14 Saturn Analysis – 2031

Assessment of future traffic operation on the road network was undertaken using updated versions of the BSTM-MM and the BCASM-NFT as described in Section Error: Reference source not found. Future trip demands used in the SATURN Model were identified for the 2031 design horizon from the BSTM-MM which was updated to incorporate the proposed increase in population and employment in the future year models. Model results for the proposed future transport network scenarios are outlined in the following sections.

14.1 Base Case2031 Base Case includes scheduled upgrades to the wider network as listed in Section Error: Reference source not found which was reflected in the future year demand matrices and may have an impact on traffic travelling through the study area. The base case scenario does not include any geometrical change the existing network in the NFT area.

14.1.1 2031 AM Peak – Base Case

The resulting 2031 network base case scenario with all scheduled wider network improvements in place is forecast to operate in congested conditions with over capacity movements along a number of major corridors and many intersections based on the estimated increase in travel demand outside the NFT area. This has been illustrated in Figure 14-1.

In addition, several other intersections along Ann Street and Brunswick Street are predicted to operate at or over capacity. Table 14-1 lists the intersections within the study area that are predicted to operate with over capacity turning movements.

Generally street sections within the study area are operating below capacity.

14.5 SATURN Modelling Summary – 2031Statistics extracted from the 2031 BCASM-NFT base case and options have been summarised in Table 14-9 The table shows marginal differences between the options.

Of the options assessed, Options 2 and Option 3 were predicted to increase the average speed during the afternoon peak hour period, the difference however is marginal. Option 2 has achieved a higher travel time during both the morning and afternoon peak periods.
