City Manager’s Update
The City is asking residents to provide feedback on the
Comprehensive Plan, Fire Department’s services and residential
and roadway flooding in the northwest part of Virginia Beach.
• The Comprehensive Plan is due for an
update and Planning and Community Development wants to
know what City improvements residents would like to see in the
future. A survey is open to get citizen feedback that will be used to
shape the City’s Comprehensive Plan and strategic planning for
other City services that shape where we live, work, shop and play.
The plan is revised every five years to reflect the values and vision
of the community as it grows and develops. It is seen as a guide to
ensure that the community’s desired future is realized as decisions are made that impact areas
like transportation, utilities, land use, recreation and housing. The survey can be found online
at publicinput.com/VBCompPlan and is open until Wednesday, Nov. 27. As of Thursday,
Nov. 21, 2,736 people have participated in the survey.
• As part of its continuous improvement process, the Virginia Beach Fire
Department is seeking public input about how people in the community perceive its
services. Information citizens provide will be considered in development of the department’s
strategic business plan and to pursue departmental accreditation. The survey is available
online at publicinput.com/VBFDSurvey and will be open until Saturday, Nov. 30. As of Nov.
21, 1,086 people have participated in the survey. For more

• For residents who live
near Lake Bradford and Chubb Lake, the Department of
Public Works is asking for input on repetitive residential and
roadway flooding within the area adjacent to Joint
Expeditionary Base (JEB) Little Creek, Chesapeake Beach,
Northampton Boulevard and Shore Drive. Your opinions and
suggestions will greatly assist in developing a storm water
drainage improvement program that will address flooding in areas that include, but are not
limited to Bradford Acres, Chesapeake Beach, Church Point, Hermitage Elementary, Lake
Shores, Northampton Boulevard, North Beach, Pleasure House Road, Shore Drive and
Thoroughgood. The survey is open until Thursday, Dec. 12 online at publicinput.com/6003.

Homeless Services at the Housing Resource
Center implemented new business hours this
week. Walk-ins and phone calls for triage
and screening will be available Mondays,
Tuesdays, Thursdays and Fridays from 8
a.m. to noon., and closed on Wednesdays for staff training and case management. All other
service hours at the Housing Resource Center will remain unchanged. People experiencing
homelessness or a housing crisis will still be able to call the Regional Housing Crisis Hotline at
(757) 227-5932.
Virginia Beach Housing & Neighborhood Preservation’s Homeless Services division
assesses the service needs of people experiencing homelessness or a housing crisis and provides
referrals to community resources. Homeless and at-risk families and individuals may also receive
help with locating housing, family and landlord mediation and other services to prevent and end
their homelessness. Since the Housing Resource Center opened for services on Sept. 21, 2018,
through Aug. 31, 501 people have been housed at the center and within the community, and 203
people have been prevented or diverted from experiencing homelessness. For more info, call the

The 2020 Water Awareness Calendars are in! Published annually by the Department of
Public Utilities, the calendars feature illustrations by Virginia Beach elementary school students
showing what they do to use water wisely. The calendar provides a daily reminder of how to
conserve water and include other relevant messages such
as backflow prevention and proper grease disposal.
The calendar illustrations were chosen in a contest held
earlier this year. Entries were judged by Public Utilities
staff based upon best expression of theme, picture
design, creativity and artistic skill.
The colorful calendars are free and have been distributed
to elementary schools. They are also available at
Virginia Beach public libraries and recreation centers.
Take a twinkling nautical holiday trip along the Virginia
Beach boardwalk and enjoy the Holiday Lights Merry
Mile starting this evening, Nov. 22 through Dec. 31,
2019. Holiday Lights Merry Mile will be presented on
the Boardwalk starting at 2nd Street and will light the
beach nightly at 5:30 p.m. Hours of operation are 5:30 to
10 p.m. Sunday through Thursday and 5:30 to11 p.m.

Virginia Beach improved its Municipal Equality
Index (MEI) score from 50 to 77 and had the
highest score among the four Hampton Roads cities
evaluated. Nationally, the average score reached a
record high of 60 points, marking the third year in a
row that the national average has increased.
Virginia Beach earned more points in 11 out of 25 categories, specifically:
• Enacting a youth anti-bullying policy
• Services offered to LGBT homeless
• Services available to people living with HIV/AIDS
• Leadership’s pro-equality stance
• Having an openly gay elected official
• Services offered to LGBT Youth
• Having an LGBTQ liaison to the city manager
• Having an inclusive workplace (received for the Gay Straight Alliance as well as
inclusion and diversity classes)
• Antidiscrimination in City contracts for housing
• Transgender-inclusive health benefits
• Offering all-gender, single-occupancy restrooms
The 2019 MEI is the seventh annual edition and rates a total of 506 cities. It assesses each city on
49 criteria covering citywide nondiscrimination protections, policies for municipal employees,
city services, law enforcement and city leadership’s relationship with the LGBTQ community.

Virginia Beach Fire Department Battalion Chief Paul
Pureza and Fire Investigator Matt Gallina recently
graduated from the Virginia State Fire Marshals’ Basic Law
Enforcement Academy. The program is designed to prepare
students who will receive police powers from their
jurisdictions. In addition to successfully completing the 10-
week course, Chief Pureza took the “Top Gun” award while
qualifying on the pistol range.
Virginia Beach Police Department Sergeants Jen
Johannesen and Patrick Kane recently completed the FBI-
NAA Virginia Chapter’s First Line Supervisor School. FBI
instructors as well as accredited professional instructors from
other organizations shared their expertise on methods and
techniques to be utilized in effective leadership. The week-long
training, held at the VA State Police Academy in Richmond,
provided the sergeants with a practical basic supervision course,
covering topics considered essential for law enforcement patrol
supervisors.
Lieutenant Will Gervin recently graduated from the
Virginia Association of Chiefs of Police’s 45th session of
the Professional Executive Leadership School (PELS)
program, an intensive three-week leadership education
program conducted in cooperation with the University of
Richmond. PELS is designed for individuals who currently
serve in executive level positions within their organization to
acquaint them with best practices in leadership, challenge
them to reflect upon their own leadership competency, and
examine ways of achieving both personal and professional
growth. Lt. Gervin was also selected by his class to serve as
spokesperson and delivered the graduation address.

The Virginia Beach Arts &
Humanities Commission selected
Meredith and Brother Rutter to
receive the 2019 Champion for the
Arts Award. As highly respected
philanthropists, arts administrators,
board members and advocates for art
and education, Meredith and Brother
Rutter have been ardent supporters of the arts in Virginia Beach and throughout Hampton Roads
for many years. Through their foundation and volunteer work,
especially with the Virginia Museum of Contemporary Art, they
have cultivated and strengthened the cultural life of our region
beyond measure.
The award was presented to Meredith and Brother Rutter at a
special reception co-hosted by the Virginia Beach Arts &
Humanities Commission and Virginia MOCA on Nov. 18.
Award recipients’ names have been etched in brick and will be
installed in the Champion for the Arts path in front of the Sandler
Center for the Performing Arts in Virginia Beach.
The National Theatre for Children’s ‘Showdown at Dry Gulch’ tour kicked off on Monday,
Oct. 21. Funded by the Department of Public Utilities, this performance promotes the
conservation, protection, and appreciation of our water resources among younger students. It
centers around Carrie Gooper, a sheriff who must convince the notorious Dawn the Con not to
waste water in order to save the town from a water shortage. Throughout the show, students learn
about the uses of water, the importance of water, ways to conserve water, and how to use drains
properly. By the end, Sheriff Gooper
teaches Dawn the Con and the student
audience that water is a very valuable
resource, and they should treat it as such.
The tour wrapped up on Nov. 8 and
included performances at 30 Virginia
Beach elementary schools and reached
nearly 11,000 students.
