Major Changes to San Diego Document Recording!Chief Deputy Recorder to Implement New Numbering System, Other Changes August 22, 2014!

Maps such as Final Maps, Parcel Maps, and Records of Survey will be recorded with sequential numbers (regardless of map type) beginning with the recording year much like deeds are now recorded.!

Val Wood, County of San Diego Chief Deputy Recorder/County Clerk introduced the new Integrated Recording and Vitals System at a mapping subcommittee meeting in late August. At the meeting were Val Wood, several of her colleagues, County Surveyor Terry Connors, and Surveyor Mike Pallamary. I attended the meeting on behalf of the San Diego CLSA chapter.!

One of the objectives of the subcommittee is to involve Surveyors with the County Recorder/County Clerk. Val Wood discussed her professional background in the State of Washington where the County Recorder was constantly in contact with Surveyors during activities such as association meetings. She would like to see such interaction in San Diego County.!

For Land Surveyors, the most significant change to the recording process will be the numbering system of various maps. No longer will maps be recorded with category map numbers (for example, Parcel Map 17000) but it will have a map number that matches the recording number, such as 2015-7012345. This change simplifies the work of the Recorder/Clerk, but complicates the work of the Surveyor. Terry Connors expressed his difficulty with the new system by explaining that the County’s Survey Record System (SRS) is designed around the current map numbering system that has been in use for more than 100 years. Maps numbered in a new system will conflict with the existing SRS and could require an expensive overhaul of the GIS based SRS. Such an overhaul has no current funding.!

A historical map indexing project will deal with the 40-50 maps that have no date or other typical indexing information. Val Wood will work with

Surveyors to determine the best way to index such maps. Some historical maps were transferred to the San Diego Historical Society many years ago.!

Altered recorded maps known as the “Ferry Maps” were copied and altered by Chief Deputy Recorder Ferry starting in 1914. The alterations and additions included color markings showing street dedications and vacations and were often made to maps that had already been recorded. This created a versioning problem with the maps. The historical map indexing project will index such maps.!

A gradual introduction to digital recording and signatures will take place, as well as other processing changes that will occur mostly behind the scenes. The new Integrated Recording and Vitals System will be implemented by early 2015 according to Val Wood.!

Mike Pallamary has made a presentation about historic maps to the San Diego Recorder/Clerk’s office during the last year, and was also invited to speak at the California Recorder’s Association in San Diego on September 3rd.!

Val Wood has accepted an invitation to make a presentation at an upcoming chapter meeting.!

Snakes a Danger in San Diego!U Vet Warns Of Neurotoxic Snakes In Suburban San Diego Neighborhoods September 3, 2014 (San Diego’s East County) – Neurotoxic snake bites, known as “super bites”, were formerly rare in our region, found mainly in the Mojave Desert. But 10 News reports these serious bites are occurring now in suburban areas of San Diego and East County.!

A dog with a neurotoxin bite in Del Cerro, for example, went into shock and had difficulty walking. The dog was treated at Pet Emergency and Specialty Center in La Mesa, where vets told 10 news that three of the ten snakebites treated in the past week have been neurotoxic bites.!

Some doctors have theorized that Mojave green rattlesnakes, the most potent species of rattlesnake, may have made their way into our region or cross bred with other rattlers to produce more toxic venom. A fisherman bitten along Boulder Creek near Julian in 2010 lost conscienciousness and died within minutes, as ECM reported, one of several severe reactions seen recently in humans as well as pets. !

If your or your pet is bitten by a rattlesnake, it’s important to seek out medical treatment immediately, since anti-venom injections can save lives.!

Book Review!By Paul E. Goebel, PLS!

Modernizing American Land Records By Earl F. Epstein and Bernard J. Niemann Jr.!2014 Esri Press!

In the realm of GIS and public records, this book has been a topic of conversation lately and has been recommended to me several times in the last few weeks. I ordered a copy and enjoyed reading it very much.!

Modernizing American Land Records presents a design for a modern American Land Records System (ALRS) in a 181 - page book complete with coverage of the history of American land records, detailed explanations of how record systems work, identified problems with our current system, and meaningful planning ideas for a new records system.!

The book is very concise and is organized into three parts: Part I, Introduction and problems; Part II, History of land, land records, and land governance in America; and Part III, Solutions, actions, and prospects. !

Part I discusses a vision for geospatial land records system inspired by the Public Land Survey System (PLSS) devised in the 1780s, but modernized to use a geospatial system that would enable many more records to be associated, such as natural features, land planning and management, earthquake zones, flood zones, and many types of data. The vision goes far beyond recording deeds for land transactions. !

The authors are impressed by the organization of the PLSS, and the way it

combined geographic location with area assessment, land type identification, a unique parcel numbering system, and an authoritative basis for future land titles. !

Relating land planning and management documents to land title documents is a central element in the book and is mentioned several times. The chaos mentioned in the book’s subtitle refers to the many separate and unrelated repositories for planning documents, land use controls, easements, covenants, regulations, zoning, and land titles that can’t easily be accessed (or associated in a meaningful way) by most citizens. !

Missing land titles are addressed specifically, by example of those lost in New Orleans after Hurricane Katrina. Confusion between the assessor’s tax parcels and actual written titles was discovered that were difficult to remedy after many personal records were destroyed.!

Part II is particularly interesting to Surveyors. A history of land titles is given, starting with precolonial land concepts. The evolution of American land titles was driven by major processes such as formation of the colonies, the PLSS, the industrial revolution, the Homestead Act, big industry and finance, and the sweeping environmental laws of the 1970’s. !

A concept of a “bundle of rights” emerged with time. Free access to the records granting or restricting these rights is a benefit of using GIS to organize land records. Open government, open records, and participatory governance are presented as important goals of an ALRS.!

The multipurpose Cadastre, introduced in a 1975 thesis by John D. McLaughlin is discussed in detail. Interestingly, McLaughlin was an Engineer and Surveyor who understood land titles and boundary location. He envisioned multipurpose maps much like assessor’s parcel maps, but rich with other attributes. His idea can now be fully realized with GIS capability.!

Part III discusses the basic attributes of a future ALRS. The modern ALRS must include data that are:!

•authoritative!• open!•complete!•connected!•timely!•institutional!

Each of these attributes is discussed in detail earlier in the book and brought together in well reasoned fashion in chapter 6!

I was pleased to see many references to Surveyors and surveying concepts in the book. In each case, the role of the Surveyor is supported with

technical information and explanation. !

Geodetic control information is covered over several pages and presented as the basis for making the relative location of features.!

American survey law is recognized several times, with emphasis given to the priority of on-the-ground physical evidence over maps and deeds. Many references are given to commonly used surveying texts such as Brown, C.M., W.G Robillard, and D.A. Willson. (1986) Boundary Control and Legal Principals, 3rd ed. New York: Wiley.!

About the Authors (from book cover)!

Earl F. Epstein coauthored the National Academies of Sciences’ 1980 report Need for a Multipurpose Cadastre. He taught quantum mechanics and survey law, and helped draft the social science component of the National Science Foundation’s proposed Center for National Geographic Information and Analysis (NCGIA). Since 1988, he has studied and taught environmental, water, and natural resource law and policy at The Ohio State University, where he is professor emeritus, School of Environment and Natural Resources.!!Bernard J. Niemann Jr. is professor emeritus, Department of Urban and Regional Planning and Director of the Land Information and Computer Graphics Facility at the University of Wisconsin-Madison. For three decades he taught GIS and land information system concepts and applications at both the undergraduate and graduate levels. In 1989, he helped establish and fund the Wisconsin Land Information Program (WLIP). He is a coauthor of Citizen Planners: Shaping Communities with Spatial Tools (Esri Press 2010).!

Student stipend policy The Stipend program’s goals are to: provide funding for local students taking college level survey related classes. The stipend will be limited to one survey class per student per semester. The class must have been completed within the last 6 months. Applicants must be current members of the San Diego Chapter of CLSA at the time the class was taken.!

Licensed Land Surveyors are eligible.!

The stipend schedule is:!

$100.00 for “A” grade!

$50.00 for “B” grade!

The limit of total stipends the chapter will grant is $2,000 per semester, on a first-come, first-served basis. All applications are subject to approval by the executive board. Applicants need to mail in a copy of their grade documenting completion of a surveying class and an application form to: CLSA San Diego, 5519 Clairemont Mesa Blvd. Mail Box 261, San Diego, California 92117.!

Brown-Owned Wild T-2 Instrument Will Go To Highest Bidder To Support Scholarship Fundraising!Historic Theodolite To Go To Winning bidder From San Diego CLSA Chapter This instrument will be available to chapter members through a closed bid auction. The winner will be announced at the chapter Christmas party in December of 2014.!

Some history about the T-2 instrument:!

Curt M. Brown was a Principal of Daniels, Brown and Hall, which later became Hall Engineering. In the early 1990’s, Gary Lintvedt and Trish McColl bought Hall Engineering and changed the company name to Lintvedt McColl and Associates. Much of the old equipment including this T-2 were included in the company sales. In about 2009 Lintvedt McColl and Associates was bought out by David Evans and Associates at which time Gary Lintvedt donated many of the old records, field books, and the T-2 to Rick Engineering. The T-2 instrument was eventually donated to the chapter for fundraising.!
