CIPI Cable Update
There are changes taking place on how we receive satellite signals from
Shaw Broadcast. They are changing from MPEG-2 to MPEG-4 technol-
ogy over a period of 3 years starting May 2017. This will affect all the
receiving equipment we use for the analog channels we offer on CIPI
Cable and some of the Set-top Boxes being used by our Digital Cable
Subscribers. This includes the DCT 700, DCT 2500 and DCT 6200 Set-
top Boxes.
Our plan is to prepare to change out all the DCT boxes that our subscrib-
ers have, upgrade the Digital head-end equipment and also change/
upgrade the cable packages and pricing.
CIPI Cable has no plans to upgrade the analog system and each channel
will eventually be removed from the line-up leaving only channel 5 by
the Fall of 2019. We encourage all analog cable subscribers to make the
switch to digital cable.

BINGO UPDATE
Coming Soon! We will be adding an Early Bird series to our bingo line-
up. 45 numbers will be pre-called and the accumulator Blackout game
will be for a prize. Consolation is $200. Cards will be $5.00 each.

Beauval Co-Management Board is made up of
stakeholders that are involved with activity within
the N-12 Fur Block. The board is made up of
representation from the municipal and Metis’
local government along with Traditional
Economies (trappers association, fishers, wild-rice
growers etc.). Meetings are held on a regular
basis, these meetings usually have topics of
discussion that impact any or all of the
stakeholders. Community social & economic
development is an ongoing discussion item as it
impacts the wellbeing of the members of the
community. Government ministries and industry
representatives are often invited to meet with the
board to discuss any concerns associated with
such things as forest, fisheries & fur harvesting
among other things. An example of such
discussions is forest harvesting within the
immediate area of the municipal boundaries, this
area is known as the Burnouf Road.
Co-management board allowed Mistik
Management to harvest timber in the area with
community safety as the main reason. Under the
new provincial “Forest Fire Act” municipalities
are required to be proactive with protecting their
communities from forest fire threat this includes
fire guard surrounding the community. In addition
municipalities are responsible for the cost of forest
fires within their boundaries. The area harvested
performs as a Fire Guard in the event of a forest
fire threatening the community, this cut area acts
as a barrier to the fire. Working with Mayor &
Council Co-management board has requested that
logging roads that were opened up in the harvest
area to remain open so that the public are able to
access the area for activity. Mayor & Council is
interested in hearing from the public as well as
groups if they have an idea on what should go into
the area. Some activities that were talked about
were: firing range for bow & gun, quad trails,
walking trails etc. Currently there is a lot of left
over timber in the harvested area that could be
collected for firewood if anyone is interested.

It was a cool windy day but a total of 28 youth participated. It was
great to see the parents enjoying the day with their children.
There were 10 cash prizes, however only 4 fish were caught. Random
draws were made for the remaining prizes.

Stoicheff. “While we are deeply disheartened by
the recent loss of provincial government funding
for the centre, we will not be deterred from our
important work alongside the people of
Saskatchewan’s northern communities.”
Regrettably, this budget cut will result in the loss
of six staff positions as of the centre’s closure on
June 15. These staff members have contributed
greatly to the success of the students and faculty
and to Saskatchewan’s northern communities and
they will be supported through the transition and
closure of the centre.
“The U of S has a strong commitment to
collaborating with its northern partners and we
remain resolved towards identifying a
comprehensive strategy for the North,” said Patti
McDougall, U of S vice-provost teaching and
learning. “Going forward, we will work with an
expanded version of ICNGD’s Northern Advisory
Board to ensure the voices and advice of these
leaders, as well as industry, are heard as we
review all of our activities and programs in the
North to ensure we are meeting their needs.”
SASKATOON – The University of Saskatchewan
will close the International Centre for Northern
Governance and Development (ICNGD) as of June
15, 2017. The annual targeted funding for this
research centre was eliminated in this year’s
provincial budget, as of April 30, 2017.
Over its 10-year history, the ICNGD has
successfully provided two “northern-tailored”
graduate-level degree programs; the Master of
Northern Governance and Development (MNGD)
being the first degree offered by the U of S in the
North, for the North and with the North.
The Governance and Entrepreneurship in Northern
and Indigenous Areas (GENI) was the first
international joint degree between Canada and
Norway, and the first one in Western Canada.
Combined, these programs have graduated more
than 50 students. Furthermore, the centre’s research
has focused on concerns identified by northerners
in critical areas such as northern governance, First
Nations and resource development, northern
innovation and climate and socio-economics. The
centre attracted approximately $1.6 million in
research funding.
While the centre will close on June 15, the
university has appointed the Johnson Shoyama
Graduate School of Public Policy (JSGS) to
administer the two masters programs. Students
currently enrolled in both the MNGD and GENI
will be able to complete their programs, and new
applicants will be accepted into the GENI program
only. Admissions for the MNGD program will be
suspended for 2017-18 to enable a pause and re-
evaluation of the program. Students have benefited
from funding support through key partners,
Cameco Corporation and MITACS. Ongoing
discussions are occurring to maintain this important
financial support for students.
