With the recent reports in the newspapers about the banks

functioning for 6 days in a week, State Bank of India, the largest nationalized bank in India, has come forward with an explanation.

Banks will function as usual on 30th March (Monday) and 31st March (Tuesday).

Banks will be closed on 1st April (Accounts closing), 2nd April (Mahavir Jayanthi), and 3rd April (Good Friday).

Transactions will be resumed on Saturday, 4th April.

As the treasury remains closed on Saturday, the banks will not be held responsible if the salary of the government employees is paid belatedly on 6th April.

Reserve Bank of India has ordered

the banks that they must ensure the government departments transactions should be smooth and take necessary precautionary steps.

RBI has also made a press release that banks will function for extended working hours till 8.00 PM on 30th & 31st March as these are the last dates for payment of income tax.

RBI has also informed that e-banking services, on-the-spot cash exchange/payment services will function full time on 30th & 31st March.

With this clarification from RBI & SBI, it is expected that banking services will not be disturbed to cause any inconvenience to the public during the coming successive holidays.

Sri Lankan President Maithripala Sirisena’s youngest brother died on

Saturday in hospital after being attacked by a man wielding an axe two days earlier, police said. “Priyantha Sirisena died this morning in the hospital,” police spokesman Ruwan Gnasekera said.

Mr. Sirisena, 40, a businessman, was attacked owing to a personal dispute on Thursday night in his hometown of

Polonnaruwa, 215 kilometres north-east of the capital Colombo. He was airlifted to Colombo from Polonnaruwa on the same night.

He was under intensive care for severe head injuries. His death came as the President was in China on a state visit. The attacker, a friend of the deceased, has been arrested and remanded till April 8, police said.

As summer

h a s i n t ens i f i ed throughout Tamil Nadu, consumption of electric power has increased to to 29 Crore units.

On Thursday, 26th March, the power d e m a n d r e c o r d e d 29,39,29,000 units of electrical energy. As compared to last year’s maximum demand, this falls short only by 40000 units!

With the intensity of heat increasing every day, people have resorted to using air-

conditioners. The officials i n f o r m e d this as the reason for the increased demand.

P o w e r demand has also touched 14000 MW. In the last few days, the demand was around 13,900 MW.

It is expected that this demand will cross 14000 MW if the summer intensity continues.

Special medical camps will be conducted at all Tamil Nadu government district head hospitals, and local government hospitals at 167 locations from 28th March till 5th April.

Mother-child care, treatment for pregnant women, and tests for children under 5 years of age will all be offered in this special medical camp organised by the department of city welfare projects.

Further, experts will give consultation on diseases related to heart, kidney, nervous system, eyes, nose, and teeth.

Tamil Nadu government has announced that the patients tested during these special camps needing further treatment will be recommended for treatment under the Chief Minister’s extended insurance policy scheme.

The TV and news media in India lighten only the deaths by accidents, climatic disaster, terrorist attacks, border ambush casualties, riot victim, renowned personalities etc., those are very negligible when compared to thousand Indians dying every day out of sickness. Many of our kith and kin die with out proper medical treatment and are unable to withstand the expenses in the private hospitals because the government hospitals through out the country are under developed with acute shortage of doctors, buildings, equipment and medicines those are so far never enlightened by any medical and social media in our country. This is the darkened story of poor Indians die of sickness in thousand a day.

The silent deaths of thousand a day in sickness is being darkened for a simple reason because there is no value for the life of poor sickened citizens in the society, the corrupted politician do not have global knowledge on health and medicine and the know ledged medical practitioners who control the Medical Council of India enforce to maintain the monopoly of their status of existence in glory with their money making business to safe guard the non-competition in their medical profession that has stampeded the total medical education in the country to the bare minimum when compared to other countries in the world. M.C.I. do not wish to travel in the national stream of educational developments like

engineering, law, teachers and other academics and keep aloof for their selfish motivations. It will be surprising that India has one doctor for 2100 people while country like Cuba has one doctor for 300. The noble laureate Dr. Sen in one of his articles pointed out that health sector in India is pitiably under developed and the annual budget allocation for health and family welfare in India is only 1.3% when compared to the developing countries those spent 5% as minimum for their health requirement.

Under this state of most under developed medical conditions in our country, I would like to focus on the reality of this under developments by quoting the recent incident that happened in the Tamilnadu

Government’s Medical Officer’s recruitment board. The government hospitals in Tamilnadu have 2200 vacancies for the doctors on the specialized fields of medicine and surgery. The calling letters were sent to all the unemployed doctors who are registered with the M.C.I. branch, Chennai. Surprisingly, only 260 doctors have attended the interview.

Further, a walk-in interview was announced in the major daily newspapers those were never responded.

One of the doctors for social justice says it is because the specialized doctors are attracted on red carpeting welcome by the private hospitals with attractive packages that they can never dream in their live. This hypocrite doctor wants to hide the truth by blaming private hospitals and not willing to declare that the medical education in India is totally blocked by the M.C.I. and the supply of doctors are not even 20% to the demand of our country with 120 crore population. The demand of doctors in India is beyond the limits but the making of doctors is squished to very minimum under the veil of quality medical education. If this state of affairs continue, the M.C.I. will built its empire of quality doctors only after centuries to come on the debris of millions poor sickened Indians die without medical care.

The under know ledged, corrupted politicians and the M.C.I. is driving our country towards astray and are betraying the nation not being sincere to the oath they have taken on their convocation and swearing in ceremony.

If quality medical education is the only aim of M.C.I., why do they grant permission for establishing private medical colleges those enrol students with 60% aggregate marks in the school final by receiving

bulky donations? What type of quality doctors they can produce with these averagely intelligent student while hundreds of thousands most intelligent students, studying science group in their school final every year, dreaming to become doctors, obtain least 180/200 cut off marks are deprived of their rights to become doctors? What measuring scale the M.C.I. is following? M.C.I. know well that only 700 hundred thousand (7 laks) doctors are registered with them in India.

Out of this 700 hundred thousand doctors, 500 hundred thousand doctors are practicing in the metropolitan cities, the remaining are serving in the district headquarters hospitals, rural areas and the villages are completely and deliberately neglected by the doctors of India as most of the doctors marry doctors and want their children to study in the top schools of the metropolitan cities and make them as doctors to take care of the private hospital empire built by them at the cost of blood money from the patients. The M.C.I. also knew that nearly 80% of the Indian population are living in the villages. In reality these 700 hundred thousand doctors are serving only for 20% of the Indian population.

Many specialized, outstanding doctors studied in the government colleges and richer doctors those who studied in the private medical colleges migrate to foreign countries under the cover of higher education and research. This practice of brain drain is an act of betrayal to the nation that spent billions of government funds to make them doctors. In reality 80% of the national population are not provided with doctors and health services since 67 years of independence.

If so, why there should

be a government, health ministries and M.C.I. who do nothing to promote health care of the citizens? Why cannot the Union Health and Family Welfare ministry and the M.C.I. advise the government to increase the annual budget for increasing the health care and medical education in the country?

The past U.P.A. government announced in their last election manifesto that they will provide medical colleges in every districts of India which is the only solution for saving thousand dying out of sickness every day in the country.

But the announcement was an upper grass eating without knowing the following factors that can be achieved only with very high efforts against the criticism by the Indian Medical Association who are the real huddle to develop medical education in India.

1.The annual budget allocation of be increased from 1.3% to at least 4% to the health and family welfare ministry for building medical colleges, hospitals and villages receiving points.

2.This will provide more M.B.B.S. doctors and create competition among them and the competition will push them to serve in the villages.

3.To produce more M.B.B.S. doctors, the colleges will need sharp increase of teachers who are to be post graduate doctors and super specialized doctors which is presently 20% in teacher-student ratio, the most acute shortage of teachers, because of which many private medical colleges are being shut down.

4. You can confirm this fact from the call for specialized doctors by the government of Tamilnadu to fill 2200 vacancies to which only 260 attended the interview and how many of the

interviewed joined the government is another question.

5. To make ways for this reformation and to increase the teacher-student ratio, the M.C.I. , central and the state governments’ medical universities should abolish the entrance examination to M.B.B.S., doctors, increase ten time more post graduate seats of now and allow them to join the post graduate studies directly based on the merit of marks in their M.B.B.S. examination.

If the above reformation is made by the central and state governments, the following are the benefits the sick Indians are going to enjoy.

1. We get smaller hospitals among the cluster of few surrounding villages with an M.B.B.S. doctor where by child berth mortalities are thrashed out. Patients in emergency such as sudden organs disorder and poison deaths are prevented.

2. More rural government and private hospitals will mushroom in the towns.

3. Minor and medium surgeries can be conducted in the town hospitals with less efforts and cost those will minimize the agony of patient in chronic diseases.

4. In the future, multi-speciality and super speciality medical services can be provided in the District medical colleges and hospital and also in the private hospitals of the District head- quarters.

5. Though, fast and world class developments are achieved in our country in the manufacturing sectors of medical equipment, consumable and medicines, there are hidden monopoly earnings created by the exploiting less strengthened doctors community who get bulk commissions and gifts adding nearly 50% above the original cost from the diagnosing centres, pathological,

haematological clinics and from the drug companies for promoting their business.

6. If more doctors and specialized doctors are produced in our country, the above shameful act of physicians can be reduced in competition, poor and middle class sickened citizen will be relieved of burden and avoid bankruptcy in selling or mortgaging the properties for the medical expenses of their kith and kin in the private hospitals

More medical Instruments and equipment will be in demand for manufacturing and the engineers and technician will get their employment in government and private hospitals and we see no instruments and equipment in the government hospital is non-functioning due to wilful negligence of the medical officer as they are now lying idle with repairs, uncared and useless.

This competition will push the government doctors to care their job security and do their bound duties in maintaining the hospitals with proper sanitation and cleaness.

Above suggestions are enlightened by me and

also by Dr. Meenakshi Gowthem of I.I.T. Madras to the Union Ministry for health and family welfare and also to the M.C.I. in the recent years. She has filed a case against the M.C.I. to promote the education for rural doctors with three years of study and one year internship and was successful.

But the M.C.I. kept the proposal in abeyance and still preparing syllabus for the past three years but nothing has come out so far.

It is all going without being initiated by the whistle blowers and social activists in India because majority of the social activists do not have in-depth knowledge in the health under developments and about the strongest monopoly iron curtain, the Indian Medical Association to whom the M.C.I. is the spokes establishment.

Who will bell the cat is the question? After reading this appeal, why cannot we, the social activists and whistle blowers join in hand and form an association to safe guard our country from this pitiable under development and prevent thousand deaths of our fellow citizens every day.

The 9th International Short Film Festival of India (ISFFI),Chennai hit the screens of selected city theatres on 25-26th March 2015, unrolling a vibrant selection of short films, documentaries and animations. Out of the 1150 entries that came in for the festival from 66 countries, 66 short films from 20 countries were selected and screened during this two day festival. The Indian entries were from Karnataka, Chennai, Mumbai, Haryana, Andhara Pradesh, Kerala and Kolkata.

This two-day festival, best known for its diverse and cosmopolitan balance of films including various genres like drama, documentaries, animation, comedy, science-fiction and mystery was an initiative of the Don Bosco Institute of Communication Arts (DBICA), Chennai for the benefit of film lovers, media critics, film theorists, film students, and all those associated with film production.

The festival coordinator Fr. Harris Pakkam, who is also the festival director and founder, gave the rationale of this initiative, and expressed his contentment on seeing the 9th edition saying, ``What came in a small way has grown so much in these nine years, and I can see a great boom in this genre of short films. They have indeed become a powerful medium of communication, education, empowerment and entertainment.

The Celebrities and Guests of honour who took part in the inaugural ceremony of ISFFI were Vice Provincial of Chennai Province Fr. Deva Joe SDB , Vice Chairman - DB Institutions, Director SS Stanley, Director M. Perarasu , Director Ram Prakash, Director, & Film Critic Cable Shankar, Actor & Director Aruldoss , Cameraman C.J. Rajkumar, Cameraman Deepak and Editor Sabu Joseph.

All the dignitaries gave their views on the role of Short films and the impact it had created in today`s society, specially among the younger generation. Rev. Deva Joe highlighted the necessity of social consciousness that each filmmaker should have in his/her creation.

Brian M. Jennings, veteran Hollywood VFX supervisor and editor, in his message expressed his amazement at the high quality animation films that came in for the festival, and remarked that India was making giant leaps in the field of VFX and Animation.

The festival came to a graceful climax with the award ceremony in the presence of a good number of representatives and dignitaries from Media. They were all enthused at the overwhelming response of the film makers and the audience towards short films.

Awards were given under three categories. ``Grounded`` a short film by Alexis Michelik from France won the first place in the International Category, while ``Pere`` by Achourlofti from Tunisia and ``Eine Gute Geschichte`` by Martin Christopher Bode from Germany bagged the second and third place respectively.

Under the National Category, the first place was awarded to the short film ``Kadamai`` by M. Balasubramaniam from Chennai, while J. Sabarish `s short film ``Last Kiss`` from Chennai was awarded the second place, and Vidyasagar Gollamudi`s short film ``Kurrtha`` from Hyderabad was awarded the third place.

There was also a Special Category awards given. The best Animation Film was awarded to ``The Street Artist`` by Mahmoud Hindwai from Jordan, and the best Documentary short film was awarded to ``Not Anymore`` by Matthew Van Dyke from USA, and the Audience Choice Awards were given to ``Atleast Oru Mutham`` by Darshan from Chennai and to ``Ahimsa`` by Shivaraj from Chennai.

Other 16 filmmakers who took part in the film festival from India and abroad were awarded with a participation certificate.

DBICA has always been a vanguard organization and its uniqueness and impact result from being ahead in promoting this genre of short film making already in the 90`s, and bringing in a creative fusion between the mainstream media and the alternate media through short film festivals

ISFFI 2015 was organised in collaboration with some International Film Festival groups, and had also a dynamic set of academic collaborators from the city such as S.R.M. Sivaji Ganesan Film Institute, Chennai, Don Bosco College of Art & Design, Department of Visual Communications - Sathyabama University, Department of Visual Communications - Madras Christian College, Alpha Group of Institutions, Bridge Academy and SIGA Polytechnic College.

ISFFI continues to remain as Chennai`s unique and biggest short film festival offering an array of visual delight leaving the viewers enthralled, and at the same time educating, entertaining and empowering them.

The Opposition-backed bandh called for by farmer unions failed to make any serious impact with normalcy maintained in almost all districts in the State.

While few shops remained shut in the morning in cities

like Chennai, Madurai and Coimbatore, the bandh did not affect public transport. Offices remained open.

The bandh was called for to protest against the plans of the Karnataka government to build check dams across Cauvery river in Mekadatu.

Except the AIADMK, all parties have openly backed the bandh.

Police said security has been enhanced and vigil mounted across the state. Additional police personnel have been deployed in areas bordering Karnataka, at central government offices and railway stations.

Meanwhile, a delegation of all MPs from Tamil Nadu belonging to AIADMK, DMK, CPI(M) and BJP will call on Prime Minister Narendra Modi this evening and hand over a copy of the resolution adopted in the Assembly urging the Centre to rein in Karnataka from going ahead with its plan to build the dam across inter-state river Cauvery.

“This House urges the Centre to take immediate steps to stop preparation of a Detailed Project Report to build a new dam in Mekedatu by Karnataka,” the resolution moved by Chief Minister O. Panneerselvam and adopted unanimously yesterday said.

Mr. Panneerselvam had also urged all Members of Parliament from the state to call on the Prime Minister and give him a copy of the resolution and convey the state’s stand and concerns over Karnataka’s move.

CPI(M) state secretary G Ramakrishnan confirmed that the MPs are meeting the Prime Minister this evening. “Our party MP T.K. Rangarajan will be part of the delegation,” he told PTI.

Meanwhile, police quoting initial outputs said the bandh is almost total in Cauvery delta districts, including Thanjavur, Tiruvarur and Nagapattinam.

Birth LegendMahavira was born into royalty as the son of King Siddhartha and Queen Trishala. The exact number of dreams differs according to the school of Jainism; Svetambaras generally believe that the actual number is fourteen while Digambaras claim sixteen instead.

Regardless, the astrologers that interpreted these dreams claimed that the child would become either an emperor or a Tirthankar. It is said that when Trishala finally gave birth to Mahavira, the god-king Indra bathed the newborn himself with celestial milk, a ritual essentially marking him as a Tirthankar.
