Approximately 1,400 people live in the College Park/ldlewild neighborhoodstudy area. NEIGHBORHOOD HISTORY This neighborhood plan includes two areasthat developed separately. The ldlewild neighborhood began as lots were sold in the year 1891.The College Parkneighborhood began to subdivide in 1912.The Idlewild subdivisionwas annexed in 1907 and College Parkbec~ a part of the Gty in 1929. The nameldlewild was given to this new areaof Raleighas Colonel Jonathan McGee Heck startedthe subdivision in 1870.Its namecame from a nearbyante-bellum oome of JohnW. Cotton. Thebourkiaries of Idlewild were 0akwO<xt Avenue, New Bern Avatue, Tarboro Road,Swain Street and Unden Street. In 1891 over 100 lots were offeredfor sale. Many of the lots were purchased by prominent Raleigh citizens. In 1895 a new company offered an additional 64 lots for saleand the lots along New BernAvenuebecalMthe residences of some of these owners. m 1905 African- American residmts, as property OWMrs, beganto increase in ldlewild and the City of Raleigh annexedthe subdivision along with an areasouth of New BernAvenue. By 1910 ldlewild had become predominantly a blackresidential subdivision, many of whom were homeowners.The remaining whites lived along New BernAvenue and EdentonStreet. . [n 1974,the Raleigh Planning Departmentpublication entitled "RaleighNeighborhoods" reported that Idlewild and College Park communitiescontained most of the deteriorating and dilapidated housing in the City. It further noted that these areas were at risk for additional deterioration due to d'.ehigh density residmtial zoning and a high percentage of elderly residents. In 1975, the Raleigh City Council designated sections of Idlewild and CollegePark as the first redevelopment area in the City. College Park is a twentiedt century subdivision that was developed by D. J. Fort, Jr. As early as 19U, Fort began to acquireland beyondthe City Limits between St.Augustine's Normal School and Lincom Park subdivision. In time the areagrew into a communityof African-Americans most of woom were ho~wners and many who were employed at St.Augustine's. Fisher Street was CollegePark'seasternmost boundary in 1929. Later, dte 1942 Oty directory describedthis neighbo~ asa subdivision north of New BernAvenue to Oakwood avenue and east of St. Augustine avenueto the City Umits. FINDINGS AID. REASONS UPON WHICH '!'HIS RECOMMBRDA'l'ION II BASED:1) This Plan summarizes neighborhood and property owner concerns. Iincludes action statements to accomplish improvements in residentialand non-residential areas adjacent to St. Augustine's College.2) The Plan recommends a rezoning for the majority of the neighborhoodfrom Residential-20 to Residential-10 to more closely align with theexisting densities and to help revitalize the neighborhood.3) That this plan be amended to change the map and certain language tonot allow an expanded retail area at the corner of Tarboro Road andOakwood Avenue. The Plan, with this amendment, would continue tostress the desire for streets cape improvements and the possibility ofa pedestrian Business Overlay District.4) That the long range implementation items listed should beinvestigated and appropriate steps taken by various department of theCity.

COMPREHENSIVE PLARRING NOTES: This plan will be incorporated in theCentral District Plan of Raleigh's Comprehensive Plan.

WHEREAS. the HOUSING AUTHORITY OF THE CiTY OF RALEIGH. a municipalcorporatinn org:mize~ and existing under the provisions of Chapter160 of the Gen_~~l S~atutes of North Carolina (hereinafter referredto as "Housing k.:thorit:y") and the CITY OF RALEIGH. a municipalcorporation organized and existIng under the laws of the State ofNorth Carolina (hereinafter Leferred to as "City"). have approveda Redevelopment plan pLoviding for the clearance of blight andslums within the Idlewild, College Park Neighborhood ConservationProject Area, the dispusition of sa~e. and h~ve adopted certainland controls and restrictions as to redevelopment that will pro-hibit like conditions from recurring in sa;d areas; that the Cityhas designated the ~~usingAuthority as the agency for'the Cityto administer the Redevelopment Plan approved by City Collncil. andfunded under the Housing and Conmunity Development Act o( 1975. byan Agreement between the Housing Authorjty i;nd the Citf dl'tedJune 20. 1975.

WHEREAS, the City and the Housing Authority believe that theredevelopment of the property within the Idlewild, College ParkNeighborhood Conservation Project Area is vital to and for the bes1interests of the Ci~y: the health, safety, morals, and welfare ofits residents, and in dccord with the finding and policies adoptedby the General Assembly of the State of Nor~ Carolina as to thepublic purpose and the provisions applicable to'State and Federallaws; and
