The Catalunya Magrib Programme• It is a programme of cooperation between the governments of Catalonia

and Morocco, to think about adequate and effective answers to the social exclusion of minors and young Moroccan both in Morocco and in Europe.

• Its main purpose is the welfare of the children and the prevention of premature emigration through:

- Vocational training and insertion in the labour market of the vulnerable young people

- Monitoring and individual assessment of every minor, plus support for their families

- Intensification of the capacities of local agents in the social domain

- Activities to raise exclusion awareness in local neighbourhoods

EDUCATIONAL TEAM

- General education and vocational training.

- Elaboration of adapted educational material

TEAM OF PSYCHO-PEDAGOGIC ASSISTANCE (EAP):

• Composition: – 1 Pedagogue– 1 Psychologist– 1 Social worker

• Elaboration of the Educational Project of the Center and supervision of its application

• Progress assessment and monitoring of the teachers in the team and their pupils.

• Elaboration, application and supervision of the individual action plans for the young people in response to their needs (educational, psychological, administrative, etc.)

• Coordination with other resources of the city: health, justice, administration, Department of Education,

• Work with families: home visits, family tutoring, therapy for parents, family mediation

TEAM OF INSERTION INTO LABOUR MARKET:- Database of firms in permanent actualization- Research of participating companies - Sensitization of businessmen in the concept of ‘firms’ citizenship’- Training in job searching techniques- Continuous assessment of insertion into labour market- Mediation with firms

TRAINING FOR TRAINERS TEAM: - 4 axis:

- Training of the professionals of the PCM- Training of the community of associations for social work- Training of staff of the Department of the Youth and Sports

and for other public administrations in connection with social work - Training of monitors

CHILDHOOD AND FAMILIES TEAM (EAIF):• CASES DIVERTED BY THE GOVERNMENT OF CATALONIA

AND OTHERS• Accomplish the diagnostic of the family situation of the cases diverted by the DGAIA• Sensitise families in the cases likely to be incorporated in the PCM, to acquire their

involvement in the agreement of the voluntary return of the minor• Reception and monitoring of the minors regrouped according to the established

protocol.• Monitoring of cases diverted by DGAIA• Attention and reception of the minors coming from Catalonia• RESULTS:

– Cases diverted by the DGAIA: 297 home visits accomplished– Voluntary returns: 17 minors and 7 adults

• PREVENTION CASES (IN MOROCCO)• Accomplish the diagnostic of the family situation in cases of prevention• Design of Social Tables to enrol the youth in the PCM training• RESULTS: 462 home visits for family and social diagnostic

TEAM OF NETWORKING AND SENSITISATION (ERS):

- Directory of associations which work with young people.Guide of good practices.

- Work of consolidation of networks of associations in the social domain (21 participating associations).

- Diversion of candidate cases from associations to the PCM training (Social Table).

- Training and capacitation of the associations for social work and reduction of the risk factors of the target neighbourhoods.

- Development of projects of sociocultural revitalisation (multimedia project, cycle of movies-forum, social theater, magazine of young people, etc.)

TEAM OF RESIDENTIAL RESOURCE

•Objectives•Reinstatement in the family of origin of the minors and the young people, after an educational intervention intended to redefine their situation and to renew the links of the minors with their socio-familar context.Support in the process of empowerment of the minors and the young people through a programme of training and occupational integration

PROTOCOL FOR RE-GROUPING OF MINORS FROM CATALONIA

0. The protection organism in Catalonia suggests a candidate after the positive expression of his/her wishing to regroup with his/her family of origin.

1. In Morocco, the PCM, by means of the EAIF (Childhood and Familes Team) perform a family diagnostic according to commmon interview procedures in Europe. If the family is the object of a positive diagnostic and agrees with the proposal of return, this information is communicated to the DGAIA (Direcció General d'Atenció a la Infància i Adolescència), who communicates it in turn to the organism where the minor is. THE EAIF also communicates the case to the various teams involved with the PCM. The preparations for the return begin.

2. The DGAIA informs about the arrival of the minor to the the PCM and to the EAIF via fax and e-mail with the document and contact details of the minor.

3. Preliminary preparations for the arrival: Prepare necessary documentation for the reception in the flat. Minor Reports.

Steps to reassure minor.

4. Inform the family of the arrival of the minor. Visit to the family to inform about the process. Steps to obtain the authorization of the parents.

5. Facilitation of the arrival of the minor to the airport (contact with the authorities of the airport and management of the necessary documentation).

6. The minor arrives at the airport accompanied by his representative educator from Catalonia; reception by the representative from the EAIF. Chaperoning to residential resource where he/she meets with his/her family.

7. Reception of minor in residential resource. Signature of the document of transfer of the minor by the educator of the center of Catalonia. Protocol of incorporation and integration of the minor in residential resource

8. One week after arrival, follow-up of process of integration of the minor in residential resource and within the family

9. Integration of the minor in the PCM training (according to the needs of minor). Report on the minor. Reunion with the Direction of the Liceu Catalunya Marroc and the EAP. Approval of the PEI and Action plan of the minor, in coordination with the various teams involved.
