What is Joint Purchasing?
Joint Purchasing provides an opportunity for the State and local governments to work together to reduce costs resulting from
• Centralized procurement
• Large-volume buying
• Governmental Joint Purchasing Act (30 ILCS 525)

Who is eligible?
• Public entities that• Have the power to tax• Created by legislative statute
• Not-for-profit rehabilitation facilities eligible under the State Use Law
• 3,500 local governments participate

• Local governments save tax dollars• Large discounts• Avoid administrative costs• Gain the services of professional buyers
with greater technical research
• State of Illinois also saves• Larger quantities = Larger discounts

How Does the Program Work?
• CMS provides contracts• Develops specifications• Conducts bidding process• Awards contracts
• Units buy directly from suppliers• Issue purchase orders• Accept deliveries• Make payments

Registration Procedure
• Download the Joint Purchasing Manual to review policies and procedures:

• Governing board must pass a Resolution authorizing participation in the program (sample Resolution on last page of Manual)
• Registration number assigned for use when communicating with vendors

…ALL STATE AGENCIES, BOARDS, AND COMMISSIONSUNDER THE GOVERNOR, OTHER ELECTED OFFICIALS, AS WELL AS LOCAL GOVERNMENTAL UNITS AUTHORIZED TO PARTICIPATE IN JOINTPURCHASING. LOCAL GOVERNMENTAL UNITS MAYCHOOSE TO USE THIS CONTRACT, HOWEVER, PARTICIPATION IS NOT MANDATORY.
