The Swedish Energy Agency is a government authority for national energy policy issues. The Agency’s mission is to promote the development of the Swedish energy system in order to make it socially, ecologically and economically sustain-able. International collaboration and dissemina-tion of Swedish experience and environmental technology are important aspects in this work.

The Energy Agency’s efforts to strength-en international collaboration in the fi eld of waste-to-energy began in 2009 when a del-egation from Sweden visited India with the specifi c interest to discuss ‘Biogas for Urban Infrastructure’. Since then the Agency’s inter-

national work in this fi eld has intensifi ed and today it refl ects in several bilateral initiatives.

By communicating Swedish experience within the waste-to-energy sector, this book- let serves as the basis for further knowledge sharing and joint creation of sustainable waste management systems. Sweden has a long his-tory of sustainable waste management backed by decades of gradual structural changes to stimulate the use of waste in the production of heat, power and vehicle fuel as well as cap-turing the potential in so many other residuals from society including waste water and surplus heat from industries.

Sweden is internationally recognised as a global leader in recovering energy from waste as well as recovering surplus energy from different in-dustrial operations.

After reuse and recycling of material, includ-ing digestion of sorted organic waste for biogas and bio-fertiliser; approximately 50% of all municipal solid waste (MSW) in Sweden is con-verted into energy. The energy content is recov-ered through incineration in combined heat and power plants (CHP-plants). Waste is a valuable resource that replaces large quantities of fossil fuels and less than 1 % of the MSW ends up on landfills. From the CHP-plants the power is sold on the power market and the heat is dis-tributed in district heating grids supplying cities with heating and hot water. The heat from the district heating grids can also be used to fuel Ab-sorption Chilling Machines through which cool-

ing can be distributed thereby reducing the load on the power grid normally caused by traditional power consuming air conditioning units.

Sweden – once a troubled nationBy the 1970s, decades of heavy industrialisa-tion had finally taken their toll on Sweden. Pol-luted air, dead forests, wastelands and toxic water were everyday news. To cap it all, Swe-den was the most oil-dependent country in the industrialised world. At the same time, the oil crisis of the mid 1970s showed how vulnerable the Swedish energy system had become.

the driverS for development in SwedenEventually, the negative events triggered politi-cal action and tougher legislation such as car-bon dioxide taxes and bans on landfill disposal of organic waste. These actions spurred coop-

eration between local, regional and national authorities and private industry – and got or-dinary citizens involved too. Gradually, com-panies began to turn notions of sustainability into reality, finding new ways to treat water, insulate buildings and develop automatic en-ergy saving systems and alternative fuels. These innovations also turned out to be profitable. In the past decades these innovations have been put into practice on a wider scale, cutting the amount of oil that Swedes use for heating and electricity by a stunning 90%.

These actions and initiatives have become important elements in the country’s efforts to become fully independent from fossil fuels. The Swedish government has introduced a target of producing 50% of the country’s total energy demand from renewable sources by 2020 and achieving complete carbon neutrality by 2050.

These targets further trigger a systematic ap-proach where produced energy is used effi-ciently resulting in minimum losses.

partnerShipS to gain acceSS to SwediSh experienceThese innovative cutting edge technologies, policies and governance systems are not only applicable for Sweden – they are applicable any-where given the right modifications regarding population, climate and culture. The purpose of this booklet is to describe Swedish experience and ways of thinking in terms of waste-to-ener-gy and surplus energy recovery and to display a small selection of the Swedish companies active in this field in order to stimulate partnerships with international counterparts and the trans-fer of the Swedish technology and experience to overseas markets.

Introduction

cleantech_india-booklet1301(1).indd 5 2013-02-05 21:27

The holistic and systematic approach to sus-tainable urban development is one of the key factors that has gained Sweden its position as a world leader in efficient use of renewable en-ergy. Solutions are found by seeking synergies between urban functions which unlock both efficiency and ultimately profitability.

combine urban functionS - and proSperThere are many ways to make urban functions efficient. But focusing on them separately will result in a sub-optimised system. It is the holis-tic approach that is the key to lessened energy demand and reduced environmental impact.

Take water – a scarcer resource than ever. Modern cleaning technology can produce drinking water from household wastewater. Along with household bio-waste, this waste-

water could serve as a resource for the pro-duction of bio-methane and bio-fertilizer. By addressing these issues together it becomes possible to secure potable water, vehicle fuel and sustainable farming with the same sys-tem. Another example is surplus heat from industries. This excess heat is often found to be ventilated in cooling towers or in rivers or lakes. Instead, by linking the industrial system to a city, households and other processes can have cost efficient heating, cooling or even power that thereby substitutes other fossil based sources.

It’s important to recognise that a systems approach is not only a question of technology. Much more so, it’s a question of collaboration between public and private sectors and cooper-ation between different municipal departments enabling synergies to develop.

The systematic approach

The illustration shows how urban functions can be connected in order to enable efficient use of energy flows. As shown above, solid waste and

sewage water from different sources are handled in an integrated system; ultimately the residuals may be recycled, incinerated, gasified, di-

gested or otherwise purified for various uses. Incineration of waste provides heat and power to the end-users – both for domestic and industrial

use. Excess heat and steam from industrial processes are recovered enabling usage in other public or industrial functions. Both compressed and

liquid biogas is produced from biodegradable waste and after upgrading it can be used as vehicle fuel. Through this systems approach a variety

of residuals are successfully used to replace considerable amounts of fossil fuels.

In a modern, efficient and sustainable society, everything is connected.

Waste-to-Energy defi nition in this booklet: Recovery of wasted energy!

waStewater treatment and Sludge managementExamples include systems and processes that enable the utilization of energy in wastewa-ter both in terms of thermal energy but also in terms of the extraction of energy from the matter content in the sewage through digestion with bio-methane and bio-fertiliser output.

municipal Solid waSte managementExamples include systems and processes that enable the recovery of energy in solid waste through incineration or gasifi cation with both heat and power output or with the help of landfi ll gas extraction techniques where the gas can be used to produce either heat and power or alternatively bio-methane for vehicle fuel.

the biogaS SyStemExamples include systems and facilities for managing biodegradable waste with effi cient production and innovative use of biogas. Apart from biogas generation, this theme also in-cludes elements such as biogas upgrading to substitute compressed natural gas (CNG) and designing vehicle fi lling stations.

energy SyStemS for efficient utiliZation of SurpluS energy (induStry related)This theme includes examples of systems and processes for recovery of surplus energy from industrial processes mainly in the form of excess hot water and surplus steam that can be used to produce heat and power for exter-nal use. Other energy recovery systems include fl ue gas condensation from heat and power plants but also effi cient use of biomass origi-nating from waste by innovative fuel prepara-tion methods

Ineffi cient use of residuals in society can be found everywhere. For example surplus steam cooled of in cooling towers, agricultural waste dumped on unused land or municipal and industrial solid waste dumped on landfi lls etc. Swedish experience shows that it is often both fi nancially and environmentally viable to recover these sources of energy. Over the past decades numerous initiatives and projects have been introduced in Sweden enabling such energy recovery.Recovery of wasted energy sources is divided into four different themes in this booklet.

WASTEWATER TREATMENT AND SLUDGE MANAGEMENT 1From a situation in the early 1970s, when a signifi cant part of urban and industrial wastewater was discharged in altogether untreated form, today virtually all house-holds in urban areas are connected to municipal sewage networks and roughly 95% of urban wastewater undergoes both biological and chemical treatment. This situation has been reached with the help of large government grants to im-prove wastewater treatment alongside major steps taken by industry to reduce their effl uents to nature. These extensive measures taken during the last 40 years have made lakes and watercourses notice-ably cleaner. Previously closed beaches have re-opened and conditions for water fauna have improved signifi cantly. Ma-jor industrial facilities, such as mines and airports nowadays carry out their own wastewater treatment or pre-treatment.

Sludge – a reSourceDuring development of Swedish waste-water treatment facilities, sludge was con-sidered a resource early on. The material can be used either as fertilizers or for civil

works purposes and also in the production of biogas – all of which are better than disposal on landfi ll. In Sweden biogas pro-duction is a common element in sludge management, where the biogas produced can be used as vehicle fuel or to produce heat and power. Residues from the diges-tion process can be used as fertilizer or as covering material.

induStry triggerS innovationSThe combination of an early start in the construction of wastewater treatment infrastructure and relatively strict envi-ronmental legislation has resulted in both public and private sectors gaining experi-ence in this sector. Furthermore, Swedish wastewater treatment technology is also strong in areas where Swedish industry is strong; i.e. forestry, pulp and paper, steel and iron industry, mining, engineering and manufacturing industry as well as in the pharmaceutical industry. Innovative tech-nologies and methods to optimise sludge management and biogas production are continuously being introduced by Swedish companies.

SUCCESS CASE “RyAVERKET”. 1.1

ThE RyA WWTp IN GOThENBURG - ThE GOThENBURG REGIONAL SEWAGE AND BIOGAS pLANT

Built in 1972 the Rya wastewater treatment plant (WWTP) treats wastewater from the en-tire Gothenburg region. The plant, operated by Gryaab AB, has steadily expanded and now handles an average of 4.000 litres of wastewa-ter per second from nearly 700.000 inhabitants.

innovative conStructionThe Rya WWTP has a very limited geographical footprint and therefore Gryaab has found in-novative solutions so it can grow despite this. Nitrifi cation in trickling fi lters instead of conven-tional basins and compact disc fi lters instead of conventional sand fi lters are two ways the plant saves on space.

from Sludge to fertiliZer and topSoilThe Rya WWTP generates some 55.000 tonnes of sludge each year. The bulk of it is compost-ed and used as topsoil. Some is stored for six months to allow harmful bacteria to die out and then used as fertilizer on farmland.

from Sludge to biogaSAnaerobic digestion of sewage sludge creates biogas, which is an excellent energy source. The Rya WWTP produces over 60 GWh of biogas per year and receives fats and organic waste from restaurants, schools and food producers across the region to boost biogas production. Gryaab AB sells the raw biogas to the power company, Göteborg Energi AB where it is upgraded and then sold to Fordonsgas Sverige AB who in turn sells it to consumers as a vehicle fuel.

heat from waStewaterBefore being discharged into the Göta river, some of the treated effl uent from the plant is pumped to the nearby Göteborg Energi AB heat pump plant where heat exchangers extract heat from the wastewater and transfer it to the dis-trict heating system. This, otherwise wasted en-ergy, accounts for about 7% of Gothenburg’s district heating.

In this way we work to assure that future water and wastewater systems will contribute to a more sustainable urban environment.

reference proJect:The vision for the township Stockholm Royal Seaport is that it will serve as an in-ternational example for sustainable urban development. As part of the planning process, Urban Water investigated seven different system confi gurations for man-agement of wastewater and organic waste. The alternatives were evaluated in terms of criteria for: plant nutrient and energy resources management, emissions to water, soil and atmosphere, economy, organizational and user aspects, and technical func-tion. Urban Water has carried out similar projects in other cities. These projects are often fi nalized with a multi-criteria analysis, where stakeholders are invited to discuss weighting of the different criteria in order to provide a ranking of the investigated system confi gurations.

MUNICIpAL SOLID WASTE MANAGEMENT 2 Sweden’s fi rst priority in its waste man-agement strategy is to prevent waste generation and that the maximum pos-sible use should be made of the resources that waste represents. Strong political will and commitment, together with public support, are key elements in achieving this goal. Because waste management in Sweden is the responsibility of local gov-ernments a great deal of competence is tied in with these governments as well.

Centralised waste incineration was in-troduced as early as the 1950s in Sweden, with extensive development during the oil crisis in the 1970s. This gave Sweden an advantage in the development of waste incineration know-how and technology internationally. In the mid 1980s knowl-edge was gained about the extent of di-oxin emissions from these processes. This lead to a moratorium on new incineration plants which in turn lead to the develop-ment of advanced and secure fl ue gas treatment technologies to reduce diox-ins and other environmentally hazardous substances to a fraction of previous levels. With a unifi ed political ambition to elimi-nate landfi lling of waste, the disposal of combustible and organic waste on landfi ll was prohibited in 2002 and 2005 respec-tively. This further triggered the introduc-tion of alternative systems and methods for waste treatment.

waSte – a reSourceToday more than 20% of the domestic heat demand in Sweden is covered by in-cineration of MSW and waste-to-energy has been recognised as a renewable ener-

gy resource. Carbon taxes, high landfi ll dis-posal taxes and also tough recycling and recovery targets have been widely accept-ed by the public. Also, large-scale sustain-able source separation of waste in almost every municipality has been introduced. As a result, as much as 99% of the house-hold waste is recovered in one way or an-other; recycled waste gives new products, biodegradable waste is converted into bi-ogas and fertilizer and the energy content in combustible waste is recovered to heat and power. At the same time, a number of old landfi lls continue to produce methane gas and in order to include these into the sustainable waste management system they have been equipped with technology for recovering the biogas to be used for heat and power production.

collaboration for progreSSSuccess factors leading to today’s achieve-ments are both technical and institutional. Some of these success factors are:

• a clear division of roles and respon-

sibilities enabling necessary invest-ments,

• the enforcement of long-term regu-lations and economic incentives,

• the cooperation between munici-palities and collaboration between public and private sectors

Also, a business environment encourag-ing new innovative technologies and sup-porting development of new companies in the waste management sector has been an important driver.

SUCCESS CASE ’ESKILSTUNA MUNICIpALITy’2.1

ThE MOST ENVIRON-MENTALLy FRIENDLy SWEDISh MUNICIpALITy IN 2012

In 2012, the City of Eskilstuna was awarded the prize, ‘Most Environmentally Friendly Swed-ish Municipality’, a position reached by having a broad and systematic approach to environmen-tal protection and sustainable development. The Municipality’s goals for sustainability are strategi-cally and systematically monitored and reviewed to secure long-term development and results.

StrategieS for SuStainability become a realityIn everyday life these strategies are transformed into concrete systems and facilities, such as the unique optical sorting of household waste mak-ing source separation an easy task. Each waste type is disposed in a type specifi c coloured bag and can then easily be disposed of in the same

rubbish bin. An optical sorting system based on these coloured bags then enables the production of a clean organic fraction for the production of biogas and also increased levels of recycling.

Another example is the public transport sys-tem where busses run on biogas fuel only. Eskils-tuna also hosts the largest wetland for wastewa-ter treatment and more than 95% of the fuel for the combined heat and power plant is biomass. The majority of these results are the outcome of projects initiated by Eskilstuna Energy & Environ-ment, the municipally owned multi-utility com-pany. But even more important, was the commit-ment of the citizens who contributed by sorting their waste, by choosing to cycle instead of drive and by using less power for domestic purposes.

reference proJect:Övik Energy’s new power plant at the Torsvik site, Sweden

The new power plant in Örnsköldsvik, designed by Tengbom, is designed to produce heat and power and is fuelled by a variety of biofuels. Generated output is forecast at 200 MW of heat and 60 MW of power. The total investment for the project is approximately 100Mln

The existing Torsvik CHP-plant generates enough heat and power to supply more than 15.000 homes. Combustion takes place in a steam boiler, while fl ue gas is cleaned and released into the air through the tall stack. Emissions are continuously and carefully monitored and kept well within legislated parameters. Nominal power generated is 16.2 MW.

The Torsvik waste-to-energy plant covers approximately half the demand for districtheating in the area on a yearly basis. During the cold season, energy from heat pumps and bio-fuelled boilers is added.

Also organic waste is pretreated at Torsvik to be prepared for further processing into biogas and bio-fertilizer. The plant produces enough biogas to replace 1.6Mln liters of petrol.

ThE BIOGASSySTEM 3Biogas technology enables long-term, sustainable waste management that turns a variety of organic waste types into a carbon-neutral energy resource. Biogas is easily integrated wherever there is nat-ural gas infrastructure. Both isolated so-lutions as well as systems integrated into an existing fossil based system contribute towards enhancing the energy security in any society.

biogaS uSe in Sweden todayThe total amount of biogas produced in Sweden amounts to approximately 1,5 TWh. The majority of the production comes from large scale facilities. Small-scale units only represent 1% of the to-tal production. The main portion, 45%, of the biogas produced originates from sewage treatment plants. Landfi ll gas represents 25%, and co-digestion plants represent 20%. Biogas production from industry related processes represents 9%.

In Sweden biogas is used mainly as a vehicle fuel, more than 50% with a growth-rate of approximately 20% per year. The gas is also used for local heat-ing, district heating and industrial heating

processes and to generate power.Vehicle gas is made up of natural

gas (CNG), biogas (CBG) or a mix of the two and is frequently used to substitute petrol or diesel. In addition to reducing emissions of carbon dioxide, vehicle gas cuts emissions of nitrous oxides, sulphur oxides, carcinogenic substances and par-ticulates.

Because natural gas produces 25% less carbon dioxide emissions relative to petrol or diesel, it is also considered, by the legislators, to be an ‘alternative vehi-cle fuel’, although not renewable. As a re-sult of Sweden’s long-term strategy more than 65% of the sold volume of vehicle gas is CBG, a higher percentage than any other country in the world.

innovative SolutionS for biogaS uSageSweden has an unmatched, holistic per-spective regarding the biogas system and it is thanks to this holistic perspective that we can offer cutting edge solutions - es-pecially when it comes to gas purifi cation but also in applications regarding heat and power.

SUCCESS CASE ‘hELSINGBORG REGION’.3.1

ORGANIC WASTE TO VEhICLE FUEL AT ONE OF ThE MOST MODERN WASTE MANAGEMENT FACILITIES IN SWEDENIn the region of Helsingborg in the south of Sweden, all waste management is provided by NSR, a company fully owned by the participat-ing municipalities. The company’s main waste management facility is one of the most modern in Sweden, with leading competence in the area of organic waste treatment.

The raw material for the biogas production facility originates from the food processing in-dustry. It also includes pig manure and source separated organic household waste. After re-ception the material is pasteurised before it reaches the mesophilic digester (37°C) with an

average residence time of approximately 30 days. All biogas is upgraded to CBG, equiva-lent to CNG quality, with a methane content of 98%. In 2011 a total of 36.000 MWh CBG was produced.

The upgraded biogas is stored at 280 bars pressure and thereafter distributed as CBG for waste collection trucks, public transport buses and also for the public. All in all, the produced biogas satisfi es the fuel demand of 100 buses, 20 waste collection trucks and a large number other vehicles.

ENERGy SySTEMS FOR EFFICIENT UTILIzATION OF SURpLUS ENERGy (INDUSTRy RELATED) 4The main driver behind the substantial reduction of CO2 emissions in Sweden since the 1970s can be found in the na-tionwide expansion of effi cient district heating and cooling systems derived from recovery of industrial surplus heat. It accelerated in the 1970s when Swe-den was heavily dependent on fossil fuels. Today, more than 60% of the de-mand for household heating in Sweden is met by district heating. During the last decade the district cooling systems have been growing also and Stockholm cur-rently has the largest district cooling grid in the world.heat no longer waSted!Surplus heat from industrial processes are often seen as waste, however, the fundamental idea behind modern district heating is recycling of surplus heat that would otherwise be lost. Examples of sur-plus heat are; heat generated in power stations, fuel refi neries, incinerators and many other industrial processes. Through innovative thinking, introduction of sys-tematic processes, and the development of high-end technologies, expansion of the district heating and cooling systems in Sweden has created a base for energy re-covery competence and technology which

is recognized worldwide.Although other countries with warm-

er climates may have less need for district heating, the opportunities in utilising sur-plus heat and steam for other purposes are extensive. Introducing a holistic ap-proach and technologies for conversion of surplus heat to power or even cool-ing will reduce the need for fossil fuel, increase environmentally sound power production and generate new revenues.

SolutionS baSed on collaborationTechnologies for recovery of waste-heat are constantly developing. Heat exchanger effi ciency has improved, fl ue gas conden-sation technologies provide increased en-ergy recovery, innovations allow power production from surplus heat with tem-peratures as low as 55°C but it is not only a matter of technology. A driving force behind the Swedish success was a uni-fi ed and strong political will coupled with collaboration between industries and the public sector resulting in holistic cross-bor-der solutions. The outcome is that Sweden has gained knowledge and competence on how to develop solutions and systems that are both technically and fi nancially at-tractive all over the world

SUCCESS CASE ‘BORLÄNGE MUNICIpALITy’.4.1

BORLÄNGE IS TURNING OVER A GREEN LEAFFounded on a long industrial tradition of steel and paper production, the municipality of Bor-länge in central Sweden is turning over a green leaf. The city recycles 90% of its waste and boasts an innovative district heating system fuelled by renewable energy and waste-heat.

public-private partnerShip with a Shared viSionHome to major manufacturers like steel pro-ducer SSAB and paper company Stora Enso, Borlänge is also the headquarters for the Swed-ish Transport Administration. Local policymakers are avid sustainability advocates and have linked up with private businesses to introduce a raft of green initiatives.

how to benefit from a downtown Steel millTogether, the municipality and local businesses have designed an energy system that makes maximum use of waste-heat. The main partners are the energy company Borlänge Energi (which operates the municipality’s district heating and waste management systems and supplies green power), SSAB Tunnplåt and Stora Enso kvarns-veden. The trio share advanced systems for pro-

ducing energy from waste-heat and steam and for water and air purifi cation.

diStrict heating reduceS carbon emiSSionSRecovering waste-heat and using biofuel to power the district heating grid cuts CO2 emis-sions by 115.000 tonnes compared to oil-fi red alternatives. Municipal energy company Bor-länge Energi operates the Bäckelund power plant where district heating is generated from waste incineration and industrial waste-heat to-gether.

other waSte-to-energy related activitieSThe Fågelmyra waste management plant in Bor-länge produces biogas and bio-compost from waste and also prepares combustible waste for incineration. It processes food and other com-postable waste from private households, indus-trial kitchens and restaurants in the surrounding municipalities. The plant minimises the amount of waste sent to landfi ll. It sells bio-compost for use in gardens and agriculture and also biogas for heating, power generation and vehicle fuel.

offer:Opcon Energy Systems, OES, specializes in developing technology for small-scale production of electricity from waste heat. The company’s systems are based on unique screw compressor technology from Opcon and its subsidiary SRM. During 2007, Opcon Powerbox was introduced, the fi rst important application based on this technology.

The technology of Opcon Powerbox is designed for applications in combined heating and power plants and the process industry, but is also suitable for large stationary diesel and biogas engines and marine diesel engines. The solution has generated a lot of interest from the power, shipping and process industries.

reference proJect:Opcon Powerbox has been installed at Munksjö Aspa Bruk, Sweden, a mill for production of bleached and unbleached sulphate pulp. Before the installation of Opcon Powerbox ORC, all of the mill’s heated pro-cess water passed through a sedimentation basin before reaching the recipient lake Vättern. After the installation, some of the waste heat water from the mill fi rst runs through the Opcon Powerbox where it is transformed to new and emission-free electric power. Furthermore, Opcon Powerbox preheats the mill’s process water which is a consid-erable bonus. Opcon Powerbox also cools the waste water used in power production before it is fi nally diverted into treatment.

The systematic and holistic approach to energy produc-tion and usage adopted by Swedish companies and organisations triggers new innovations, new ideas, to further complete a truly green system.

towardS a total green SyStem of the city of linköpingAn example of this development is being created in the City of Linköping where the energy system, waste man-agement is connected with urban agriculture manage-ment. Currently a project is developed based on what is referred to as the PlantaSymbioSystem®. Food is created out of waste in vertical, multi level greenhouses and at the same time decreasing energy costs and emissions. All having a energy system approach. Surplus heat from biogas purifying plants provide for several hectares of greenhouse. Peak and backup heating needs covered by district heating network. Carbon dioxide removed in the biogas purification process can be directed to the green house. Biogas production plants deliver nutrients. Organ-ic waste from the greenhouse is used for biogas produc-tion, and the cycle is complete. Besides, locally produced food from the system generates a lot of other values, de-creased need for transports being one.

Gasifi cation of unsorted waste is a challenge for tomor-row’s waste management. Promising Swedish based technologies are under development where waste is exposed to high temepratures and thereby completely vaporized and separated into molecules. Other promis-ing technologies involve plasma gasifi cation. The waste is thereby transformed to energy rich hydrogen or syn-thesis gas possible to use for heat and power produc-tion. The technology is believed to become very effi cient – less than 5% of the gained energy is esitmated to be used for the process, emissions are low and the solid residuals are inert and expected to be less than 5% of the original material for municipal solid waste. Full scale plants is expected to be reached soon.
