A High-level Delegation Visits Indonesian Agro-processing Industry

A high level delegation led by Dr. Cecep Effendi, Director General, CIRDAP visited small agro-processing industry in Indonesia from 09 to 12 October 2015. The delegation includes Dr. Azeem, Director General, National Agricultural Research Centre (NARC), Pakistan and Dr. M.A. Matin, Director General, Rural Development Academy (RDA), Bogra, Bangladesh.

The purpose of the visit was to gain practical knowledge on how the smallholders are contributing towards the agro-processing industry in Indonesia. Agro processing in Indonesia is contributing around 20 to 30 percent in GDP.

The delegation went for several field visits to agro-processing centre to see production and processing of value-added-product from banana roots, spinach, betel leaves etc. The team also gained knowledge on the best technologies used in agro-processing industry including fruit-chips making industry in Malang, Indonesia.

CIRDAP in collaboration with SAARC Agriculture Centre (SAC) developed a project and going to submit to a donor for funding to promote small scale agro-processing for the smallholders in South Asia region in light of the experiences of the Southeast Asia.

DG CIRDAP attends 9th SAC Governing Body Meeting

Director General, CIRDAP attended the 9th Governing Body (GB) meeting of SAARC Agriculture Centre (SAC) that took place from 17-20 October 2015. The DG, CIRDAP briefed the Governing Body about some proposed collaborative programmes to be implemented jointly by CIRDAP and SAC. He addressed the Governing Body members and officials from SAARC and SAC for the initiatives and cooperation for the proposed joint programmes and projects. These collaborative programmes will benefit the people of South Asia, especially in the area of small scale agro-processing. Acting Director Research, Dr. Ibrahim Saiyed, was also present at the meeting.

CIRDAP–NIRD&PR Collaborative International Training Programme on Sustainable Agriculture for Rural Development Held in Vientiane, Lao PDR

With the support from the Ministry of Rural Development, Government of India as a kind regional cooperation gesture for sharing experiences between CIRDAP member countries of Asia-Pacific, an International Training Programme on Sustainable Agriculture for Rural Development was organised in Vientiane, Lao PDR in collaboration with the National Institute of Rural Development and Panchayati Raj (NIRD&PR). The training programme was held in Vientiane, Lao PDR from 26 October to 04 November 2015 jointly in collaboration with the with NIRD&PR and the Department of Planning and Cooperation, Ministry of Agriculture and Forestry, Government of Lao PDR. A total of 16 participants from Afghanistan, Bangladesh, India, Indonesia, Lao PDR, Malaysia, Nepal, Philippines, Sri Lanka and Vietnam participated in the training programme.

The programme was inaugurated by Mr. Kham Phalakhone, Deputy Director General, Planning and Cooperation Department, Ministry of Agriculture and Forestry, Government of Lao PDR, on 26 October 2015 at the Conference hall of the Department of Planning and Cooperation, Ministry of Agriculture and Forestry, Government of Lao PDR. Among others Dr. Cecep Effendi, Director General, CIRDAP; Dr, Vasanthi Rajendran, Director, Training Division, CIRDAP and Dr, V. Suresh Babu, Programme Coordinator from NIRD&PR spoke during the inaugural session. After the inaugural session there was film shows on CIRDAP and NIRD&PR. There was question answer session and discussion on CIRDAP and NIRD&PR. After the CIRDAP and NIRD&PR film show DG, CIRDAP took a session on comparative agricultural sector‟s contribution in the GDP of CIRDAP Member countries. He analysed the agriculture‟s role in CIRDAP Member Countries. Then the session country presentation started with the presentation from Nepal. Accordingly Bangladesh, India, Indonesia, Sri Lanka, Philippines, Malaysia, Iran, Lao PDR and Vietnam presented their countries presentation on role of Sustainable Agriculture in Rural Development. There was lively discussion on each country presentations.

On 31 October 2015 the participants were taken for a field visit to Banthaxang Village Group Farming System in Vientiane Capital Province to show the ground realities and gain hands-on experience on Integrated Organic Farming System. During the field visit Mr. Somsavat, Group Leader of the farming system explained the participants about the various aspects of his farming system. There are 69 families who are the members of this group. Initially this was started with 8 families. This group was established on 25 October 2015. They have 49 hectares of land and 20 families got certificate for organic farming. The group produce 25 categories of vegetables and they market their products at Vientiane. Their organic products are more costly than non-organic products and there is high demand in the market.

On 2 November 2015 there was a presentation by Mr. PatchaiSoukchai, Technical Officer, Department of Agricultural Mechanisation, Ministry of Agriculture and Forestry on Conservation of Agriculture (CA) and Direct Seed Mulch Cropping System (DMC) in Laos. After that the participants visited Small Holder Development Project under Ministry of Agriculture and Forestry funded by the Asian Development Bank (ADB) at Banbungphao village of Tulakum District, Vientiane Province. Mr. Phongsamut, head of the organic farming group explained the participants about activities of his project.

Later on the participants visited Lao Agro Industry Co. Ltd. At Bankeun district of Vientiane Province. The officials of the agro-processing industry welcomed the participants and they showed the activities of this industry. This industry produces canned corn, corn milk, and sugar preserved palm seed and exports its products to Europe and other countries. The participants were very much satisfied with the activities of this agro-processing industry. They thanked the officials of this industry to spare their valuable time for the participants.

CIRDAP–NIRD&PR Collaborative International Training Programme on Local Governance and Delivery of Services Held in Hyderabad and Kerala, India

CIRDAP in collaboration with the National Institute of Rural Development and Panchayati Raj (NIRD&PR) and Kerala Institute of Local Administration (KILA) organised the international training programme on “Local Governance and Delivery of Services” from 29 November to 08 December 2015 at NIRD&PR, Hyderabad with field visit to the Kerala Institute of Local Administration (KILA), Kerala, India. The programme was funded by the Ministry of Rural Development, Government of India.

The training programme was attended by 17 participants from Afghanistan, Bangladesh, Fiji, India, Lao PDR, Myanmar, Nepal, Sri Lanka and Vietnam. There were renowned resource persons from Indonesia and India who delivered lectures to the participants of the training programme. First four days of the programme was organised at NIRD&PR, Hyderabad and the following sessions were held there:

How Central Government to Guarantee Local Government‟s Minimum Service Standard: The Experience of Indonesia

Capacity Building of Local government Officials – Role of TSIPARD ICT for Local Governance and Delivery of Service

The field visit part of the training programme was held at Kerala Institute of Local Administration (KILA) where participants gained hands on experience and ground realities on local governance. The participants were exposed to three-tier system of local governance in Kerala State of India.

The valedictory session of the training programme was presided over by Mr. S.M. Viyayanand, IAS, Secretary, Ministry of Panchayati Raj, Government of India. Dr. Cecep Effendi, Director General, CIRDAP, also attended the valedictory session and spoke to the participants. The participants shared their experience leant from the training programme.

Ms. Eva Benita A. Tuzon, Director, PPD, CIRDAP participated in the Asian Public Governance (APG) Conference held on 26 November 2015 in Seoul, Korea. The conference opening remarks was made by Director General, Mr. Deok-Soo Park, Public Governance Programme, the Organisation for Economic Co-operation and Development (OECD) Korea Policy Centre and was followed by congratulatory remarks and a brief presentation of the achievements of the Public Governance Programme for the last decade by the Director of PGP, Mr. Bum-Sek Kong. Ms. Eva was invited to give her takeaways, after the experts have shared their presentations, about mainstreaming Public Private Partnership in developing the new CIRDAP Strategic Framework 2016-2020 for regional cooperation on agro-infrastructure development with the objectives of what would work well, right and good. Accordingly, it matters

that CIRDAP has a self-conscious inquiry: How CIRDAP can contribute to evidence- informed PPP policy-making? How do we help governments or general constituents agree finding out which and what to transfer the risks to those that manage goods and services best? Director PPD, CIRDAP expressed her opinion that there are several opportunities for capacity building which CIRDAP could consider seeking collaboration with and/or technical assistance from the OECD Korea Policy Centre‟s series of international Symposium, Multi-country Study Mission, Asian Public Governance Forum, Capacity Building Programme and Constructive Partnership though strategic planning. APG Conference provided an open and participatory platform for the Asia-Pacific countries that stimulated discussions on how to better facilitate public-private partnerships for the improved public service delivery. The presentations and floor discussions have achieved the objectives of increasing understanding of the current status and trend of public-private partnerships in OECD member-countries and non-member countries in Asia and the Pacific. There was knowledge exchange on Public-Private partnerships about challenges and opportunities, issues, current practices, lessons learned, and way forward. Exposure-study-visit to Rural Development Academy, Bogra, Bangladesh

A team from Pilot Projects Division consisting Director and Assistant Programme Officer of Pilot Projects Division, CIRDAP made a field-study visit to Rural Development Academy (RDA) Bogra, Bangladesh on 15-17 November 2015. The Rural Development Academy (RDA), Bogra was established on 19 June, 1974 as a specialised Rural Development Institution for training, research and action research. The Academy is an autonomous body officiated with the Rural Development and Co-operatives Division (RDCD) of the Ministry of Local Government, Rural Development & Co-operatives (LGRD& C), where as CIRDAP also operates with RDCD in the same Ministry of Bangladesh. The objectives of field visit was to get exposed and enriched with the livelihood project in Char livelihood project in Sarikandhi Upazilla in Bogra district in middle of river Jamuna along with some of successful action research models and agricultural demonstrations of RDA. The team also leant about the impact on the beneficiaries of Comprehensive Village Development Programme (CVDP). Char Livelihoods Programme (CLP), Sarikandi Upazila, Bogra

Chars can be transformed into prominent production zone for its high soil fertility and land availability with a functioning market system for the poor, contributing to pro-poor growth/poverty alleviation. The initiative Making Markets Work for the Chars (M4C), covering the rivers of Jamuna, Padma and Teesta, aims to reduce poverty and vulnerability of char households in ten districts of northern Bangladesh by facilitating market systems that enhances opportunities for employment and income generation. M4C office under Swiss Contact (INGO) is based within RDA Campus, Bogra and supplementing CLP beneficiaries with an aim of market connectivity. The RDA team led by Engineer M A Matin, DG, RDA and other partners/stakeholders from MC4

under Swiss Contack, an NGO name GUK were with us during our visit to Char village namely Maizbari Bazer, Upazila Boltali under Saikandi upazila (sub-district) in Char Island(river island) in the middle of river Jamuna. The visiting team had discussions with different smallholder groups, Livestock Service Provider, AI Tech, Fodder producer, Input and Output Market Actors and Dairy entrepreneurs. They mentioned about various issues of milk production and marketing that need to be addressed. The visiting team also, visited a women micro-credit group in Laxmikola village in Bhohali Union, run by the only NGO-Gram Unnayan Karma (GUK) working this char area as local development partner with Swiss Contac and RDA for social mobilisation and community development.

Comprehensive Village Development Programmes (CVDP)

The team from CIRDAP made a visit to Aminpur Old Colony to see a Comprehensive Village Development Programme (CVDP) under Sherpur Upazila, Bogra, Bangladesh. The objective of this visit was to observe the impact of the programme with women members of cooperative in terms of livelihood. The visiting team observed while interacting with the women members‟ who seemed well organised and have skill of producing handicraft products. But the market connection with their product is not up to the mark where they get fair price for the products for the companies/traders who place orders. They informed the team that they do not have many options for marketing since there is no cooperative shop. Ms. Eva Benita A. Tuzon shared the best experiences/success stories from Philippines/Thailand the up valuing the products through cooperative marketing. She suggested to make strong network among producers of handicrafts through cooperative and to mark minimum labour wages for specific products so that wholesalers or middle man can give less amount which is not competitive wage. CIRDAP visiting team explained to community people and project officials of CVDP that cooperative should be used as mean of socio-economic development (e.g. Southeast countries like Philippines, Thailand or Korea) by unity, integrity and business model with the technical assistance of RDA under Rural Development and Cooperative Division (RDCD), Government of Bangladesh.

Visit to Various Action Research Projects The visiting team from CIRDAP along with Assistant Director, RDA, visited a number of action research projects including green Innovation Pilot Project like Multi-storeyed Agriculture with Solar-powered Irrigation Model. Rural Development Academy (RDA), Bogra is running this project which allow dairy farmer to get bio-gas and organic manure as bi-products along with Cow-milk. The team also visited “Community based Biogas Plant” which was established in 2002. Action research RDA has developed this new action research model of Community Biogas Model, to deal with the emerging energy crisis in the country.

Visit to Agro-food processing Unit of RDA, Bogra The visiting team from CIRDAP also observed Food Processing Unit in RDA along with Engineer Monirul Islam, Assistant Director, RDA. The team visited some RDA interventions on food processing. This short visit includes discussing on some interventions about agro processing, preservation and marketing unit which could be help in collaboration among RDA and CIRDAP. This proposed collaboration could be further discussed in due course of time.

CIRDAP would like to extend thanks to RDA concerned officials/faculty members specially Engineer M. A. Matin, Director General of RDA, Bogra for making the exposure study visit a success with professional coordination and great hospitality. It is expected that such visits would help CIRDAP to make collaboration along with other development partners in future.

Collaboration between CIRDAP and Ministry of Youth and Sports, Bangladesh As a part of strengthening CIRDAP‟s collaboration with Ministries and Government Institutions, two separate meeting with State Minister and Secretary of Ministry of Youth and Sports, Government of Bangladesh, were organised. Dr. Cecep Effendi, DG and Dr. Vasanthi Rajendran, Director, ICD, CIRDAP met with Dr. Shri Biren Sikder, State Minister for Ministry of Youth and Sports, Government of Bangladesh on 6th October, 2015 to discuss possible areas of partnership between and the Ministry. DG, CIRDAP expressed interest to work with the Ministry of Youth and Sports explaining the area of mutual interest where CIRDAP can partner with; and how CIRDAP can offer experience and expertise from CMCs. Dr. Shri Biren Sikder, State Minister of Ministry of Youth and Sports, agreed on working together and requested to continue the future discussion with Secretary, Ministry of Youth and Sports, and Director General, Department of Youth Development, Bangladesh. In a separate meeting, Dr. Vasanthi Rajendran, Director, ICD, CIRDAP met with Mr. Nur Mohammad, Secretary of Ministry of Youth and Sports, Bangladesh at the Secretariat of Bangladesh Government on October 15 to chalk out collaborative programmes and potential areas of cooperation. Mr. Nur Mohammad explained some initiatives taken by his ministry targeting rural and urban youth and how these training have helped young entrepreneurs by mentioning some exemplary cases of entrepreneurs. It was decided in the meetings that future programmes will be arranged showcasing the successful-youth led initiatives to inspire youths in Bangladesh and other CIRDAP member countries. MH Kawsar Rudro, Assistant Information and Communication Officer, CIRDAP and Dr. Subhas Chandra Biswas, Personal Secretary to State Minister, Ministry of Youth and Sports were also present in the meeting. Meeting with the Department of Cooperatives (DOC), GoB The Department of Cooperatives (DOC) has been the principal government organisation responsible for facilitating economic growth and poverty reduction effort to the government. It is an attached department under the Ministry of Local Government, Rural Development & Cooperatives. The developmental role and responsibilities include education and training for development of management and business skill, advisory services and assistance in arranging finances. International Cooperative Alliance (ICA) approved the seven main principle of cooperatives: i) voluntary and open membership ii) democratic members control iii) member economic participation iv) autonomy and independence v) education, training and information vi) cooperation among cooperatives vii) concern of community. Since CIRDAP believes in sustainable development by creating entrepreneurs through cooperative societies, Ms. Eva Benita A. Tuzon, Director, Pilot Projects along with Mr. David, APO (PPD), CIRDAP made a visit on 21st October 2015 at office of Department of Cooperatives under Ministry of LGRD&C, Government of Bangladesh to discuss about the

prospects of cooperatives and to identify the areas of cooperation with special focus on dairy products under Milk Vita Cooperative Union in Bangladesh which is under Rural Development Cooperatives Division (RDCD) in Ministry of Local Government and Cooperatives (MOLF&C), GoB. While talking with the concerned official in Cooperative Department, Director, PPD, CIRDAP opined for up valuing of milk products by creating various dairy products (e.g. cheese, butter, yogurt, dry sweets/candy etc.) by following standardisation and food safety of the country endorsed by BIST, the revenant government agency. The officials agreed upon that there is a huge demand of dairy products in Bangladesh and Bangladesh Milk Producers' Co-Operative Union Ltd. needs policy support so that they can have access of technology on food processing by necessary financial investment by doing proper market study and linkages. It is expected that in this process there would be sustainable development with some equity in the society if there is linkages between consumers and producers with effective market network as it is reflected during the observations of 44th „National Cooperative Day-2015 in Bangladesh.

Accordingly, PPD CIRDAP planning to study further on Bangladesh Milk Producers' Co-Operative Union and has a plan to visit the Milk Vita Plant under Bangladesh Milk Producers' Co-Operative Union. This would help to find the areas of cooperation on the best practices/success stories on up-valuing milk products through diversification and marketing from the entrepreneurs from the selected CIRDAP Member Countries.

First Stakeholders Meeting of ‘Mainstreaming Interest-Free Microfinance by Promoting Zero-Carbon Footprints-Rickshaw’ Project

Pilot Projects Division (PPD), CIRDAP has taken initiatives for a project on mainstreaming interest-free microfinance by promoting zero-carbon Footprints-rickshaw pullers in Bangladesh. The project is expected to help Rickshaw pullers to improve their livelihood by offering interest-free microfinance as well as create social awareness on zero-carbon footprints.

The First Stakeholders Meeting of the project was organised in CIRDAP on 17 October 2015. The meeting was attended by 14 participants. The meeting was co-presided by Ms. Eva Benita A. Tuzon, Director, CIRDAP Pilot Projects and Dhaka District Police, Mr. Golam Azad Khan, Additional Superintendent Police. Among others, Mr. Md. Ashraful Haque, Country Director, Innovations for Poverty Action (IPA), Mr. MS Hossain and Mr. SC Sarker, First Security Islami Bank, Ltd. (FSIBL) Bangladesh were present there.

The stakeholders have generally shared common level of interest pursuing the financial inclusion project coupled with the theme related to FSIBL‟s contribution to the universal goal of green banking. Also, there were some discussions on issues of Risk assessment and sustainability of the pilot project programme.

Visit to Agro-processing Exhibition A team from CIRDAP consisting two Directors respectively from ICD and PPD along with APO (PPD) made a short visit to an international exhibition on food processing on 14 October 2015. The Bangladesh Agro Processors' Association and Extreme Exhibition and Event (e3) Solution jointly organised the four days exhibition from 14-17 October 2015 at Bangabandhu International Conference Centre in Dhaka, Bangladesh. “Bangladesh INSPIRED”, a project sponsored by the European Union, extended support to the event. In Bangladesh the food processing industry is one of the fastest growing sectors with an expectation to grow 30% to 35 % within five years. This FoodPro Bangladesh Expo was a perfect platform for a demonstration of technology development and get-together among various stakeholders like technologist, supplies, entrepreneurs and support services related with food processing industries. In fact, food processing through agro-based industry is treated as one of the thrust sectors in Bangladesh. However, food quality and safety are major concern on agro-processing food sector in Bangladesh which must be addressed as the different stakeholders (e.g. policy makers, academics, scientist, consumer and buyers etc.) always emphasised. Also, development of agro-processing industry can absorb the excess production by farmers‟ agriculture products by ensuring fair prices to producers/farmers by policy and market support. Some 115 companies, including some from China, India, Malaysia, Japan and Europe, participate in the show to display their products, which range from processed foods, agro-processing machinery and equipment as well as rice and grain milling technologies.

Knowledge Exchange Programme between CIRDAP Library and Bangladesh Parliament Secretariat Library

A knowledge sharing programme was held on 16th November, 2015 to share idea and experience between CIRDAP Aziz-ul-Huq Library and Bangladesh Parliament Secretariat Library and Research Branch. A team from Bangladesh Parliament Secretariat Library and Research Branch, consisting of 5 staffs and officials including Librarian, Assistant Librarian and Cataloguer, visited CIRDAP Library and discussed possible ways of collaboration and resource sharing between the two libraries. In the discussion programme, Dr. Cecep Effendi, DG, CIRDAP highlighted the importance of library and

knowledge management saying that a modern and well-managed library can contribute to informative and

constructive parliament discussions. He suggested that CIRDAP can help the parliament library in developing link with other parliament libraries of the CIRDAP member countries. Dr. Vasanthi Rajendran, Director, ICD proposed some possible ways of collaboration between the two libraries by sharing online resources and regular idea-exchange programmes. Mr. Sheikh Mohiuddin, Librarian, Bangladesh Parliament Library shared challenges faced by parliament library mentioning the need for training and technological up gradation. Dr. Usharani Boruah, Librarian, CIRDAP were also present at the discussion programme. Training for Trainers on Disaster Management and Urban Resilience

A Training of Trainers (TOT) titled “Build Back Better in Recovery, Rehabilitation, and Reconstruction: Perspectives from the Academic and Science Community” was held from 26 to 27 October 2015 at Centre for Advanced Research in Sciences (CARS) Conference Hall, University of Dhaka. APO, PPD had participated in this programme as a part of capacity building of staff development in CIRDAP Secretariat. The Institute of Disaster Management and Vulnerability Studies (IDMVS) of University of Dhaka, which is one of the organisers of this programme, has a MoU with CIRDAP regarding collaborative programmes. This TOT programme

was jointly organised by Parliamentary Standing Committee on Ministry of Disaster Management

& Relief, IDMVS, BUET-Japan Institute of Disaster Prevention and Urban Safety (BUET-JIDPUS), UNDP Bangladesh, Islamic Relief (IR) Bangladesh, International Recovery Platform (IRP), Japan and Build Back Better Foundation (BBBF). Among the key objectives of the event include, integrating build back better concept in academic curricula on disaster risk management as well as organise volunteers in urban areas. The two-day long Training of Trainers was conducted by a team of experts in the field of Disaster Recovery Planning along with a number of local expert and resource persons from the University and INGOs. More than 40 participants participated in the ToT from different backgrounds, mostly from research and academic institutes.

Participants in those meetings recognised that recovery issue is associated with urbanisation, especially in the context of Bangladesh. It was affirmed that the “growing concentration of people and assets in cities, combined with increasingly intense and frequent disasters means that disasters are affecting more urban dwellers with increasingly harmful consequences for employment, housing, and critical infrastructure. The concluding session of ToT programmes and certificates given ceremony were graced by Chief Guest: Mr. Dhirendra Debnath Shambhu MP, Chairman Parliamentary Standing Committee of the Ministry of Disaster Management & Relief, Bangladesh.

Workshop for UN Library Network in Dhaka, Bangladesh

UNIC Dhaka and Independent University Bangladesh (IUB) jointly organised a day-long workshop under the banner of UN Library Network on 26 November 2015 at IUB Auditorium, Dhaka, Bangladesh.

The workshop include presentation of a Key-note paper on „Sustainable Development Goals (SDGs) and COP21‟ and number of presentation on Impact of ICT in library and information services.

Dr. Usharani Boruah, Librarian, CIRDAP, attendant the programme representing the CIRDAP Library. Around forty library and information professionals from public, private, NGOs, academic and international institutions took part in the workshop.

Wi-Fi facilities Installed at CIRDAP Secretariat

Wi-Fi facilities have been installed at CIRDAP Conference centre and CIRDAP campus to provide internet facility to the auditoriums clients and CIRDAP staffs.
