Service Address (the "Property"): Property Owner Terms The legal Property owner is ultimately responsible for all charges for utility services provided to the Property and is responsible to pay the account balance in full, including all penalties and collection costs if applicable, if the alternate party named does not. Billings made in the name of the alternate party are for convenience only; it does not relieve the Property owner, from liability to pay for service provided to the Property. The Property owner will receive past due notification of delinquent account status. Reference: RCW 35.21.217. Pursuant to the Revised Code of Washington, Chapter 35.21, and Renton Municipal Code, Chapter 8-1, delinquent charges shall become a lien against the Property. Liens will be filed with the King County Recorder's Office by the City of Renton, if necessary. Alternate Billing Terms The combined utility bill will stay in the name of the Property owner and retain the existing account number. The “alternate” party named on this form will be billed effective the next billing cycle and a $5.00 set up fee will be assessed. This Alternate Billing Agreement will automatically terminate if the account becomes delinquent (45 days from the billing date) or the alternate party named notifies the City that they are no longer associated with the property. Each time there is a change of tenant it voids this authorization. Property owners must submit a new form for each new tenant and a $5 alternate billing fee will be assessed to the account. Alternate billing is a courtesy and the City reserves the right to refuse to add an alternate party billing to any account. The City will not prepare final bills for rental properties or attempt to collect a past due balance from a prior occupant. A per diem will be provided on utility statements for property owners to prorate bills between tenants.
