On December 23, 2011, President Obama signed

into law the Consolidated Appropriations Act, 2012*

• Reduces the duration of a student’s Federal Pell

Grant eligibility from 18 semesters to 12 semesters Pell Lifetime Eligibility Used(LEU) equivalent of 900% to

600%

• Applies to ALL Pell-eligible students effective with the

2012-2013 award year

• Numerous Pell LEU communications

*Federal Pell Grant Duration of Eligibility - Public Law 112-74 amended HEA section 401(c)(5)

• Gathered all Pell Grant information from

1973-1974 across all Pell legacy systems

• Created logic to calculate semester

equivalent as LEU percentage

• Loaded the calculated LEU percentage to

existing students records in NSLDS in July

• LEUs were not added if no NSLDS record • NSLDS in existence since 1993-1994

In April and May, COD began performing outreach

to impacted 2012-2013 FAFSA Pell eligible

applicants and schools

• Targeted email messages sent to 2012-2013 FAFSA

Pell-eligible applicants near, or exceeding, an LEU

percentage of 600%

• Pell LEU applicant email outreach continued through

June 30, 2012

• Pell LEU Report via the School NewsBox on the COD

website

With COD Release 11.1, on July 7, 2012, the COD

• Modified current COD Warning Edits to reflect new

limits

prevents a school from disbursing Pell awards to a

student that exceeds Pell LEU duration of 600%

recipients on the COD website

• The COD Pell LEU History page allows schools to

view historical Pell Grant student data to determine

how the LEU was calculated

In July 2012, the CPS began reporting Pell LEU

information for 2012-2013 award year on ISIRs and

SARs during pre and post screening

• Pell Information reported using comment and reason

codes • To alert schools and applicants who are close to or have

exceeded 600% LEU

• Updates will only be provided if triggered during post-

screening

• Avoided mid-cycle changes to the ISIR record layout

• Refer to the reissued 2012-2013 SAR/ISIR Guide

• 2013-2014 displays enhanced data including Pell LEU %,

new comment codes and flags

• Experiment 1: Eligibility of students with bachelor's

Budget Control Act of 2011 • Terminated Direct Loan Repayment incentives, i.e.,

upfront interest rebate for loans with an Earliest Disbursement Date (EDD) on or after July 1, 2012

• Loss of eligibility for Subsidized loans for Graduate and Professional students (Grade Level 6 & 7) on loans with a loan period starting on or after July 1, 2012

April 16, 2012 added edits to compare EDD to upfront interest rebate percentage on sub/unsub loans and reject invalid submissions

• .5% with EDD on or before June 30, 2012

• 0% with EDD on or after July 1, 2012

• Origination fee remained 1%

COD began to accept upfront interest rebate percentage values of 1.5% OR 0% on PLUS loans

• 1.5% on loans with EDD on or before June 30, 2012

• 0% on loans with EDD on or after July 1, 2012

• The origination fee remained at 4%

COD also began to generate the Interest Rebate Percentage Report that identified PLUS loans with incorrect upfront interest rebate percentages

an upfront interest rebate including PLUS loans

• COD will validate the upfront interest rebate

percentage and amount vs. EDD on incoming PLUS

loans and reject incorrect originations and

maintenance submissions • Will your origination and/or disbursement reject?
