Project information

ChinaAccess4EU is a project financed by DG Research of the

European Commission under FP7 Inco programme

It is one of the 11 Access4EU projects to support the EU access to

research & innovation programmes managed by 11 countries

(Australia, Brazil, Canada, China, India, Mexico, New Zealand,

Russia, South Africa, South Korea, U.S.)

The project was contracted in December 2009 and its duration is

January 2010 - June 2012

The project consortium is based on a strong partnership of 11

European and Chinese organizations

Project Objectives

In order to fill the existing gap in EU-China Science & Technology cooperation, the ChinaAccess4EU

project has the following general objectives:

Increase the awareness and dissemination in the EU of access opportunities for European

researchers and research organisations in Chinese national research and innovation

programmes

Increase S&T cooperation between Europe and China, especially effective collaborations of

European researchers and research organisations in Chinese national research and

innovation programmes

Help develop the reciprocity aspect of EU-China Science & Technology agreements and

improve EU’s understanding of the research systems in China

This Work Package includes the following tasks:

Identify relevant Chinese national agencies and programmes

Analyse relevant Chinese national agencies and programmes

Create, maintain and update the project website

Work Package 1 - Mapping of the access opportunities in China

IV. Methodology

This Work Package includes the following tasks:

Develop a project brochure

Identify key stakeholders in the EU

Disseminate project results to stakeholders and other relevant organisations

Organise and manage dissemination/training workshops

Prepare and conduct project dissemination & match-making events in China

Disseminate project results at multiplier events

Carry out a survey of EU-China bilateral S&T cooperation agreements andprogrammes

Dialogue with selected S&T government bodies of EU Member States

Draft a “Strategy Paper for enhancing reciprocity in EU-China S&TCooperation” document

Revise the “Strategy Paper for enhancing reciprocity in EU-China S&TCooperation” document according to the Steering Committee’s comments

Submit the final “Strategy Paper for enhancing reciprocity in EU-ChinaS&T Cooperation” document to the EC

Survey Questionnaire and Case Studies

• Most of the EU researchers obtain information on Chinese funding programmes from people theyknow.

• Other important information sources include: internal websites of their own research institutes andofficial websites of organizations managing Chinese research funding programmes.

Approach to Chinese research networks and researchers

• In general, descriptions of calls for proposal are in Chinese and the application forms are alsoneeded to be completed either in Chinese or in both English and Chinese.

• Therefore, finding the proper Chinese partners has become the core issue.

Survey Questionnaire and Case Studies

• The need for laboratory testing, getting more reputation within the research area, anddevelopments of foreign counterparts within the same industry are major motivations for a Chineseteam to involve European partners.

• Generally speaking, the researchers from China and European countries have different roles in theresearch project. European researchers normally concentrate more on project design andresearch reports writing. By contrast, Chinese partners focus more on experiments conducting inthe lab.

• As to the budget, the restrictions for foreign researchers in some of the Chinese national fundingprogrammes is becoming less and less. Budget for European researchers can be spent both inand out of China depending on the actual needs.

• This budget normally covers foreign partners’ travel costs, staff costs, as well as limited equipmentand material costs. The equipments and materials can be purchased not only for partners in China,but also in the laboratories of the foreign researchers.

• Research problems are easier to be discovered, because European researchers have differentinsights, and this contributes to improving the reliability of the research results

• Chinese researchers can take advantage of advanced, expensive research equipments in Europe,thus saving research budget

• Chinese researchers can increase international awareness

• The collaboration is beneficial particularly in terms of prestige and brand-building in China

Benefits through collaborations and reasons of collaborating with China

• Language problem and cultural difference are encountered by most of the European researchers

• How to find a strong and trustable Chinese partner is also a practical question

Strategy Paper for enhancing reciprocity in EU-China S&T Cooperation(to be published) –

To carry out a survey of EU-China bilateral S&T cooperationagreements and programmes, analyse their reciprocityconditions, and identify activities carried under these existinginitiatives
