EDITION 57 City Fringe FLYER A NNE Duncan has a special phrase for the usually buoyant spring property market – “strawberry season”.  It’s when the flowers open after a dormant winter and the fruit forms and ripens through October, November and the build-up to Christmas.  Track back over the last 20 years in the Auckland housing market and, with just the odd exception, typically flat and slow winters have blossomed into lively spring sales running into summer.  But wil l 2014 follow the same path?  It has been a very dull winter across Auckland with sales well down on last year. The normally “dry July” merged with a spartan August, though prices are holding at record levels as a lack of listings keep frustrated buyers on the sideline.  Now market experts say vend ors are in strong positions, with lack of supply under-pinning high prices.  Anne Duncan’s advice is for vendors to take advantage of the “strawberry season”. “It is a great time to sell – the best for years,” she says. “There’s very little to buy and lots of buyers, and those dynamics mean upward pressure on prices.”  Anne says ma ny vendors have been “sitting on the fence”, preferring to spend money on improvements. Others, confident in the value of bricks and mortar, have taken advantage of low mortgage rates to hold on to their existing home when they buy a new place – reducing properties in circulation.  “There are also people who are WHAT better way to celebrate 10 years in business than to give back to the community you serve?  And w hat could beat a hotdog on a cold day to say “thanks!” to local people? Great schools, shopping and community facilities, and handiness to public transport and the city will keep values high.  “My fee ling is that the local market will gain momentum this strawberry season,” she says. “But if you want to sell and head off in a new direction, you can’t sit on the sidelines.” T HE long awaited Auckland Council moves to upgrade Mt Albert village seem to have stalled again.  The upgrad e – first budg eted for in a council annual plan five years ago – was due to finally start in May next year. But the proposal has been caught up in a cost-cutting exercise designed to hold the general rate increase to an average of 2.5 per cent. Funds to cover design and development work at the village seem to have been spared, with $800,000 apparently still in the kitty. But the extra $2m initially budgeted for the facelift has been deferred. The Albert-Eden local board hopes it will be back in the frame for the year starting July 1, 2015, along with the $1.5m budgeted for the following two years, though no decision has yet been made. Duncan Real Estate last month.  The finalists in the search for

Mt Albert’s finest local heroes –

awards established to celebratethe company’s 10th year inbusiness – were welcomed to

Sal Rose restaurant by Anne andfellow judge, Alice Wylie, a former

restaurant over a few days andtopped off the trip with a night at theBledisloe Cup test match betweenthe All Blacks and the Wallabies.  Not a great game of rugby, but agreat few days to recognise 10 yearsof service.

MT Albert Grammar School hasreceived a glowing assessment

from the Education Review Office.  The office noted that studentacademic achievement is“outstanding” and NCEAperformance is “higher than national

averages and is considerably higherthan the averages for other similarschools.”  “The well-resourced schoolenvironment offers studentspositive learning opportunities… The

support of community, businessand alumni partnerships with theschool continues to benefit schooldevelopment.”

ALICE, the giant tunnel-boringmachine working on the

Waterview motorway connection, is

rumbling away beneath our streetsas you read this – on target thismonth to reach the half-way point inher mammoth task.  And there will be no rest whenAlice breaks through at the end ofthe first stage of her mission aimedat connecting the North-westernMotorway to the South-westernMotorway, leading to AucklandAirport and the Southern Motorway.  She will be quickly turned aroundand begin stage two – a matchingthree-lane tunnel in the otherdirection.

  The tunnelling job will be finished atthe end of next year and, after specialfitting out – including ventilation fans,communication systems and fireprotection – the link is expected to beready for traffic in early 2017.

THE city fringe housing markethas zoomed ahead in the last

three years and new council capitalvalues will carry a sting in the tail forthousands of home owners.  Rates are based on CVs and resultsfrom the latest three-yearly review,showing values at July 1 and effectivefrom next year’s rating round, willbe in letterboxes in November.

Early indications are that AucklandCouncil residential values are up by33% on average, with just one area– Great Barrier Island – showing a

decline over 2011 levels.  An increase in CV for a propertydoes not automatically indicate a

 jump in rates beyond the generalannual shift, but an above-averagerise usually translates into a higherrate burden. Conversely, a lower-than-average increase in CV couldmean a drop in the rates bill.  Values in the broader Albert-Edenarea, covering Mt Albert throughto Mt Eden, have risen on averageby 37% in the three years, so manylocals will be paying more in rates.  Meanwhile, latest statistics fromQV confirm that the band of inner-

city suburbs from Pt Chevalier andWaterview through New Windsor,Mt Albert and Owairaka to WesternSprings, Sandringham and Kingslandhave continued to make majoradvances.  While the general rate of increasehas dropped a little over the lastyear, prices in Mt Albert are uparound 22% in the two years to thebeginning of July – and about 40%since the peak of the last housingboom in late 2007.  Of the suburbs monitored by QV,Waterview (up 33%) has done the

best in the last two years, followedby Morningside/Western Springs (up26%), Sandringham (25%), Kingsland(24%) and Pt Chev (23%).

TEN years on, and a tight bunch ofpioneers remain at the heart of

sun with wife Pam in recognition ofhis selfless community work.

  Tony, one of the driving forces

behind the Mt Albert Residents’Association, was honoured for hisanti-graffiti work and his energy in

establishing and maintaining thelocal community patrols network.
