Let’s play some Baseball and make it fun and a great experience for ALL. This is not the World Series we’re playing here... it IS the greatest game ever invented... being played by OUR KIDS. Help them, teach them, guide them… be a role model of positive leadership and sportsmanship. Show them what it means to part of a TEAM, show them that effort, consistency and determination will reap success. That mistakes are part of the deal and not the end of the world. Teach them to learn from their mistakes. Clearly discuss team structure, practices and game scheduling, league events and issues and clearly define expectations for all. b. YOU AGREE TO ESTABLISH AN OFFICIAL “TEAM PARENT”, which is a mom/dad, responsible for interaction with the league on uniforms, Snack Shack scheduling, Team Ticket Pick up, etc. You will also need team parents to assist with Scorekeeping, Scoreboard and other support duties for your team during practices and games. c. YOU AGREE TO REVIEW AND KNOW the Alta Canyon Pony Baseball Game Rules. This is YOUR responsibility to review these rules and, if you have any questions, discuss them with your Division Commissioner. Rules – MUSTANG, BRONCO & PONY DIVISIONS - you and your coaches hereby guarantee and warrant that you will execute the necessary steps and lineup preparation to adhere to the Local Rules that require each player to play minimum number of defensive innings of each game. The “Minimum Defensive Inning Requirements” are clearly outlined in rules. Coaches that violate the rule of Player Minimum Defensive Innings per game will be subject to possible sanctions with further potential consequences of suspensions... and if that type of action becomes necessary (which we hope it does not), those rulings are not subject to appeal at any level. Bottom Line? Don’t even make this an issue. “I didn’t know” and “I didn’t prepare” is not an excuse. Prepare your player defensive inning rotations in advance of games, make sure that each player receives guaranteed playing time. e. YOU AGREE TO SUPPORT LEAGUE RULES AND ALWAYS EXERCISE CAUTION AND COMMON SENSE REGARDING PITCHER SAFETY AND INJURY PREVENTION – PITCH COUNTS & MAX INNINGS DURING GAMES. This is a League Rule, not an option. You are responsible for monitoring the health and safety of all of your players - with specific guidelines for Pitchers. Local Rules define per-game maximum innings and per-game pitch counts for your pitchers. YOU are responsible for knowing the pitch count and inning maximums AND keeping track of per-game pitch counts and innings pitched. These young arms are in key stages of growth and development and susceptible to injury if not provided the proper boundaries and care. Keep the safety and health of all players as your first priority. f. YOU AGREE TO PROPERLY CARE FOR EQUIPMENT AND FACILITIES. As part of the League “management team”, each coach is responsible for the proper care and storage of all equipment. We all share this equipment, equipment is expensive; therefore, it is vital that it is not abused and stored properly at the conclusion of each game and practice. Please thoroughly clean up the field area, and dugouts. Keep the First Aid kits in your coaches bag and ready for use in an emergency. If First Aid supplies need to be restocked, immediately advise the Division Commissioner. Please do not allow your players to treat the equipment carelessly. Treat our fields with respect and care and teach your players to do the same, throwing batting helmets, gloves and bats is unacceptable. g. YOU AGREE TO WORK AMICABLY AND COOPERATIVELY WITH YOUR FELLOW COACHES. That guy across the field with the other team is very important to you... and you are very important to him. He is your competitor, but he is NOT your adversary. He is your PARTNER. You are his PARTNER. Together, you work in partnership to ensure that ALL of the kids have a great time playing Baseball and do so in a fun, safe and positive atmosphere. You agree not to communicate with or behave towards the opposing Coach or team (or any parents and/or spectators) in a negative or inappropriate manner PERIOD. h. YOU AGREE TO SUPPORT ALL LEAGUE EVENTS, FUND RAISING ACTIVITIES AND SPONSORSHIP EFFORTS. Alta Canyon Pony Baseball is totally dependent upon the commitment and efforts of volunteers and our families make the services of this baseball league available each year to our area's youth. As such, we ask that you do everything within your power for you and your team to support all efforts needed for key league events, fundraising and sponsorships. i. YOU AGREE TO THE ACPB CODE OF CONDUCT. PONY Protect Our Nation's Youth is really what this is all about. You will not use Profanity Period. You will NOT use tobacco of any kind (chewing tobacco, cigarettes, vape}, illegal drugs or alcohol while at practice or at the ball field {Sandy City Ordinance 7-12-3 G} with your team. You will be asked to leave if you do, zero tolerance. You will not argue with the umpires or heckle them. You will act with integrity while your team is in your care. You hereby agree to conduct yourself at the highest levels of integrity, sportsmanship and friendly competition. Parent/Guardian Meeting Agenda A pre-season parent meeting is a wise investment. People tend to live up to expectations if they know them. A meeting can help mold the behavior of your athletes’ parents. The most effective way to have your pre-season parent meeting is in a private setting (such as the home of one of the coaches or parents) where you can have the full attention of the group. If this is not possible, then the meeting could be scheduled before one of the first practices or games when the parents would need to be delivering their kids anyway.

PARENT CODE OF CONDUCT

As a parent of an Alta Canyon Pony Baseball player, I hereby pledge to provide positive support, care, and

encouragement for my child participating by following this Code of Conduct:

1) I will encourage good sportsmanship by demonstrating positive support for all players, coaches, and officials

at every game, practice or other youth sports event.

2) I will place the emotional and physical well-being of my child ahead of any personal desire to win.

3) I will insist that my child plays in a safe and healthy environment.

4) I will provide support for coaches and officials working with my child to provide a positive, enjoyable

experience for all.

5) I will demand a drug, weapons, tobacco (smoking, vaping, chewing) and alcohol-free sports environment

for my child and agree to assist by refraining from their use at all youth sports events.

6) I will remember that the game is for the children and not for the adults.

7) I will do my very best to make youth sports fun for my child.

8) I will ask my child to treat other players, coaches, fans, and officials with respect regardless of race, sex,

creed, or ability.

9) I will promise to help my child enjoy the youth sports experience within my personal constraints by assisting

Inappropriate behavior as determined by the Board of Directors is grounds for censure, suspension or expulsion from the league and/or ballpark based on the leagues zero tolerance policy. Alta Canyon Baseball Supplemental League Game Rules

Adopted March 1st, 2017

I. REGISTRATION SUPPLEMENTAL RULES

1. ACPB has no immediate area boundaries. 2. Any person meeting the age and residence requirements of Alta Canyon Baseball Association

shall be eligible for participation in Alta Canyon Baseball. Under no circumstances is a player allowed to participate in any aspect of the program without first formally registering.

3. No child will be allowed to play in a game unless his/her fees have been paid in full or arrangements made with the President, prior to the draft.

4. Players can play down if written request is received from their parents. Their skills must be equal to those that they are playing with as determined by a majority of coaches in that league. No player playing down will be allowed to pitch.

5. Players can only play up in the next league if the player is within one year of being eligible for that league. Parent requests must be in writing, sign a waiver and the necessary fees paid in full. The player’s skill level must be agreed upon by a majority of the coaches in that league. If eligible for All-Stars, the player will play with the appropriate age group.

6. Players from the lower division can be brought up to play on a temporary basis as fill-ins, but cannot pitch and must bat in the order after all regular team members have batted.

II. SELECTION OF COACHES SUPPLEMENTAL RULES

1. Any adult over the age of 21 will be considered for a coaching position. All coach applications will be reviewed by the Executive Officers.

2. All Coaches will be selected for one season. There shall be 1 Head Coach with 1 Assistant Coach Per team, 2 Assistant coaches are allowed if Head Coach deems it necessary.

3. Before selection, the coach must sign a background check waiver and have no findings of abuse, sexual misconduct, felonies, DUI or DWI.

4. Coaching assignments will be the responsibility of the Executive Officers and must be approved by the ACPB Board.

5. All Coaches must sign the ACPB Coaches Overview and Contact before the Player Draft. 6. Coaches will be given the following preference:

1. Board members for the current year 2. Coaches/assistant coaches from the preceding year 3. New candidates within Alta Canyon Baseball boundaries 4. Candidates outside our league boundaries

III. COACH/Team Responsibilities SUPPLEMENTAL RULES

1. The coach MUST contact all players assigned to his/her team within 2 days of receiving the official team roster.

2. The coach is to instruct in batting, fielding and fundamentals at weekly practices. All coaches are encouraged to practice as much as possible, but minimally, one practice per week is required for all teams. Note: Although every effort will be made to allow for practice time at Alta Canyon Baseball fields, field use is not guaranteed, and all coaches should identify alternate practice locations (i.e. schools, parks, etc.) to ensure adequate practice time.

3. The coach must assign a team parent. 4. The coach (in conjunction with the division commissioner) should not hand out uniforms to any

player who has not paid their league fees in full.

5. The team parent should develop a phone tree concerning practices and games, and should assign a parent volunteer for the Snack Shack duties. Each team on the Flat Iron East field must provide at least one adult volunteer to help in the Snack Shack for their game. No one under the age of 14 will be allowed in the Snack Shack without the express consent of an Executive Board Officer.

6. The home team will be responsible for conferring with the umpire about and noting the start time of the game, keeping the official scorebook for that game and for reporting the final score and innings pitched to the Division Commissioner.

7. The away team will be responsible for assigning someone to run the scoreboard at the fields where the scoreboards are available.

8. The coach is responsible for returning all equipment to the equipment manager at the end of the season. (All-Star coaches should return their equipment as soon as their All-Star season is completed.)

IV. PLAYER ASSESSMENTS SUPPLEMENTAL RULES

1. A player assessment will be conducted under the direction of the Executive Board, Draft Coordinator and the Division Commissioner.

2. The Executive Officers will provide the player’s name and age to each manager prior to the player assessments.

3. Any player required to attend the assessment and does not, will have their name placed in the “hat” and their name will be drawn during the draft.

4. The child of the head coach and his assistants, if any, are automatically frozen to that team. Frozen players must also participate in the player assessment. This is necessary in order to assign the frozen players a “weighted” draft position (i.e. round taken) in the player draft for optimum competitive balance.

5. All coaches may start their team with no more than 3 Player freezes. The following conditions will apply to player freezes:

A. The team Freezes MUST be the children of the Coaches. B. IF the Head coach has more than 1 child, one of the Assistant Coaches will forfeit freezing their child.

6. All Players with the exception of Shetland will participate in a draft. Players MAY request to be placed on the same team as a "friend" with the understanding that THIS IS NOT GUARANTEED and they may be placed on another team.

7. Shetland (Machine pitch) league players will not have an assessment.

V. DRAFT SUPPLEMENTAL RULES

1. The player draft will be held under the direction of the Alta Canyon Baseball Association Executive Board and league Commissioner.

2. All frozen players will be assigned a “weighted” draft position (ie. round taken) before the draft begins. More skilled players will be “weighted” with a low round, and less skilled players will be “weighted” with a higher round. Assignment of final “weighted” draft position will be agreed upon by a majority of the coaches participating in the draft and the Alta Canyon Board representative.

3. Draft order will be determined by a cumulative “weighting” of the frozen players on each team as agreed upon by a majority of the coaches participating in the draft and the Alta Canyon Board representative. In the first round, teams with the “higher weighted” (i.e. less skilled) frozen players will draft first and teams with the “lower weighted” (i.e. more skilled) frozen players will draft last. Any disagreements in the determination of draft order should be settled

by “random lottery”. The draft will then proceed in a “snake” fashion in subsequent rounds (Rd1 = 1-6; Rd2 = 6-1; Rd3 = 1-6; Rd4 = 6-1; etc.) until all eligible players are selected.

4. ACPB understands that friends may want to be on the same team. Efforts will be made to accommodate these requests. However, ACPB is not able to make any guarantees that these requests will be granted.

5. The draft will be conducted so teams have equal numbers. The intent of the draft is to make the teams as equal as possible in their capabilities.

6. No fewer than 10 players (9 in Shetland) will make up a team and no more than 12 players will be allowed on a team. Recommended team sizes for Mustang, Bronco and Pony (based on registered players at time of team draft): 1st = 11, 2nd = 12, 3rd = 10. Recommended team size for Pinto (based on registered players at time of team assignment): 1st = 11, 2nd = 10, 3rd = 12. Recommended team size for Shetland (based on registered players at time of team assignment): 1st = 9, 2nd = 10, 3rd = 11, 4th = 12.

Note: Exceptions for more than 12 players per team can be made with the approval of both the League commissioner and another member of the executive board (President, VP, etc.) if circumstances dictate due to insufficient numbers to field another full team.

1. “Hat” Draws – Any player that does not attend the player assessment will have their name placed in a “hat” in order to determine the team they are placed on. “Hat” draws will take place at the beginning of the draft. All “hat” draws will be weighted for draft round (based on the previous knowledge of the player) before being placed in the “hat.” If a player is completely unknown, they should be placed in Round 10 by default. The selection order for “hat” draws will be by “random” lottery. All “hat” draws will then be selected first by the random order determined above and placed on the team roster in the draft round that player was weighted for. The draft will then proceed in the order (starting from #1) determined according to #3 above.

2. Siblings. Prior to the beginning of the draft, players as a “sibling set” will be weighted by a majority of coaches based on the player assessment and a determination will be made about the appropriate draft round for the siblings. Once the higher ranked first sibling is selected in the draft, the second siblings is automatically placed on the same team in the predetermined round as indicated above.

3. Following the draft, coaches may trade the players who were drafted, but all trades must be finalized within 72 hours of the draft or within 72 hours of final roster assignment if players are added following the draft. All trades must be approved by an Executive Board member. Only two trades per team will be allowed. No further trades will be allowed after that time.

4. No special requests will be allowed to be made prior to the draft selection. 5. Once the teams have been set after the draft, any new registrants will be placed on a

waiting list with no guarantee of being assigned to a team. They will be placed on a “first come, first serve” basis, with priority given to returning players. The players that are on a waiting list are added to a team that does not have a full roster. If more than one team does not have a full roster, the player is placed on a team in the order of the draft. If a team has a player that quits, that team gets the next player on the list, assuming that all teams have a full roster. If other teams do not have a full roster, the next player on the list is placed in the order stated above (with the intent to have an equal number of players on all teams).

VI. BEHAVIOR/CONDUCT GUIDELINES

1. At no time shall parents, fans or coaches loiter behind the backstop of any field for the purposes of observing umpire strike zones, observing and coaching batters, catchers or pitchers. Only the official scorekeepers and/or scoreboard operators, official umpires, or league officials acting in such capacity (i.e. president, commissioner on duty, etc., be allowed to occupy the area behind home plate while any game is being played.

2. Coaches, players, umpires and spectators are NOT allowed to consume alcoholic beverages, use any tobacco products (chewing tobacco, cigarettes, vape) or use any illegal drugs while at the playing field or park. Any violation of this rule will result in suspension.

3. Coaches, players, umpires and spectators involved in a fight or altercation will be suspended. 4. Any manager or player who is ejected from a game must leave the ballpark. Failure to leave

will result in forfeiture of the game and suspension. 5. Any manager, player or spectator who abuses an umpire by physically touching them or

abuses them in any manner (i.e.: spitting, vulgar or abusive language) will be suspended and may be reported to the legal authorities. Only the managers and scorekeeper may stop the game to talk with the umpire.

6. Any player exhibiting unsportsmanlike behavior will be ejected from the game at the umpire’s discretion (i.e.: throwing a batting helmet, equipment, etc.). The Executive Board may suspend any player from the league if the player or their parents exhibit unsportsmanlike behavior.

7. Any coach who does not conform to the rules of Alta Canyon Baseball or does not return equipment to the league will be suspended from the league until the equipment is returned.

8. No intentional delay of game is allowed. On offense: The first offense (in the judgment of the umpire) will result in a warning. A second (or additional) offense will result in the batter being called out. On defense: The first offense will result in a warning. The second (or additional) offense will result in a balk (ball to the batter, all runners advance one base).

9. All suspensions will be in effect until the Executive Board conducts a hearing, at which time the terms of the suspension will be finalized.

VII. Parent Interference and Unsportsmanlike Conduct

1. Parents will not be allowed to challenge calls made by umpires and/or coaches. 2. Parents will receive one warning from the coach or coaches on the first offense. 3. Second offense will result in parent being asked to leave the field area for the duration of the

game and will receive written notice from the league president. 4. Third offense will result in parent and youth being suspended from the Alta Canyon Baseball

League for the duration of the season.

VIII. PONY (13-15 yrs), BRONCO (Major - 11/12 yrs) and MUSTANG (Minor - 9/10 yrs) LEAGUE RULES General Game Supplemental Rules

The rules of the Alta Canyon Baseball Association will be the 2017 official PONY Baseball Rules and Regulations and will only be superseded by these Alta Canyon Baseball Supplemental Rules.

1. A team can play with seven or more players. Fewer than seven players will result in a forfeit. 2. A team will forfeit their game if they do not have a full roster (at least 7 players) at game time. 3. Every player must play.

It shall be mandatory that no players repeat sitting out until all players have sat out and no more than 2 innings per game. Note: The only exceptions to the above player participation rules are (1) suspension by the Commissioner, (2) bonafide injury or (3) abbreviated game due to an act of God, (i.e. rainout, etc.) If however, a player is available and does not get to play in the field 2 innings and receive at least 2 at bats, then the player must start the next game and play at least 3 innings in the field and receive at least 2 at bats.

Players shall not bat at the bottom 3 spots of the line-up two games in a row. Each player must have the opportunity to play an infield position and an outfield

positions during the season. 1. Intentional walks are not allowed in the Mustang and Bronco divisions. 2. Catchers in Pinto, Mustang, Bronco and Pony must wear a protective cup.

3. An injured player can come out of the game and a replacement may take their position. 4. Alta Canyon Baseball has open substitution with the exception of pitching. Once a pitcher is

removed from the mound, he or she may not pitch again for the remainder of the game; however, he or she is still eligible to play any other position. All other pitching guidelines still apply.

5. A non-contact rule at home, not a must-slide rule, applies. A runner must try to avoid running into the catcher.

6. Three outs or six runs (seven runs for Pony) will result in the end of that half of the inning with the following exception: all base runners scoring on the final play will be counted even after 6 runs (7 for Pony) have scored. The play will continue until an out is recorded or the base runners have stopped and the umpire has called time out.

1. The run rule applies to all innings, including the last inning. 2. All games will be played until the inning limit or time limit is reached regardless of score

(unless the home team is ahead entering the last half inning of play), with the exception of the “10-Run Mercy Rule” below.

3. If a team is ahead by more than 6 runs (7 innings in Pony) entering the last inning, coaches are encouraged to use this inning for instructional purposes to allow pitchers and other position players the opportunity to play positions they may not ordinarily play when the outcome of the game is still in doubt.

7. There will be a “10-Run Mercy Rule” enforced if a team is behind by 10 runs at the end of the fourth inning or after 3 ½ innings (4 ½ for Pony)if the home team is ahead.

8. Alta Canyon Baseball has a speed up rule including the following elements: 1. A catcher may be replaced as a runner by the player in the line-up that got the last out,

if there is at least one out. 2. There is no “around-the-horn” after outs. 3. New pitchers to the game have eight warm-up pitches. Returning pitchers in the same

inning have four warm-up pitches. 9. Bat barrels up to 2 ⅝” are LEGAL (i.e. “big barrel” bats are LEGAL). The first offense for use

of an illegal bat (larger than 2 ⅝” is that the batter is declared “out” (all runners must return to their original base) and the coach receives a warning. A second (or additional) offense will result in the ejection of the coach from the game.

10. Steel spikes are NOT allowed in the Shetland, Pinto, Mustang or Bronco divisions. Steel spikes may be worn in the Pony and Colt divisions.

11. MUSTANG Runners may steal bases, but shall not leave the base they are occupying at the time of the pitch until the pitched ball has reached or passed the batter. Once the pitcher has stepped on the rubber with possession of the ball, runners who leave base before the pitched ball reaches or passes the batter shall be called out and the pitch shall be considered as a dead ball.

12. In case of inclement weather, there will be a hotline number that may be called 45-60 minutes before the game is scheduled to find out about cancellations. If there is no message canceling the game, that game will be played. Weather conditions will be evaluated for each game individually.

13. Make-up games will be played on the next open date in the schedule, including Saturdays, in the order that the games were cancelled or postponed, schedule permitting. Note: Exceptions may apply with the approval of the Executive Officers.

14. Only players and coaches may be on the playing field or in the dugout. When a team is at bat, all the team members must remain in the dugout unless they are batting or on deck. All offensive players must wear a batting helmet if on the playing field.

15. Players must be in full uniform during scheduled games. An out will be assessed as the first out (and only that out) of the game for that team for any player not deemed to be in full uniform. Wearing of All-Star jerseys over team jerseys during regular season will not be permitted. Pitchers, if wearing a long sleeve undershirt, must have an undershirt that matches one of the primary colors of their team’s jerseys (Note: Black or Navy undershirts are always allowed for pitchers). Absolutely no jewelry will be allowed to be worn by players, unless it is medically necessary.

Time Limits/Maximum Innings

1. Games go to a maximum of six innings (seven in Pony) unless tied. 2. No new innings may be started within 15 minutes of the next scheduled game, or after

reaching the time limits below: 1. Mustang: Preseason 75 min; Regular and Post Season: 90 min 2. Bronco: Preseason 90 min; Regular and Post Season: 105 min 3. Pony: Preseason 105 min; Regular and Post Season: 120 min

3. If you start an inning, you must finish the inning (unless the home team is ahead). 4. If a game is suspended for weather or darkness, it will count as a completed game if it has

gone a minimum of 3 innings (4 innings for Pony), or 2 ½ innings (3 ½ for Pony) if the home team was ahead. If more innings were played, the score reverts back to the last completed inning for win/loss/tie record.

5. If one inning was completed, but less than 2 ½ innings (3 ½ Pony), the game will be rescheduled and resumed where it left off, schedule permitting. In the event the game cannot be rescheduled, it will be counted as a tie

6. Tie games will not be made up. If seeds in a tournament cannot be determined without a tie-breaker, a coin flip will be used.

Batting

1. All players present bat in the order. 2. The “dropped third strike rule” is in effect for the Pony and Bronco divisions. The “dropped

third strike rule” is NOT in effect for the Mustang Division. The “dropped third strike rule” is summarized below:

The batter becomes a runner when the third strike (called by the umpire or a swinging strike) is not caught by the catcher, providing (1) first base is unoccupied, or (2) first base is occupied with two out. Note: When a batter becomes a base runner on a third strike not caught by the catcher and starts for the dugout, or his position, and then realizes his situation and attempts to reach first base, he is not out unless he or first base is tagged before he reaches first base. If, however, he actually reaches the dugout or dugout steps, he may not then attempt to go to first base and shall be declared out.

1. If a team has only eight players present they will not be penalized. However, if a team has only seven players present, an automatic out will be assessed in the eighth position in the lineup.

2. If a player leaves before the end of the game, there is not an automatic out in their slot as long as eight or more players remain.

3. If a player leaving creates less than eight players, an out will be assessed in the spot that the player was batting in.

4. If a player is ejected from the game by the umpire, there is an automatic out for that player. Pitching

1. The 40 hr rest rule is computed from the scheduled starting time of the game in which the pitching occurred, or, in the event of a delay > 2 hours, the actual starting time of the game in which the pitching occurred.

2. Counting of innings pitched for the week will be based on the calendar week. THE CALENDAR WEEK ALWAYS STARTS ON MONDAY.

3. If a pitcher delivers one pitch in an inning, he shall be charged for one inning pitched. 4. If a pitcher hits 3 batters in one inning, or 4 batters in one game, he must be removed from the

mound. 5. If a game is suspended and resumed in another week, innings pitched still count. 6. There are no intentional walks in the Mustang or Bronco divisions. 7. Innings pitched in a makeup game count as innings pitched in the calendar week of the make-

up game (i.e. the week in which the innings were actually pitched). All rules for innings pitched and required rest are still in effect.

8. If a manager/coach makes two visits to the same pitcher in the same inning then that pitcher is done pitching for the game. A coach being inside of the chalk lines while talking to the pitcher will constitute a trip to the mound. Similarly, if a coach confers with a player other than the pitcher, and that player then confers with the pitcher, that will constitute a coach’s trip to the mound.

*Note: Alta Canyon Baseball is an instructional baseball league. In the Mustang and Bronco divisions only, “official trips to the mound” are only those trips during an active inning. Coaches are allowed to visit the mound between innings to assist and “teach” pitchers during their warm-ups between inning (as long as does not intentionally delay the game).

1. If an ineligible pitcher takes the mound and pitches to a batter and it’s caught and corrected before the batter is retired, then no action is taken other than the pitcher is replaced. If it’s caught and corrected after a batter is retired, then a run is counted for each batter the pitcher pitched to in that inning. If any of those batters are on the bases, they will return to the dugout as a run. There will be no double counting of runs.

2. Alta Canyon Baseball has open substitution with the exception of pitching. Once a pitcher is removed from the mound, he or she may not pitch again for the remainder of the game; however, he or she is still eligible to play any other position. A pitcher must also be removed from the mound if two official trips to the mound have been made (Rule #9 above). All other pitching guidelines still apply.

Base running

1. Mustang Division 1. Base runners must remain in contact with the base until the ball is hit or crosses home

plate. Base runners are permitted to steal bases (including home) after the ball crosses home plate (EXCEPTION: Batters may not steal second base on a base on balls (i.e. they must stop at first base after a walk). The ball is live on all throws from the catcher to the pitcher or any other base.

PENALTY - If a runner is off the base and the ball is hit, the runner is out and the ball is in play. If a runner is off the base before the ball crosses home plate and the ball is not hit (i.e. called ball or strike, swinging strike, passed ball, etc.) the runner must return to the base and the ball is dead.

1. Pony and Bronco Division 1. Official baseball rules apply (i.e. leadoffs and stealing are permitted at all times).

VIIII. PINTO (ADVANCED MACHINE PITCH)

General Supplemental Game Rules

The rules of the Alta Canyon Baseball Association for Pinto (Advanced Machine pitch) league will follow the Pony, Bronco (Major) and Mustang (Minor) league rules of the Alta Canyon Baseball Association with the following exceptions:

A. Every player must play. It shall be mandatory that no players repeat sitting out until all players have sat out and

no more than 2 innings per game. Note: The only exceptions to the above player participation rules are (1) suspension by the Commissioner, (2) bonafide injury or (3) abbreviated game due to an act of God, (i.e. rainout, etc.) If however, a player is available and does not get to play in the field 2 innings and receive at least 2 at bats, then the player must start the next game and play at least 3 innings in the field and receive at least 2 at bats.

Players shall not bat at the bottom 3 spots of the line-up two games in a row. Each player must have the opportunity to play an infield position and an outfield

1. 7 year old players will be allowed to play down if they choose. 2. Pinto league will play with four outfielders. 3. Paid umpires will be used in the Pinto Division. If a league designated umpire is not present,

each team will provide a volunteer to serve as umpires for that game. During the game, these volunteers will have no other role (such as coach or scorekeeper) and are expected to call the game honestly and fairly. If there is a disagreement on a call between these volunteer umpires, “Rock, Paper, Scissors” will be used to decide the outcome of the call.

4. Three outs or 5 runs will result in the end of that half of the inning with the following exception: all base runners scoring on the final play will be counted even after 5 runs have scored. The play will continue until an out is recorded or the base runners have stopped and the umpire has called time out.

i. The run rule applies to all innings, including the last inning.

ii. All games will be played until the inning limit or time limit is reached regardless of score (unless the home team is ahead entering the last half inning of play), with the exception of the “10-Run Mercy Rule” (Page 5, above)

5. No new innings will be started after 60 minutes (75 minutes Post Season). 6. If you start an inning, you must finish the inning, unless the home team is ahead. 7. The game clock will start at game time whether or not the teams are ready to play. 8. A team will forfeit if they do not have a full roster (at least 7 players) by 10 minutes following game time. 9. Bat barrels up to 2 ⅝” are LEGAL (i.e. “big barrel” bats are LEGAL). The first offense for use of an illegal bat (larger than 2 ⅝”) is that the batter is declared “out” (all runners must return to their original base) and the coach receives a warning. A second (or additional) offense will result in the ejection of the coach from the game.

Advanced Machine Pitch Rules

1. A batter shall be declared out after failing to hit a fair ball after six pitches are delivered by the pitching machine. The batter shall also be declared out if there are 3 strikes before the sixth pitch. Missed swings are counted as strikes, as are foul balls/foul tips.

Exception: The batter cannot be declared out on a foul ball (either 3rd strike or sixth pitch.) Additional pitches will be delivered until the batter either swings and misses or hits a fair ball (i.e. regular baseball rules), or fails to swing on the sixth or subsequent pitch.

A. There are no called balls or strikes. There are no bases on balls (i.e. walks).

B. The catcher must assume the catchers position and field the position defensively. (There is NO dropped third strike rule.)

C. Base runners must remain in contact with the base until the ball is hit or crosses home plate. Base runners are not permitted to steal bases at any time; however, base runners may advance one base on an overthrow.

PENALTY – If a runner is off the base and the ball is hit, the runner is out and the ball is in play. If a runner is off the base before the ball crosses home plate on a passed ball, the runner must return to the base and the ball is dead.

1. There is no infield fly rule. 2. The pitching machine must be located approximately 42 feet from home plate. It is

recommended that the speed of the pitching machine be set to ~40 mph, or at similar speed with the mutual agreement of both head coaches.

3. The defensive “pitcher” shall take a position (ALWAYS TO THE REAR OF THE PITCHING MACHINE) and on the left or right side of the mound with one foot on or near the mound. After every pitch, the ball should be returned from the catcher to the pitcher (and then given to the coach for the next pitch). Likewise, the ball should be returned to the infield and secured (by any infielder or the pitcher) at the conclusion of every live play before time is called (and the ball given to the coach for the next pitch). Note: Time cannot be called while live runners are still in play.

4. If a batted ball strikes the pitching machine (or operator) and remains in fair territory, the ball is in play.

5. If a batted ball strikes the pitching machine (or operator) and goes into foul territory, the ball is dead, the batter is awarded first base, and all runners advance one base.

6. The coach ( ALWAYS the defensive team) operating the pitching machine will “show” the ball to the batter prior to “the pitch”, and shall make no attempt to “quick pitch” or deceive the batter

in any way. In addition, the defensive coach operating the pitching machine shall not direct the defensive position players except when there is a dead ball.

PENALTY – The coach will receive one warning, and will be replaced on the second infraction X. SHETLAND (MACHINE PITCH)

General Supplemental Rules

Offense

A. Every player must play.

It shall be mandatory that no players repeat sitting out until all players have sat out and no more than 2 innings per game. Note: The only exceptions to the above player participation rules are (1) suspension by the Commissioner, (2) bonafide injury or (3) abbreviated game due to an act of God, (i.e. rainout, etc.) If however, a player is available and does not get to play in the field 2 innings and receive at least 2 at bats, then the player must start the next game and play at least 3 innings in the field and receive at least 2 at bats.

Players shall not bat at the bottom 3 spots of the line-up two games in a row. Each player must have the opportunity to play an infield position and an outfield

positions during the season. 1. Game length is “no new innings” after 60 minutes. 2. Each team must provide a batting order listing all players present. 3. The coach assigns an adult to manage the dugout, keep the players on the bench in batting

order, keep the players from climbing the fence, and to have only one on-deck batter on the field.

4. The batter, on-deck batter and base runners must all have helmets on. 5. The home team will set up the pitching machine and the visiting team will take it down. 6. The coach assigns an adult to pitch, using the machine. The pitching machine will be set ~40

feet from home plate. Coaches will determine and maintain the speed of the pitching machine; (~35-38 mph is suggested, to be mutually agreed upon by the head coaches). The coach will hold the ball above the machine making sure the batter has eye contact with the ball before placing it in the machine. THE BATTER WILL GET UP TO 5 PITCHES TO HIT THE BALL. AFTER THE 5TH PITCH, THE “T” IS SET UP FOR THE BATTER. THERE ARE NO STRIKEOUTS.

7. Each team supplies three balls for the game, and gets them back after the game. 8. Parents can assist at home plate to coach the batters, and to place and remove the “T”. 9. The coach assigns two adults to be base coaches at 1st and 3rd. 10. The side is retired when all players have batted. 11. Base runners must touch the base until the ball is hit. No stealing or lead offs are allowed. 12. When the ball is hit, the runner or runners advance bases until the ball is thrown into the infield

or a player is tagged or forced out at which time play is stopped. Runners may proceed to the next base provided they have already advanced past a base.

13. Outs are not counted. However, if the defensive team gets a player out, that player is out and returns to the dugout.

14. There is no official score keeping.

Defense

1. The entire team will play in the field. 2. INFIELD: 1st baseman, 2nd baseman, 3rd baseman, Shortstop, Pitcher and Catcher must take

their normal positions on the infield dirt (the Pitcher will must stand to either side of the pitching machine).

3. OUTFIELD: The rest of the team is placed in the outfield spaced between left and right fields. The outfielders must take their position on the outfield grass.

4. Catcher (with catcher gear on) catches the pitched balls and gives them to the coach at the home plate. He may catch foul balls and make plays at home.

5. Pitcher stands to the left or right of the pitching machine. 6. The coach may assign two adults to be coaches in the outfield. Positioned in left and right field.

XI. End of Season Tournament

1. Seeds for the end of season tournaments (Pinto, Mustang, Bronco and Pony Divisions) will be determined by the regular season standings.

2. Maximum innings/Time Limits – Maximum innings and time limits are as stated above (same as regular season). However, tournament games cannot end in a tie regardless of innings played or time limits.

XII. ALL-STARS

1. The All-Star selection will be held under the direction of the Executive Officers. A member of the Executive Board must be present at all All-Star selection meetings.

2. Pony, Bronco, Mustang and Pinto may have one All-Star team. If the number of teams or the caliber of league play is sufficient to warrant a second All-Star team, it may be considered only with the approval of the Executive Board.

3. The coach of the regular season 1st place team will be given the first opportunity to be the All-Star coach. If this coach is unable to assume the duties, the coach whose team wins the end-of-season tournament will then be given the opportunity. If neither coach accepts and assumes the duties as the All Star coach, first right of refusal applies, with the position offered to the 2nd place coach of the regular season standings, the 2nd place coach of the end-of-season tournament, and so on. The All-Star head coach may choose their two assistant coaches for All-Stars from any eligible head coaches or assistant coaches from the respective Alta Canyon Pony Baseball league. All-Star coaches are subject to ratification by the executive officers. Ratification by the executive board consists of obtaining and analyzing feedback from the other division coaches, parents of players, the division commissioner and board members.

4. The selection of the players for the All-Star team will be done by weighted ballot (10 pts for best player, 9 pts for 2nd best player, 8 pts for 3rd best player, 7 pts for the 4th best player, etc.). Each team (i.e. head coach) may nominate up to five players from his/her team, and each team (i.e. head coach) may vote for 10 players. Only nominated players will be eligible for All-Star voting in that league. There may be a mid-season balloting in order for coaches to get a feel for the prospects, but the final ballot will be controlling and will be held towards the end of the regular season. The players nominated by the coaches on the final ballot do not necessarily have to be the same players that were nominated for the mid-season ballot, therefore giving players who have improved during the latter half of the season an equal opportunity to make the All-Star team.

5. The top 8 vote getters will automatically have a place on the All-Star team. The All-Star coach may pick the other four players from any remaining eligible players.

6. All players selected to an All-Star team must commit to playing on that All-Star team all the way through the state tournament.
