Dear Clatsop County Voters: Our 2018 Clatsop County Voters’ Pamphlet is combined with the State of Oregon Voters’ Pamphlet. This pamphlet contains information for several districts and there may be candidates/measures included that are not on your ballot. Ballot Titles and Explanatory Statements are prepared by the jurisdiction submitting each measure. Candidate Statements and Measure Arguments are included in this pamphlet if the Candidate or individuals choose to submit a statement and pay a filing fee. The text of each statement or argument is printed exactly as submitted by the author; no corrections are made by our office for punctuation, grammar, syntax errors or inaccurate information. I married Chuck in June, 1969. After his stint in the Army, we came to Astoria in 1971 where I ran the orientation program at Job Corps. Our four sons attended local schools. Those 18 years of school involvement included PTA, Cub Scouts and soccer coaching. We opened Compleat Photographer in downtown Astoria with the plan of providing quality service, information and goods to a creative population - and it worked! I joined AAUW in 1989 and will forever support its’ mission of advancing equity for women and girls through advocacy, education and research. I have had multiple years of leadership roles and it has honed both my skills and my friendships. I am a good listener and problem solver, with a talent for knowing who gets tasks accomplished. I really appreciate photo and word history and believe that the more we share and absorb what came before us, the better we become as responsible caretakers in this ever changing world. I served on the Clatsop Community College Board at a time when we struggled to determine a best home. I want to again serve on the board to be a proactive supporter for the arts and vocations. We need the strengths offered by an educated populace. I ask for your vote.

I believe the Sunset Empire Transportation District offers the answer to highway congestion in Clatsop County. During my time on the board I have been working as a director and vice chair to put in place the equipment, technology and people to improve the movement of people throughout the county. I have focused on the following four areas.

Financial stability: Your transportation district has worked beyond the financial difficulties from years ago. To maintain that position, I have voted for streamlined budgets and efficient operations to make the most of the money we receive from the taxpayer.

Increased service: A bus system limited in service is a system you won’t use. I have supported the expansion of service and the improvement of timeliness to make riding the bus a viable option for more people in our county.

Modern technology: It should be easy for a bus rider to find the best route, know when their bus will arrive and conveniently pay the fare. I have pushed for improvements in technology to make your bus ride as modem an experience as possible.

Efficient people movement: Good transit options like the bus are weakened when our roads are clogged. I have encouraged the District to take a strong role in the discussions of how we can improve the flow of people from all areas of the county during both peak travel times and emergency situations.

I am dedicated to seeing your transit service grow and I ask for your vote so we can continue on the road to improvement.

During my work on the Board of Commis-sioners of Sunset Empire Transit, I have worked with other board members and staff members to plan and implement services that better meet the needs of the under-served in our district. I, along with other board members, still see the need to better serve residents in the east part of the county, and have set that as one of our goals in the next biennium.

As a board member, I continue to keep those served by our district as first priority, and seek better ways to meet their needs.

As a Port Commissioner, I am proud of some of the things that the port has done. Why harvest Or. Timber and then load them in Wa. Ports? We were successful in bringing the shipmet of logs back to the POA. It was a huge boost to the economy of Astoria.

Commercial fishing industry is a mainstay of Clatsop Co. These people live and spend their money in Clatsop Co. and they raise their families here and pay taxes here.

I am a strong believer in Public transparency. I am against 4:00 pm meetings. I have asked for the POA meetings to be held in South County. All of Clatsop Co. should be represented.

Brought the Riverwalk Inn back on line which became a money maker for the Port and the city of Astoria.

I have a vision of where the POA should go, but the public needs to be part of it. I would take any advice that the public gives because your ideas are just as important as Port Commissioners. All voices should be heard.

I will always look at port dollars and how they are spent. I believe it is our job as Commissioners to make sure the public dollars aren’t wasted.

We have to also Protect wood product industry, commercial Fishing Industry, our tourism Jobs they are the Life Line of our community.

The POA need to create Job not give them away.

I enlisted in the Coast Guard and worked my way up to the rank of Captain. I never forgot what it was like starting out at the lowest rank on a ship. I am proud of my blue-collar heritage, where I learned the value of professional standards, teamwork and positive interpersonal relationships based on mutual respect.

I spent four years on the Cutter RESOLUTE, home ported in Astoria. I became very familiar with our waterfront, local fishing vessels, their owners and crews and the challenges they face in this harsh environment. I also gained awareness of the challenges facing Oregon recreational boaters and the Port of Astoria.

I sought the opportunity to serve as an Interim Commis-sioner in 2017. I offer calm and quiet deliberation in all discussions. I know how to listen, to disagree and when to compromise for the good of all.

Recently I introduced a strategy for planned maintenance as part of the Port’s new strategic plan. This will address the ongoing challenges of repair of our infrastructure and equipment. I contributed to the Port’s last two successful audits, the most recent passing without a single discrepancy.

Our Port is currently facing serious financial challenges. I believe the benefits of public and private partnerships will stabilize and develop the Port’s highest potential. I am committed to thoughtful and realistic goal setting to take advantage of emerging technology and opportunities. That said, we must ensure current businesses, port tenants and our waterfront environment are protected for all.

I have a vested interest in the long term success of our schools.

My background began with a bachelor’s degree in biology from UCLA and I earned a master’s in teaching from the University of Washington. For 10 years I taught high school biology in the Renton, WA School District and Bend/LaPine School District before starting a family and moving to Cannon Beach.

I am interested in becoming involved with the Seaside School District because I believe my background and experiences would be a positive addition to the School Board in helping to fulfill the District mission of Preparing All Students for a Productive Future.

Past involvement with students, parents, staff and adminis-trators in various roles have shaped the experience I believe I can bring to the School Board and community. While as a teacher most of my focus was on students and curriculum, I have also been involved with administrative, personnel and facility focused initiatives in my past responsibilities.

In 2014 my family and I knew it was a time for a change. Living and working in Eugene, we looked to open my State Farm office there. We quickly realized that the Big City Business model wasn’t for us. When a friend mentioned looking at Seaside, we headed over and fell in love.

Living and working in Seaside, we looked for an opportunity to help make our community stronger. We found it when our daughter became involved in sports. From Ladies Softball, Volleyball, School Basketball and PBL we saw a path where we could help.

Since then we’ve become involved with our kids in any manner we could. We have been incredibly blessed to have been able to be a part of so many enriching programs such as Seaside High School Boosters, Festival of Trees, Lending Libraries, the Food for Kids Backpack Program at the Lutheran Church where we volunteer every Thursday and the Lunch Buddy Mentorship Program where I’m honored to mentor twins at SHES and a young man at Broadway.

With a desire to help more we’ve partnered with Sunset Empire Parks and Rec in some amazing programs such as Smart Start Sports, Santa Swim, Easter Egg Hunts and anything else they’ll let me help with! We love the SE Parks and Rec who do so much for our community!

This has all led me to apply for the County School Board, where I hope to be able to be a part of making our children’s education stronger and more vibrant. I believe that as parents our job is to instill in our kids the morals and character for themto be contributing parts of society and teachers to equip them with the knowledge and skills to face their future confidently.

Passion for Our Local Schools

I appreciate the opportunity to continue serving on the Astoria School Board. Since moving to Astoria in 2011, I have jumped in to support our local schools and have been a proud member of the Astoria School Board since 2016. Last fall, I co-chaired” Yes for Astoria Kids,” the advocacy committee that helped pass the school bond. The bond will renovate our schools, creating safe and modern learning spaces to teach the next generation of Astoria children. While I don’t have children in our schools, I do have plenty of hands-on experience with education, having raised four now-grown children. And I have direct insight into our schools as my wife, “Mrs Oser,” has been reading to each class at Astor School three full days a week for the last seven years.

Supporting our Astoria Community

In our community I also serve as Treasurer of the Clatsop Community College Foundation, the Astoria Library Foundation, and, previously the Columbia Memorial Hospital Foundation. I am on the board of the Astoria Warrenton Chamber of Commerce and volunteer for many events every year, from Brew Cup to the Nutcracker. To keep up with events in our city, I regularly attend City Council.

l am a third generation Astorian. My husband and I bought our first house here in 2013 and our son was born three years later. As a mother and citizen of Astoria, I would be honored to contribute my experience and knowledge to improving the academic experience of all students.

In my last 10 years as an educator, I have seen firsthand the hardships and troubles that burden many students in our area. These students arrive at school coping with issues such as homelessness, poverty, trauma and/or disabilities. Without their basic needs being met, they often lash out, causing disruptions in their own education and the education of their peers.

Our schools do not currently provide the resources these students need. The mental health, emotional well-being, and physical safety of our students must be addressed so that learning can take place.

As a school board member I would like to help our district work toward:

Decreasing class sizes to optimize student achievement- Advocate for legislation like “Smaller Class Sizes for

Students and Educators Act” introduced this February in the US Senate. This bill seeks to reduce class sizes to 18, the number research indicates is best suited to maximize student performance.

Increasing student access to mental health resources- Strive to meet the recommendations of the Oregon

Education Association’s 2019 report “A Crisis of Disrupted Learning”.- Increase onsite student supports with a focus on mental health.- Improve professional development for school staff to

include social and emotional learning, positive behavior support and trauma informed programming.

Implementing district goal of universal preschool- Ensure that all students have access to early childhood

education.

This starts with quality leadership within the school district and attracting and keeping outstanding educators.

I attended Knappa Schools from K-12 and currently have kids attending school in the district. The Knappa community does a great job supporting youth education and activities. I know there are many great things happening within our schools, yet challenges remain. As a lifelong resident of the school district, a parent and having been a regular attendee at school board meetings over the last year, I believe I can be a valuable asset in making the school district a better place. Some of the priorities I believe are important for the future of the district include:

I am honored to currently serve the Clatsop Health District. As a current board member, I have advocated for the tax levy to improve the facilities and resident programs of the health district. As the tax levy money is gradually being made available to the district for use, I have contributed toward determining priority projects. I plan to assist in communicating to the public the results of how the board utilizes the tax levy money that the community has entrusted the health district with. I have also participated in commu-nicating with health district staff, residents, and community partners to ensure that health district management is meeting their needs. As an elected board member, I will be a voice for the residents of the health district, the staff, and the people of our community. My 10+ years of experience as a nurse provides me with insight into the needs of the residents and staff, and my ability to work as a team member will assist the health district to achieve goals. Our community needs better mental health care. Going forward, I will work with the health district board members and management to explore how the health district can help to fulfill the mental health needs of the community. At this time, my efforts focus on the most vulnerable among us—as a Board Member for Northwest Senior and Disability Services I advocate for services for seniors and adults with disabilities, as a Council Member of the Human Services Advisory Council, advise the BOCC on issues that affect developmental disabilities, mental health and alcohol and drug abuse services and as a Director of the Clatsop Care Health District, I oversee implementing objectives of the District.

In my role as a current Director of the Clatsop Care Health District, it is important to me that a full spectrum of services, as citizens in Clatsop County age, are provided by the District. Many of the residents have spent a lifetime in the Pacific Northwest and want to live out their lives close to family and the land they love. Clatsop Care Health District delivers that opportunity.

In December 2018, the Water District Board voted to place a moratorium on any future water development because of concern for ongoing water supply to existing customers and extremely high per capita water usage. With my background and experience, I am highly-qualified to help the District avert the potential crisis of running out of water. In my daily job, I work in teams to solve problems. If elected, I will work with the Board to find a long-term sustainable solution that provides ample, high- quality water to our current customers, and their children and grandchildren.

I was born and raised in Portland. I moved to Seaside in 2003. From 2003-05, I worked in retail at Grandersons. From 2005-12, I worked at the Cannon Beach Branch of Columbia Bank where I worked my way up from Teller to Customer Service Representative to Branch Officer. I have volunteered on several boards including the Cannon Beach Children’s Center and the Friends of Haystack Rock. In 2012, we moved to the outskirts of Portland, but were eventually drawn back to Seaside in 2016. Since 2012, I have been working full-time raising our two daughters, ages six and four. Our family uses SEPRD constantly. We attend the preschool and summer camps, take swim lessons, ceramic classes, and Start Smart sports. My background in the service industry, as well as management, will give me the ability to understand the wants and needs of our professional commu-nity. As a mom, I understand SEPRD’s importance in guiding a healthy and educational upbringing for my girls. Service is important to our family and I would appreciate the opportunity to help guide SEPRD in the future. Having a strong Parks and Recreation Department is an asset to our community; it helps bring families, retirees, and visitors to our city. It adds value to our community and enhances the quality of life of all residents. I would like to increase the variety of programs offered, assist the district updating its facilities, and promote the district to visitors which can help offset the cost to taxpayers. We have an amazing parks and recreation department in our beautiful city and I would like to support the district’s mission to invite everyone to come P.L.A.Y.

I have been in this community for the past seven years, volunteering with Seaside Chamber Ambassadors, Providence Hospital, Sunset Empire Park and Recreation , Suzanne Elise, Oregon Youth Correctional Facilities and began a monthly Laundry Love initiative in Seaside and Warrenton. All my volunteer efforts come out of my passion to serve this community. For eighteen years I was the Children’s Director/Family Pastor of a large church in Roseburg, Oregon where I oversaw over seventy volunteers while creating programs for nursery to teens. This included summer programs and family events. Prior to that I was the office manager for eight years at a Medicare certified rehab in Portland and then worked 10 years in the Dental field as office staff and accounts payable/receivable clerk. Many of my jobs required adherence to government guidelines or policy and procedures required for the safety and health of families. After college, I married, and raised my four children before getting back into fulltime work. I am a licensed and ordained pastor, a musician and mentor to women and teens in prison through various programs. Since coming to Seaside, my husband and I have enjoyed serving wherever we can.

Since then, I’ve been an avid swimmer, and can be found at the pool five days a week, Monday through Friday. This gives me the opportunity to connect with other patrons, thereby getting their input on a variety of topics that involve the District and the programs it offers.

I understand the important niche the District fills and the impact it has on our community, from its pre-school program to the Senior Meals/Meals on Wheels Program it operates, the District and the programs it provides our community are invaluable.

If an expansion is what the public needs, then I would like to be a part of a logical, sensible and affordable approach in fulfilling that public need.

My goals are to ensure prudent use of all assets, including the facilities, people and good will towards the community. To ensure that SEPRD’s activities and transactions are advancing its mission. To ensure that SEPRD obeys applicable laws and regulations; follows its own bylaws; and adheres to its stated mission and purpose.

To continue to lead the community toward a healthy, active lifestyle and foster a sense of community through inclusive, sustainable, educational and recreational programs.
