The Regular Meeting of the Board of Trustees of Lewis and Clark Community College, District No.

536, was called to order at 7:02 p.m., Tuesday, October 8, 2013, in the Board Room of Erickson Hall,

Lewis and Clark Community College, Godfrey, Illinois, by Chairman Robert L. Watson.

INFORMATIONAL ITEMS

Vice President Kent Scheffel announced this semester at Lewis and Clark marked the 18th

consecutive

year of increased fall semester enrollments with a new record high of 8,520 credit students enrolled – the

first time fall semester enrollments have ever surpassed 8,500 students. Scheffel also noted a new all-

time credit hour count at 65,221 this fall continuing to place Lewis and Clark with the longest

continuous growth trend in the State of Illinois among community colleges. Scheffel noted that each

semester it takes a team of people from departments all around campus – from accounting, IT, Media

Services and numerous others who help us make the process run smoothly each semester.

DISCUSSION ITEMS

Vice President Gary Ayres said Phase II construction at NGRREC is coming to a close as the contractor

completes a final punch list with only a few details remaining. The water delivery system and work at

Dynegy has been completed to bring the mesocosms online. The lab equipment and casework

installation is now complete, and the fencing around the mesocosms is also installed. LEED submittals

are being compiled for certification, and the additional parking on site is now established.

Vice President Linda Chapman announced that the Midwest Regional Association of Developmental

Education (MRADE) has awarded a 2013 Excellence in Developmental Education Award to Lewis and

Clark’s Kathy Haberer. MRADE represents developmental educators in two and four year schools in

Kansas, Illinois, Iowa, Missouri and Nebraska. Educators are faculty and staff who serve developmental

education in a variety of capacities. Kathy Haberer, director of Student Development and Counseling,

was awarded the ‘Outstanding Administrator for Support to Developmental Education Award’. Kathy

has been a member of this organization since 1998 serving as president, treasurer and secretary over

time. Chapman expressed appreciation for Kathy’s energy, humor, and passion for improving the

learning outcomes of students who initially place into developmental education courses.

Vice President Scheffel announced that the U.S. Department of Education’s latest report on student loan

default rates shows the default rate decreasing for Lewis and Clark students by 1.7 percent based on

figures from 2010-2011. The default rate is based on the number of student borrowers who defaulted on

their loans while in repayment status. The Department of Education has traditionally reported two-year

default rates, and is now tracking three-year default rates as well. L&C’s two-year default rate for FY

2011 is 9.1 percent, well below the national average of 10 percent. The three-year rate for FY 2010 is

16.1 percent, a slight increase from 2009 with the number of borrowers increasing from 79 to 97. Lewis

and Clark awarded more than $13 million in scholarships, grants, and loans in FY 2013. The Financial

Aid department continues to take steps to improve the default rate. The college currently provides loan

exit counseling to students who graduate or drop below half-time enrollment and researches delinquent

and defaulted student loans. Students also receive correspondence informing them of repayment and

reinstatement options and are directed to a Financial Aid advisor for further guidance.

Vice President Scheffel also announced that a new formal admissions agreement has been established

with Fontbonne University providing another seamless transfer option for students to complete a

baccalaureate degree. The new agreement includes several factors that will benefit students who plan to

transfer to Fontbonne. Any L&C student admitted to FBU and holding an associate degree oriented

toward the baccalaureate degree will be accepted in junior standing; LC students maintaining continuous

enrollment under the agreement will be afforded the same treatment and protection as FBU native

students enrolled under a specific catalog; criteria for acceptance into FBU will be the same for transfer

as for FBU students; once students are admitted to both L&C and FBU, each institution will maintain

appropriate records; and students will have access to services on both campuses, including the library.
