Parent engagement is a critica l component to student and school success. That is why it is important to set the record straight regarding the status of labor negotiations with our teachers' union, known as Chula Vista Educators (CVE). We know it can be confusing when union communications and District communications are at odds. Please take a moment to review the following information, which is important for greater understanding by parents and taxpayers alike. CVE: The District is refusing to commit to maintaining lower class sizes. DISTRICT: The District already has the lowest average class sizes of any school district in the South County, at both K-3, and Grades 4- 6. Our K-3 class sizes average a 22:1 student-to- teacher ratio. While many other districts had to increase to a 30:1 average during the recent recession, our District was able to keep the K-3 classroom averages lower than the state's 24:1 requirement. Our Grades 4-6 average a 28:1 ratio-again lower than our neighboring districts . CVE: The District intends to hire 50 new District resource teachers. DISTRICT: The District will use funds in our Local Control Accountability Plan (LCAP) to hire 40 school-based resource teachers. Three-fourths of our LCAP funding is allocated to certificated teachers. CVE: Teachers do not need an academic coach. DISTRICT: Teachers do need an academic coach. We heard this repeatedly from teachers in the classroom. Here's an email we received: "Teachers need to implement the trainings they have had and new trainings yet to come. Teachers need someone to support them at their site, not once every few months with no follow up ... not as an expert but as a coach, a lead." CVE: Families are paying more out-of-pocket for health benefits than any other district except one. DISTRICT: Although some families are paying out-of-pocket for health benefits, two-thirds of employees pay no out-of-pocket expenses or actually receive $1,200 annually through our unique health waiver/opt out program. CVE: The District is being disrespectful by not changing the District's spending plan in any way to reflect parent or teacher priorities. DISTRICT: The plan was continuously refined along the way. This pot of money was never intended for salary increases and/or class size reductions. The authors of the legislation that created the Local Control Funding Formula (LCFF) were very clear about their intent : to provide enhanced services to our neediest students. Labor negotiations can be a sticky business. Bargaining groups have a manual, a guidebook, that provides strategies for disrupting school district operations and pressuring school boards into acquiescing to union demands. Our District has always been student focused.

We do sincerely appreciate the contributions of our employees. Our classroom teachers, who comprise the backbone of our system, need to be fairly compensated. Reasonable minds can have differences of opinion on how to meet the needs of employees at the bargaining table while also being responsive to taxpayer expectations of fiscal responsibility. Look at the irresponsible decisions that placed some school districts in San Diego County in dire fiscal straits. Nobody wants that for Chula Vista.

Our District has a proposal on the table but is currently at impasse with the teachers' union. Impasse can be considered a deadlock or stalemate in bargaining . The impasse procedures have two phases: mediation and fact-finding. We are in mediation. We are confident mediation will help us reach an agreement.

Additional Questions and Answers: Are academic coaches (Resource Teachers) included in other school districts' LCAPs? Yes. Such support is included in other school district LCAPs because such teachers assist colleagues by providing professional development; modeling best practices; observing and providing feedback; and engaging in dialogue during grade-level meetings to understand the new Common Core State Standards expectations.

What else besides Resource Teachers does the LCAP include? Our District's LCAP addresses multiple state priorities, including provision of services that enhance students' social, emotional, and academic development.

The LCAP is a three-year plan, a living document that is being continuously reviewed to ensure goals are being met.

Estimado padre de familia o tutor:

Agradecemos y respetamos el apoyo que usted brinda al maestro y a Ia escuela de su nino. La participaci6n de los padres es un componente crltico para el exito de los estudiantes y de Ia escuela. Por eso creemos que es importante dejar en clara Ia situaci6n de las negociaciones laborales con el sindicato de nuestros maestros, conocida como Chula Vista Educators (CVE). Sabemos que puede ser confuso cuando las comunicaciones del sindicato y las del Distrito se contradicen.

Por favor tome unos momentos para leer Ia siguiente informacion que es importante que entiendan los padres de familia y los contribuyentes.

CVE: El Distrito rehusa comprometerse para mantener tamaf\os pequef\os de grupos. EL DISTRITO: El Distrito ya tiene el promedio de alumna por maestro mas bajo de los distritos en el sur del condado, tanto en los grados de Kinder a 3°, como en los grados de 4° a 6°. Nuestros grupos en los grados de Kinder a 3° tienen un promedio de 22 alumnos por maestro. Mientras que otros distritos tuvieron que aumentar a un promedio de 30 por 1 durante Ia reciente recesi6n, nuestro Distrito pudo conservar los promedios de alumnos por maestro por debajo de 24 por 1 que requiere el estado en los grados de Kinder a 3°. En nuestros grados de 4° a 6°, el promedio de 28 alumnos por maestro, es tambiem mas bajo que en los distritos vecinos.

CVE: El Distrito piensa contratar 50 nuevas maestros especialistas en recursos para el Distrito. EL DISTRITO: El Distrito usara fondos de nuestro Plan de Control Local de Fondos y Rendimiento de Cuentas (LCAP) para contratar 40 maestros especialistas en recursos que estaran en las escuelas. Tres cuartas partes del fonda de LCAP estan asignadas para maestros certificados.

CVE: Los maestros no necesitan un capacitador academico. EL DISTRITO: Los maestros sl necesitan un capacitador academico. Nuestros maestros en las aulas nos lo han dicho repetidamente. Este es un mensaje electr6nico que recibimos: "Los maestros necesitan poner en practica las capacitaciones que han recibido, y las nuevas capacitaciones que recibiran. Los maestros necesitan alguien que les apoye en su escuela, no una vez cad a varios meses sin darle seguimiento ... no como un experto pero como un capacitador, ungula."

CVE: Las familias estim pagando mas dinero de su bolsillo por concepto de seguro medico que cualquier otro distrito, excepto uno. EL DISTRITO: Aunque algunas familias contribuyen de su bolsillo para el seguro medico; dos terceras partes de los empleados no contribuyen de su bolsillo o actual mente reciben $1 ,200 anualmente por media de nuestro programa en donde optan por no recibir tal prestaci6n.

CVE: El Distrito esta faltando al respeto al no cambiar el plan de gastos del Distrito para reflejar las prioridades de los padres o de los maestros. EL DISTRITO: El plan se ha estado refinando continuamente durante el proceso. La intenci6n para estos fondos nunca fue utilizarlos para aumentos salariales o para reducir el tamano de los grupos escolares. Los autores de Ia ley que cre6 Ia Formula de Financiamiento de Control Local (LCFF), fueron muy claros acerca de su intenci6n: Proporcionar mejores servicios a nuestros estudiantes mas necesitados.

Las negociaciones laborales se pueden prestar a jugar sucio. Los grupos de negociaci6n tienen un manual, una guia, que les da estrategias para alterar las operaciones del distrito escolar y para presionar a las mesas directivas de educaci6n a ceder a las demandas sindicales. Nuestro Distrito siempre ha tenido su atenci6n en los estudiantes.

Apreciamos sinceramente las contribuciones de nuestros empleados. Nuestros maestros en las aulas, quienes son Ia medula de nuestro sistema, necesitan ser compensados justamente. Las mentes razonables pueden tener distintas opiniones sabre c6mo satisfacer las necesidades de los empleados en Ia mesa de negociaciones a Ia vez que tambien son sensibles a las expectativas de los contribuyentes de actuar responsablemente. Mire las decisiones irresponsables que pusieron a algunos distritos escolares en una situaci6n fiscal desesperada. Nadie quiere eso para Chula Vista.

Nuestro Distrito tiene una propuesta en Ia mesa en estos mementos pero las negociaciones con el sindicato de maestros estan en un punta muerto. Ella puede considerarse un callej6n sin salida o un estancamiento de las negociaciones. Los procedimientos de impasse tienen dos fases: La mediaci6n y Ia exploraci6n. Estamos en Ia mediaci6n. Confiamos que Ia mediaci6n nos ayudara a lograr un acuerdo.

Preguntas y respuestas adicionales: ;, Tienen capacitadores academicos (maestros especialistas en recursos) los LCAP de otros distritos? Sf. Dicho apoyo se incluye en los planes LCAP de otros distritos porque esos maestros ayudan a sus colegas al proporcionar capacitaci6n profesional; demostraci6n de las mejores practicas; observaci6n y retroalimentaci6n; y al entablar un dialogo durante las reuniones par grado escolar del personal para comprender las expectativas de los nuevas Estandares Estatales Comunes.

;,Aparte de los maestros especialistas en recursos, que mas incluye el LCAP? El LCAP de nuestro Distrito trata multiples prioridades estatales, que incluyen proporcionar servicios que mejoran el desarrollo social, emocional y academico de los estudiantes.

El LCAP es un plan que abarca tres anos, es un documento vivo que esta siendo revisado continuamente para asegurar que las metas se estan logrando.
