May bagong time slot na ang OPLaN ZERO TaMBay (OZT) na dati ay napapanood tuwing

Linggo. Ngayon ito ay mapapanood na sa mas maagang oras – tuwing Sabado, 4:30 – 5:30 pm sa TV5.

Dahil sa kahilingan ng marami, mi-narapat ng management ng TV5 na ilipat ang oras ng pagpapalabas ng OZT mula Linggo ng gabi, na kadalasan ay nai-ere halos mag-aalas onse na, sa mas maaga at konbinyenteng time slot. Ito ay dahil na rin sa reklamo ng maraming tagasu-baybay na kinailangan nilang magpuyat para mapanood lamang ang OZT.

Bukas, sa OZT, mapapanood ang mga kuwento sa buhay ng apat na tambay na nanaisin ng programa na mabigyan ng bagong buhay. Kapag pinalad at nakapasa sa gagawing screening ng OZT, sila ay mabibigyan ng trabaho sa isang malaki at sikat na men’s and women’s beauty salon bilang mga haircutters.

Bagamat lahat sila ay walang mga kara-nasan sa paggugupit, handa ang nasabing salon na turuan sila kung paano gumupit at tumugon sa mga pangangailangan ng mga customers. Hindi tulad ng ibang mga beauty salon na mga gay at babae ang kinukuhang haircutters nila at beautician,

kakaiba ang concept ng beauty salon na aming pagre-referan sa kanila.

Isa sa mga tambay ay punung-puno ng drama ang kuwento sa kanyang buhay. Dumanas siya ng labis na pagmamalupit sa kamay ng kanyang ama. Madalas siyang makatikim ng pambubugbog sa tuwing siya ay dinidisiplina. Madalas din siyang hinahampas ng palo habang nakaluhod sa munggo. Nang hindi na niya makayanan ang kalabisan sa pandidisiplina sa kanya, siya ay naglayas at pumunta sa malayong lugar.

Habang siya ay nasa paglalayas, na-tikman niya ang matulog sa bangketa at manghingi ng pagkain. ang kalupitan na natikman niya sa kanyang ama ay nagkaroon ng epekto ngayon sa kanyang pagkatao. PHILIPPINE Charity Sweepstakes Of-fice (PCSO) Chairperson Margarita Juico yesterday announced the agency’s plan to transfer to the Philippine International Convention Center (PICC) and abandon the 72-year-old Quezon Institute (QI) building in Quezon City.

Juico said the transfer will start tomor-row (Oct. 9) after the Department of Public Works and Highways (DPWH) declared the PCSO main building structurally un-safe in case of a major earthquake.

PCSO General Manager Jose Ferdi-nand Rojas II said the transfer will be done gradually until they complete the transition for at least three weeks.

Rojas said the PCSO plans to stay at the PICC for two years until they get a suitable location where they can put up their own building.

Public Works and Highways Secretary Rogelio Singson wrote Juico on August 27 on the results of the DPWH's evalua-tion on July 10 this year on the request of Juico concerning the QI building which

belongs to the Philippine Tuberculosis Society (PTS).

He recommended the demolition of the PCSO main building.

“In the meantime that the demolition of the building cannot yet be undertaken since it is still owned by the Philippine Tuberculosis Society, we also recommend that the building be immediately vacated before a major earthquake occurs,” said Singson.

Juico agreed, taking into consideration the safety of the 1,750 officials and person-nel of the PCSO.

“We will still have to rent for the PCSO until the time we can afford to construct our own building,” she said.

In December 2007, the DPWH's Bu-reau of Design made its first structural assessment of the building and found ”severe spalling of concrete with exposed reinforcing bars on slabs and beams.”

In a news conference yesterday, Juico said the DPWH, after a thorough evalu-ation, directed them to “evacuate imme-

diately” from the old building.The PCSO is currently holding office

at the building adjacent to the QI on E. Rodriguez Avenue, Quezon City.

Juico explained that during inspec-tions, the structural engineers from the DPWH have found structural defects at the PCSO building.

“The buildings the PCSO occupies are structurally defective and that the building be immediately vacated before a major earthquake occurs,” the DPWH recommended.

In July when she assumed her position as chairman of PCSO, Juico said she asked Singson to send a team for more tests but the results conclude that the old structure imperils the safety of its occupants par-ticularly its employees.

The PCSO is renting the QI building from the Quezon City government for P2.4 million a month. Juico said the agency will save more money if they transfer to the PICC, which would only cost them P2 million a month.

TOP executives of the Philippine Charity Sweep-stakes Office (PCSO) yesterday clarified the controver-sies involving two of its officials to the illegal numbers game, jueteng.

PCSO Chairperson Margarita Juico said it is unfair to accuse anyone of involvement in an anomaly without any proof or evidence at hand.

This development came after Sen. Miriam Defensor-Santiago revealed in a privileged speech the alleged involvement of PCSO officials — includ-ing Assistant General Manager Conrado Zabella and Special Projects head Romualdo Quinones — in the jueteng payola from gambling lords.

Zabella and Quinones immediately denied the al-legation saying they were in government service for decades now without getting involved in any anomaly, more so benefit from illegal gambling.

Juico said the PCSO will not in any way get involved in illegal gambling.

The PCSO chairperson also clarified that the in-stitution did not terminate Zabella and Quinones as rumors float around.

“We just want to clarify that ‘Kaka’ Quinones himself requested that he be relieved from the STL (Small Town Lottery) department. For Mr. Zabella, he is on leave because of medical reasons,” Juico pointed out. Zabella is now undergoing treatment for slipped disc.

PCSO General Manager Jose Ferdinand “Joy” Rojas said the PCSO would continue to support the opera-tions of STL and vows to make it more competitive to get rid of jueteng.

Rojas, in fact, said the PCSO is now reviewing and auditing the STL and other programs of the govern-ment’s charitable agency.

He said the review and audit of STL is aimed at correcting any deficiencies or defects to improve its operation.

“PCSO is the only government agency allowed to conduct lottery. Our job is to implement the law on lottery,” said Rojas.

“We want to review thoroughly (for) better imple-mentation, we can widen (its operation),” he said.

There had been reports going around that jueteng operators who are franchisees of STL and making the legal STL as front for their illegal numbers game.

PCSO to abandon old office buildingPCSO clarifies issues on Zabella, Quinones jueteng controversy

PRESIDENT Aquino has assured the people of the government’s continuing efforts on rationalizing use of public funds.

“No peso must be wasted,” he said at the La Consolacion College Auditorium in Manila during the “Report kay Boss” townhall-style meeting which Malacanang organized yesterday to mark his first 100 days as president.

The President noted that public funds must be spent wisely and not either squandered or

stolen so government can have the resources to address poverty and other challenges plagu-ing the country.

“These problems are deep and widespread,” he said.

The administration is focusing on eradicat-ing corruption as Aquino reported earlier that Transparency International's studies showed this plague eats up about 20 percent of the country’s budget.

He noted such funds could have been used

for building public infrastructure, schools and hospitals or for providing livelihood opportunities.

To help ensure rational public fund use, President Aquino earlier ordered the executive branch to adapt zero-based budgeting.

This enables government to prioritize funding for initiatives deemed as delivering the desired results.

Malacanang also ordered measures for ensuring rational fund disbursement.

A PALACE official said October 25, the day of the nationwide barangay and Sangguniang Kabataan (SK) elections, has been declared a non-working holiday under Proclamation Number 48.

Secretary Ricky Carandang of the Presidential Communications Devel-opment and Strategic Planning made the announcement yesterday at the La Consolacion College in Manila, where President Aquino delivered a report on his first 100 days in office.

“It is imperative that the people be given the fullest opportunity to participate in the said elections and exercise their right to vote,” Proclamation No. 48 read.

Proclamation No. 48 was signed Oc-tober 6 by Executive Secretary Paquito “Jojo” Ochoa, Jr.

On October 25, voters will elect: One barangay chairman; one SK chairman; seven Sangguniang Barangay members, and seven SK members.

Around 672,400 elective posts in 42,025 barangays are expected to be filled after the local polls.

Under Republic Act 7166, only law enforc-

ers are allowed to carry firearms during the election period except in certain instances.

The election period for the Barangay and Sangguniang Kabataan elections will run from September 25 to November 10.

“Kung sino man ang gusto ng protection, bibigyan namin ng protection sa pamamagitan ng security detail, pero sila mismo di pwede magkarga ng baril," Tagle explained.

Court Administrator Jose Midas Mar-quez, for his part, said “unang-una, may bayad yun, kulang na kulang na nga ang sweldo ng ating huwes, pagbabayarin pa ng security detail.”

Y OUNG actress Shaina Magdayao refused to comment on an issue involving her real life sweetheart,

actor John Lloyd Cruz, and actress-beauty queen Ruffa Gutierrez.

In a report by abs-cbnnews.com, reports disclosed that Cruz is still in constant com-munication with Gutierrez even after he admit-ted his relationship with Magdayao.

In an interview during a thanksgiving party for the success of Magdayao's fi rst lead role project, "Alyna," the actress said she's leaving everything to Cruz.

She said that this time, the actor needs to speak and defend himself.

She said she feels bad for Cruz who has always been perceived as a womanizer.

“Well, this certain issue, let's leave it to John Lloyd. Siguro it's time para depensa-han niya naman ang sarili niya. Kawawa naman siya kasi siya ang lumalabas na nagtu-two-time or siya ang lumalandi pa kahit may girlfriend na,” Magdayao said.

The young actress said she already spoke to Cruz about the newest controversy. She said that she's aware of ev-erything and that her boyfriend is now ready to answer the issue.

“Alam ko naman la-hat ang nangyayari at nakapag-usap naman kami. He’s ready to say his piece,” she said.

Magdayao said that she won't say anything because she's aware that the report about Cruz still calling Gutierrez did not come from the latter herself.

“Ang masasabi ko lang is huwag na lang kaming gawan ng isyu. I mean, kahit ano ang sabihin ng tao, hangga't hindi si Ms. Ruffa ang nagsasabi noon na nagtatawagan pa sila or may communica-tion pa din, then I won't react. Kasi hindi naman sa kanya nanggaling 'yon. Hindi siya ang nagsabi noon on air, so hindi po, I won't take it against her," she said.

Magdayao's statement was her reac-tion to an episode of "Paparazzi" wherein

Gutierrez's co-host Mo Twister revealed that Cruz is still calling Guti-errez. Twister's source is cosmetic doctor Vicki Belo.

"It's not my birthday, Mo. I will answer you next year," Gutierrez said.

Magdayao appealed to entertainment writers to stop using Gutierrez's name to make an issue.

"Ang pinapakiusap ko lang sa mga manunulat, sana huwag na po nating idamay si Ms Ruffa dito. I'm sure gusto niya, tulad namin ni John Lloyd, ng tahi-mik na buhay.

“Huwag na natin siyang idamay. Ta-pusin na natin,” she said.

The “Alyna" star stressed that she has a high respect for Gutierrez who’s one of the closest friends of her older sister Vina Morales.

“I have so much respect for her kasi kaibigan siya ng ate ko. Simula pagkabata yata hanggang pagtanda ay magkaibigan sila, magkumare.

Y OUNG actress Shaina Magdayao refused to comment on an issue involving her real life sweetheart,

actor John Lloyd Cruz, and actress-beauty queen Ruffa Gutierrez.

In a report by abs-cbnnews.com, reports disclosed that Cruz is still in constant com-munication with Gutierrez even after he admit-ted his relationship with Magdayao.

In an interview during a thanksgiving party for the success of Magdayao's fi rst lead role project, "Alyna," the actress said she's leaving everything to Cruz.

She said that this time, the actor needs to speak and defend himself.

She said she feels bad for Cruz who has always been perceived as a womanizer.

“Well, this certain issue, let's leave it to John Lloyd. Siguro it's time para depensa-han niya naman ang sarili niya. Kawawa naman siya kasi siya ang lumalabas na nagtu-two-time or siya ang lumalandi pa kahit may girlfriend na,” Magdayao said.

The young actress said she already spoke to Cruz about the newest controversy. She said that she's aware of ev-erything and that her boyfriend is now ready to answer the issue.

“Alam ko naman la-hat ang nangyayari at nakapag-usap naman kami. He’s ready to say his piece,” she said.

Magdayao said that she won't say anything because she's aware that the report about Cruz still calling Gutierrez did not come from the latter herself.

“Ang masasabi ko lang is huwag na lang kaming gawan ng isyu. I mean, kahit ano ang sabihin ng tao, hangga't hindi si Ms. Ruffa ang nagsasabi noon na nagtatawagan pa sila or may communica-tion pa din, then I won't react. Magdayao appealed to entertainment writers to stop using Gutierrez's name to make an issue.

"Ang pinapakiusap ko lang sa mga manunulat, sana huwag na po nating idamay si Ms Ruffa dito. I'm sure gusto niya, tulad namin ni John Lloyd, ng tahi-mik na buhay.

The “Alyna" star stressed that she has a high respect for Gutierrez who’s one of the closest friends of her older sister Vina Morales.

BSP policy rates still at record-low in October ’10

Meralco eyes borrowings to finance power ventureAUTO sales remain robust,

sustaining a 35.9 percent growth year-to-date with 129,901 vehicles sold nationwide.

September sales helped main-tain the overall growth with sales for the month on positive territory, although growth was minimal for the singular month ( +0.8%) selling 14,447 vehicles nationwide.

With only three months to go, the industry is gearing up to exceed the 1996 sales figure of 162,000 units for the first time in more than a decade. The industry will just have to sell an average of 11,700 units for the next three months to achieve this milestone.

Given the sustained robust growth for the first three quarters, the industry has yet again adjusted the forecast, targeting a minimum of 170,000 units to as high as 175,000 units for the year from its last 165,000 unit target. The industry has adjusted its forecast upward for the third time.

"Sales for the last quarter should remain healthy as consumer and business confidence remains steady,” said Ms. Elizabeth H. Lee, president

of the Chamber of automotive Manufacturers of the Philippines, Inc.(CAMPI).

"OFW remittances which drive car sales, are expected to surpass the US$ 18-billion mark, coupled with banks awash with cash, financing packages and promotions readily available, and players ramping up towards the tail end of the year, we can expect sustained sales to cap off 2010 as a good year for auto sales,” she said.

Another good news that will support formal local auto sales is the government’s stronger drive against prohibited used car imports. This augurs well for the industry, particularly the recent ruling of the Regional Trial Court upholding EO 156, which prohibits the entry of imported used vehicles.

Both Passenger Cars and Com-mercial Vehicles saw strong sus-tained growth with 34 percent and 36.9 percent increase in sales respectively. Commercial vehicles (CVs) continued to dominate overall vehicle sales nationwide with a 65 percent share of sales while passen-ger cars (PCs) covered 35 percent.

THE Manila Electric Co., the country's biggest power distributor, may borrow from banks to finance the company’s venture into power generation and pay off its debts, a company official said.

Meralco chief finance officer Betty Sy-Yap said there are presently a lot of borrowing opportunities in the domestic and international mar-kets due to low interest rates.

“I would say that there are op-portunities. In fact, we've been ap-proached by a lot of bankers. There are opportunities for us to re-finance our debt and we’re also looking at new projects that would require us (to borrow). We’ll definitely source it from borrowing for our new proj-ects,” she said.

Sy-Yap said they may borrow within the year but it would depend on the status of their planned power generation project.

“Before we can actually source it, we have to have firm projects. So, it’s projects first then we’ll go to financing. We’ve never seen such low interest rates. It’s really an opportune time for us to (borrow),’ she said.

Sy-Yap said the borrowing level

will depend on the amount needed for the projects.

“As long as we have a project. As long as we have a good project. And we’re looking at a couple of good opportunities for power generation,” she said.

She said talks are ongoing be-tween Meralco and a mix of foreign and local banks.

“But a lot of them are local banks. Interest rates are very low, there’s so much liquidity in the banking system today. and I think the confidence of investors in the Philippine busi-ness environment allows that,” the Meralco official said.

Meralco chief operating officer Oscar Reyes said they hope to make an investment decision on their power generation project around the middle of next year.

“I think, we would probably want to do that (investment deci-sion) within the first half of 2011,” he said.

Reyes said they are planning to put up up to 600 megawatts of new capacity, which will be done in phases depending on the power demand in Luzon.

“We probably be looking at a capacity in the short-term, five years, a capacity of 600MW base-load. We will be shaping our capacity as we see demand growing,” he said.

Reyes said they are looking at clean coal and natural gas power generation projects.

“It appears that there is a need for some peaking capacity. We see that there is also some need mid and base-load plants. I think we'll look into two potential plants: one is clean coal power plant and second is, subject to availability, natural gas. Longer-term, we’ll probably look into natural gas,” he said.

He said hydroelectric power plants and geothermal projects have certain limitations.

“It would seem that the poten-tial for hydro and the potential for geothermal is limited. In fact the necessary adequate supply of fuel, we have to find more coal resources. We've got to find more natural gas resources. Otherwise we will depend on foreign supply of fuel, and that’s affecting our cost of power genera-tion,” he said.

THE Bangko Sentral ng Pilipinas’ (BSP) policy-making Monetary Board (MB) has maintained for the 11th consecutive rate setting meet central bank’s record-low policy rates.

Central bank’s overnight borrowing or reverse repurchase (RRP) facility rate is still at four percent and the overnight lending or repurchase (RP) rate is at six percent, steady since July last year.

BSP Deputy Governor and OIC Nestor Espenilla Jr., in a briefing Thursday, said the decision was made after the Board noted that current policy settings remain appropriate as inflation projections continue to be within the targets for this year until 2012.

Inflation target for this year is 3.5-5.5 percent while the 2011-12 targets are range between three to five percent.

Espenilla said inflation expectation is also within target after the actual September inflation rate of 3.5 percent is lower than the forecast of 3.6-4.5 percent.

“The Monetary Board noted that the economy continued to be where the goal of safeguarding inflation is compatible with helping support economic activity, as inflation remains low even as demand has strengthened,” he said.

Inflation is still kept at bay due to, among others, the continued strong capital inflows, which, in turn, increased the domestic economy’s productive capacity, reduced demand-induced price pressures and any increase in prices, he said.

Espenilla said imported price pressure is also out of the question because of the “tepid demand recovery” of global economy.

“Sustained foreign exchange inflows, which, in part, reflect a broader trend in capital flows in favor of emerging market economies like the Philippines, also provide a cushion to the domestic economy from imported inflation,” he said.

For one, foreign portfolio investments to the country continue to increase and surpass year-ago figures.

As of September 17, 2010, hot money inflows totaled to US$ 6.45 billion, higher than the US$ 5.26 billion outflows resulting to US$ 1.2 billion net inflow.

AN editor of broad-sheet newspaper Malaya sought the assistance of the Quezon City Police Dis-trict (QCPD) after he lost his sports utility vehicle (SUV) to three suspected carjackers while buying in a convenience store.

QCPD anti-carnapping unit probers said despite the presence of numerous police checkpoints, three men managed to carjack the SUV of Jimmy Cantor, 49, in front of a conve-nience store in Quezon City before dawn yesterday.

Cantor, who used to be

a sportswriter of Philippine News Agency and now a sports editor of Malaya, personally reported the carjacking incident to the station 2 operatives of QCPD.

Investigators said Can-tor parked his Nissan X-Trail (ZAZ 122) in front of the Mini Stop convenience store at 2 a.m. when three men hit him on the head and forcibly took his car keys.

The men then boarded Cantor’s vehicle and fled. QCPD operatives said the suspects might have

initially targeted to rob the store, but changed their plan after seeing Castor park his SUV.

Last week, two armed men stole a Toyota Hi-lux truck at the vicinity of Araneta Avenue. The carjacking incident was recorded on the closed-circuit television (CCTV) camera, but police failed to identify the suspects who were wearing masks.

Officials of the QCPD said they now have a lead in the case after Cantor identified some of the carjackers.

FORMER president and now Pampanga Rep. Gloria Macapagal-Arroyo has filed a proposed bill, which seeks to protect individu-als and institutions from malicious attacks through cyberspace.

House Bill no. 383, co-authored by her son Camarines Sur Rep. Diosdado "Dato" Arroyo, seeks to criminalize the use of Internet to advance nefarious activities.

Macapagal-Arroyo said the steady growth of crimes committed through the internet had become alarming because of the global reach of the Internet.

“People from all walks of life may fall prey to fraudsters and other unlawful attacks such as committing fraud, child pornography, in-tellectual property infringement, stealing of identities and privacy violation,” she said.
