Surrey-Cloverdale has been a Liberal stronghold since its inception. Surrey-Cloverdale Population: 50,545 Surrey-Cloverdale has a younger population than the B.C. average, with more children and married couples with kids. A majority of residents – 87 per cent – own their own home, greater than the provincial average of 70 per cent. Just 13 per cent of residents rent. e average household income in the riding is $91,541 (compared to $67,675), and the median household income before tax is $76,479 compared to $52,709. ere’s also a higher pro- portion of people working full-time. e top occupations are clerical and in the sales and service sector. e main sources of immigration are India, the United Kingdom, Western Europe, and East Asia/China. Surrey-Cloverdale, created in a 1989 riding redistri- bution has been a Liberal stronghold for two de- cades. Liberal Ken Jones won in 1991 (defeating the NDP’s Charan Gill by 1,751 votes), and Bonnie McKinnon, also a B.C. Liberal, won by an even wider margin in 1996. Kevin Falcon has represented the riding since 2001, when he beat New Democrat Steve Oakley by 11,406 votes. As the incumbent in 2005, Fal- con was returned to office with 16,429 votes compared to 7,640 for the next- closest candidate, New Demo- crat Ted Allen. In 2009, Fal- con won with 13,815 votes, a wide margin ahead of Deborah Payment of the NDP with 6,567 votes and B.C. Green candidate Kevin Purton with 1,651. Falcon an- nounced last August he didn’t intend to run again, leaving the seat open for a newcomer. named the Canadian Hockey League’s Goaltender of the Week, Cloverdale’s Laurent Brossoit signed a National Hockey League (NHL) contract.

Brossoit, 20, signed a three-year contract with the Calgary Flames last week.

Selected by the Flames in the sixth round (164th overall) in

the 2011 NHL En-try Draft, Brossoit is having an out-

standing playoff season with the Edmonton Oil Kings of the Western Hockey League (WHL).

He has a 0.85 goals-against average (GAA), a .966 save-per-centage and three shutouts in eight games played, leading the league in all three categories.

In his third full-season with the Oil Kings, Brossoit had the third-lowest GAA at 2.25, was sixth in save percentage at .917 and was seventh on both wins (33) and shutouts (five).

The Oil Kings are looking for a second trip to the Memorial Cup in as many seasons, and lead the Red Deer Rebels 3-0 in a WHL best-of-seven quarterfi-nal series.

Responding to concerns it’s a heavily polluting sport, Banman said auto racing technology is changing and heading toward a future of electric race cars.

He also noted equestrian sports aren’t emission free, be-cause horse riders typically burn fuel trucking their animals to and from Campbell Valley park.

“I think there are lots of ways to resolve the problems facing this,” Pitt Meadows Mayor Deb Walsh said.

Langley City Coun. Gayle Martin noted Metro wants to explore business partnerships to raise more money to support re-gional parks, particularly the ac-quisition of more parkland.

“In Stanley Park you have the aquarium, which houses whales in captivity. What’s that doing to the environment?” Martin asked. “You have the miniature train, you have Malkin Bowl and they’re all generating revenue.”

She said most trails in Camp-bell Valley go nowhere near the racetrack area, which occupies less than two per cent of the park’s 1,322 acres.

Speedway society president Murray Jones said he’s pleased Metro will at least consider the idea.

He said the the racing surface is still usable and a demonstration

race could be held there almost immediately, using basic fencing and portable concessions, while more work would be needed to set up proper grandstands.

Jones said Metro got 10 per cent of all speedway revenues when it was open and a similar revenue-sharing agreement in the future could help fund regional parks.

He envisions 10 to 14 race days a year, while concerts, car shows and other outdoor events could use the venue at other times.

Jones said the existing 1,000

parking stalls at the track would be mainly for VIPs and the dis-abled, while most other race-goers would be expected to walk, bike or take a shuttle.

Metro directors predict there will be strong opinions for and against reopening the track, par-ticularly from motor sport fans and horse owners, if the proposal makes it to public consultations.

“You’ve got horsepower on both sides of this issue,” Langley Township Coun. Bob Long said.

NDP candidate Harry Kooner wants to make history in Surrey-Clo-

verdale, a Liberal stronghold since its inception more than two decades ago.

Kooner, a father of two teenage boys and a committed bike commuter from his home in Cloverdale to his office, is running for election for the first time.

He says he started door-knocking even before winning his party’s nomination in late February.

A member of the B.C. NDP since 2006, Kooner sought the nomination after realizing the two other hopefuls seek-

ing the party’s nod in Surrey-Cloverdale lived outside the riding.

“That prompted me to think, ‘Why can’t I repre-sent Cloverdale? I’m part of Cloverdale. My kids go to school here. I know the is-sues.”

So he talked to his family and friends, and they encouraged him to run.

He won the nomination Feb. 24, and has temporar-ily stepped away from his job with the City of Surrey to fo-cus on the election campaign.

As a long-serving member of the CIty of Surrey’s bylaw

department, Kooner says he has a thorough understanding of city and municipal issues, as well as what comes under

provincial jurisdiction –  and that, he says, is

important when resi-dents turn to their MLA for help.

He joined the NDP in 2006.

While a first-time candidate

himself, he’s previ-ously worked on the campaign of his uncle, Surjit Kooner, a school teacher who ran for the Liberal Party of Canada, of which Harry is a former member.

Kooner says he joined the NDP because he wants to make

a difference. He notes the party has moved towards the centre, and, as a union member – and a former small business owner (he used to own a security company) – he feels the New Democrats in 2013 best repre-sents his interests, and those of other British Columbians.

“The NDP has evolved,” he says. “The NDP has shifted, and it’s right in the middle and it appeals to me. It’s a better op-tion.”

In particular, he says, it’s a better option for Surrey-Clo-verdale, where 54 per cent of families have children under the age of 24, and is one of the fastest-growing communities in Canada.

The Work Zone Safety Alliance “Cone Zone” campaign is a road safety initiative that encourages drivers to take care when driving near roadside workers. The campaign educates drivers about roadside workspaces and what they can do to reduce the risk to both worker and driver - reduce their speed, avoid driver distraction, and respect the roadside as a work-place when driving through the “Cone Zone.”Mainroad is a key partner in the Work Zone Safety Alliance and a visible supporter of the annual “Cone Zone” campaign. In support of the 2013 “Cone Zone” campaign, Mainroad is cre-ating a unique onsite ride at the Cloverdale Rodeo designed to emulate real-world situations and teach pre-drivers about cone zone driver safety, information that is not always taught in driver education courses. The Go-kart Cone Zone ride, designed for children aged 10 – 16, is a learn-to-drive circuit with a “cone zone” theme that

resembles a real-world roadside work zone. Riders will drive one of four go-karts three times around the course. Riders will pass life-sized road maintenance vehicles and equipment and 8-foot high illuminated orange cones. The circuit will be managed by traf� c control personnel and riders/drivers will have to obey their direction, just as they would in a real-world situation.Mainroad is seeking volunteers the week of the Rodeo to help with event logistics. This includes setting up the race track, help during the event, and take down on the last day. Any and all help would be greatly appreciated.Please note for all volunteers, Mainroad will provide admis-sion to the grounds and a meal will be provided. The Work Zone Safety Alliance “Cone Zone” campaign is a road safety initiative that encourages drivers to take care when driving near roadside workers. The campaign educates drivers about roadside workspaces and what they can do to reduce the risk to both worker and driver - reduce their speed, avoid driver distraction, and respect the roadside as a work-place when driving through the “Cone Zone.”Mainroad is a key partner in the Work Zone Safety Alliance and a visible supporter of the annual “Cone Zone” campaign. In support of the 2013 “Cone Zone” campaign, Mainroad is cre-ating a unique onsite ride at the Cloverdale Rodeo designed to emulate real-world situations and teach pre-drivers about cone zone driver safety, information that is not always taught in driver education courses. The Go-kart Cone Zone ride, designed for children aged 10 – 16, is a learn-to-drive circuit with a “cone zone” theme that

resembles a real-world roadside work zone. Riders will drive one of four go-karts three times around the course. Riders will pass life-sized road maintenance vehicles and equipment and 8-foot high illuminated orange cones. The circuit will be managed by traf� c control personnel and riders/drivers will have to obey their direction, just as they would in a real-world situation.Mainroad is seeking volunteers the week of the Rodeo to help with event logistics. This includes setting up the race track, help during the event, and take down on the last day. Kooner: the riding could use some closer attention“Most of the people [here] are working class people,” he

says. “They’re young families.”Win or lose he says, he’ll take the voters’ decision in stride:

“Either way, I’ll be helping people – at a city level, or at a provincial level.”

He says he’s a champion for his community, and promises to be a strong advocate for the riding. At this point, he has no aspirations of rising to a cabinet position.

Having a cabinet minster for an MLA can be a mixed blessing to the constituents of a riding, he says.

“I’m surprised we have a Finance Minister [Kevin Falcon] from this riding,” he said.

“Sometimes, there’s a darkness under the lamp. You can be helping the whole province but you can’t ignore your home riding.”

He sums up his willingness to work for his constituents like this: “I want to be known as Harry Kooner. Kooner for Cloverdale.”

Political prioritiesHe views rampant growth as one of the key issues in Sur-

rey-Cloverdale, where a rising population has put pressure on the town centre’s two secondary schools, Lord Tweedsmuir and Clayton Heights, and 12 elementary schools.

As the father of two sons who attend Lord Tweedsmuir Secondary, and as a municipal worker who’s logged many kilometres on the ground with the City’s bylaw department, Kooner says we should be building for the future in Surrey.

“It looks like we’ve been building for the past,” he says, not-ing new schools open only to sport a collection of portable

classrooms to accommodate the actual number of students.He’d also like to see more counselling and other resources

in high schools, which he says would help avert problems that give rise to crime and drug abuse later on.

He says B.C. should look to Finland’s school system for ideas on how to improve the education system.

Surrey needs a better transit system, he says. “Cloverdale is the worst,” he says, noting he can bike to work at Surrey City Hall at 14245 56 Street (Hwy 10) from his home in Clover-dale in less time than it takes to catch a bus.

Provincially, he says the priorities are education, heath care, transit and senior care.

When it comes to the provincial economy, he says, “Over-all, we shouldn’t just focus on oil and gas. There’s forestry, film, construction. Those are things we can work on.”

He also says he’s against forcing initiatives and ideas on the public without consultation.

Long-haired lad will ‘Shave to Save’ for a cancer cure

but last September he was con-fronted with a grown-up reality.

His grandma was diagnosed with cancer. It’s the sort of news that hits a family hard. Cancer had already claimed the life of his grandfather, and, seven years ago, a beloved family friend lost her battle with the disease.

As his grandma’s diagnosis sunk in, Keenan – a blond who just happens to sport the longest hair in the family – decided to donate his locks to the fight.

“I’m going to go absolutely bald,” Keenan says, anticipating the morning of April 26, when he’ll have his hair shaved off at a school assembly.

A few of the other kids will be joining him in the Shave to Save event, too. Some will be getting a pattern shaved in their hair instead of going completely bald, in exchange for pledges of cash.

“There are three that are shaving, and one that’s getting a design, and maybe another might be getting a design if it’s OK with his mom,” says Keenan, who attends Topham Elementary in Langley.

While Keenan and the other kids’ hair will be donated to make wigs for cancer patients, proceeds from pledges – and the $1,500 in donations he’s already collected and growing – will be given to the Terry Fox Foun-dation to fund cancer research.

Terry Fox’s dad, Rol-land (“Rolly”) Fox, has graciously agreed to do the hair-cutting honours – a fact that has excited and thrilled young Keen-an, who studied up on Terry and the Marathon of Hope.

“I would call him a hero – and someone who inspires me,” says Keenan, who’s happy other students are getting involved and helping raise money.

After deciding to donate to the Terry Fox Foundation, Keenan and his mom Kathy hit the library and got out every book on Terry Fox they could find.

As they read about Terry and his Marathon of Hope, Keenan uncov-ered all sorts of intrigu-

ing facts. Like how Terry took two, five-gallon bottles to the shore in Newfoundland, where he started his journey on April 12, 1980. He was going to fill both up with sea water. One bottle he would pour into the Pacific when he finished his run. The other he was going to keep as a souvenir.

Well, a wave caught one of the bottles and it was lost forever. Was it a sign that Terry wasn’t meant to finish his marathon? They wondered. Terry was forced to halt his cross-Canada run after completing 3,339 miles.

Keenan also discovered he and Terry share the same birthday:

July 28.These days,

Keenan’s grand-mother is recover-ing well.

And shaving his head isn’t all he’s doing to raise money in the fight against cancer. This Saturday (10:30 a.m., April 20), the Clova Cinema in Cloverdale hosts a movie fundraiser for Keenan’s cause.

First bid for her home riding

Most recently employed as B.C.’s Minister of Children and Family Development and a veteran of three previous cabinet posi-

tions, it’s easy to forget Liberal Stephanie Cadieux was first elected in 2009, making her a relative new-comer to provincial politics.

The race in Surrey-Cloverdale is only her second election campaign, and, like her NDP opponent, she’s not the incumbent in this riding. She’s cur-rently MLA for Surrey-Panorama.

Cadieux may be running here for the first time, but she’s not unknown; she’s co-helmed long-run-ning Surrey-Cloverdale MLA Kevin Falcon’s entry at the ever-popular Cloverdale Chili Cook-off dur-ing Rodeo Week, and has several times addressed the Cloverdale District Chamber of Commerce lun-cheons – often on short notice, showcasing her con-siderable (and seemingly effortless) public speaking skills.

Before entering politics, Cadieux worked in the non-profit sector, most recently for the B.C. Para-plegic Association, in addition to other volunteer groups, where she brought her skills in marketing and finance to the table, working to raise the profile of issues and needs on behalf of people with dis-abilities.

“I ended up, somewhat by default, doing advoca-cy on behalf of these organizations and the people that they serve,” she told The Reporter in a recent in-terview. “I thought my skills might be better served or used on the other side of the table. I’m a very pragmatic person, which made me a not terribly good advocate.”

She realized her calling lay on the other side of the table, in government, to help set priorities.

Some politicians have a personal desire to run for public office and seek it out, she says. Others get ap-proached.

When the call came for Cadieux (and she doesn’t volunteer from whom or where it came) in 2009, she had been thinking about being more involved and engaged in politics, but she hadn’t considered running for office.

After talking it over with her husband, she de-cided to go for it, running in the nearby riding of Surrey-Panorama.

She set out to win, and she did, garnering 54.3 per cent of the vote. Still, she admits it was a bit of a shock on election night. But if she experienced any misgivings or doubts, they quickly vanished, and she flourished under the mentorship and friendship of veteran Liberal caucus members such as Kevin Falcon and Langley’s Mary Polak.

“It has been an absolutely tremendous experi-

ence,” says Cadieux, who suffered a spinal cord in-jury at 18, and is only the second B.C. MLA to use a wheelchair.

“I am thoroughly engaged in running again, and this time it’s in Surrey-Cloverdale, where I live, which is even better. It has really been an honour.”

Cadieux finds it rewarding to take people’s con-cerns and have them heard at the table, and have a meaningful impact.

As an MLA, she’s found the biggest challenge is hearing from enough of her constituents, which explains why she was quick to embrace social me-dia, particularly Twitter, to converse with voters and residents. The posts from her twitter account @MLACadieux are frequent, friendly and informa-tive.

She agrees social media has been an important mechanism for keeping in touch with what’s going on at home when she’s busy in Victoria. She says the travel schedule for MLAs means they’re not in their home ridings every day, and when the legislature is in session, MLAs only have the weekends to con-nect with constituents in person.

Now that the writ has dropped, and the 28-day campaign period has begun, Cadieux’s ministerial

duties will take a backseat so she can concentrate on the election.

She will be door-knocking, and she and her campaign volunteers will be manning the phones. She promises to be available to meet and talk with people, whether it’s one-on-one or at cof-fee parties, or events. “I will be places, and let

people know to come and find me.”

Political prioritiesCadieux, who studied marketing

and personal finance, sees the econ-omy as a key issue, and even though most people might put it further down on their list of concerns, it’s her top priority for Surrey-Cloverale.

“It is something people think about every day, whether they have a job, their job is putting food on the table and supporting their family, whether they’re able to have a successful small business, and I think that’s impor-tant in Cloverdale, because we have so many small businesses. Really, our economy is highly driven by small business. The overall health of the B.C. economy, and the tax structure, they matter to people.”

Growth in Surrey is also a key issue.“In many respects this is a munici-

pal issue, however it impacts things that we provincially regulate or man-age, like schools. So, the question around Surrey schools in terms of en-rolment and the need for new schools is super high on the list. It’s high on my list. It’s high on my cabinet’s list,” she says. “We have been talking about it every chance we get over there [in Victoria] to make sure people under-stand that Surrey’s different.”

Cadieux says she and fellow Surrey MLAs Kevin Falcon and Dave Hayer have worked hard to bring up the is-

sue of Surrey’s population growth up regularly with their political col-leagues.

In February, the government an-nounced that it would build a new high school in Surrey’s Clayton North area. The $34 million facility would only be completed in September 2016, according to school district officials.

“The investments are great but we need more,” she says. “It’s a similar issue throughout Surrey, however, Panora-ma, Cloverdale, are two of the biggest areas of growth, with the biggest pres-sures. We’ve seen a good number of in-vestments of the last 10 years, and that’s where I expect we’ll see the next ones as well, as those are the top priorities of the [Surrey School] District, too.”

Looking beyond the riding, Cadieux stresses that a strong econ-omy is critical for the province, and unless the B.C. economy grows, there will be difficult decisions ahead.

“Having held two of the social min-istries and a service industry, I know how important those services are and what we do there,” she says. “We would always like to do more. In or-der to do that, we need to raise more revenues and most of us, personally, don’t want to do that through taxes. So we have to then find a way of grow-ing the economy, growing salaries, so, proportionally, we’re not taking that money.”
