City Manager’s Update

About 1,000 people watched as the Navy SEAL Monument was unveiled and dedicated to the

City yesterday morning during an awe-inspiring ceremony showcasing former and current Navy

SEALs. Virginia Beach resident Rick Woolard

spearheaded the project at 38th

Street at the Boardwalk,

which features a life-size “Naked Warrior” statue, a

Living Beach, Naval Special Warfare Insignias and

History Panels. Mayor Sessoms accepted the monument

on behalf of the citizens of Virginia Beach and spoke of

the Navy’s historic connection to the Navy.

During the ceremony, Navy SEALs placed sand

surround the base of the statue from places around the

world where SEALs and their forerunners served

including Hawaii, Vietnam and Normandy. The Wall

behind the Naked Warrior bears the insignias of the

major commands that organize, train, equip, deploy and

sustain units that make up Naval Special Warfare. Scenes from SEAL history and a summary of

their exploits from 1942 to 2017 are etched on history panels surround the Naked Warrior. For

more information, visit www.navysealmuseum.org.

Virginia Beach Boulevard now

commemorates Dr. Martin Luther King,

Jr., because on Thursday, July 20, we

unveiled one of five signs designating the

boulevard in his memory. The signs are

located where Virginia Beach Boulevard

intersects Atlantic Avenue, Birdneck Road,

Independence Boulevard, North Great Neck

Road and Newtown Road. By a 9-0 vote, the

City Council passed a resolution on April 18

authorizing signs to be erected in memory of

the civil rights leader.

Personnel from the Virginia Beach Fire Department,

Emergency Medical Services and Emergency

Communications and Citizens Services all assisted the City

of Chesapeake last week in the wake of a major fire at the

Chesapeake Crossing Senior Community Apartments complex.

At approximately 4:30 a.m. on July 15, Chesapeake Fire

responded to a reported structural fire at an apartment complex

that was home to many elderly people. Started by a lightning

strike, the fire was showing from the roof upon fire department

arrival. Three of the five buildings in the complex were

destroyed resulting in three deaths. Virginia Beach sent a

number of resources including two battalion chiefs, four

engines, four ladders and a Heavy Rescue unit from VBFD and

two ambulances and a supervisor from EMS to assist on-scene

and to

backfill

empty Chesapeake fire stations. ECCS sent a

supervisor to assist in the call center that was

set up for the incident.

Chesapeake Fire Chief Ed Elliott expressed

appreciation for the support Virginia Beach

provided. This incident highlights the great

working relationships we have with our

neighboring cities, as we each stand ready to

assist each other during large-scale events.

At this meeting, you can get an overview of the issues with the current City Hall and details on the

proposed options for renovating and rebuilding. City staff will be on hand to answer questions and

provide additional information. For more information, visit www.VBgov.com/CityHall2020.

The Virginia Museum of Contemporary Art (MOCA) and the ViBe Creative District, in

partnership with Office of Cultural Affairs, is hosting internationally renowned artist, Maser,

for an artist residency that began last week. Maser will create a large mural on the back of

MOCA’s building (that faces I-264 heading west), a sculptural installation across the street from

the Virginia Beach Convention Center, and an entertainment stage in ViBe Park on Cypress

Avenue between the Virginia Beach Library and Wareings Gym

plaza. A walking tour of all three projects through the ViBe

Creative District in celebration of the artist residency will be open

to the public on Saturday, July 29 at 10 a.m.

For the 19th

Street pop-up art park, Maser will create an interactive,

brightly painted, maze-like installation that will be on display for 6-

8 months. The multipurpose entertainment stage in ViBe Park will

be constructed and painted in Maser’s signature bold, geometric style. The MOCA mural will

thematically tie all three of Maser’s pieces together.

The Virginia Beach History Museums shattered their single-day attendance record for the

second time in the past six months, this time thanks to the wildly popular Ice Cream Festival

held on Saturday, July 15. In celebration of National Ice Cream Day, the festival brought more

than 2,000 visitors to the Francis Land House. Many guests enjoyed touring the historic house

with staff and volunteer museum interpreters.

Rising students in the first through third grades recently had the opportunity to participate in

“Fire & Life Safety Camp,” a weeklong pilot program hosted by the Life Safety Office of the

Virginia Beach Fire Department’s Fire Prevention Bureau. This pilot phase, open to families

of fire, police, and sheriff’s department employees, offered lessons in fire, water, bike and gun

safety along with basic first aid and stranger danger. The camp included demonstrations by the

Life Safety educators, Virginia Beach Police Department Dive Team, Bomb Squad, K-9, and

Mounted Patrol, ECCS, and Virginia Beach CERT.

Lessons in emergency management included use of the Navy Region’s Fire Safety House, which

simulates a hurricane with sounds and sights of lightening, rain, and wind; fire danger with

smoke-filled rooms and fire alarms, fire extinguisher use and escape of a burning house through

a window; and lessons on when to call 9-1-1 or other emergency numbers. Homework required

campers to help create and practice an evacuation plan with their family. Students received a

certificate at a graduation ceremony held last Friday. Next summer, the Life Safety Office hopes

to open the camp to the public.

Distinctive Gourmet, food service partner at the Virginia Beach Convention Center, recently

won a People’s Choice Award during the Best of the Beast Food Competition at the Virginia

Zoo’s annual charitable event, the “Zoo-To-Do.” Dishes, desserts and treats from more than 15

local restaurants and eateries were sampled by nearly 600 attendees and then rated by local

celebrity judges. Distinctive Gourmet’s signature dish of shrimp and grits took home the award

in the savory category. Proceeds from the event will be allocated for the care of the zoo’s newest

family members, two white rhinos.
