Live Oak, downtown Lampasas according to the document. Lawson recalled hearing Helzer yell out and run back toward his residence “while Gutierrez continued to fire at Helzer,” the affidavit states. Plans for a drive-by shooting of the Helzer residence also are mentioned in a voluntary statement Gutierrez gave to Thorp and Russell on Jan. 11. Gutierrez told authorities that on Sept. 16 he went to the house of a [juvenile] friend in Copperas Cove. When he arrived, he saw Ratliff, Matthew Lawson and a person he identified as “Smiley” [Markevious Myers]. Gutierrez said he and Myers were talking, and Myers said Helzer had been “beating on” Gutierrez’s juvenile friend. “Kashawn, Smiley and I conversed on how to handle Vance,” Gutierrez said in his statement. “The plan was to shoot up the house to scare Vance.” Ratliff told Lawson that “all of us were going to drive to Vance’s house and do a drive-by shooting, because Vance was beating on [Gutierrez’s friend] … .” Lawson, Ratliff, Myers and Gutierrez left “to go scope out Vance’s house before we did the actual drive-by shooting,” according to the statement. Ratliff drove toward the Helzer residence but stopped at a street light just before getting to the residence, according to the document. “We sat there for a moment and planned how to carry out the drive-by shooting to include when to shoot, which house and how to get away,” Gutierrez told the law- enforcement officials. “Once we were comfortable with the plan, we left.” Later, after Gutierrez got a .40-caliber Smith & Wesson handgun, the mask and ammunition, Ratliff “drove us back to Vance’s house,” the document says. “Then Vance appeared out of nowhere and creeped up to the car with a gun in his right hand and said, `Who the [expletive deleted] is that.’ Vance came within close proximity of the car. I was startled and pulled the ski mask over my face. I waited a couple seconds while Vance looked at us in the car. As Vance looked towards Kashawn I raised the gun in my right hand, pointed it at Vance, and pulled the trigger until I ran out of ammunition. I saw Vance stumble backwards, fall halfway down catching himself with his left hand. Vance got up and stumbled to his house.” Gutierrez said he yelled at Ratliff to “Go, Go, Go Go,” and Ratliff drove off. As soon as he shot Helzer, Gutierrez told the authorities, “I instantly felt regret and sorrow for Vance.” Gutierrez said Ratliff and Myers “were making fun of Vance how he yelled when I shot him… .” In his statement, Gutierrez said he and the other men in the vehicle eventually returned to the house of Gutierrez’s juvenile friend and stayed for a while but did not mention what had just taken place in Kempner. Gutierrez said he left “because I needed to get some space. I just walked around Copperas Cove for the rest of night. I could not believe what I had done … I will feel bad for Vance for the rest of my life.” The family of slain Fort Hood soldier Spc. Vanessa Guillen has called for Congress to investigate circumstances surrounding her disappearance and death. Remains found June 30 were determined to be those of the 20-year-old Guillen, who disappeared April 22 from her place of duty at Fort Hood. According to the Army Times, Spc. Aaron David Robinson, 20, allegedly attacked Guillen and when authorities tracked Robinson to the 4700 block of East Rancier Avenue in Killeen, “the suspect produced a weapon and committed suicide by shooting himself.” Guillen’s unit, the 3rd Cavalry Regiment, has opened an investigation into allegations that Guillen suffered sexual harassment from a supervisor, the Army Times states. Natalie Khawam, the attorney representing the Guillen family, said, “We believe the person that killed her is that person that sexually harassed her.” Civilian resident Cecily Anne Aguilar, 22, of Killeen allegedly helped Robinson bury the body, and she was booked into Bell County Jail, according to Fox7Austin. Protests were held in many cities from Houston to San Fernando, California in response to Guillen’s death, and the case made headlines as far away as the United Kingdom. Agencies involved in the investigation include the Army Criminal Investigation Division, U.S. Marshals, Killeen Police Department, the Lone Star Fugitive Task Force, the Texas Rangers, FBI, Belton Police Department, Bell County Sheriff’s Department and the Texas Department of Public Safety. FROM PAGE 1 Kempner Water Supply Corp. has issued a boil-water notice for customers in the Pecan Valley Subdivision on County Roads 3350 and 3351. The boil notice is required because of a line break. Children, seniors, and people with weakened immune systems are particularly vulnerable to harmful bacteria, KWSC said in its announcement of the boil order. KWSC officials expect to receive laboratory results on the afternoon of July 7, the water supply company stated in an email. Officials will notify customers when it no longer is necessary to boil water, the notice added. Those who have questions about this matter are asked to contact KWSC at 512-932-3701 or 254-547-9430.
