state racing offi cials and/or the offi cers of the Association regarding the interpretation and

application of such rules and regulations. Applicant consents and agrees to all provisions of

the Association’s current application and/or agreement regarding the use of stall space, the

terms of which are specifi cally incorporated herein by reference, and shall execute all such

applications and/or agreements before bringing any horse upon the Association’s grounds.

In making this application to participate in thoroughbred racing, Applicant agrees and

consents to the Association and/or its agents making an investigation of Applicant where

by information may be requested from third parties as to character, general reputation,

personal characteristics, mode of living, or such other information as may be relevant to the

Applicant’s integrity as a racing participant. Th e Association reserves the right to cancel any

race, without notice, at any time prior to the actual running thereof, without liability except

for the return of all fees as required by the rules of racing. Th e Association reserves the

right to make all decisions regarding preferences and conditions and its decision shall be

training and related activities at the Association, all licensees assume the risks of, and

release, hold harmless and covenant not to sue all other licensees so participating for:

(i) Ordinary negligence which uses or contributes to loss, loss of use, injury or damage

to horses while on the premises of the Association; and (ii) Ordinary negligence which

causes or contributes to personal injury or property damage including but not limited to

loss, loss of use, injury or damage to horses arising from the use of grass fi elds or gallops

owned or controlled by the Association, whether arising from alleged acts or omissions

of a licensee and its agents or employees, the condition of the premises of the Association

or any other cause. Except as provided above, all licensees participating in racing,

training, and related activities at the Association shall be responsible for their own acts

and omissions and those of their agents, employees to the same extent as provided by law.

Th e foregoing provisions shall be construed in a manner consistent with the limitations set

forth herein to be as broad and inclusive as permitted by the laws of the Commonwealth

of Kentucky and the KHRC regulations and shall be binding upon Applicant, as successors

and/or assignees. Th e maintenance by Association of insurance shall not aff ect the terms

or interpretation of this Agreement. For purposes of this agreement, Association shall

mean and include Association and its offi cers, directors, agents, employees, contractors,

servants, and licensees. In the event of any inconsistency between these provisions and

KHRC regulations, the KHRC regulations shall control. Further, these provisions shall be

deemed to be amended to the extent of, and to be in compliance with any amendment to

the KHRC regulations. Responsibility for the maintenance of general liability and horse

mortality insurance to cover the risks outlined above vests with the applicant. Consultation

with a competent insurance advisor is strongly recommended. Failure to maintain adequate

insurance may subject the Applicant to the risks outlined above.

Reservation of Rights: As the organizer, horse and sponsor of thoroughbred horse races,

the Association hereby reserves unto itself, its agent, assigns and licensees, the sole and

exclusive right to produce, exhibit, sell, license, transfer or transmit in any manner still or

motion pictures, radio and television broadcasts, or any other media transmission, now

known or hereaft er developed, of all events which occur on the Associations property,

including without limitation, all activities occurring before, during and aft er thoroughbred

horse races; and the sole and exclusive right to utilize the race and the results thereof, all

for any purpose or use as the Association shall determine (hereinaft er referred to as the

“Host Rights”). Th e acceptance of stall accommodations, the submission of a nomination

or making of any entry in any race shall mean that the Applicant consents to the above

reservation of the Host Rights and consents to be photographed or to otherwise be a

subject of still or moving pictures, radio, or television programs, without remuneration.

Th e Applicant agrees that he has not and will not execute any documents or take any other

action which purports to assign or otherwise transfer any interest in the Host Rights or

assert any claim, demand or cause of action against the Association which is inconsistent

with the full and exclusive exercise by the Association of its Host Rights.

Interstate Wagering: In consideration of the Associations agreement to provide a portion

of revenues received from interstate wagering to purses for races run at the Associations

facility during the 2021 racing season (the “Races”), the Applicant hereby joins with all

other applicants to form a group consisting of all applicants participating in each of the

races, which group is hereby authorized and directed to consent to, and the applicant

hereby individually consents to, allow the association to contract with any domestic or

foreign license wagering entity for the purpose of accepting wagers on the Races pursuant

to the interstate Horseracing Act of 1978, 15 U.S.C.301 et seq. Th e Racing Secretary of the

Association is authorized to execute any documents necessary to evidence such individual

and group consents. Th e applicant warrants that no third party organization has or will be

given the right or authority to assert any claim, demand or cause of action inconsistent with

such consent.

Defi nition of Applicant: As used herein, the “Applicant” shall mean and include the

nominating owner(s) and the owners agents, trainers, jockeys, employees, invitees, and

their agents, employees and invitees and the heirs, administrators, representatives, next

of kin and assigns of each of them. Th e nominating owner covenants that his agents,

trainers, jockeys, employees and invitees have agreed for themselves and their agents,

employees, and invitees to the foregoing conditions and further agrees that he will deliver

their written consent and agreement to such conditions upon request of the Association.

Th e owner and trainer shall, jointly and severally, indemnify and hold the Association

harmless from and against any claim or cause of action (including any expense incurred

in connection therewith, including reasonable attorney’s and other fees) that may be

asserted by or on behalf of any of the foregoing persons which is inconsistent with the

release, waiver and indemnifi cation provisions set forth in the foregoing paragraph.

NOTICE FOR ALL HORSES RACING AT KENTUCKY DOWNS

Th is rule states that the following conditions must be adhered to:

All horses in all races must be on the grounds in their properly assigned

stalls before:

Th is means that all shipped-in horses must be on the grounds and in

their proper receiving barn and assigned stall by the appropriate time

as stated above. All shipped-in horses will be assigned a certain barn

and stall by the stall superintendent at the stable gate. If there is an

issue with your assigned stall please contact the stall superintendent or

the racing offi ce.

Additionally, you must receive permission to bring extra horses (at

least 24 hours in advance).

Shavings will be provided.

All trainers of these horses shall have a responsible person available to

present the horse for examination when the state veterinarian comes

to the barn. Horses shall have bandages off and are not to be placed in

ice, tubs, leg freeze or other such paraphernalia until aft er the pre-race

examination is completed.

It should be further understood by all trainers that if an entered horse

fails to receive a pre-race examination, it may necessitate a late scratch

and the trainer shall be responsible for this action.

COGGINS, HEALTH CERTIFICATION, INOCULATION

A negative Coggins test and health certifi cate or copy thereof must

be presented at the stable gate before horses will be permitted

to unload. Furthermore, all horses must have an equine herpes

inoculation dated 14 days prior to shipping and no older than 120

days.

TRACK RULES

No entry will be received except upon the condition that all disputes,

claims, and objections arising out of the race or with the respect to

the interpretation of the conditions of any race shall be decided by

the offi cers of this Association or those whom they appoint, and their

decision upon all points shall be fi nal.

ALL TWO-YEAR-OLDS MUST BE PROPERLY SCHOOLED AND

APPROVED BY THE STARTER BEFORE BEING ALLOWED TO

START. EVERY HORSE MUST BE SADDLED IN THE PADDOCK.

Th is rule is imperative. Horses must be in the paddock at least 20

minutes before the scheduled post parade.

Th e stewards reserve the right to substitute one jockey for another at

their discretion. It will be their purpose to substitute a jockey of equal

ability.

All owners must establish an account with the Horsemen’s Bookkeeper

prior to his/her horse running in a race.

A W-9 form is required for every account.

All claiming money must be on account with the Horsemen’s

Bookkeeper at Kentucky Downs.

Th e following date system of preference is used at Kentucky Downs:

Foal certifi cates are no longer are required to be on fi le in the racing

offi ce to enter or start at Kentucky Downs; however, foal certifi cates

(2017 and older) must be on fi le to obtain a preference date and to have

a horse digitally tattooed. Foals and 2018 must assign their Digital

Foal Certifi cates to Kentucky Downs in order to obtain a preference

date. ADDITIONALLY, FOAL CERTIFICATES ON FILE AT ELLIS

PARK PRIOR TO THE END OF THE ELLIS PARK MEET WILL

HAVE A ZERO DATE AT KENTUCKY DOWNS (NO NEED TO

MOVE FOAL PAPERS FROM ELLIS TO KENTUCKY DOWNS).

Each day’s overnight will list the dates of horses in and on the also-

eligible list to enable trainers to see what dates are getting horses into

over-fi lled races.

1. 1. In over-fi lled races, preference will be given to horses in order

of their assigned preference dates, earliest date fi rst. Horses having

identical dates will be chosen by lot; however, where entry and

running dates are the same, the horse with the entry date will have

preference.

2. 2. All horses intended for racing at Kentucky Downs (who fulfi ll

the criteria below) will be assigned a preference date. A horse can

have only one date at any particular time. Dates assigned will be

of two types:

E-Date

Th is date will correspond to: (a) the date on which a horse’s foal papers/

digital foal certifi cate and name card are submitted to the Identifi er

(foal certifi cates / digital foal certifi cates must be on fi le by September

1st to receive the earliest date. Additionally, the deadline to turn in foal

papers/digital foal certifi cates to receive a date on entry day is 9:30

am CDT); (b) the day on which a horse is fi rst entered if his papers are

not on fi le with the Identifi er. To qualify for the latter E-Date, a horse

must have been excluded from a race that appears on the overnight or

he must have been entered in a condition book race that failed to fi ll

through insuffi cient entries.

R-Date

Th is date will correspond to the day of a horse’s most recent race at

Kentucky Downs. An R-Date will also be assigned to a horse that

scratches.

3. A horse retains his R-Date until he receives a newer R-Date. No

horse with an established R-Date may receive an E-Date. A horse

whose papers are removed from the Identifi er’s offi ce will lose his

date and must subsequently re-establish a date in order to receive

preference. A horse with an E-Date cannot receive a newer E-Date.

Horses starting at another racetrack will forfeit any date they may

have at Kentucky Downs. Additionally, horses racing at Kentucky

Downs without foal papers on site will not retain their R-Date.

4. Preference dates are good for any type of race or distance (other

than maiden dates).

5. Maiden dates will be kept separately and will not have preference

in winners’ races.

6. No E-Date will be assigned to the second choice of an un-split

same-owner entry.

7. A horse that has been placed on a list (Veterinarian, Steward,

Starter, or Paddock Judge) will lose his date and be assigned an

R-Date corresponding to the day he is removed from the list.

8. Horses on the Also-Eligible list shall be permitted to draw into

races and will be assigned post positions in the order of their

dates, earliest dates fi rst.

9. A horse that is a scheduled starter in a canceled race will not

receive an R-Date for that race but will retain his previous date.

10. Th e draw of stake and handicap races is not subject to date

preference.

11. Preference dates are transferred through change in ownership and

changes in trainer only aft er the proper transfer procedures have

been completed through the Stewards’ Offi ce and delivered to the

Racing Secretary’s Offi ce.

12. Date preference rules will not supersede KHRC rules regarding

preference, eligibility, or scratches.

Horses are preferred by their available conditions in all allowance races

beginning with Graded Stakes winners (Grade I-II-III), open stakes

winners through their allowance conditions providing the horse has

fi nished 1st, 2nd, 3rd, or 4th for $40,000 or more since starting for less

than $40,000. In allowance/optional claiming races a horse’s eligibility

cannot exceed the condition of the race. Starter races for less than

$25,000 will not be preferred.

DIGITAL FOAL CERTIFICATES

Th e Jockey Club registry shall issue digital foal certifi cates for foals of

2018 and later. Digital certifi cates are stored on the Registry’s website

at registry.jockeyclub.com. If you are planning on running at Kentucky

Downs ask your owners to assign their 2-year-olds’ digital certifi cates

to Kentucky Downs as the Certifi cate Manager. All digital foal papers

will be treated the same as paper foal papers and must be on fi le by

Sunday, August 29, for a zero date. For horses 3-year-old and up,

continue to deliver paper certifi cates to the Kentucky Downs Racing

TATTOO/MICROCHIP (DIGITAL TATTOO)

As of January 1, 2020, Race Horse Identifi cation has transitioned from

lip tattooing to utilizing the Digital Tattoo (Picture Horse ID), which is

accessible through scanning of the Jockey Club-issued microchip that

has been implanted in the horse’s neck by the breeder. Th e process is

as follows:

• All foals of 2017 forward must be microchipped before the Jockey

Club will register the horse.

• Foals of 2016 and older who are not tattooed and who currently

do not a have microchip (by January 1, 2020) will need to contact

the Jockey Club (800-444-8521) to obtain a microchip. Th e Jockey

Club issued microchip must be inserted into the horse and listed

on the foal papers before the horse is digitally tattooed prior to its

fi rst race.

• Like the current tattoo system, TRPB Identifi ers will come to

your barn, scan the microchip to pull up the digital copy of the

foal papers and verify the markings prior to your being allowed

to race. Additionally, the TRPB Identifi ers will take a series of

photographs of your horse.

• Th e TRPB identifi cation fee will remain the same: $80 and must be

paid at the time services are rendered.

• PLEASE NOTE: If you have an older horse (2016 or older) that is

not tattooed and does not have a Jockey Club-issued microchip

inserted in the horse, please make arrangements prior to race day

for the horse to be microchipped and recorded with the Jockey

Club. If not, your horse will not be able to be identifi ed nor will it

be allowed to race until a Jockey Club-issued microchip has been

inserted and the horse has been identifi ed by a TRPB Identifi er.

SHOE RESTRICTIONS

Shoes with turndowns, caulks, stickers, blocks or raised toes will not be

allowed for racing on the Kentucky Downs turf course.

Section 29. Safety Equipment (Helmets and Vests).

1. A person mounted on a horse or stable pony at a location under

the jurisdiction of the commission shall wear a properly secured

safety helmet at all times. If requested by a commission offi cial, the

person shall provide suffi cient evidence that his helmet has a tag,

stamp, or similar identifying marker indicating that it meets one of

the following safety standards: (a) ASTM International Standard,

ASTM F1163-04a; (b) British Standards, BS EN 1384:1997 or

PAS 015:1999; or (c) Australian/New Zealand Standard, AS/NZS

3838:2006.

2. A person mounted on a horse or stable pony on a location under

the jurisdiction of the commission, assistant starters, and a person

handling a horse in a starting gate shall wear a safety vest at all

times. If requested by a commission offi cial, the person shall

provide suffi cient evidence that his safety vest has a tag, stamp, or

similar identifying marker indicating that it meets or exceeds one

(1) of the following safety standards: (a) British Equestrian Trade

Association (BETA):2000 Level 1; (b) Euro Norm (EN) 13158:2000

Level 1; (c) ASTM International Standard, ASTM F2681-08; (d)

Shoe and Allied Trade Research Association (SATRA) Jockey Vest

Document M6 Issue 3; or (e) Australian Racing Board (ARB)

Standard 1.1998.

810 KAR 4:010. Horses.

Section 11. Equipment.

(9)(a) Any riding crop shall be subject to inspection and approval by

the stewards or the clerk of the scales to ensure conformity with the

specifi cations of paragraphs (c) through (e) of this subsection.

(b) Only riding crops meeting the specifi cations of this subsection,

including the mandatory shock absorbing characteristics, may be used

in thoroughbred racing and training.

(c) A riding crop shall have a: 1. Maximum weight of eight (8) ounces;

2. Maximum length, including fl ap, of thirty (30) inches; and 3.

Minimum diameter of the shaft of three-eighths (3/8) inch.

(d)1. Th e only additional feature that may be attached to the riding crop

is a fl ap that shall have a: a. Maximum length from the end of the shaft

of one-half (1/2) inch; and b. Maximum width of one and six-tenths

(1.6) inches, with a minimum width of eight-tenths (0.8) inch; 2. Th e

fl ap from the end of the shaft shall not contain any reinforcements or

additions; 3. Th ere shall not be binding within seven (7) inches of the

end of the fl ap; 4. Th e contact area of the shaft shall be smooth, with no

protrusion or raised surface, and covered by shock absorbing material

throughout its circumference; and 5. Th e fl ap shall have similar shock

absorbing characteristics to that of the contact area.

(e) A riding crop shall not have: 1. Stingers or projections extending

through the hole of a popper; and 2. Any metal parts.

HORSES: 810 KAR 4:010

Th e stewards may at any time require presentation of a horse’s

registration certifi cate, virtual certifi cate, or racing permit or other

proof of ownership.

Upon claim, sale or any other transfer of ownership, the horse’s

registration certifi cate or racing permit shall be given to the new

owner and any virtual certifi cate shall be transferred to the new owner

electronically. Th e new owner shall report the change in ownership to

the stewards.

Section 12. Sex Alteration

Any alteration in the sex of a horse shall be reported by the horse’s

trainer to the racing secretary and to the breed registry. Th e alteration

shall be noted on the horse’s registration certifi cate, racing permit,

virtual certifi cate, or entry in the electronic system.

Section 17. Examination by Attending Veterinarian

(1) Subject to the exception in subsection (4), a horse shall only

be entered if: (a) Th e horse has been examined by an attending

veterinarian licensed by the veterinary regulatory body in the

jurisdiction where the examination occurs no more than three (3)

days prior to entry; (b) Th e attending veterinarian certifi es in writing

that the horse is in serviceable, sound racing condition; and (c) Th e

written certifi cation is provided to the KHRC Veterinarians offi ce no

later than the time of entry.

(2) Th e examination required by paragraph (a) of subsection (1) of this

section shall include watching the horse jog in hand.

(3) If the attending veterinarian who examines the horse prescribes a

diagnostic test as part of the evaluation of the horse’s soundness, the

results of the test shall be provided to the commission’s veterinarian no

later than one (1) day before the horse is set to start.

(4) If a racing secretary contacts a trainer to fi ll a race, the trainer

may enter a horse prior to obtaining the examination and written

certifi cation required in this section, if the certifi cation required in

this section is provided to the KHRC Veterinarian’s Offi ce: (a) on

the same day that the horse is entered; and (b) prior to the race in

which the horse is entered.

Section 3. Workouts

(8)(a) A horse that has not started in the past forty-fi ve (45) days

shall not be permitted to start unless it has at least one (1) published

workout within twenty (20) days of entry at a distance satisfactory

to the stewards. If a horse has performed the requisite workout,

but the workout does not appear in the past performances, the

horse shall be permitted to start if the stewards determine that

the workout failed to be published through no fault of the trainer.

(b) A horse starting for the fi rst time shall not be permitted

to start unless it has three (3) workouts, one (1) of which

is from the starting gate, one (1) of which is within twenty

(20) days of entry, and at least one (1) of which is published.

(c) A workout not appearing in the offi cial program shall be

publicly displayed on television monitors, the tote board, and, if

available, the bulletin boards where photo fi nishes are shown at

the time when mutuel windows are opened and shall be displayed

until the conclusion of the race in which the horse is entered.

Section 6. Furosemide Use on Race Day

(1) Furosemide may be administered, in accordance with this section,

to a horse that is entered to compete in a race.

(2)(a) Th e commission veterinarian; or (b) A licensed veterinarian

approved by the commission to perform the administration if

the commission veterinarian is unavailable. If the furosemide is

administered by an approved licensed veterinarian, the administering

veterinarian shall provide a written report to the commission

veterinarian no later than two (2) hours prior to post time of the race

in which the horse receiving the furosemide is competing.

(3) Except as provided in subsection (6) of this section, furosemide

may be used if administered: (a) At a location under the jurisdiction

of the commission where the horse is scheduled to race; (b) By a single

intravenous injection, not less than four (4) hours prior to post time

for the race, qualifying race, or time trial in which the horse is entered;

and (c) In a dosage not less than 150 milligrams and not more than 500

milligrams.

(5) Th e initial cost of administering the furosemide shall be twenty (20)

dollars per administration. Th e commission shall monitor the costs

associated with administering furosemide and consult with industry

representatives to determine if the cost should be lowered based

on prevailing veterinarian services and supplies. Th e commission

shall maintain records documenting the basis for its determination,

and if the cost is determined to be less than twenty (20) dollars per

administration, then the commission shall lower the cost accordingly.

Th e cost shall be prominently posted in the racing offi ce.

(6)(a) A two (2) year old or stakes horse shall not be administered

any drug, medication or other substance, including furosemide,

within twenty-four (24) hours of the post time of the race in which

the horse is entered. Participation by the horse shall not aff ect the

status of the participating horse on the offi cial authorized bleeder

medication list. (b) Th e implementation and enforcement of the

prohibition in paragraph (a) of this subsection shall begin on: 1.

January 1, 2020 for all two (2) year olds; and 2. January 1, 2021

for all horses entered to run in a stakes race; including the races

comprising the Breeders’ Cup World Championships and the

races designated as graded stakes by the American Graded Stakes

Committee of the Th oroughbred Owners and Breeders Association.

Section 7. Furosemide Eligibility

(1)(a) Except as provided in Section 6(6) of this administrative

regulation, a horse shall be eligible to race with furosemide if the

licensed trainer or a licensed veterinarian determines that it would be

in the horse’s best interests to race with furosemide. Notice that a horse

eligible to receive furosemide will race with or without furosemide shall

be made at the time of entry to ensure public notifi cation, including

publication in the offi cial racing program.

Section 3. Out of Competition Testing

(1) Any horse eligible to race in Kentucky shall be subject to testing

without advance notice for the substances specifi ed in Section 2 of this

administrative regulation. A horse shall be presumed eligible to race

in Kentucky if: (a) It is under the care, custody, or control of a trainer

licensed by the commission; (b) It is owned by an owner licensed

by the commission; (c) It is nominated to a race at an association

licensed pursuant to KRS 230.300; (d) It has raced at an association

licensed pursuant to KRS 230.300 within the previous twelve (12)

calendar months; (e) It is stabled on the grounds of an association

licensed pursuant to KRS 230.300 or a training facility subject to the

jurisdiction of the commission; or (f) It is nominated to participate

in the Kentucky Th oroughbred Development Fund, the Kentucky

Standardbred Development Fund, or the Kentucky quarter horse,

paint horse, Appaloosa and Arabian Development Fund.

(2) A horse subject to testing under subsection (1) of this section

may be designated for testing by the executive director, the chief state

steward, chief judge, or their respective designee.

(3) An owner, trainer, or any authorized designee shall fully cooperate

with the commission veterinarian, or his or her designee, by: (a)

Locating and identifying any horse designated for out-of-competition

testing; (b) Making the horse available for the collection of the specimen

at a place designated by the commission veterinarian, or his or her

designee; and (c) Observing the collection of the specimen. 1. If the

owner, trainer or their authorized designee, is not available to observe

the collection of the specimen, the collection shall be deferred until

the trainer, owner, or their authorized designee, becomes reasonably

available, but the collection shall occur no later than six (6) hours aft er

notice of intent to collect a specimen from a horse is issued by the

commission veterinarian or his or her designee. 2. If the collection

does not occur within the time provided for in this subsection, any

horse that is designated for testing may be barred from racing in

Kentucky and placed on the veterinarian’s list, pursuant to 810 KAR

8:010, Section 17, and the steward’s list or judges’ list, for a period of

180 days and the owner and trainer of the horse may be subject to the

penalties described in Section 8 of this administrative regulation.

(4) Responsible persons. (a) Th e trainer of the horse shall be responsible

for the condition of a horse sampled for an out-of-competition test

while on the grounds of a licensed training facility or racetrack. (b) If

the horse is sampled while not on the grounds of a licensed training

facility or racetrack, the owner shall be presumed to be the responsible

person unless the owner can establish, by substantial evidence, that

another licensed person had accepted the responsibility for the care,

custody, and control of the horse, making that person the responsible

person. (c) If a horse sampled for an out-of-competition test was

claimed, sold, or otherwise transferred during the time the substance

giving rise to the positive test may have been administered, then the

commission shall investigate to determine, by a preponderance of

the evidence, the identity of the responsible person at the time the

substance may have been administered. (d) If the commission cannot

determine a responsible person, then the commission may deem the

owner responsible and may place the horse on the veterinarian’s list for

as long as is necessary to protect the integrity of racing. (e) If a horse

designated for testing is sampled at a location not under the jurisdiction

of the commission, the trainer or his designee may declare at the time

of sampling any reportable substances that have been administered to

the horse but have not previously been disclosed to the commission.

WAIVER CLAIMING

At the time of entry into a claiming race, the owner may opt to declare

a horse ineligible to be claimed provided: (1) Th e horse has been laid

off and has not started for a minimum of 180 days since its last race,

and (2) Th e horse is entered for a claiming price equal to or greater

than the price at which it last started. (b) Failure to declare the horse

ineligible at the time of entry may not be remedied. (c) Ineligibility

shall apply only to the fi rst start following each such layoff . (d) Waiver

claiming races shall be considered as a starter allowance, in regard to

eligibility and weight allowances.

KENTUCKY THOROUGHBRED DEVELOPMENT FUND

Horsemen with Kentucky-sired Kentucky-breds have over $10 million

more in purse money to run for in designated stakes, handicap,

allowance, non-claiming maiden races, and allowance optional

claiming races with a claiming price of not less than twenty-fi ve

thousand dollars ($25,000) contested at Th oroughbred racetracks in

Kentucky.

Eligible races can be readily recognized in the stakes and condition

books by the Kentucky Th oroughbred Development Fund seal, which

will appear next to each race in the stakes and condition books.

In accordance with KRS 230.400(5)(d), it is mandatory for a horse to

be registered prior to time of entry to be eligible to participate in the

distribution of Kentucky Th oroughbred Development Fund monies.

Registration is only complete once the application is approved and

payment has been received.

All horses of racing age that are both Kentucky-bred and sired by a

Kentucky stallion which stood in Kentucky the entire breeding season

the year the horse was conceived are eligible to be registered. Owners

of horses of racing age are responsible for registering their horses.

Stallion owners are responsible for registering their stallions.
