeginningofthetrip

    andpromotethecampaignontheirwebsiteandthroughothermeans.
