We spend a lot of time sending city staff to trainings, But maybe also focus more on dept heads/supervisors - since we look to them to guide us - we want guidance 26. Limit last minute task requests - Disruptive & Not as productive 27. The top people to listen to us sometimes and not think it's their way or no way 28. I miss being able to get comp time (especially at this time - working 12 days straight - and lots of nights) 29. only thing is that I feel council has made it sometimes difficult for some to work at City. 30. More blacks in management 31. My morale suffers only from hearing/reading about the division in City Council & City staff. 32. I am genuinely happy with my job/work environment. I enjoy my career within the planning dept and understand that I have bad days but most of my days are good. For me its not about money, but it's important that everyone attempt to get along. Our department does a great job of communicating and helping each other. It makes coming to work easy. I would like to see City Council acknowledge more of the good that employees

Q2. What would you recommend to improve it?

are doing than looking for all the bad or wrong doing. Employees genuinely feel more appreciated when they are told often they are doing a good job. Communication is key.

33. Partial benefits for part-time like a small holiday bonus check like others receive 34. More opportunities for merit raises, rather than structured increases. It is more difficult to request and receive a

raise here than other places I've worked. 35. Basic S-OP within the dept. 36. Improve the hiring process. Hiring outside gives no room for existing employees to advance. That kills morale. 37. I have been with the City Just over 4 years and this city is a nice place to work. In my opinion moral is low due to

previous events and people need to move forward and get over it. 38. I think that the morale is good. 39. Financial compensation for firefighters who go take additional training and certification on their own time.

Educational leave is sometimes granted, but there is no long term benefit for increasing our level of training. 40. Honoring of degrees that a person may have 41. Nothing happy to work here 42. I feel the morale is excellent for myself and department. 43. Figure out a way to stop the negativity. I know you are trying 44. Pay grade is good, however there is some engineers (drivers) that make more than Captains or very close. There

is no incentive to promote. 45. Living condition improvements at Fire stations - have a dedicated FD employee seek & request grants. 46. more assurance from the City that I'm a valued employee. 47. salary increase 48. Better communication within our own dept. 49. Hiring a life safety educator either part time or full time. 50. Fix the compression (I know it is being worked on but 1% at a time is not much) 51. money 52. As for morale, the current City council's actions have done more to break morale than anything I've seen in 23

years. I know all council members are not responsible, but when they gave themselves the pay raises they recieved, and the average employee only recieved a 1.5% COL, that was a hit for employee morale.

53. Transparency in promotional process 54. Love my job. Look forward to work everyday. 55. Our leadership need more training how to be leaders. I fill we have leaders in positions that do not know how to

direction. 94. Increased training for supervisors. Most complants heard are about supervisors not having good skills for

109. Still waiting for the proposed PO 1,2,3 Think this is important for officers who want to work the street and are not focused on the Cp., Sgt, Cpt., etc.

As a patrol officer, I feel that everything falls on us whether that is community policing on our days off or helping

with special events. We are still short handed and are given more and more tasks while call volume increases. 117. Steady yearly pay increases. Less mandatory training or meetings on days off. 118. A little more/better prescription coverage (Health care), More to say about how we outfitted with

uniforms/gear and continued car program 122. Stop gossip and negativity from people in supervisor roles and leadership positions in the City 123. Get rid of the backwords Neo Gov where everyone who matters has signed off on evals before it comes to

employee. It makes it seem impossible to fight against bad evals when every supervisor has already approved it. 124. Not sure what can be done since there are few ways, if any, to hold two city Council members accountable for

their actions to intimidate, separate & cause disruption that is simply emberessing. 125. Stop forcing employees to do things that are unnecessary or unwanted by the public 126. It feels like a lot of unnecessary information is kept from employees which leads to rumors. Also think that

officers feel punished for how the Chiefs comment has effect our department. I think we need a resolution for this incident so we can go back to keeping focus on the "Big" issues. i.e. crime rate.

1. opportunities for advancement 2. lean something new at work, not the same work everyday 3. small tax increase to make $ avail for merit and equip necessary for employees to do their job 4. Consistency from director…policies/ways of operation change often 5. Has a supervisor I get to hear bits and pieces from employee conversations. Mostly I hear they feel

unappreciated. 6. A great place to work 7. Constant attacking of the city and departments by 2 council members. They affect the city poorly and don't add

anything good. They need to have solutions not attacks. 8. Same #2 9. Continue to improve employee benefits.

10. People are naturally unhappy at times. Nothing the City can do to fix it 11. Besides pay I think issues stem from department issues such as lack of acknowledgement on things being done 12. 5% 401K 13. There is always room for improvement in any area. I think some people are not going to be happy no matter

what kind of improvement you try to make. 14. more communication 15. The supervisor seems to bring the morale down the most. More training in employee interaction would help

possibly. 16. I believe we have an amazing dept. 17. For council to stop being negative and try to improve my city. 18. stadium improvements 19. I work with the best people in the world at my Fire station 20. treat all employees the same - no favorites 21. We are in a change process and I think it’s a good thing 22. people who come to work and do the work 23. if all the employees loved the job as much as some of us do - when 1/2 the staff gives 90% and the other 1/2

gives 15%, that causes a division w/in department. 24. Getting everyone on the same page. Our department has come a long way over the last 5 years and I hope to

see that growth continue. At times, it feels like some staff members do the bare minimum to get by. With a little extra effort, I believe our department has the potential to be one of the best in our area. Leadership can help change this.

25. Hours of work at the summer time. Come in early 26. Same as above - Assigning last minute tasks that could be scheduled. 27. Communication 28. Equal supervision for everyone 29. If some of the Council would take care of posotive issues and move forward. 30. Morale in our department is good 31. Because so much of our department is part-time, it's sometimes hard to get everyone excited about things. 32. More employee appreciation events. I know we have one during the end of the year but if shown appreciation

often through the year and communication lines open maybe morale will increase 33. More feedback from other depts. We work with. Staff meetings 34. Better or more equipment (new) and not worn out. 35. Change has to happen within the person. In my opinion the city is doing all they can. 36. The morale in the workplace is good. 37. Bringing in outside workplace motivational speakers to conduct employee training. 38. positive communication between all 39. Communication is key. I feel that communication within the department and City is good but could always be

better. 40. Better stations, trucks & equipment 41. No real answer. Some people just feed off negativity. Which that’s all that’s published. 42. improve physical fitness equipment in fire stations 43. more open dialog with employees and info on what's happening in and with the City. 44. stop showing favors to certain people 45. moving back to Station 1 to be more accessible to the public (Fire Marshal and fire inspector's offices. 46. Better communications 47. Times there seems like we are treated like children by upper management. When there is a personnel issue, fix

it instead of punishing all employees.

48. Good benefits. Help with retirement 49. As for what can be done to improve morale… I don't have that answer. It appears that the problems being

created are from elected officials which are going to be difficult to correct. Its funny you/The City Manager mentioned the greater good… The greater good don't seem to be a concern to certain Council members.

90. Stressful job so there's not much to do. Better office space would be nice 91. see Q #2 92. Hire more officers, we are too short-staffed 93. I work in a shop by myself so I don't see other people too much 104. The Count does an employee fun day-that is something that would be nice to do 105. Micromanaging with supervisors is terrible. I do not feel like my supervisors trust my decisions 106. People wanting to come to work and actually work will make others have a better attitude towards the work

place as a whole. 107. Think that work load/time working on days off is the major concern with me and every officer I've talked to: IE:

working on days off 2 hours kills the entire day off, training on days off. Patrol officer are the only employees who train on days off. Days off are some of the most important concerns I have and have discussed with officers.

special operations and less community events. 121. We have some negative employees who always focus on the negative, and only care about themselves 122. Distrust sometimes in supervisor over seeing certain things. Can't trust them with what you're working on 123. I do not believe morale is bad. Patrol has been getting a much needed overhall. But as a whole some

Q9. What makes the City of Goldsboro a good place to work?

1. Current employees, benefits, no training 2. great morale & great people 3. Benefits, professionalism, the co-workers 4. Benefits & the people I work with 5. Benefits 6. Teamwork and culture of service 7. The amount of opportunities that are available to the public to get out and do things (parks, restraunts, events,

businesses) 8. It home. I've lived here my whole life, and built my family here to continue to ensure the future of this city. 9. I think I'm good. The work I do is very rewarding for that I feel blessed!! 10. For everyone to discuss issues amongst the community. 11. people working together and showing respect. 12. The employees. 13. Within this department, it is the brotherhood that keeps me here. 14. Work stability. No layoffs 15. People. I enjoy working as a firefighter for the City. At times there are decisions made by City & department that

make you say WTF. At the end of the day I cannot control either. The FD has a different environment than most that requires brotherhood to survive at times.

16. The city has a pension and a 401K not many jobs provide that 17. The people 18. Job security, great benefits, outstanding work environment. 19. Having a JOB 20. people are nice good benefits 21. coming to our city. 24. For the most part, everyone gets along. It's important to get along w/coworkers even in other depts. There are

times we need to rely on other depts. The pay & benefits are also a plus! 25. Close to home On the go at work and I know my way around city very well friendly staff to work with 26. Flexibility, being valued within your specific discipline 27. Pay, location, Benefits, Employee work I perform. 28. I believe overall it’s a pretty good place to work. 29. 38. I feel that the city government is doing everything possible to improve the City of Goldsboro and make it a better place to live & work. I feel like Mr. Stevens cares about all employees and has their best interests in mind.

39. At the dept. level employees look out for each other. The city as a whole provides a decent salary with a chance to retire at a reasonable age. I do not agree with all of the decisions but I usually trust they are made in a well thought out manner with my interest in mind.

40. The City is growing, there is more to do in Goldsboro than ever before. I have been an employee for more than 20 yrs, pay is fair with other city. Benefits are above some other city's. There is room for advancement, if you take the time to apply yourself.

respectable group of leaders. Now I still think that, minus council - we need to respectfully learn to communicate

66. The majority of people I work with strive to make P&R and the city a great place to work and live. I love my job and being able to give the citizens of Goldsboro opportunities to recreate

2. When HR is contacted, why do I hear feedback from my Department Head. How does this happen and why? I'd like to see funds allocated for extra training and schooling that ultimately benefits the city, ie. Water rescue etc. #4 continued: The employees I have heard from seem to compare themselves to others who are spoken to and recognized differently by our departments administrative staff. The only fix I see here is an attempt to be recognized equally, or try not to show favoritism while conducting business in the workplace.

3. Happy to be here 4. City is a good place to work & salary is an issue and so all merit raises, promotional processes, which is a

department problem. Overall Im happy and love my job being a firefighter is an awarding job.

5. I've been employed with the city or almost 3 decades, the thing that disturbs me the most is individuals who think the city owes them something. It's a shame that a new employee starts their job and one of the first things they hear is how another employee hates work and everyone is against them.

11. I was hired when the City did not contribute to the retirement system for your first six months. I just think it would possibly bring some of the employees who hired under the same pretense a morale boost to know they will not have to work an additional 6 months longer compared to a brand new employee who may or may not consider the City their career.

12. I feel like the City Manager, Mayor, and majority of the council cares about employees and citizens. However, there are one or two council members I feel like are trying to bring morale down and stop the city from improving by bringing up race issues non-stop. When employees constantly see certain officials stirring up problems during meetings, it starts to make morale drop. Another thing, trying to give Council members a big raise and health insurance, but lowering employees percentage of merit raise is very concerning and like a slap in the face. I really appreciate everything that the City Manager does for the City and for employees. The City of Goldsboro is a great place to work.

13. I feel that a majority of supervisors are competent and look after their employees. Some are better than others and will be the case anywhere. I have never felt intimidated by anyone in my chain of command. I have working for the city and my department!

14. I think the City manager is doing great things for the city. In the last couple months I feel some of the Council have lost touch of there job. It seems as if they are taking attack on staff and employees. City employees are receiving 1% COL raise while the voted to have city insurance for an elected position. It is good for an government to have a checks & balance, but the council seems to be on a witch hunt. Thank you for taking your time to have the talk and read or response.

I have talked with many officers that fully support the city and sere prepared to do what ever needed to show our support if the City Manager of our Chief were Suspended or Disciplined because of the recent events in the media

They are constantly trying to make problems/issues out of nothing! I have been here 20 years and have worked through many city councils. To include the one that took away logevity day. However that council still out shines the above (two) members only. I understand people being compassionate about their job, However what these two are doing is ridiculous.

95. City Councilman Foster is creating a hostil working environment for the employees of this city. His racil remarks in both public forum and on social media does not reflect highly on the city or the position that he was elected for. If these actions continue to be allowed to happen he will create a divide further in the entire city of Goldsboro

96. "Community Policing" theory does not work, and has never been proven to do so. I applaude the effort to try something new, however it has been proven in effective at reducing crime. People we encounter often say "I'm just glad I didn't get locked up in the county, cause they don't play!" The county has and is known to still be "law enforcers". We have strayed away from that title, leaving those who want to make a real difference incapable, and those not working in an enforcement capacity vulnerable. This is a frustration shared by many, but are not willing to speak up do to heavy support by Leadership and the Rabuns.

97. Community policing will not stop all the drug activity. And also, Chief West is great. 98. The few that complain do not represent all of us 99. More pay for field training officers, less training on days off. Off time for patrol officers is IMPORTANT. Stop

community "service" policing on our days off during the middle of the day 100. I enjoy my job! 101. Overall the city is a much better place to work now than several years ago. 102. I support the City Manager and Police Chief 100% 103. Look into getting the gang grant back or off duty hotspot patrols. I believe they would help decrease violent

crimes in the city and allow officers to do things they don't normally get to do. I believe community policing has a time and place but it seems to not have much effect in many areas of the city. A lot of people we aim our community policing towards do not like the police and nothing will change that. I think the citizens that appreciate us want to see more production.

104. Unhappy w/ the conduct of some of the Council Members 105. I would only add that lack of communication from the city to employees is a big reason people make negative

comments. They don't know they hear from one person something then hear or see something else. People want to know what is impacting them, but when only hear about it through media or rumors, this will only hurt vs. not help us.

106. Community policing is a good thought and one day will be of great use here. Right now, it needs to be put on hold. Time and money needs to be centered and focused on Special operations, equipment, and the newly assemble ERT Squad. If you want violence in the city down, that needs to be focused on. I can tell you from talking to people not in front of a camera or video tape that they want crime reduced and shootings down. The more you continue to policing community projects and such, it is going to raise the question, "How is this keeping my family safe?"

was for? 109. Again work is what you make it, if a person has a positive attitude and is motivated, work will always be good.

However, there are some employees that will always see the negative and feel as they are victims-no matter how hard the city trys to satisfy them. From what I have noticed and the officers at GPD have the highest moral (in recent years) since I have been there (18 years). I hope the negative employees don't overshadow the great progress GPR has made

113. The police department is forcing community walks within certain areas of the city. This includes knocking on doors & talking with the families in side. This is forcing a concept on the officers which is not community Policing. These officers are coming in on their days off to walk in the heat of the day. This puts the officers in a negative mood to start. Then the citizens (most cases) do not want other people seeing the police at their house. Community Policing can be done in much better ways than this. Other local government/Police Depts in Eastern NC have been community policing for many years. Go to these cities & learn what they do from them. The morale of officers is dropping rapidly. Now many other officers are looking for other places of employment.

114. The city has come a long way since I've started. A lot of up and downs but I feel over all we are trying to improve everyday.

Outside persons (such as these particular council members) should not be allowed to dictate how we do our job over their perceived thoughts/ideas. Our Chief is the best Chief I have ever worked for, and this whole "DRAMA" has been taxing on him as well as the department (in my opinion) For the council members personal gain and media attention.
