1. Introduction
This guide is designed to help you through the process of generating an estimate for a new deployment. A new
deployment is defined as a “greenfield” new purchase of Cisco® Collaboration software using hardware that is
Cisco Unified Computing System™ (“UC on Cisco UCS®”) or Cisco Media Convergence Server or approved
customer-provided hardware.
With this guide you should be able to quickly and easily create an estimate for a solution using Cisco Commerce
Workspace. Product information, specifications, assistance, and support for legacy configuration tools can be
found at Partner Central and are not included in this guide. This guide does not cover actual order submission
or fulfillment/delivery details – see Partner Central.
This guide presumes you have already gone through customer discovery and design, so that you already know
what components you need and how many. This guide will help you translate that information into a quote (or
“configuration” or “Bill of Materials/BOM”).
This ordering guide will highlight and provide pointers to enable greenfield and brownfield UC customers to
transition to UCM 12.0 Smart Licensing.
This guide applies for the following products and product versions:

1.1 Licenses and Software Delivery
The Top Level SKUs provided are configured for eLD (electronic license delivery) and eSD (electronic
software delivery).
UCL-UCM-LIC-K9, will deliver electronic delivery only.
R-UCL-UCM-LIC-K9, will deliver electronic delivery only. Screenshot below shows the shipping option set
under the user’s profile:

CCW Ordering
Go to https://www.cisco.com/go/ccw
Search for UCL-UCM-LIC-K9 OR R-UCL-UCM-LIC-K9. When entering in a Top Level SKU into the ordering
tool, it will display and allow you to edit the quantity. DO NOT CHANGE THE QTY OF THE TOP LEVEL SKU. The
quantity of the top-level should always be =1. Otherwise the configuration quantities will be multiplied by the
top level quantity and will have undesirable results.

Please note: When entering in a Top Level SKU into the ordering tool, it will display and allow you to edit the
quantity. DO NOT CHANGE THE QTY OF THE TOP LEVEL SKU. The quantity of the top-level should always be
=1. Otherwise the configuration quantities will be multiplied by the top level quantity and will have undesirable
results.
1.2. Quoting and Ordering Tools
Cisco Commerce Workspace (CCW) is the quoting and ordering tool for Unified Communications product, and
service and subscription.

1.3. User Connect Licensing
The license SKUs listed in this guide are based on the User Connect License (UCL) model. For more information
on User Connect Licensing, see https://www.cisco.com/go/uclicensing.
1.4. Partner Central

1.5. Third-Party Use of Software
Third party use of the software described in this document is governed by Cisco’s End User License Agreement
(EULA). Transfer of the software, described in this document, to a third party may be restricted. Please refer to

2. Smart Licensing in Unified Communications Manager
2.1. Smart Licensing in Unified Communications Manager 12.X
Starting from release 12.0, (a) Unified Communications Manager, (b) Session Manager Edition (c) Emergency
Responder will support Smart Licenses ONLY.
2.1.1. What is Changing
● Every customer implementing UCM 12.0 or 12.5 should create a Smart Account. Please visit the
following URLs for access to materials to enable Smart Account overview and creation:

● Greenfield customers and brownfield customers implementing UCM 12.0 or 12.5 no longer need Prime
License Manager
● Customers implementing UCM 12.0 and onward will no longer receive a PAK
● Licenses are not locked to Cisco Prime® License Manager or Product Node
● Customers upgrading from older versions of Unified Communications Manager to Unified
Communications Manager 12.0 or 12.5 must migrate existing licenses to Smart Licenses. Please visit
Migration to Unified Communications Manager 12.0 for step by step instructions
2.1.2. What is Not Changing
● 9.x, 10.x, 11.x licenses are not moving to Smart Licensing. Customers already running versions 9.x,
10.x, 11.x can all continue to use their existing classic licenses. New expansion or migration licenses for
versions 10.x, 11.x are all still classic licenses
● Top level SKU and all product options remain the same
● Pricing remains the same

2.3. Export Compliance in Unified Communications Manager 12.X
Unified Communications Manager Restricted Software version (-K9) is capable of strong encryption and is
therefore under US Federal export regulation. The export unrestricted (-XU) version supports fewer encryption
capabilities and is classified as US Federal export unrestricted.
If a deployment requires Unified Communications Manager 12.0 or Unified Communications Manager 12.5 to
run in Mixed Mode, be informed of the changes to the behavior and requirements to run the restricted Unified
Communications Manager SW image:
1. To run Unified Communications Manager 12.0 or 12.5 in Mixed Mode, it is necessary to register
successfully the Unified Communications Manager with a “restricted” Registration Token from a
Smart Account and Virtual Account.
2. If you are a Customer with Smart Account with Export functionality allowed, AND you are running in
or interested in running Unified Communications Manager 12.0 or 12.5 in Mixed Mode, make sure
the token option checkbox for “Allow export-controlled functionality” is checked (which will
generate a restricted Registration Token).
3. If you don’t need to run Unified Communications Manager 12.0 or 12.5 in Mixed Mode, you can
leave this box unchecked (which will generate an unrestricted Registration Token).
4. If you are a Customer with a Smart Account for whom Export Restrictions apply, you will only be
able to generate unrestricted Registration Token only and Mixed Mode is not available to your
deployment.
5. If you are a Customer with Smart Account for whom Export Restrictions apply, AND a regulatory
Export License has been granted (please refer to
https://www.cisco.com/c/en/us/about/legal/global-export- trade/manage-your-export-holds-
export-ops/license.html) allowing Cisco to ship you an Export Restricted image please note you
have to also order an Export Restricted Key and fulfill in your Smart Account and Virtual Account to
which the Unified Communications Manager is registered. Mixed Mode can be enabled after
successful completion of 'Request Export Key' operation from Unified Communications Manager.
The Export Restricted Key is per Product Instance and associated to it after completion of 'Request
Export Key'.

3. Cisco Unified Communications Manager Orderable Parts
3.1. New and Expansion UCL Purchase for Unified Communications Manager 10.X,
11.X, 12.X
● There are no minimum quantities required when ordering UC Manager UCL licenses
● There are no ADD-ON license SKUs. Use the same SKUs for new and expansion purchases
● There is no TelePresence starter bundle
● There are no longer Node, Software Feature, Video Desktop, Public Space or Adjunct licenses

● TelePresence Multi-screen and Single-screen licenses are combined into one TelePresence Room
License
● User licenses are versioned at the major version level and require an upgrade for each user license

Note: Version 10.x software is end of sale. The add-on user options can be ordered without a selection
of software.
Select one required Call Control option (version) for Unified Communications Manager export restricted or
export unrestricted version (-XU). The export unrestricted (-XU) version supports fewer encryption capabilities
and is classified as US export unrestricted. Unrestricted releases are intended for customers for which U.S.
export and/or foreign import encryption regulations apply - (see
https://www.cisco.com/web/about/doing_business/legal/global_export_trade/general_export/index.html).
Once installed, unrestricted releases can NEVER be converted or upgraded to releases which support full
encryption capabilities.

Note: Selection of restricted CUCM Software Version 11.5 would provide an Encryption PAK for installing

If using multiple instances of PLM in the network, you must order “CUCM-PLM-ENC-K9=”. When ordering
“CUCM-PLM-ENC-K9=”, you must use the end customer’s information (e.g. name, address, etc.). The end
customer will receive a PAK (Product Activation Key) that, when installed on Cisco Prime License Manager
(PLM), PLM will allow restricted Cisco Unified Communications Manager 11.x or 10.x versions (-K9 versions) to
turn on Mixed Mode.

Emergency Responder options:
The United States Federal Communications Commission (FCC) adopted rules to help ensure people who call
911 from Multi Line Telephone Systems (MLTS) like Unified Communications Manager can reach 911 directly
and be quickly located by first responders. The FCC’s rules also impose requirements for transmitting
dispatchable location information and require a notification be sent to a central location in the organizations
when a 911 call is initiated.
Cisco Emergency Responder provides advanced emergency calling to Unified Communications Manager. It
assures that UCM will send emergency calls to the appropriate public safety answering point (PSAP) for the
caller's location, and that the PSAP can identify the caller's location and return the call if necessary. In addition,
the system automatically tracks and updates phone moves and changes. It provides local onsite notification
through several methods, including phone alert, web portal alert, email, and text alert. Deploying this capability
helps ensure compliance with FCC rules. Refer to the UCM Kari’s Law Compliance BDM and TDM presentation
and the frequently asked questions document for more information.
Selection of UCL user options mandate selection of Emergency Responder options for the selected software
version.
Note: Cisco Emergency Responder user licenses are required for all types of devices capable of placing
emergency calls, including wired IP phones, wireless IP phones, software telephony clients, and analog
gateway FXS ports.
Select Emergency Responder NEW/ADD-ON options for a quantity that is at least the sum total of the quantity
of UCL user options selected. You may select higher numbers as needed to support emergency calling from all
endpoints capable of making an emergency call.

3.2. Software Upgrades
3.2.1. Upgrade to Unified Communications Manager 12.X
Migrating Unified Communications Manager 9.x, 10.x,11.x (PLM-based licenses) to UCM 12.X.
● Customers must create a Smart Account
● Customers with active SWSS need to first assign and convert an existing classic PAK or PLM to the
Smart Account and Virtual Account. A classic PAK or PLM can be assigned to a Smart Account and
Virtual Account through LRP (traditional licensing portal) at:

● Customers with active SWSS will be able to convert classic licenses to smart entitlements through the
self-served CSSM Migration Portal at https://software.cisco.com/#SmartLicensing-LicenseConversion
or LRP (traditional licensing portal) at https://slexui.cloudapps.cisco.com/SWIFT/LicensingUI/Quickstart
● Two types of migration are supported:
◦ PAK-based - Migration can be done for already fulfilled, partially fulfilled, and unfulfilled PAKs
◦ Device-based - This can be used to convert the PLM-based licenses to smart entitlements
● Cisco Prime® License Manager is not available from 12.0 onwards. License management is through
Cisco Smart Software Manager (CSSM) or Cisco Smart Satellite
● After an upgrade, UCM will no longer be connected to the PLM server. Smart Licensing is enabled by
default in UCM 12.0 and 12.5 product versions to register with CSSM or Satellite
License procurement
● Smart Entitlements will be fulfilled to Customer Smart Account against the New/Upgrade Order
● Customers with active SWSS can convert their existing Licenses to equivalent Smart Entitlements
● Temporary Licenses can be requested while transitioning to CSSM
After software installation
● Immediately after install (fresh/upgrade), UCM 12.0 or 12.5 runs in Evaluation period for 90 days
● Evaluation period start only when UCM begins to consume licenses
● Register UCM 12.0 or 12.5 to CSSM or Satellite before Evaluation period expires
3.2.2. Software Upgrades for Customers with SWSS

Upgrades from Post-9.X Versions
Licensing type and hierarchy remain the same from 9.x to 12.x. The Classic license can be assigned to the
Customer Smart Account and Virtual Account and then converted to provide the equivalent quantity of Smart
Licenses. A self-service portal is available on the traditional licensing portal or at the Cisco Smart Licensing

3.3. Feature Upgrades
A customer on an existing version 10.X or higher system can upgrade their user licenses to a higher level
license through a feature upgrade license. In order to upgrade to the new feature user license, an existing
license of the FROM version and feature type must be installed in order to fulfill the upgrade license to the TO
license type. The feature upgrade licenses for UCL are only for the same version. For example, upgrading a
version 11.X Enhanced UCL license to a version 11.X Enhanced Plus UCL license.

5. Cisco Emergency Responder
The United States Federal Communications Commission (FCC) adopted rules to help ensure people who call
911 from Multi Line Telephone Systems (MLTS) like Unified Communications Manager can reach 911 directly
and be quickly located by first responders. The FCC’s rules also impose requirements for transmitting
dispatchable location information and require a notification be sent to a central location in the organization when
a 911 call is initiated.
Cisco Emergency Responder provides advanced emergency calling to Unified Communications Manager. It
assures that UCM will send emergency calls to the appropriate Public Safety Answering Point (PSAP) for the
caller's location, and that the PSAP can identify the caller's location and return the call if necessary. In addition,
the system automatically tracks and updates phone moves and changes. It provides local onsite notification
through several methods, including phone alert, web portal alert, email, and text alert. Deploying this capability
helps ensure compliance with FCC rules.

Cisco Emergency Responder server software and user licenses are ordered together as part of a configurable
product part number. Cisco Emergency Responder is priced according to the number of devices supported (as
user licenses); there is no additional price for Cisco Emergency Responder server software.
The top-level SKU for Cisco Emergency Responder is EMRGNCY-RSPNDR and it can be used to order
electronic software delivery.
From version 12.0 onward Cisco Emergency Responder licenses are managed through Cisco Smart Software
Manager or SSM On-Premises (Satellite). Cisco Emergency Responder 12.0 SKUs are Smart SKUs
(distinguished by the SA icon) and fulfill smart entitlements to the customer’s Smart Account. Customer or
partner is required to associate a customer or partner holding Smart Account when placing an order in Cisco
Commerce Workspace (CCW).
For versions 10.X and 11.X, Cisco Prime License Manager manages user licenses for all Cisco Emergency
Responder servers. One Cisco Emergency Responder user license corresponds to one device.
Cisco Emergency Responder user licenses are required for all types of devices capable of placing emergency
calls, including wired IP phones, wireless IP phones, software telephony clients, and analog gateway FXS ports.
Cisco Emergency Responder user licenses are shared by both Cisco Emergency Responder servers in a
redundant pair.

6.4. Migrations
Migrations from one Cisco Unified Attendant Console product to another are not available.
6.5. Demonstration Software
Both Cisco Unified Attendant Console products are available to download from https://www.cisco.com/go/ac.
Once the software is installed, you may visit the same website to register for a free, fully-functioning 60-day
evaluation license.
Note: If a permanent license is not applied to the Cisco Unified Attendant Console product before the 60-
day evaluation license expires, the Cisco Unified Attendant Console system will stop working. All of the
configuration settings will be retained, but the system will no longer function. It is not possible to extend
the 60-day evaluation license.
7. Cisco Unified Communications Manager Session Management Edition
Cisco Unified Communications Manager Session Management Edition builds on the extensible Cisco Unified
Communications Manager to deliver functions for centralized call-control routing, application integration, and
policy. New purchases, add-ons, and upgrades of Cisco Unified Communications Manager Session
Management Edition 10.X/11.X/12.X are all available under the same top-level part number SME-SESSION-
LIC. Session Management Edition licensing is based upon base UC Manager licensing with the edition of
session licenses.
For 10.X/11.X/12.X SME systems – no software or node licenses are required, and session licenses are issued
as RTU certificates (paper licenses). An SME 10.X/11.X/12.X does not require physically installed licenses.
An SME 10.X/11.X is required to be managed by a registered Cisco Prime License Manager (Cisco PLM). This
can be done by one of the following:

1. A customer can add an SME system to their product inventory for an PLM already registered for the
customer’s existing CUCM or CUC systems.
OR
2. A customer can request to register a separate PLM – only for their registered SME. This is done by
contacting [email protected] and requesting licenses to register their SME P LM.
A nominal amount of UCL Essential licenses will be issued in order to register a separate PLM used only for
SME.
SME 12.X is required to be managed by Cisco Smart Software Manager or Cisco Smart Software Manager
Satellite. This can be done by one of the following:
1. Register SME to a Smart Account/Virtual Account of Cisco Unified Communications Manager. SME
doesn’t consume any user licenses. For registration, any of the deployment methods similar to UCM
can be used to register the SME system. Find more details on Smart Licensing Deployment models
here. SME doesn’t consume any user licenses.
2. Register SME to a separate Smart Account and Virtual Account. A minimal set of licenses can be
transferred to this Smart Account/Virtual Account. The customer may request a minimum quantity of
10 Essential Licenses for this Smart Account/Virtual Account through GLO at [email protected].
The SME system doesn’t consume any user Licenses.
Note: The SME registered in Specific License Reservation (SLR) requires a minimum set of licenses
reserved in CSSM while generating an SLR authorization code. The SLR process is similar to UCM.
7.1. New Purchases and Add-ons
● Start with the top-level part number, SME-SESSION-LIC Add (Session) Licenses.
Click Select Options and highlight License. Add the appropriate number of sessions. The number of sessions
is the number of concurrent calls that will be supported through the Cisco Unified Communications Manager
Session Management Edition system.
