AMENDMENT IN THE NATURE OF A SUBSTITUTE intended to be proposed by Ms. COLLINS (for herself and Mr. KIRK)

Viz:

SECTION 1. LIMITATION ON FUNDING. 3

(a) IN GENERAL.Notwithstanding any other provi-4

sion of law, no Federal funds shall be made available to 5

any affiliate, subsidiary, successor, or clinic of the Planned 6

Parenthood Federation of America, Inc. if that affiliate, 7

subsidiary, successor, or clinic receives compensation for 8

facilitating the donation of fetal tissue products derived 9

from an abortion. 10

(b) RULE OF CONSTRUCTION.Nothing in this Act 11

shall be construed to 12

(1) affect any limitation contained in an appro-1

priations Act relating to abortion; or 2

(2) reduce overall Federal funding available in 3

support of womens health. 4

(c) INVESTIGATION AND REPORT.Not later than 90 5

days after the date of enactment of this Act, the Attorney 6

General shall conduct an investigation, and submit to Con-7

gress a report on the findings of such investigation, con-8

cerning whether or not the Planned Parenthood Federa-9

tion of America, Inc. or any of its affiliates, subsidiaries, 10

successors, or clinics has engaged in any illegal activity 11

pertaining to fetal tissue products. 12
