JIM TOTO, P.E. PROJECT MANAGER
Jim has 15 years of experience which
includes performing infrastructure
design and construction oversight.
He serves as project manager for
site-civil related projects, including
site development, utilities, and
storm water. In this capacity,
he oversees the design and consulting services of civil
engineers and technicians and provides overall project
coordination with all necessary disciplines (i.e., architects,
mechanical, electrical, plumbing, and structural engineers).

TODD HARKINS, P.E. PROJECT MANAGER
Todd has more than 15 years of
experience as a civil engineer. He
is experienced in utility and site
design engineering. Todd also has
extensive experience coordinating
the submittal of civil engineering
construction documents to obtain
all permits necessary for construction, and coordinating
with contractors and clients to resolve changes due to
field conditions. He has extensive experience in the design,
document production, and management of hundreds
of projects including institutional, retail, recreational,
residential, restaurant, and business office facilities. He
has been a project manager and a technical/operations
manager for multiple national private clients and numerous
projects focusing on development in 26 states. Todd’s
current and previous clients include:

Jim has more than 20 years of
facility design experience over a
wide range of project types, both
new and renovation. In all of his
work he has emphasized the need
for operational efficiency and design
clarity in conveying the architectural
intent. He has assisted in developing design standards for
clients, and in evaluating existing facilities to determine
what their current, and future, needs are or will be. Jim’s
