WINTER WEATHER REMINDERS

Snow removal on community streets: The roads in Kings Charter are owned

and maintained by VDOT. Should your street need snow removal, please call

VDOT at 800-FOR-ROAD (367-7623). Remember that they use their limited

equipment to clear all of the main roads and highways before clearing snow

from the secondary streets in the neighborhoods.

Snow removal on sidewalks: The snow removal standard for sidewalks is that

the walks to the Clubhouse and the parking lot are cleared during

inclement weather. Sidewalks that do not directly service an open facility will

not be cleared of snow or ice. This means that the sidewalks along the roads in

Kings Charter may remain covered with snow or ice until it melts. Please use

caution if you choose to walk along the sidewalks during inclement weather.

An Evening About Tennis

The Kings Charter Tennis Committee is sponsoring an Adult Tennis Informational Social in the Clubhouse Great room on February 22 at 7pm. Experienced players, beginners and anyone interested in learning about the tennis opportunities available in Kings Charter AND all current Kings Charter Tennis players are invited to come on up! Information about team/league play, upcoming tennis socials, group and individual clinics and lessons will be presented. It will be a great chance to socialize and share your love of the game of tennis with your tennis friends and neighbors off the courts. REPORT VANDALISM

If you see any vandalism occurring or after it has oc-curred please first call the Hanover County Sheriff’s Department non emergency number at 365-6140. Also, please call the Kings Charter office at 550-2507 and report the location of the vandalism to the Clubhouse staff. Thank you for being an extra pair of watchful eyes.

REWARD OFFERED RELATED TO VANDALISM

Up to $500 will be awarded by KCOA to any person or per-sons providing information lead-ing to the arrest and conviction of anybody responsible for crimes committed against Kings Charter Owners Association property. The amount of the reward will be determined by the Board of Directors of KCOA on a case-by-case basis and will depend on the degree of damage caused by the perpe-trators, the number of people involved in providing informa-tion and other factors. Call the Hanover County Sheriff’s Office, 365-6140 or the Clubhouse, 550-2507 with any information.

VANDALISM REPORT

The Sheriff’s Office has re-quested if vandalism occurs on your property, to please contact them immediately so they can take your report. These reports can lead to arrests. They are sometimes related to other acts of vandalism or crimes. Remove any valuables from your cars, lock your car doors, close your garage door and turn on the exterior lights of your home. If you see anyone doing damage to KCOA prop-erty or to an individual’s per-sonal property, please call the Hanover Sheriff’s Office, 365-6140.

ACC Applications And Signatures

Please remember that all ACC applications must obtain approval

from the committee. When one of your neighbors asks you to sign their

Architectural Control Committee application, they are only notifying

you of their intent to make changes. It is up to the ACC to determine if

the resident has enough information to proceed with their project.

The last day of the month is the last day to submit Architectural

Control Committee applications. The committee meets on the second

Tuesday of the following month to review submitted applications. If

you are applying for a change, all affected residents surrounding your

property must sign the application. If you plan on removing trees, you

must also apply.

If you are building an addition to your home or adding a shed, deck,

play set, paver patio or walk way, fence or landscaping, it would be best

if you attend the meeting, in the event the committee has any questions.

A little note: St. Baldrick’s Foundation - a volunteer and donor powered charity

committed to funding the best childcare cancer research- has an event at COTU the

goers there and back after the Celebration in the hood I think that would be an

amazing way to show our support of such an admirable cause.

RUPPERT LANDSCAPE

Please welcome Ruppert Landscaping as our new landscaping company here in Kings

Charter. Ruppert is a large, regional east coast company that has been in business since the

1970’s. We can expect polite customer service and a sharp, clean image. In January, they will

be working on the Charter Crossing renovation and perennial cutbacks and tree pruning. Our

two main contacts are Josh Nuckols and Matt Jones. Josh (on the left) is the Area Manager

with 10 years of landscape experience. He is our main contact. Matt (on the right) has 15

years of experience and oversees irrigation. Welcome to our neighborhood!

NO Burning in Kings Charter

The Hanover County Fire Marshal has informed the Clubhouse that

Kings Charter is considered a high density area and the burning of

leaves is not allowed. Container burning is only allowed for

cooking and heating.

MINUTES OF THE REGULAR BOARD OF DIRECTORS MEETING

KINGS CHARTER OWNERS ASSOCIATION, INC.

November 2, 2017

I. WELCOME AND CALL TO ORDER The regular meeting of the Kings Charter Board of Directors was called to order by Larry Shaia at

6:58 p.m. at 9407 Kings Charter Drive, Mechanicsville, VA 23116.

II. ROLL CALL AND QUORUM STATUS Quorum was established with board members Robin Johnson, Steve Demoratz, Larry Shaia, Steve

Butler and Steve Pierson present at the meeting.

III. APPROVAL OF AGENDA MOTION: Larry Shaia moved to defer all of the Reports under Item VIII and defer Item X. B. Audit

to the next meeting. The motion was seconded by Steve Pierson and carried unanimously.

IV. SET TARGET ADJOURNMENT The target adjournment time was set for 8:30 p.m.

V. ELECTION OF OFFICERS MOTION: Steve Butler proposed the following slate of officers:

President – Robin Johnson

Vice President – Steve Pierson

Secretary – Steve Demoratz

Treasurer – Larry Shaia

Director – Steve Butler

The motion was seconded by Larry Shaia.

MOTION CARRIED: unanimously.

VI. MEMBER VOICE There were no members at the meeting.

VII. APPROVAL OF MINUTES MOTION: Robin Johnson moved to approve the minutes from the September 26, 2017 Board of Di-

rectors meeting. The motion was seconded by Steve Butler.

MOTION CARRIED: unanimously.

VIII. REPORTS Deferred to next meeting

IX. ONGOING BUSINESS

A. Charter Lake Dam Certification Kris VanBenschoten reported that we are awaiting Stantec to schedule the field work for the Prob-

able Maximum Flood (PMF)/Probable Maximum Precipitation (PMP) calculations and Dam

Break Inundation Zone Mapping. That has not yet been scheduled.

B. Charter Lake Dredging The Board reviewed proposals for bathymetric studies to determine the depth of sedimen-

tation in the lake. The Board took no action.

IX. NEW BUSINESS

A. Executive Session MOTION: Larry Shaia moved to enter into executive session at 7:35 p.m. to discuss a

covenant violation. The authority for this is granted under section 55-510.1(c) of the

Property Owners Association Act. The motion was seconded by Robin Johnson.

MOTION CARRIED: unanimously.

MOTION: Larry Shaia moved to exit executive session at 7:43 p.m. The motion was seconded

by Steve Butler.

MOTION CARRIED: unanimously.

MOTION: Steve Butler moved to reduce the monetary charge for the homeowner to $450 to be

paid in full within sixty (60) days and to defer the remaining $450 contingent on full compliance

with the covenant violation for the next twelve (12) months. Future violations within the twelve

(12) month period will result in the $450 balance being due. The motion was seconded by Robin

Johnson.

MOTION CARRIED: unanimously.

B. 2016 Audit Deferred to next meeting.

C. Hanover County Off-Duty Patrol – Secondary Employment Agreement The Board reviewed the new proposed agreement from the Hanover County Sheriff’s Office for

employing Sheriff’s Deputies to patrol Kings Charter for private off-duty assignments. The new

agreement is effective November 1st.

MOTION: Steve Butler moved to approve the Hanover County Off-Duty Patrol Secondary Em-

ployment Agreement. The motion was seconded by Steve Pierson.

MOTION CARRIED: unanimously.

D. Veteran’s Day Flags Robin Johnson suggested placing flags at the Kings Charter entrances for Veteran’s Day

MOTION: Robin Johnson moved to purchase 300 4” x 6” American flags to have displayed at

the Kings Charter entrances not to exceed $150. The motion was seconded by Steve Butler.

MOTION CARRIED: unanimously.

E. 2017 – 2018 Committee Charters The Board reviewed the 2017 – 2018 committee charters.

MOTION: Steve Butler moved to approve the committee charters as submitted. The motion

was seconded by Larry Shaia.

MOTION CARRIED: unanimously.

F. 2017 – 2018 Committee Appointments The Board reviewed 2017 – 2018 committee appointments and assigned Board liaisons.

MOTION: Larry Shaia moved to adopt the committee members and liaisons as discussed. The

motion was seconded by Steve Pierson.

MOTION CARRIED: unanimously.

XI. NEXT MEETING REMINDER The next regular meeting of the Kings Charter Board of Directors will be held on Tuesday,

December 12, 2017 at 7:00 pm.

XII. ADJOURNMENT With no further business, the meeting adjourned at 8:15 p.m.

SAFETY FIRST!

Please be mindful that residents are out and

about walking, running and riding their

bicycles. The safe driving speed throughout

the neighborhood is 25mph.

Residents, if you are out past dark, we

recommend you wear light colored or

reflective clothing so you can be seen.

REMINDER:

It is unlawful for dogs anywhere in Hanover County to be

running off their property without being leashed. Each dog

needs a current Hanover County license tag affixed to their

collar. If you see a dog running at large, please call Hanover

County Non-Emergency Communications at 365-6140. Any

dangerous animal should be reported by dialing 911 for

immediate assistance. The number for Animal Control is

365-6485.

ALSO—PLEASE CLEAN UP AFTER YOUR PET. We have had numerous complaints at the

Clubhouse that residents are not cleaning up after their animals. Please be courteous.

REMINDER: Please be aware of leaving yard tools out in

your yard. We have had several residents share that their items

have been taken. Also, always bring your valuables inside and

lock your car doors.

***REMINDER***

There is to be no bike riding, skate-boarding, street

hockey or roller-blading on any of the tennis courts.

Kids have been playing on them frequently and we

consistently have to ask them to leave.

PARENTS– Please instruct your children to not play

on any of these courts. They have recently been resurfaced.

FRIENDLY REMINDERS

Please remove your trash cans and recycling bins from the street after pickup and return them to a concealed location on your property or store them to your garage

Skateboarders and bicy-clists: Stay close to the curb if you are in the street and move over and let moving vehicles pass by

No leaves, tree limbs or sticks are to be dumped into the lake or on common area or easements

No playing of soccer or lacrosse on the tennis courts. The tennis courts are only for the use of playing tennis. Bicycles, skate- boards, scooters and roller blades are also not permitted on the tennis courts.

Selling your home? Don’t forget to order a Disclosure Package

Homeowners sometimes ask if it is necessary to provide the purchaser with a

disclosure package when selling their home. The answer is YES! State law

requires it. By law, the disclosure package gives

the purchaser a copy of all governing documents,

policies, financial information, insurance coverage

for the association, etc. In addition, it provides the

purchaser with information specific to the home

they are purchasing, such as the current assessment

balance and any outstanding covenant violations at

the home. If you need to order a disclosure package you can do so by logging

onto www.communitygroup.com. Select “order resale documents” from the

selection options at the top of the page.

If you did not already know, Kings Charter has a Facebook Group! The

group is dedicated to the owners and residents of Kings Charter and is

designed to provide a safe and secure social networking site for all owners

and residents. Any owner or resident who is not currently a member of the

Kings Charter Facebook Group can request to be added by sending an email

to the Clubhouse at [email protected]. Please include your

name and address and indicate if you are an owner (or immediate family

member of the owner if it is your permanent address) or if you are a renter.

general interest to the Clubhouse. The Association reserves the

right to accept, reject, or condense articles.

KINGS CHARTER COMMERCIAL OWNER/TENANT ARTICLES AND ADVERTISING

The primary purpose of the Kings Review is to communicate

Association news and information to the membership. The secondary

purpose is to enable members to convey their family oriented

goods and services to each other. Advertising is available

to Association members in good standing, according to their

member-ship and on a first-come, first-served basis. Commercial

members may insert display ads on a first-come, first-served basis

and of business card size.

The Association takes no responsibility for the quality of

items or services advertised in the classified section, or take

responsibility for information submitted and does not promote

any particular business or service.
