ENGINEERS PROPOSES ENVIRONMENTAL SITE

CLOSURE AT HTRW SITE

The U.S. Army Corps of Engineers (USACE) seeks input from the local community in the selec-tion of the No Further Action (NFA) response for the hazardous, toxic, and radioactive waste (HTRW) site known as the former Igloo J-601 at Area J at the former Sioux Army Depot, near Sidney, Nebraska. At this time, USACE has not scheduled a public meet-ing to discuss the Proposed Plan and the response of NFA. If a member of the public desires a public meeting, they may contact USACE’s Project Manager to request that a meeting be held (contact informa-tion below).

For former Igloo J-601, the Proposed Plan explains that NFA is warranted for this site. No threat to humans or the environ-ment were identified during site investigation. Because no threat was identified, no remedial action is nec-essary. Both the U.S. Environmental Protection Agency (EPA) Region 7 and the Nebraska Department of Environment and Energy (NDEE) concur with USACE’s selection of the NFA response.

The formal public comment period for the Proposed Plan starts on December 25, 2019 and ends on January 30, 2020. USACE will choose the final response for the site after the comment period ends and may modify the select-ed response, or choose a different response, after taking public comments into account.

the Year-End Certification of the Street Superintendent for 2019 and appointment for the 2020 calendar year. A motion was made by Searles and seconded by Egging to Adopt Resolution 2019-6 to certify the perfor-mance of duties by Douglas A. Hart, S1353 Class A Street Superintendent for the 2019 year and appoint him as the Street Superintendent for the 2020 Year. Roll call vote: Horst, Egging, Weyerts, Searles, Schoolcraft – all Yea. Discussion was held regarding the ratifica-tion of the Election of Members to the LARM Board of Directors held in March 2019. The Cheyenne County Board of Commissioners and Board of Equalization held an open and pub-lic meeting on Monday, December 2, 2019 in the Cheyenne County Commissioners Meeting Room, Cheyenne County Court House, 1000 10th Avenue, Sidney, Nebraska. A notice of this meeting was published in the Sidney Sun-Telegraph, aired on KSID Radio, posted on the bulletin board in the County Court House and posted on the Cheyenne County web-site. Copies of the Agenda were posted on the Court House bulletin board and on the Cheyenne County website, transmitted to each Commissioner and kept current and available to the public at the County Clerk’s Office. Under correspondence, the County Clerk read a letter from the County Safety Committee thank-ing the Board for its coop-eration in providing safety trainings for the County employees.

The Board discussed the salaries for the County Commissioners for the 2021-2024 term of office. Pursuant to Neb. Rev. Stat. 23-1114 Reissue 2012, the salaries of County elected officials are to be estab-lished by the County Board prior to January 15th of the year in which a general election is to be held for the office. Since a gen-eral election will be held in 2020 for the office of Commissioner First District, the salary must be set prior to January 15,

2020. A motion was made by Miller, second-ed by Sanders to adopt Resolution 2019-25 which sets the annual salary as follows:

2021, $25,235.002022, $25,235.002023, $25,235.002024, $25,235.00Further the County

Commissioners shall receive during the term of office the same health insurance coverage as provided to all Cheyenne County employees. Roll Call: Aye: Sanders, Johnson, Miller. Nay: None. A complete copy of the Resolution as adopted is on file at the Office of the County Clerk.

County Treasurer Shelley Bowlin presented

a report on the pledged securities of Cheyenne County. A motion was made by Miller, seconded by Sanders to approve the report. Roll Call: Aye: Johnson, Miller, Sanders. Nay: None.

Commissioner Miller gave an update on the water infrastructure project at the Cheyenne County Fairgrounds. There was a change order received from Best Plumbing in the amount of $852.38. The change order was to install and fit a pit over the check valve to allow the valve to be repaired in the future, if needed, without being excavated. A motion was made by Miller, seconded by Sanders to approve the change order as submit-ted. Roll Call: Aye: Miller, Sanders, Johnson. Nay: None.

Tom Payne, Building and Grounds Superintendent, updated the Board on department activities.

At 8:45 A.M., a motion was made by Miller, sec-onded by Sanders to recess the Board of Commissioners and recon-vene as the Board of Equalization. Roll Call: Aye: Sanders, Johnson, Miller. Nay: None.

County Assessor Melody Keller presented Tax List Corrections for The Ranch at Sidney, LLC, for the 2018 tax year.

On November 4, 2019, the Board accepted the recommendations as pre-sented by the County Attorney and County Assessor regarding the tax appeals pending before the Nebraska Tax Equalization and Review Commission. It is required that Tax List Corrections be approved for each property as set out in the summary sheet filed in the Office of the County Clerk. A motion was made by Sanders, seconded by Miller to approve the Tax List Corrections. Roll Call: Aye: Johnson, Miller, Sanders. Nay: None. A complete copy of the Tax List Corrections and sum-mary sheet as approved are on file at the Office of the County Clerk.

Next, the Board reviewed a Tax List Correction for Sagebrush LTD for the 2018 tax year. All of the equip-ment listed as personal property has been fully depreciated and the value should have been removed from the property. A motion

was made by Miller, second-ed by Sanders to approve the Tax List Correction as presented. Roll Call: Aye: Miller, Sanders, Johnson. Nay: None.

Finally, Assessor Keller submitted a Tax List Correction for tax year 2019 for a homestead exemption for Lemoyne J. Myers. Originally, the State approved a home-stead exemption in the amount of 20%. The State later sent a letter correcting the exemption to 100%. A motion was made by Miller, seconded by Sanders to approve the Tax List Correction as pre-sented. Roll Call: Aye: Sanders, Johnson, Miller. Nay: None.

At 8:50 A.M., a motion was made by Miller, second-ed by Sanders to adjourn the Board of Equalization and reconvene as the Board of Commissioners. Roll Call: Aye: Johnson, Miller, Sanders. Nay: None.

Highway Superintendent Doug Hart updated the Board on road activities.

At 9:00 A.M., sealed bids were opened for the pur-chase of a used 9-wheel rubber tire roller. Larry Burbach from Nebraska Machinery Company was present. The bids were as follows:
