1.2. MAIN OBJECTIVES

a / TO PROMOTE CEE CINEMATOGRAPHY IN WESTERN EUROPE

The main objective of the CinEast film festival is to supportand to promote the cinematography of Central and EasternEuropean (CEE) countries as well as their culture in general.The festival seeks to raise awareness about CEE countries in Luxembourg and the cross-border Greater Region and tohelp in crossing the still existing boundaries between the “East” and the “West”, which remain evident in the society, cultural industry and also in the field of film distribution.Thanks to its geographical situation, multinational popula-tion, and the many links to the neighboring countries Lux-embourg is a particularly good place where the “East” can meet the “West”.The CinEast film festival is specialised in the region of CEE countries and strives to enrich and diversify the cultural scene in Luxembourg and to offer an alternative by presen ing film works that would otherwise have little chance to enter local cinemas. The cinematography of the ex-commu-nist countries of Central and Eastern Europe, even though now mostly members of the EU, are still very rarely repre-sented in regular film distribution in Luxembourg and West-ern Europe and CinEast aspires to contribute to fill this gap.The programme of CinEast includes mainly feature films, but it offers also documentaries, animations and short filmsof all genres.

b / TO GO BEYOND CINEMA

CinEast seeks to go beyond the usual film festival concept of a simple row of film screenings. It offers not only a uniqueopportunity to get familiar with recent cinematography ofthe represented countries, but also to learn about their cul-tures and ways of life through various events, mostly con-nected with the film programme. Also thanks to the non-standard long duration (2,.5 weeks), each year the festival boasts a rich programme of accompanying events, includ-ing concerts, exhibitions, gastronomic evenings, debates

and special evenings. The events also serve as a great wayto attract new audiences to the main festival programme,who would not necessarily attend a festival screening.

c / TO BECOME A PLATFORM FOR EXCHANGES AND MULTICULTURAL DIALOGUE

Moreover, CinEast aims to create a platform of exchange and develop multicultural dialogue between the different communities co-existing in the distinctive multinational and multicultural environment of Luxembourg (a city with over 175 nationalities where almost 60% of inhabitants are non-nationals).The festival-goers are given a lot of opportunities to meet, communicate and interact (e.g. during the numerous in-formal gatherings organised right after the Q&A sessions) and thus to transcend their nationality/language-based cir-cles, building new social contacts, sharing experiences and learning from each other. The festival represents quite a unique opportunity for the communities of the representedCEE countries to meet all the other inhabitants of Luxem-bourg but also more and more spectators coming from the neighboring towns in France, Germany and Belgium (many of whom work in Luxembourg).

d / TO FOSTER PROFESSIONAL COOPERATION AND EX-CHANGES

CinEast also seeks to promote the cooperation of film indus-try professionals and to provide producers from CEE coun-tries with opportunities to collaborate on common projects with local film industry as well as to make their work knownin a wider European market. To achieve this goal the festivalorganises (in cooperation with Film Fund Luxembourg and various local film associations) a co-production forum “CinEast Pro”, offering a platform for interaction and net-working, attended by interested producers from CEE coun-tries and Luxembourg.

1.1. MISSION STATEMENT

CinEast [Ciné-East] film festival aims to present an overviewof the current film production from countries of Central andEastern Europe, formerly belonging to the so-called EasternBloc, to the multinational Luxembourg public as well as to help to bridge the gap between the “East” and “West” through cultural exchange and bringing together the dif-ferent nationalities and communities in the Grand Duchy and in the cross-border Greater Region.

e / TO FOCUS ON YOUNG AUDIENCES

The festival equally aims at popularising cinema and the cultures of CEE countries among young audiences in orderto broaden their insight into other cultures, learn more about the art of cinema as well as develop their critical thinking skills. Starting with a special show with cartoons without spoken language for the pre-school children of allnationalities, the official programme also offers films for older children, teenagers and university students, thus cov-ering all age groups. Moreover, special school screenings are organised in partner schools (e.g. European School of Luxembourg, Lycée classique de Diekirch and the Interna-tional School of Luxembourg) during the festival, some of which are attended by the festival’s guests (directors/ac-tors/producers etc.). The screenings are often enriched with educational activities.

f / TO ENHANCE THE VISIBILITY OF CEE CINEMATOG-RAPHY AND CULTURE AT EU LEVEL

Last but not least, CinEast is trying to increase the visibility of the CEE cinema and cultures on the EU and internationallevel. CinEast is the second largest film festival in Luxem-bourg but also one of the largest film festivals (taking into account the number of films and guests) specialised in the cinema of CEE countries worldwide. Thanks to its constant growth, on-going professionalisation, growing prestige of its official competition and increasing international media coverage, CinEast is becoming a cinematographic event of international importance supporting the not so well knownand distribution-wise disadvantaged cinema of the regionof Central and Eastern Europe.

2.1. HISTORYBuilding on experience gained during the organisation of the Polish Film Days in 2006, the first edition of Central Eu-ropean Film Festival of Luxembourg held in October 2008 presented films from 4 countries (The Czech Republic, Hun-gary, Poland and Slovakia) at the premises of the Abbaye deNeumünster – the biggest cultural centre in Luxembourg.In 2009, Luxembourg’s Cinémathèque agreed to become the second main festival venue and the event grew both in terms of number of films and spectators. In 2010, the festi-val acquired the current name “CinEast” and expanded to numerous new venues, almost doubling in size. Romania became the next featured country and an official competi-tion was introduced. For the 2011 edition, Bulgaria was add-ed to the countries represented and around 80 projections and many accompanying events were offered, attracting over 7,000 participants. In 2012, CinEast opened its doors to Baltic countries (Estonia, Latvia, Lithuania) as well as to Slovenia, Croatia and Serbia, thus featuring 12 countries in total. 2013 saw opening doors to the rest of the ex- Yugo-slavia countries, as well as to films produced outside the featured region either filmed by CEE filmmakers or having strong link to the CEE countries. CinEast 2013 attracted a to-tal audience of over 9200 participants. In 2014, the festival included Ukrainian cinema for the first time and attracted over 9,800 festival-goers.

2.2. FESTIVAL ORGANISERSince 2013 the CinEast film festival has been organised by the Luxembourg-based non-profit association CinEast asblcreated in January 2013, whose activity is concentrated on the organisation of the festival and smaller-scale events promoting the festival. The first five editions of the festival

were organised by the non-profit association polska.lu, ac-tive in various fields but the growth of the festival made it necessary to create a new separate organising entity – CinEast asbl. Despite this transition, the core festival or-ganising team has remained largely unchanged since the first edition. Polska.lu as well as other national associations based in Luxembourg are now among the members of CinEast asbl.

2.3. PRACTICAL ORGANISATIONA significant proportion of the main festival organisation tasks is performed by the members of the official organiser,the association CinEast asbl. The festival greatly benefits from its international organising committee involving na-tionals from most of the represented CEE countries, who arefilm enthusiasts well familiar with the cinematography of their own countries.. This is a unique situation ensuring thatCinEast’s selection is based on first-hand knowledge and experience. The team also involves Luxembourgish, Frenchand German collaborators and is therefore composed of people of 15 nationalities. 3.1. GENERAL FACTSThe festival takes place in October in Luxembourg city as well as other towns of the Grand Duchy (Vianden, Esch sur Alzette, Mondorf-les-Bains, Mersch etc.). We are also consid-ering cooperation with other partners in the Greater Region to further increase the visibility of the festival. In 2014 the festival presented over 100 screenings and many accompa-nying events. Films from 18 countries were featured in the festival programme: Bulgaria, Croatia, the Czech Republic, Estonia, FYROM, Hungary, Kosovo, Latvia, Lithuania, Mol-

FILMS PROGRAMMEThe programme of the CinEast film festival Luxembourg focuses on new productions from CEE countries, many of which awarded at major international festivals or national film awards, but film lovers will also find a selection of clas-sics and special presentations (typically related to the fea-tured theme or special thematic evenings). As regards the genres, the vast majority of films on the programme are feature films, however, an important place is also accorded to documentaries, animated films and short films (fiction, documentary, animated). Most films are shown in Luxem-bourg premiere and some in Benelux or even international premiere. All films are shown with English or French subti-tles.

3.2.1. Programme sections

The films on the programme are divided into seven sec-tions:

a) Official competition8-9 new feature films are evaluated by a 5-7 member interna-tional jury composed of renowned film professionals, direc-tors, artists and critics. Among the members of CinEast jury in previous years: Agnieszka Holland, György Pálfy, Claude Bertemes, Katarzyna Klimkiewicz, Paul Thiltges, Bady Minck, Beryl Koltz and Sergei Loznitsa. The jury awards the Grand Prix and the Special Jury Prize at the Awards ceremony held at the Cinémathèque. The winners of the Audience Awards for best film (based on voting of the public) and for the best

All 55 feature films and 50 short films were shown in a total of 14 venues. The main festival venues are Cinémathèque de la Ville de Luxembourg, the ”Neimën-ster” cultural centre and the arthouse cinema Ciné Utopia.

short film in each category (fiction, documentary and ani-mation) are also announced during the ceremony.The organisers are considering enriching the competitionprogramme with a Critics’ Prize.

b) CinéscopeA selection of the most interesting recent films from across the region of Central and Eastern Europe shown outside the competition.

c) East Goes WestA selection of films by artists from Central and Eastern Eu-rope made in or with a strong link to the “West”, aiming at promoting the East-West cooperation and co-productions in the film industry and highlighting CEE talents working outside their home country.

d) FunnyEastA selection of comedies from the countries of Central and Eastern Europe

e) CinédocsA selection of outstanding documentary films, with many related to the thematic cycle

f) CinéshortsShort films marathons presenting a carefully selected pan-orama of new feature, documentary and animated short films from the region. Since 2013 the spectators have the chance to vote for audience awards in the three categories.

g) CinéspecialsSpecial screenings including projections for young audi-ences, miniretrospectives (see Cinéfocus below), classic films, literary evenings, collaboration projects with local film initiatives as well as screenings within accompanying events – cinéconcerts, films shown before concerts etc.

3.2.2. Thematic cycle

Every year the festival focuses on one main theme which is reflected in a thematic cycle (Cinécycle) including a dozen films (in different sections), the main photography exhibi-tion and other accompanying events (debates, concerts etc.). In 2013, CinEast presented the thematic cycle “Wom-en’s Stories” exploring women’s rights, their situation and their life stories. The theme of the 2014 edition was “So Far, So Close” exploring current perception of cultural differenc-es and similarities between the countries with communist past and the “West”. In 2015, the “Urban Stories” theme will provide a reflection on various perspectives of life in the cit-ies and towns of the Eastern as well as Western Europe.

3.2.3. Cinéfocus

Moreover, each edition presents a closer look at the work ofselected directors, actors and producers in the form of miniretrospectives. This feature is called Cinéfocus and in 2014 the spotlight was put on the work of director Sergei Loznitsa, actor Dawid Ogrodnik, as well as Oleg Mutu – a director of photography who collaborates with a number of renowned directors, especially in Romania.

3.2.4. Young audiences

CinEast equally pays special attention to reaching young audiences via its Cinéyouth programme, which includes special screenings and events for children and young peo-ple. It offers the freely accessible Kids Show featuring car-toons with no spoken language (from the age of 2), Sunday screenings for children from the age of 5 (CinEast meets Cinema Paradiso of the Cinémathèque), sometimes fol-lowed by educational activities, family cinema films (10+), films for teenagers and also collaborative projects with the University of Luxembourg. Apart from these publicly acces-sible screenings, there are also special school screenings re-served for students, organised in collaboration with the Eu-ropean School in Luxembourg, Lycée classique de Diekirch and the International School of Luxembourg.

3.3. ACCOMPANYING EVENTS

3.3.1. Guests, Q&As and debates

Bringing filmmakers and audiences together is one of CinEast’s main goals. Every year CinEast hosts many filmmakers, ac-tors, producers and special guests from Central and Eastern European countries. All festival guests take part in Q&A ses-sions following film screenings and the audience is often given the opportunity to informal chats afterwards in the foyer. In 2014, CinEast hosted 25 special guests, including the directors Sergei Loznitsa and Igor Cobileanski, actors Gil Darnell and Helena Sujecka and Latvian producer Vilnis Kalnaellis.

3.3.2. CinEast Pro co-production forum

A special one-day forum for film professionals organised in cooperation with the Luxembourg Film Fund, ULPA and other film industry organisations and attended by produc-ers from CEE countries and from Luxembourg providing a platform to meet, network and explore opportunities for future collaborations (co-productions, local distribution of films). CinEast actively supports collaborative projects be-tween local film industry and professionals from CEE coun-tries.

3.3.3. Musical events (Cinémusic)

In order to diversify the programme, but also to attract new audiences, each edition of CinEast offers a rich programme of musical events – concerts, dj nights and a cinéconcert (live soundtrack to a silent film). The musical events often start with a special screening of a film, usually linked to the musical part of the evening thematically or personally (for instance musicians who are also actors, music documentary linked to the group performing etc.). CinEast brings music of all genres (Balkan, jazz, rock, electronic, experimental, vocal etc.). In 2014 we organised 4 concerts, the biggest of which was the performance of the 10-member gypsy brass band from Romania “Fanfara Transilvania”.

3.3.4. Exhibitions (Cinéart)

Since 2011 it has been a tradition that a large photographyexhibition reflecting the main festival theme is installed forthe whole duration of the festival in the prestigious premis-es of the Neimënster cultural centre. In 2014, the exhibition “So Far, So Close” brought together more than 200 works by 12 Polish, Czech, Slovak, Hungarian and Luxembourgish artists. Ancien Cinéma in Vianden usually hosts another smaller scale exhibition complementing the festival pro-gramme.

3.3.5. Culinary events (Cinégastronomy)

In its efforts to bring together the different communities aswell as to attract new audiences CinEast provides numerousopportunities to explore the cuisines of the gastronomicallylesser known part of Europe. Two gastronomy evenings offer a selection of typical Central and Eastern European dishes served as a set menu or in buffet style, accompa-nied by regional beers and wines. In addition, many special screenings are followed by free tasting of typical snacks and drinks, which is traditionally the case of the short film mara-thons.

The festival seeks to attract the widest possible audience, without age or language limitations. The target group is the whole population of Luxembourg and the Greater Region, both local and international. Naturally, the festival is popu-lar among people from local Central and Eastern European communities (including many EU officials), however, the pri-mary goal of CinEast is to attract the local Luxembourgish and international communities, university students and young people to make them discover the cinema cultures and societies of the represented countries. In addition, the festival intends to target new audience from neighbouring cross-border regions of France, Belgium, Germany (the so-called “Greater Region”), especially (but not only) the com-muters coming to work to Luxembourg.

Every year, the CinEast film festival works on maximising its visibility and on achieving a stronger presence in local and international media through:- festival posters, flyers, brochures and festival trailer- festival website www.cineast.lu- social media (Facebook page, Twitter account, YouTube channel)- festival press conference, taking place roughly three weeks before the opening (presentation of complete programme, distribution of materials, Q&A, interviews...)

- detailed press materials are available on a dedicated press-only ftp- around 10 press releases are distributed to a large data-base of media contacts in Luxembourg and beyond (in French) before and during the festival, several international press releases (in English) are issued and sent to major film information websites and other media as well as national film centres, and special press releases for media in partici-pating countries in the respective languages are sent out to increase the visibility of the festival in CEE region.- festival programme is disseminated in all cultural agendas to reach maximum possible audience (Citymag, plurio.org, Agendalux as well as agendas in cross-border regions)- events programme (especially concerts) is also used as a way to reach new public, not necessarily following cinema programmes- promotion among the communities of the represented countries is done using community sites luxembourg.cz, polska.lu, lietuva.lu... as well as through numerous national associations, mailing lists and other means- festival media partners: L’Essentiel (free daily newspaper, the most widely read publication in Luxembourg), Ara City radio, radio 100,7, RTL (Luxembourgish and German speak-ing community) chronicle.lu (English-speaking commu-nity), bomdia.lu (Portuguese-speaking community) and others. International media partners: cineuropa.org, FNE (filmneweurope.com).

3.3.6. Charity project

Each year CinEast supports a specific charity project in oneof the represented countries. The festival-goers are encour-aged to make donations for the good cause into available piggy-banks or support the project by purchasing a photo from the main exhibition (over 4500 EUR in 2014). The con-tributions are traditionally counted before the last festival screening. 100% of the money collected is sent to the or-ganisation and used for the specified concrete purpose. As Ukraine was the invited country of the 2014 edition, the festival decided to support an asylum situated in Udaitsi, a small town east of Kiev, financing, among other things, a multimedia projector and a screen. Via the charity project the festival seeks to go beyond cinema to make a real con-tribution to those in need.

- advertising - networking and cooperation with other European and worldwide initiatives and festivals (GoEast in Wiesbaden, Let’s CEE in Vienna etc.)

CinEast 2014 (9-26 October 2014) featured over 100 screenings in 18 days, presenting 55 different full length films and 50 short films from 18 European countries. The festival attracted over 9 800 participants, of which 7300 spectators in cinemas, 1 000 students at school screenings and 1500 participants in accompanying events. The festival welcomed 25 special guests and the programme included 3 concerts, a ciné-concert, 2 exhibitions, 2 gastronomy evenings, 2 debates and 5 thematic evenings, including an event at Mudam in the presence of Dutch artist Ulay (see the programme of CinEast 2014). The website was consult-ed by 25 000+ unique visitors and over 1 900 fans follow the festival’s facebook page. The festival was covered in

6.1. GENERAL DEVELOPMENTSThe CinEast festival is an annual event that has been con-tinuously growing in size as well as importance. This year we are organising its 8th edition with the main theme “Ur-ban Stories”, presenting a reflection on various perspectives of life in the cities and towns of Eastern as well as West-ern Europe. We do not foresee any essential changes to the main concept of the festival but rather an organic develop-ment, i.e. more prestigious guests and jury, high quality programme, more regional/international premieres, richer programme for young audiences, more educational events and, obviously, larger number and further diversification of the audience. Our aim is also to enhance the prestige of the festival and its Grand Prix, also in the international context. Further steps towards the festival’s professionalisation will also be made.Around 50 European full length films and 50 short films will be shown during the festival and in total an audience sur-passing 10 000 people is expected. We would like to invite larger number of special guests (depending on the budget available) in order to give even more opportunities for the general public - but also young and student audiences - to learn from and interact with experienced film professionals. Our plan is also to include several debates (mostly related to the thematic cycle) inviting experts not only from Lux-embourg but also other countries.

6.2. NEW AUDIENCESThe festival will seek to increase the size of the audience to a total of around 10 000 participants as well as to in-crease the share of Luxembourg nationals, people from the Greater Region and young people and students. Spe-cific activities to attract new audiences are being devel-oped, including collaborative projects throughout the year (Cinémathèque), promotional activities in towns beyond the Luxembourg borders (Trier, Metz, Arlon), increased me-dia coverage and advertising in major media, collaboration projects with the University of Luxembourg and the Lycée Technique, social media campaigns, competitions, com-mon projects with other associations and initiatives etc. An attractive programme of accompanying events has also proved to be a very efficient way to reach new audiences .

6.3. YOUTH PROGRAMME AND SCHOOL SCREENINGS2015 will also see more screenings and new features for young audiences and students. Building on previous ex-periences CinEast fully recognises the need to further work with young audiences and is committed to stress the im-portance of film education among young people. The fes-tival therefore intends to continue developing existing partnerships with local school establishments (European Schools, Lycée classique de Diekirch) and the University of Luxembourg, as well as to start new collaborations with the Lycée Technique and possibly also other schools. A series of screenings followed by a debate related to the main theme “Urban Stories” at the University of Luxembourg is being considered.

6.4. INDUSTRY DIMENSIONMoreover, further development of the CinEast Pro forum for film professionals is planned to better reflect the needs of the participants, also through closer collaboration with Luxembourgish producers’ organisation like ULPA. In this context, new activities are planned for 2015 edition of the forum: a more targeted programme with case studies, a specific focus and most probably also paying a visit to the studios of FilmLand Kehlen for the guest producers and di-rectors. The main goal is to increase the participants’ knowl-edge of co-producing possibilities in Luxembourg and in the CEE countries.

Every year CinEast gives a unique opportunity to see doz-ens of films of all genres that would otherwise not be screened in Luxembourg. Cinema lovers enjoy numerous occasions to meet important filmmakers and discuss the presented films during Q&A sessions and informal gather-ings after. The festival also, welcomes famous artists and music groups, presents photographic exhibitions showcas-ing works of young talents from CEE but also gives people an opportunity to meet the numerous and diverse commu-nities on many occasions, including gastronomy events.During the previous editions, the CinEast festival was proudto welcome, among others, one of Poland’s most prominentfilmmakers Agnieszka Holland, Ukrainian director Ser-gei Loznitsa, Romanian film director Florin Șerban, Czech documentary maker Helena Třeštíková, Polish screenwriter and director Wojciech Smarzowski, Slovak film director Dušan Hanák, Croatian actor Leon Lučev, Slovenian direc-tor and writer Metod Pevec, Lithuanian director Kristijonas

6.5. SCREENINGS OUTSIDE OF THE FESTIVALSince 2014 the festival has also organised a new cycle of screenings and events called “CinEast over the year”, in or-der to:- support local distributors releasing recent films shown at CinEast or coming from Central and Eastern European countries - co-organise and promote the screenings of some classic film from the CEE countries (regions with a low production capacity) in collaboration with the Cinémathèque de la Villede Luxembourg;- keep the visibility of the festival throughout the year to reach new audiences.A series of promotional screenings just before the festival inselected cinemas in the Greater Region outside of the bor-ders of Luxembourg are being considered (depending on available budgets), i.e. in Trier (Germany), Thionville/Metz (France) and Arlon (Belgium).

6.6. COLLABORATIONS AND NETWORKING WITH OTHER FESTIVALS

On the international scale CinEast would like to develop collaborations with other European films festivals (mainly those focused on Central and Eastern European cinema), e.g. film festival À l’Est, du Nouveau (Rouen), GoEast (Wies-baden), Cottbus IFF, Nancy-Lorraine IFF, Ghent IFF and also film festivals focused on short films (NexT IFF Bucharest, BuSho FF Budapest, Clermont-Ferrand FF etc.).These col-laborations will take the form of exchanging contacts to right holders, short films, cartes blanches etc.

HIGHLIGHTS OF PAST EDITIONS

Vildžiunas, Czech author and screenwriter Jaroslav Rudiš, Polish-American director Lech Majewski and many others. In 2014 the Dutch artist Ulay was also among the festival’s guests.

Among the music groups and artists performing at CinEast, special mention can be given to: jazz legends Tomasz Stańko and Milcho Leviev, Romanian gypsy orchestra Fanfara Tran-silvania, Bulgarian group Nasekomix, Polish rock cult bands T.Love and Kult, Estonian singer Tanel Padar, Lithuanian elec-tro band Golden Parazyth, Polish folk group Trebunie Tutki with Jamaican outfit Twinkle Brothers and many others.
