14 December 2016 Testimonial: Mr Scott Parker I offer the following testimonial for Mr Scott Parker who has supported the Cargo Helicopter and Unmanned Surveillance Project Office (CHUSPO) since prior to my arrival in April 2014. It is my pleasure to provide him a testimonial as I always found Scott to be highly professional, dedicated in his support to the organisation, and committed to the tasks he was engaged to assist us with. During his tenure Scott has ably supported us in a variety of logistics functions but specifically he was employed to support:

CH-47F Chinook helicopter acquisition, acceptance, introduction into service (AIOS), and transition as part of AIR9000 Phase 5C;

CH-47D/F LHD First of Class Flight Trials (FOCFT); and

CH-47D Chinook helicopter major disposal.

Scott’s role in support AIOS and transition was pivotal as he formed the key link between the acquisition and sustainment teams. His excellent rapport with both and solid understanding of issues from both sides ensured well informed teams that appreciated the issues being managed by their opposite numbers The achievement on schedule and inside budget of the Initial Material Release and Operational Capability Two acquisition milestones were heavily influenced by Scott’s hard work and interaction with key Stakeholders. Scott took a lead from the outset in the development of the suite of documents and interaction with the myriad of Stakeholders needed to initiate the First of Class Flight Trials (FOCFT) on board the new Landing Helicopter Docks (LHDs). I personally observed Scott’s management of a number of “single issue” Stakeholders in order to achieve the necessary work to allow embarkation in August 2016. The success of the FOCFT for CH-47F was attributable to the hard work of many but would have failed without Scott’s management of the Stakeholders and issues directly attributable to CHUSPO. The third of Scott’s main roles focused on the disposal of the six CH-47D helicopters that were in service. Again, Scott was required to manage a myriad of singularly focused Stakeholders and again, I observed how Scott managed this group to achieve an outcome where all aircraft were transitioned to a variety of locations to be used in training roles or as museum pieces. This activity has realised tangible savings to Defence in the order of at least $35 million. Reflective of the performance by the small team was Scott representing CHUSPO at the Prime Minister’s Award for Public Service excellence where CH-47D was one of a select few nominees. The skill I most admired was Scott’s attention to detail in managing many of the issues to satisfy US Government that the aircraft had been disposed in accordance with original advice. Many people would focus on the major activities at the expense of the important but relatively trivial close out requirements. Scott applied a degree of diligence and detail to this bland task ensuring a successful disposal program for the CH-47D aircraft.

From a personal perspective, I always found Scott to be someone with whom I could easily have a discussion with on topics regarding specific roles but also more broadly. He was at ease with all members of CHUSPO and Army Aviation Systems Branch and could be relied upon to offer you frank advice on issues as he never shirked away from an issue or responsibility. I have no issues in recommending Scott for his performance and professionalism when working with him. I therefore have no hesitation in offering this strong testimonial.
