Remediation

All of our work is carried out in fullcompliance with the Control ofAsbestos Regulations 2012 and thelatest industry standards. Ourmulti disciplined operational teamsapply state-of-the-art techniquesand technologies to contain, removeand dispose of asbestos containingmaterials (ACMs).

Our methodology is fullydocumented into Plans of Work andsubmitted to the HSE and the clientin advance for approval.

We employ fully controlled andsemi-controlled techniques whereappropriate to safely remove ACMs.

Licenced work is carried out inairtight enclosures which are fittedwith a 3-stage airlock system andare smoke-tested to establish theirintegrity prior to commencement.

Disposal

Asbestos material that has beenremoved is sealed in clearly labelled,heavy-duty polythene sacks beforebeing transported to a licenseddisposal site.

We operate our own fleet ofpurpose-built vehicles fortransporting ACMs which have beencustomised with air-tightcompartments to prevent fibresfrom being released during transit.

Clifford Devlin operates its ownasbestos waste transfer station inLondon which is licensed by the

Environment Agency for managingthe disposal of asbestos containingmaterial.

The facility is capable of processingup to 32 cubic metres of asbestoswaste on a daily basis and can beused to bulk asbestos waste fromLondon-based projects rather thantransporting them directly to landfill,thereby reducing transport costs andenhancing the carbon-footprint ofour works.

All of our disposal procedures arecarried out in compliance with theHazardous Waste Regulations 2005.

Health & Safety

We operate an occupational healthand safety management systemwhich is certificated against OHSAS18001. This provides the structureand discipline to manage asbestosand other risks we encounter on-site. The systematic approach hashelped us to maintain industry-leading health & safety performancestatistics.

Risk assessments are carried out forall works we carry out and our HSQEteam performs regular site auditswhich are documented and fed backinto the system to ensurecontinuous improvement in thehealth and safety performance ofour asbestos work.

All our site-based staff attendregular refresher training which isorganised and evaluated by ARCA.

In recognition of an average 97%pass rate Clifford Devlin wasawarded a sixth consecutive GoldMedal for training by ARCA inOctober 2016. The excellent safetyrecord of our Asbestos Division hasalso contributed to Clifford Devlinreceiving a seventh gold award (thehighest achievable) in eight yearsfrom the Royal Society for thePrevention of Accidents (RoSPA).

We apply a number of leading-edgetechniques to enhance the safety ofour asbestos work. Our fleet ofpurpose-built vehicles arecustomised with air-tightcompartments to prevent fibre-release during transit. We alsoroutinely use CCTV to safelysupervise the removal process insideenclosures.

We have developed robust systemsto ensure we deliver our work to aconsistently high standard and in fullcompliance with Regulations whichmatches or exceeds current industrybenchmarks.

All of our asbestos work is carriedout and regulated by our qualitymanagement system which has beencertificated against InternationalStandard ISO 9001 or its equivalentssince 1997.

The company has been a corporatemember of the industry trade bodythe Asbestos Removal ContractorsAssociation (ARCA) for over 30 years.

Clifford Devlin was one of the earlyadopters of ARCA's Site AuditAccreditations Scheme and ourmembership is predicated uponindependent audits of our work.

External audits by Achilles maintainour accreditations against theBuilding Confidence Scheme andRISQS and UDVB Verify accreditationenables us to remediate asbestos forinfrastructure and utilities sectors.

In-work supervision is carried outusing our in-house 'Permit to Work'system. This checklist-based methodrequires operatives to record all keyinformation in sequence and varioushold points which must be initialledby a Supervisor before the nextphase can commence.

THE ADELPHI BUILDINGLONDON WC2

Clifford Devlin were appointed to carry out the initialphase of strip-out by project-managers, M3, in July2014 following a competitive tender, to prepare thebuilding for a full re-fit, and were subsequentlyawarded asbestos remediation works and furtherphases of work.

Known colloquially as the "Little Adelphi", the 13-storey commercial premises is situated on London'sEmbankment just a few hundred yards from itsbetter known namesake, the Adelphi Theatre, inCovent Garden.

The original scope of works included removal offixtures, fittings and non-structural elements. CliffordDevlin's Asbestos Management team spent the first3 months removing asbestos insulation from 26columns on each of 6 floors which had beenidentified by an R&D survey. However, considerablequantities of unexpected ACMs were encounteredwithin the fabric of the building once the strip-out

commenced. This included pipe lagging buriedwithin the screed, redundant pipework in windowrecesses and asbestos pipework and debris exposedas the column cladding was removed. The strip-outworks were carefully scheduled around the asbestosremoval to enable tight programme deadlines to beachieved. The work was carried out in two stages toenable areas of the building to remain occupied.

Phase I of the work (basement, mezzanine and floorsone to six) was completed in 9 months and Phase II(floors 7 to 11) in six months. As well as strip-out theworks included structural alterations, exposure ofcladding, removal of bonded screed and fireproofing.

ST BARTHOLOMEW’S HOSPITALLONDON EC1

Clifford Devlin were appointed by the Trust toremove asbestos containing materials (ACMs)identified in surveys of the Out Patients Building andResidential Staff Quarters.

The works were required to enable the demolition ofthese buildings as part of Phase 3 of the 10-year,£1bn PFI scheme which involves a combination ofretention, refurbishment and new-build at bothBart’s and the Royal London Hospitals in CentralLondon.

London contractor, Clifford Devlin won a competitivetender to deliver the removal package for bothbuildings in November 2013. A series of pre-startmeetings were arranged during the 4-week lead-inperiod with various members of the project team toplan this particularly complex project.

The buildings remained semi-occupied for most ofthe 9-month programme and so required verycareful planning to sequence the works to work-around occupants and live services.

Almost all of the asbestos containing material foundin both buildings were notifiable so the HSE neededto be informed 14-days before the workscommenced. We prepared and submitted 45separate notifications and plans of work for eachpackage as the project progressed.

Both buildings were decontaminated concurrently. Inthe Out Patients Building works progressed on afloor-by-floor basis starting in the basement whereextensive pipe insulation and debris in floor voidswas located. ACMs were removed using fully-controlled conditions i.e. removal carried out insideair-tight enclosures fitted with negative pressureunits to prevent the emissions of fibres.

LAMBETH LIVINGLONDON BOROUGH OF LAMBETH

Clifford Devlin were appointed by London Boroughof Lambeth's ALMO, Lambeth Living, to provideplanned, responsive and emergency asbestosremediation to cover its stock of 21,000 affordablehomes.

We work closely with building contractors Mearsand Keepmoat to facilitate planned internal andexternal refurbishment works.

For internal works we liaise with Resident LiaisonOfficers to arrange access to occupied housing toremove asbestos containing materials (ACMs) suchas floor tiles, textured coatings, insulation board(AIB) in boxing and riser panels and boiler gaskets.

Licenced work is carried out under fully controlledconditions from inside airtight enclosures withresidents decanted during the work.

Non-licenced work is typically undertaken in semi-controlled conditions i.e. within a segregated area.

External works are typically conducted fromscaffolding and include the removal of roof tiles, fluepipes, rainwater goods, AIB battens and mastic fromwindow frames.

BROOMFIELD HOSPITALCHELMSFORD, ESSEX

Clifford Devlin were appointed to decontaminateseveral underground service ducts to facilitate amajor re-building refurbishment scheme.

The works were carried out according tospecifications prepared by the client's consultantsAirbourne Environmental Consultants (AEC).

These required all asbestos containing materialidentified in surveys to be removed from variouslocations including: Pipe-work; walls, floors andceilings; redundant gaskets and general debris.

The project involved removing asbestos from sevenunderground service ducts which totalled over 1600metres of ducting. These needed to remainoperational throughout the work.

We were tasked with setting up "Project Areas"which segregated the works from Hospital staff,patients and visitors using barriers and signage.

"Access cubes" consisting of steel or timber frameswith Corex or equivalent were installed over the ductaccess points and airlocks and bag locks within thecompounds.

The ducts were decontaminated in sequence by ourteams of two operatives wearing full PPE and RPE.

Waste was double-bagged and removedprogressively back to the airlocks for removal fromthe enclosure at appointed times using the agreedwaste transit routes and times.

The works were monitored by a Supervisor locatedoutside the enclosure via CCTV. The 8-week projectwas carried out to-programme and specification andno complaints were received from the Hospital'sstaff, or occupants.

ST ALBANS TOWN HALLST ALBANS, HERTS

Clifford Devlin won a competitive tender todecontaminate a ceiling void at the Town Hall tofacilitate a renovation of the basement vault byPrincipal Contractor, Wilmott Dixon.

The work involved removing asbestos insulationboard cladding to steel beams under fully controlledconditions.

In order to access the structural steelwork weneeded to remove the false-ceiling. Working fromscaffolds towers our site team carefully dismantled165 sq metres of the GRP-glazed panels to exposethe ACMs.

Operatives removed the AIB cladding by handwithin enclosures that were constructed andinstalled to the fabric of the building using polythenesheeting affixed across the width of the basementvault with a 3 stage airlock system attached.

Following the removal of panels and ducting, thearea was environmentally cleaned using the H-typevacuum and Tak rags.

The building remained vacant throughout the 5-week project.

CREMORNE ESTATELONDON SW10

Clifford Devlin were appointed to carry outremediation of asbestos-containing materials insocial housing managed by the Royal Borough ofKensington & Chelsea.

The works were undertaken to facilitate a refurbish-ment programme carried out by Principal ContractorKeepmoat Regeneration.

The works included Notifiable and Non-Notifiableworks. Asbestos Insulation Board (AIB) found inelectrical cupboards and communal hallways wasremoved under fully-controlled conditions i.e. withinair-tight enclosures.

We liaised with the contractor and the Borough'sResident Liaison Officer to inform and, werenecessary, decant residents prior to the workscommencing.

Removal of floor tiles and cement panels werecarried out under semi-controlled conditions i.e.within segregated areas with operatives wearingpersonal and respiratory protective equipment.

RICHARD COBDEN SCHOOLCAMDEN, LONDON NW1

We were appointed to remove asbestos thermalinsulation and debris on the floor of the school'sboiler room during the school’s summer holidays.

As London Borough of Camden's frameworkasbestos removal contractor we provide anemergency remediation service and werecontacted following an uncontrolled release ofasbestos fibre during building works.

We arrived within the 2 hour time limit to isolate theimmediate area and facilitate the swab sampling ofthe ground floor region which was suspected to becontaminated. We sealed the area with warningsignage displayed.

Laboratory results confirmed that the material waslicensable asbestos and we were expedited a fulldecontamination and environmental clean.

Given the short time-frames involved before theschool needed to be re-open we successfullyapplied to the Health & Safety Executive for awaiver allowing us to start work immediately.

Our site team of six worked day and night shifts todecontaminate the area. Contractors’ equipmentincluding MEWPs, temporary protections andfixtures/fittings were wrapped in polythene anddisposed-of as asbestos-waste.

Following this we carried out a full environmentalclean allowing the contractor to complete thebuilding works on-time.
