The meeting will begin at 7:00 p.m. Following the Call to Order, the public has the opportunity to comment on posted agenda items during the third section called Audience Questions and Comments on Agenda Items. Each individual is limited to three (3) minutes for such comment. The Board is not required to take action at this time, but will consider the comments presented as the agenda progresses. Following public comment, the meeting will proceed with the fourth section called Vendor and Staff Reports. This section will allow Vendors and District Engineer and Attorney to update Board on work and to present proposals. The fifth section is called Business Items. This section contains items for approval by the District Board of Supervisors that may require discussion, motions, and votes on an item-by-item basis. The fifth section is called Business Items. The eighth section is called Business Administration. The Business Administration section contains items that require the review and approval of the District Board of Supervisors as a normal course of business. The ninth section will be Management Reports. This section allows the District Manager and Staff to update the Board of Supervisors on any pending issues that are being researched for Board action. Occasionally, certain items for decision within this section are required by Florida Statute to be held as a Public Hearing. In the event of a Public Hearing, each member of the public will be permitted to provide one comment on the issue, prior to the Board of Supervisors’ discussion, motion, and vote. The tenth section is called Supervisor Requests. This is the section in which the Supervisors may request Staff to prepare certain items in an effort to meet the District’s needs. The final section is called Audience Questions, Comments and Discussion Forum. This portion of the agenda is where individuals may comment on matters that concern the District. The Board of Supervisors or Staff is not obligated to provide a response until sufficient time for research or action is warranted. Pursuant to provisions of the Americans with Disabilities Act, any person requiring special accommodations to participate in this meeting is asked to advise the District Office at (813) 397-5120, at least 48 hours before the meeting. If you are hearing or speech impaired, please contact the Florida Relay Service at 1 (800) 955-8770, who can aid you in contacting the District Office. Any person who decides to appeal any decision made by the Board with respect to any matter considered at the meeting is advised that this same person will need a record of the proceedings and that accordingly, the person may need to ensure that a verbatim record of the proceedings is made, including the testimony and evidence upon which the appeal is to be based. Agendas can be reviewed by contacting the Manager’s office at (813) 397-5120 at least seven days in advance of the scheduled meeting. Requests to place items on the agenda must be submitted in writing with an explanation to the District Manager at least fourteen (14) days prior to the date of the meeting. 2

As requested by the Board, in early May, Johnson Engineering undertook a field review of the detectable warning surfaces (truncated domes) at the sidewalk ramps throughout the Suncoast CDD limits to identify potential trip hazards due to loose or damaged mats. Our field visit identified twenty‐three (23) locations where truncated dome mats were either damaged, loose or had curling edges which could result in a trip hazard (see attached map showing locations). An example of a loose truncated dome mat within the community is shown in the photo below:
The majority of the truncated dome mats with issues were in Suncoast Meadows Phase 1 with a few in Suncoast Meadows Phase 2. Based on our observations, we requested quotes from at least five contractors to remove and replace the mats to address the concern related to trip hazards.

Requests for quotes were sent to five contractors. We received quotes from three contractors as follows:

Based on the quotes received, it is recommended that the Board approve the selection of Spearem Enterprises, LLC to complete the work in the amount of $3,565.00. The acceptable colors (for the detectable warning surfaces) as noted in the FDOT Design Specifications are yellow, black and brick red.
Since all three colors are acceptable, and there is no price difference, we request the Board indicate their preference with regards to color. However, generally speaking, the greater the contrast in color between the detectable surface and the concrete, the better the visibility for visually impaired persons. The mats being recommended for replacement were faded but were likely brick red when installed. However, yellow is generally accepted as providing the greatest contrast.

VENDOR AND STAFF REPORTS 37 Yellowstone Landscaping 38 39 Mr. Perez and Mr. Bowersox from Yellowstone reviewed with the Board their first 30 days on 40 site and the current state of the landscape program. They have been working hard to get the place 41 detailed, irrigation working properly, proper edging and noted the poor condition the property 42 was in. The Board approved annuals and they are to be the summer mix. The Board requested 43 dog stations be kept full, trash in beds, old palm braces be removed and trees lifted up along 44 sidewalks. Yellowstone will be meeting Mr. Howell to go over the Board requests that will need 45 proposals so they can be reviewed at the June meeting. Yellowstone will work with Celia 46

Nichols for any plant replacements so plant pallet meshes with the capital improvement project. 47 Yellowstone will attend the Board meetings on a quarterly basis. 48 49 Nichols Landscape Architecture 50 51 Celia Nichols then presented updated construction drawings. (Entire discussion on audio) 52 53 Celia Nichols stated they would now go to the structural engineer and then once they were 54 reviewed by them they could be submitted for permitting. The hope is they could be submitted 55 within the next 30 days. 56 The Board reviewed logo and liked the one with the Suncoast in a brick color. It should also state 57 communities. The Board was pleased with progress and concept. Ms. Nichols will keep Brian 58 Howell posted on progress and if needed a special meeting can be called to finalize any details. 59 The Board also reviewed some of the stone color suggestions. 60 61 A. District Counsel 62 63 Brian Howell advised that District Counsel had nothing to report. 64 65 B. District Engineer 66 67 Brian Howell stated the District Engineer would attend the June meeting to go over the ADA ramp 68 matting that needs to be replaced. 84 Mr. Howell reviewed the budget and stated that due to how well the District had performed in 85 prior years, how it was tracking this year and past surpluses the recommendation from staff was 86 to keep the assessment level the same for 2017 as it was in 2016. 87 The Board reviewed the budget and had a few questions on line items including how to fund the 88 ramp matting replacement which Brian Howell noted would be funded from the capital 89 improvement line items. This line item was also funding the work done by Celia Nichols. 90

The south, east and west banks of pond #21 look good. The wild side bank (north bank) will need to betargeted for invasive Torpedograss. This application will more than likely need to be done via boat dueto limited access.

Over all pond #6 looks good. Minor Torpedograss regrowth was observed in small patches towardsthe center of the pond. Thought this site was treated for Torpedograss 5/11/16 a follow up applicationmay be required. Pond #3 looks good all shoreline weeds have been treated and are decaying. Pendingno new growth occurs this site would clear in 1-2 weeks.

Pond #2 looks great! Trace amounts of Torpedograss were observed among some beneficial plants butappear to be browning from recent treatments (see bottom right photo).

Minor Slender Spikerush regrowth was observed in 6 inch bands around the perimeter of pond #5(above and top right photo). The water level in pond #18 was extremely low upon inspection but willideally fill to the high water mark during this year's rainy season. No other abnormalities were noted.

The algae around the perimeter of pond #8 will need to be treated during next routine visit. TheTorpedograss on the leading edge of the littoral shelf (see above) will need to be targeted as well.Moderate trash debris were also observed, windblown to the south most corner of this site.

Site #21 is completely filled with native and beneficial Duck Potato. A 1 foot swath of shoreline bankhas also been treated for all terrestrial overgrowth. Sites #13 and #14 look great!

Pond #10 is under extensive treatment for large populations of Torpedograss and submersed plantSlender Spikerush. Both invasive species have been aggressively targeted and have responded well totreatment as roughly 80% of total invasive vegetation coverage is brown and decaying.

Pond #11 has also received aggressive treatment for shoreline plants Pennywort and Torpedograss. Theexposed banks of pond #15 will need to be treated for the minor terrestrial weed growth observedduring inspection.

Management Summary
Recommendations/Action Items
A majority of the ponds at Suncoast CDD are currently undergoing treatment and are making great strides towards improvement. Shorelineweed Torpedograss seemed to be the main invasive species throughout the community. Sites #3, #4, #5, #8, #9, #10 and #11 were treatedfor shoreline weeds on 5/11/16. All of these sites have responded well to treatment and are currently in varying stages of decay. Sites #6and #21 will likely need follow up applications to address the remaining growth.
Ponds #2, #7, #12, #13, #14, #15 and #18 all looked good. The water level in pond #18 is very depressed but this site should fill during thisyear’s rainy season.
Minor surface algae was observed on ponds #8 and #9 will be treated during the upcoming maintenance visit. Minor trash debris were alsoobserved on pond #8 and will be removed as well.

After recent shoreline weed treatments pond #18 looks great. Pond #19 recently received extensiveshoreline and submersed weed treatments and will be progressing through phases of decompositionover the next 2 possibly 3 weeks. Positively, native Bacopa that will naturally help to improve waterquality, are beginning to grow in this area.

--The natural decomposition of treated materials will be allowed to go through to completion in sites #3, #4, #5, #8, #9, #10 and #11.These sites should continue to clear over the next 1-2 weeks.
--The Torpedograss on the wild side of pond #21 will need to be treated for Torpedograss and the minor remaining growth in pond #6 willneed to be targeted as well. Expected treatment time after application being 14-21 days at the most.
--Minor shoreline trash debris were observed in the south corner of pond #8. This growth will need to be removed during the nextscheduled maintenance visit.
--The trace amount of Slender Spikerush re-growth in pond #5 will need to be treated. Standard results here generally take 14-21 days forfull result after application.
--The large population of Cuban Bulrush around the perimeter of pond #16 will need to be treated. Plans of action will be discussed withservice team to determine how best to access this site.

Clear overgrowth around pond bank on corner of Mentmore Blvd. and Meadowbrook Dr. so that pond area can be seen, leaving some of the larger trees. This is a one time clearing, if this area is to be kept maintained there will need to be an addendum to the contract orcan be performed on an as needed basis. The more often it this done the less time it would take, therefore less cost it would be.
