YOUNG PROFESSIONAL REPUBLICANS
2012 CONVENTION
COMMITTEES
Rule 1
The Convention committees shall be the Committees on Platform, Constitution/Bylaws, Credentials, Rules,
and Resolutions.
MINUTE APPROVAL COMMITTEE
Rule 2
The Executive Committee will serve as the Minutes Approval Committee of the Convention.
REGISTRATION
Rule 3
Registration shall be conducted at the Westin Hotel in Charlotte, North Carolina on Saturday, July 14,
2012 from 10:00 am until 10:30 am.
CALL TO ORDER
Rule 4
The 2012 North Carolina Federation of Young Professional Republicans Convention shall be held at the
Westin Hotel in Charlotte, North Carolina on Friday, July 13, 2012 until Saturday, July 14, 2012 at 9:30pm.
The Convention Business Session shall convene at 10:30 am on Saturday, July 14, 2012.
ORDER OF BUSINESS
Rule 5
The order of business of the Convention shall be as published in the printed Convention Agenda, upon its
adoption by the Convention.
DISCLOSURE AND CLOSURE
Rule 6
(A) No motion shall be in order unless each maker states his or her name and association.
(B) No Delegate shall speak to the Convention longer than two minutes at any one time, or more than
twice on any motion open for debate. The Convention may extend debate by a majority vote.
VOTING
Rule 7
(A) Only those persons certified as Delegates by the Committee on Credentials may vote.
(B) Voting shall be by voice or by the standing of Delegates, except for the election of Party Officers,
which may be by secret ballot if contested provided that the convention by a majority vote or the
presiding officer may order a counted vote or a vote by ballot.
(C) There shall be no proxy voting.
NOMINATIONS
Rule 8
(A) Nominations for National Committeeman and National Committeewoman of the North
Carolina Federation of Young Republicans will be made from the floor upon recognition by the Convention
Chairman. Nominators will have three (3) minutes for a speech.
(B) Seconding speeches will not be permitted.
(C) Before balloting for election to an office, the Convention Chairman shall allocate a total of ten (10)
minutes equally for speeches by each nominee for that office. The Convention Chairman may, in his
discretion extend such time equally for each candidate.
CONVENTION GUESTS
Rule 9
Only delegates will be allowed on the floor of the convention. All guests must remain seated in the section
designated for guests.
PARLIAMENTARY AUTHORITY
Rule 10
The current edition of Robert’s Rules of Order, Newly Revised, shall govern this Convention when
applicable and when not inconsistent with these rules and the NCFYPR Constitution and Bylaws.
