To having the Owner replace key members and the contractor walking away from the control responsibility. CMS Inc. working as the Owners project controls group accomplished the following ¤  Reduced the cost overruns on the authorized budget from

17% to 3% (we still have work to go in defining scope)

¤  Estimating confidence went from 33% of project being within +/- 10% to 93% being within +/- 10%.
