Despite the difficult economic conditions, Lyon confirmed its position in the 2010 version of cushman & wakeman’s annual rankings. Lyon is officially the 19th most attractive european city, thanks to the carefully-managed range of new property that it offers (transparency and phasing, diverse users, competitive rental costs). Lyon’s reputation for business property is growing. Lyon is ranked 6th for the value for money of its tertiary-sector property and 15th for the quality of life of its employees. a significant number of company directors see Lyon as an attractive place to set up business, ahead of geneva, manchester and Hamburg and equal with frankfurt.

a resistaNt, Diverse market

Lyon has stood up to the economic climate thanks to a healthy rather than speculative market, and high-quality projects that meet the needs of businesses.

In 2010, €384 million were invested in Lyon. among this total, 53 % were invested in tertiary-sector property (83 % in 2009), with the rest mainly divided between mixed assets (25 %) and logistics (15 %).

a number of major transactions in late 2010, including the sale of two buildings ‘‘off plan’’, demonstrated that Lyon remains an attractive city and a safe bet for investors, on a european scale.

Office space ON tHe iNcrease

service industry activities are an important axis of Lyon’s economic development, and these now account for two thirds of the city’s assets. as the second concentration of decision-making centers and second service industry hub in france after paris, the Lyon urban area now offers almost 4.9 million m² of offices, and the stock continues to grow. along with Lyon Part-Dieu, the main business district that will be enhanced by high-rise buildings (the Oxygène tower, 39,000m² including 28,000m² of offices delivered in 2010, and the incity tower, 40,000m² delivered in 2014), other additional large-scale tertiary sector hubs are in the pipeline: Lyon Confluence (delivery of Le monolithe - 14,300m² - in 2010; delivery of the regional headquarters - 40,000m² - in 2011), Carré de soie ( lot touly - forthcoming operation to create 11,000m²), Vaise (delivery of the second phase of the Docksite - 5,300m² - in 2010) and Lyon Gerland (delivery of the second phase of the Quatuor and gerland plazza - 14,700m² - in 2010). as a result of this ‘‘multipolarisation’’ in the tertiary sector and the implementation of property construction projects to meet business needs (high-quality property projects that are energy efficient and accessible by public transport), tertiary sector activities remained strong in 2010, particularly in the city center.

a sOLiD market

after a lacklustre 2009, activity picked up again in the Lyon market in 2010: 219,488 m2 of space was allocated to users (up 34 % compared with 2009), 40 % of which was new-build property, totalling 462 transactions. the volume of allocated new-build space remains stable (88,000 m2), confirming that both supply and demand remain strong in Lyon, even during a period of crisis. Nominal rental rates remained at between €230 and €250 per m² excluding tax (excluding towers and unusual buildings). these figures for 2010 demonstrate that users are attracted to the major sectors in the center of the urban area, which have good public transport links, high-quality buildings and services for both businesses and their employees. these include the Lyon Part-Dieu neighbourhood (25 % of total allocated space), gerland (16 % of total allocated space) and Lyon Confluence (12 % of total allocated space), followed by vaise and the pôle Économique Ouest (western Lyon economic cluster).

these excellent figures are boosted by the presence of more large individual transactions (43 transactions over 1,000 m2 compared with 31 in 2009). these include: gL events - 8,500 m2 in confluence, DreaL (regional department for environment, land-use planning and housing) - 14,824 m2 in Lyon part Dieu, Job center - 7,800 m2 in gerland and pro-btp - 6,432 m2 in vaise. total stock availability after six months is 282,000m², 18 % of which is new-build stock.

to opt for Lyon rather than paris is to choose to make potential savings of over €1.3 million per year to locate a decision-making center of 100 people in 2,000 m² of offices. relocating to Lyon also means salary costs that are 5 to 15 % lower and a very competitive cost per m2: €230 to €250 per m² for high-end office property, compared with €830 per m² in paris…

During this difficult period, the city can also count on its quality of life, and the quality of its infrastructure, which are determining criteria for locating companies and managements that are consolidating and rationalizing their real estate property.

As the second concentration of decision-making centers and the second

service-sector hub in France after Paris, the Lyon urban area offers almost 4.9 million m²

hand transactions (only 11 % of all transactions involved new-build property in 2010). these transactions mostly took place in eastern greater Lyon. there has also been an increase in the number of large-scale demands, with transactions of over 3,000 m2 representing 43 % of total allocated space. total immediate availability is 530,000 m2 net floor space, more than half of which is located on the urban area’s eastern fringes. 2011 should see the return of dedicated turnkey projects to overcome a lack of suitable new-build premises.

grOwtH iN LOgistics space

although Lyon is one of the major logistics hubs for the north/south-east backbone of france (Lille/paris/Lyon/marseille), 2010 saw a net decline in allocated demand: 227,000 m2 was allocated (364,000 m2 in 2009), 58 % of which was rented. this reduction, which had been anticipated by business property professionals, is due to the fact that marketing of the major operations on the outskirts of Lyon was completed in 2009.

the Nord isère region and the plaine de l’ain, in particular, saw new business set-ups in 2010.

the amount of immediately available property on offer totalled 616,000 m2, 26 % of which was in new developments. rental values varied between €38 per m² in existing property and €55 in new-build property.

Lyon confluence is served by the A7 highway and the Perrache tGV station, connected to the metro network, and crossed by a tram line which, by 2014, will be extended to the gerland science district, passing close to the future musée des confluences. the southern end of the neighborhood will also soon benefit from a new rail stop. in addition to exceptional public transportation services, this site enjoys an incomparable natural environment: around 3 miles of quays, long walkways along the river, and an uninterrupted view of the lush terrain on the right bank of the saône.

DecisiON-makers aND iNvestOrs are fLOckiNg tO LYON cONfLueNce

the assets of Lyon confluence have already attracted the investors and decision-makers likes Le progrès, michelin-starred chef Nicolas le bec, cardinal, eiffage, gDf-suez and the rhône-alpes region (delivery in 2011). the first phase comprises 400,000 m² of net floor space (40 % of total planned building works), 250,000 m2 of which is tertiary-sector property on the saône side of the development, between the former port of rambaud and the perrache railway station. In total, more than 5,000 new employees will move to Lyon Confluence by the end of 2011.

South of the historic peninsula at the confluence of the Rhône and the Saône, one of the largest city-center

urban planning projects in Europe is enabling Lyon to double the size of its city center. The Lyon Confluence

district covers 370 acres, and the majority of this area is used for public spaces, which account for half of the

surface area of the first phase. With its terrace-lined marina, park offering a mile-long walk along the Saône,

accommodation, stores, cultural and leisure facilities, major companies and institutions, Lyon Confluence

is sure to become a new prestigious location in Lyon.

the development work continues on the rhône side. the project designed by Herzog & de meuron has entered its second phase. its purpose will be to enhance the "mixed city-center district" aspect of Lyon confluence site, combining offices, housing, shops and local public facilities. In total, the project will comprise 420,000 m², 45 % of which will be assigned to the tertiary sector. there will also be a dedicated space for innovative companies in the "field", in the south of the district. accessibility will be further improved through the creation of new bridges and walkways...

Lyon confluence is not just a business district, it is also a brand new neighbourhood. it will include the forthcoming unibail-rodamco leisure and retail park and blocks of mixed-use High environmental Quality (HQe) buildings created by 12 teams of famous architects to attract key decision-makers and investors. investment today amounts to €1.15 billion, of which 64 % is held by private investors.

finally, close to the perrache tgv station, the transfer of prisons to the outskirts of Lyon (may 2009) and the conversion of several buildings has opened new possibilities for this 19th-century neighbourhood. these include the creation of more than 100,000 m2 of tertiary-sector space around place des archives. a feasibility study is also underway into the possibility of converting the entire neighbourhood using eco-renovation techniques.

a cONcept iN vOgue

to the east of Lyon, in villeurbanne and vaulx-en-velin, the carré de soie enjoys an exceptional environment. Near the Jonage canal, the project is part of the extension of the grand parc de miribel, one of the largest natural peri-urban green spaces in europe. the development project will enhance these landscaping assets to create the "inhabited park" concept, providing future residents and users of the site with a new way of living.

Accessibility is another advantage of carré de soie, only a quarter of an hour away from downtown Lyon and part-Dieu station by metro line a and tram t3. the cycle and pedestrian routes along the canal and the tramlines will provide tranquil connections with the city center. since the rhônexpress came into service in 2010, Lyon-saint exupéry airport is now just 15 minutes away. in 2013, carré de soie will benefit from the opening of the boulevard urbain est (Lyon eastern expressway), which will connect the neighbourhood with the ring road and the motorways leading to paris, marseille and geneva.

tHe first prOgrams

the leisure and retail park developed by altaréa opened in spring 2009. it offers a complex boasting 60,000 m2 of net floor space, focusing on family entertainment with a pathé multiplex cinema with a total of 15 screens, 50 shops and restaurants and 8 supermarkets. a number of activities will also take place within the renovated racecourse (pony club, urban board sports center, etc.). the installation of this flagship facility was accompanied by the launch of the first public transport cluster programmes. the cooperation and ethical finance cluster will open for business in autumn 2011.

this tertiary-sector project features 12,500 m² of space for ethical finance, social housing, engineering and consultancy firms. the first housing programmes have also been launched (bouwfonds marignan and rhône saône Habitat).

2011 will see a number of new operations to support the development of a mixed, vibrant neighbourhood. the tase factory - an iconic building that symbolises the past and present of the neighbourhood - will be converted, creating around 9,000 m² of space for offices, tertiary-sector activities and shops, which will be made available on the open market. construction work will also begin on a tertiary-sector building of 11,000 m² at the end of the year.

With a commercial and leisure hub, housing and office space between city and nature in an area of 1,200

acres near the city center, Carré de Soie thinks big. At the link between the innermost core

of the urban area and its major areas of development to the east, Carré de Soie is one of the flagship projects

of the urban area, destined to become a services center in support of the one at Lyon Part-Dieu by 2020.

Both in France and abroad, the Lyon urban area is one of the key clusters in the Life sciences sector, with three areas of expertise: infectious diseases, cancer research and neurosciences. the Life sciences sector in Lyon currently includes 600 companies, among which are world leaders (sanofi pasteur, bioMérieux, Mérial, Merck serono, etc.), sMes and subsidiaries of international groups. It also includes 150 academic research laboratories and 40 hospitals, accounting for 70,000 jobs.

As part of its Life sciences development strategy, Greater Lyon encourages public-private partnerships, a key factor for success in innovation and local development. In this way, Greater Lyon has worked to develop the Lyonbiopôle competitiveness cluster and the CLARA cancer research cluster, encouraging exchange between industry, clinicians and acade-mics. Greater Lyon also supports companies and institutions in matters of land and property to establish, expand or relocate their operations throughout its region.

Finally, Greater Lyon has introduced and manages a network of institutio-nal partners, offering a full range of services in the Life sciences sector. this partnership strategy helps to attract talent, to sustain innovation and to assist in the creation of companies and in their development.

LYON gerLaND, tHe virus Of researcH

the Lyon gerland district welcomes companies renowned in the field of Life sciences: sanofi pasteur msD, aguettant, merial, genzyme polyclonal, etc. this environment has allowed start-ups and smes to develop (basf beauty care solutions sas, episkin, imaxio, genoway) near the research and education centers. gerland is a renowned campus that includes the Écoles Normales supérieures de Lyon, the claude bernard university, the institute of biology and chemistry of proteins, the p4 Laboratory and the isara. since april 2009, the Lyonbiopôle infectious Diseases center (ci) has helped to strengthen the dynamic partnerships between public and private stakeholders in the infectious diseases sector.

this collaborative r&D activity structure provides 1,920m² of p2 and p3 laboratories and shared facilities in the Domilyon building. the “accinov” technology platform is also under development, which will expand the

infectious Diseases center. there are also plans to build a Lyonbiopôle-approved technological research institute in infectious Diseases at Lyon gerland. the project will be submitted for government appraisal as part of the "investissements d’avenir" (investing in the future) programme. if it is successful, it will involve the creation of almost 40,000 m² of additional space dedicated to Life sciences at Lyonbiopôle.

finally, the Lyon functional genomics institute (igfL) is currently under construction at the chancellerie block. this building will open in 2011, housing 18 state-of-the-art research teams.this concentration of gray matter enjoys excellent accessibility, with a direct connection to the a7 and the ring road, and to the Lyon part-Dieu business district tgv station via metro b.

this accessibility has been further improved with the opening of the regional railway station, Lyon Jean-macé, in the north of the neighbourhood. these infrastructures are assets that will serve the future girondins mixed development zone.

the bio-cluster continues to grow with the Lyon techsud business park, built in the context of the porte ampère mixed development zone (100,000 m² of net service-sector floor space). genzyme, the healthcare biotechnologies company, has chosen to develop its new polyclonal antibody production site for patients with implants at Lyon techsud. Almost 250 employees work on the site. gerland plaza was developed by Lazard group. it comprises five buildings, totalling 14,697 m² net floor space. Office and laboratory spaces are available from 250/300 m².

Gerland technopark, also developed by the Lazard group, comprises 9,665 m² of net floor space for offices, laboratories and business premises. the first building, comprising 2,300 m², will be delivered to tessi (digital information processing company) in 2011. work has already begun on a second building, BIoPoLIs, dedicated to biotech/environment laboratories and production, for delivery in summer 2011.

as well as aDapei and subcontracting services, a company restaurant opened its doors to all businesses located at the park and in the neighbourhood. each day, 350 meals are served, with table service.takeaway meals are also available on request, with a delivery option. the business park can be easily accessed now that the new tcL bus route zi 6 has opened, serving the site.

the Lyon techsud business park is ideally located at the southern end of gerland, on the outskirts of the biopôle, and is the last large-scale land availability project in the sector.

the future girondins mixed development zone will be located on a former industrial site in the north of gerland, between avenue Jean Jaurès to the east, rue clément marot to the south, boulevard Yves farge and rue des balançoires to the north. this huge plot, covering around 19 ha, will soon be transformed into a brand new, mixed neighbourhood, with plans to create more than 100,000 m2 of tertiary space, 1,700 homes and more than 8,000 m2 of retail space.

built by icade, the first phase of the Lyon biOparc programme includes the adénine mixed-use building, providing 7,300 m² of space for laboratories and offices. this building has been purchased by the investor stam europe and is now more than 90 % occupied.

a 4,500 m² residential hotel, managed by Odalys, offers 133 apartments to host visitors and partners of companies based at the site.

Located on the former site of the grands moulins de strasbourg, next to studio 24 which has, since 2002, hosted many shoots for cinema and television (especially the series kamelott) piXeL already has a lot of momentum. a rentable space of 12,000 m2 includes film studios, technical equipment and offices. A landscaped environment of 37 acres hosts the technical facilities of the industrial park. it provides a sustainable transport link (pedestrians/cyclists) between the north and south of the meyzieu-Jonage industrial zone and towards the t3/rhônexpress railway station. serL (the developer of the site) and greater Lyon are working together to promote a new business concept through sustainable design of buildings, particularly by encouraging the use of natural resources and reducing energy consumption.

a first cLass muLtimODaL pLatfOrm

by road (a6, a7, a42, and a43 motorway interchanges), rail (tgv) or air (more than 120 direct destinations), the airport offers businesses a passenger and cargo hub that is unique in europe. all major european cities are accessible by direct flights and roundtrips daily. the construction of the new terminal 3 for low-cost traffic began this year. this will increase the airport’s air travel capacity. With its own tGV station, the airport is less than two hours from paris city center and will be connected to the eurocarex european express freight network by 2015.

the airport is linked to the Lyon part-Dieu tgv station in less than 30 minutes via the "rhonexpress" tram line. it also benefits from a connection to the teR regional rail services and quick and easy links to the Loire, ain, Drôme, Nord paca and southern burgundy regions of france.this is a connection that will strengthen the sustainable development policy that the companies at the Lyon airports site have been following over the past decade.

Lyon-Saint Exupéry is more than just an airport – it is a high-performance multimodal platform,

a genuine center of environmental excellence that hosts a multitude of shops and services.

Last summer, a direct express transport link was completed, connecting

the airport to downtown Lyon. Lyon-Saint Exupéry Airport is developing

an ambitious real estate program, aiming to become a "City airport" connected

to the rest of the world.

with a wide range of shops, services and restaurants, the airport is also a place where the 5,500 staff of 210 companies located on the site work. the site has had an inter-company nursery since 2008. Lyon-saint exupéry will be a great place to work! a call for tenders has been launched to completely overhaul the shopping and service areas. the aim is to facilitate movement between the various stores and to expand the range of retail options available. by 2015, the total amount of retail space will have tripled.

LYON-saiNt eXupÉrY: eXempLarY grOwtH

Lyon airports manage over 40,000 m² of leasable surface area and more than 200,000 m² of land. with 2,200 acres of available land, which is unique in france, this is expected to expand greatly in the years to come. the Db-schenker group, the No. 2 in international transit, has already grouped all its business activities together at Lyon- saint exupéry, accounting for a total of 20,000m². since summer 2009, the Business Hub service-sector unit has offered services within walking distance of the terminals, and an additional 10,000m² of offices. this development strategy continues with the development and marketing (by cfa rhône-alpes) of a real estate

program for the "southern Airport triangle", a 15-acre area at the southern entrance to the platform.

the program includes:

n an aeronautics training center, which will be operated by air campus simulflight center, located at the northern end of the plot, covering around 11,000 m² of net floor space and including 215 parking spaces;

n a mixed business park including office and business premises, which will be developed along the airport access road, covering around 18,500 m² of net floor space and including 660 parking spaces. this represents 29,500 m2 net floor space in total.
