The Community Foundation for the Alleghenies is a non-profit public foundation. Through the generous charitable giving of people like you, we build professionally managed assets to support our community.

We seek to link your interests to the community, to support non-profits, and to address community needs, primarily in Bedford, Cambria and Somerset counties.

Of approximately 700 community foundations nationally, the Community Foundation for the Alleghenies ranks in the top 25% in terms of assets and grant making.

Grants are advised by our donors, or donors have entrusted the Foundation to use its community knowledge and engagement to place their giving toward greatest needs, emerging issues, or to best leverage additional support.

The Community Foundation for the Alleghenies is overseen by an active volunteer board and a large number of volunteer committees. We are operated by a professional staff and have retained professional financial management oversight.

We support two affiliate advisory bodies, the Bedford County Endowments and the Somerset County Community Funds. The Foundation also is home to the Foundation for Pennsylvania Watersheds.

The Community Foundation for the Alleghenies also is among those foundations achieving compliance with national standards as established by the Council on Foundations, the philanthropic sector’s primary affiliate organization.

From the Chairman and Executive Director

In 2010 the Community Foundation for the Alleghenies celebrates its 20th anniversary. Ordinarily, such a notable time calls for looking back and thanking the many people who played a part in advancing the Foundation’s mission of working with donors to support our community. We certainly want to do that—especially our founding board members and Bob Allen, our volunteer first executive director; as well as David Kraybill, our first paid director.

In the pages of this report you will see the many funds established over the years and read the names of our donors. To say we would not be where we are today without them goes without saying. Donors—and the projects that get supported because of their selflessness—make up what the community Foundation for the Alleghenies is. Because of our donors, since 1990 the Foundation has distributed nearly $20 million. These funds came as a result of many, many individual donors and through the support of foundations, such as the Heinz Endowments and the Richard King Mellon Foundation, for projects like the Foundation for Pennsylvania Watersheds.

In these pages you also will see lots of photos of young people. Even while we pause to recognize how the Foundation has grown over the past twenty years, the fact remains that it is our future that really matters—and not merely the future of the Foundation, but the future of our community and its people. We know that is what our donors are thinking about when they establish a fund or include us in their financial plans.

With this in mind, we are trying to help shape our community’s future, too, for our donors and for our young people. In 2010, on our 20th anniversary, you will hear about a Community Intervention program aimed connecting disadvantaged young people with caring adults to increase their chances at lifelong success and to make our community better. You will read about our efforts to assist with the implementation of the City of Johnstown’s Master Plan, the Regional Vision 2020 Plan and the Laurel Highlands Initiative.

In Bedford County we are planning to partner with nonprofits on initiatives to make nonprofits stronger and to raise the profile of the value of philanthropy to the community. In Somerset County we will open a match campaign to grow our Somerset County Community Fund to provide more philanthropic support for Somerset County.

We also are working with local wealth advisors on a schedule of events designed to create more knowledge about charitable planning and the role the Foundation can play in partnership with advisors and their clients.

In all, the Foundation’s 20th year should be a busy one.

More than ever we are asking about what our community will be like in the future. As you read this book or when you take time to think about such things, we hope you, too, will ask yourself this question. When you do, please call us. Let’s work on this together.

The Benjamin Bosler Fund provided the Chestnut Ridge Future Business Leaders of America the opportunity to attend the State Leadership Conference, allowing students to compete in their respective events to qualify for national competition.

How Does the Community Foundation Work?It is simpler than you might think. You can create your fund now, establish it in your will, or create it through a trust arrangement that benefits your family as well as charity. You may give in honor of an anniversary, to celebrate a special event, or to support a cause. Tax deductions are earned at the time of your gift, while grants awarded from your fund will continue investing in our community forever.

Almost any kind of asset can be used to start your fund, including cash, publicly-traded securities, closely-held stock, interests in limited partnerships, real estate, life insurance, tangible personal property and private foundation assets.

We can also discuss other options with you, such as bequests, charitable remainder unitrusts, charitable remainder annuity trusts, charitable lead trusts, charitable gift annuities, life income and deferred charitable gift annuities, or other ideas you might have in mind.

With the recent activity in both natural gas and coal mining, the Foundation is prepared to work with people holding leases or receiving royalty payments who seek to support the community—and achieve the tax advantages that may come with it!

Many of our funds are named for the donor or the donor’s family or as a memorial to someone special. Every grant from each fund will carry its name. If you prefer anonymity, you may choose a name that reflects your fund’s charitable purposes.

Philanthropy can be made easy. Here are six simple steps:1. Discuss your overall philanthropic goals with your family members and legal or tax advisors.2. Decide how much you can afford to give. The Foundation works with

donors at all levels.3. Determine the causes/organizations that will use your donations to meet the goals you support.4. Meet with Foundation staff to discuss your plan.5. Ask questions, explore the different gift vehicles.6. Get started!

We provide you the flexibility in charitable giving without the time and expenses associated with running your own foundation. We can help you set up a fund that will maximize both your tax advantages and your impact in the community—now and forever.

Our oversight of your generosity, in addition to professional investment management, includes filing tax returns and providing an independent audit; providing the services of experienced grant makers who know the community, its needs and its organizations; ensuring that grants are awarded as you recommend and in the name of your fund; and issuing you regular financial reports.

In short, our job is to make it easy for you to provide for what you care about in our community and its future. It’s no secret that people who give often feel they get more in return. Our primary reason for existing is to help ensure that is the case for you. Go ahead. Make Your Day.

Establishing your fund can be easier and quicker than opening a bank account. The Foundation takes care of all administrative and grant making activities, eliminating the need for you to set up a separate institution, formulate policies, file forms and monitor the status of grant recipients. We help you accomplish your charitable goals while saving your precious time and money. You even may gain significant tax benefits.

Scholarships through the Community Foundation are eligible for a match opportunity

The Community Foundation is approved by the Pennsylvania Higher Education Assistance Agency to participate in its Partnership for Access to Higher Education Program (PATH). This makes scholarships provided by Foundation donors eligible for consideration for a match of their scholarship awards. This partnership allows the Community Foundation potentially to provide additional support of our donors’ interest in providing for worthy students.

The Community Foundation manages the distribution and award process for most of our donors’ scholarship funds. Please call for information on establishing a scholarship fund at the Community Foundation.

Page 7: Community Foundation for the Alleghenies 2009 Annual Report

5

Donor Advised Funds support recommendations by the donor of distributions to qualified organizations.

Donor Designated Funds permit the support of specific charitable organizations. The fund remains relevant over time and is responsive to changing circumstances.

Field of Interest Funds focus on issues of concern such as health services, the environment, economic development, human services, education, children and youth, family, and the arts.

Unrestricted Funds are not restricted by the donor for any one purpose; instead, they are used to support the changing needs of our communities. This is the most flexible type of fund.

Scholarship Funds recognize achievement and provide financial support to students who wish to further their education. Donors may specify selection criteria. Some funds may be tailored to specify a variety of criteria such as attendance at a specific college, technical school, or university. In some cases, the Foundation may be able to provide matches to your scholarships.

Agency Funds support specific nonprofit organizations, and the income earned promotes the ongoing purposes of those organizations. An agency endowment is a way to build a nest egg and attract future endowment gifts.

Administrative Funds are for donors who wish to assist in the work of the Foundation by helping to defray expenses. Income is used to further the charitable purposes of the Foundation by supporting its administrative expenses. The long-term goal of the Community Foundation is to be completely supported by its administrative endowment.

By setting up a fund, you have the ideal opportunity to create a legacy for you and your family and for our community. Your permanent endowment will continue to grow and make grants forever.

What do I do now?Get in touch with us. Even—or especially!—if you do not know exactly what you want to do, we can help you create a grant making fund that meets what you are trying to accomplish. Let us show you how flexible we can be as a public foundation in helping you meet your charitable goals. And even more important, let us help you find the personal fulfillment that comes with making a difference in your community.

By establishing a fund at the Community Foundation, you can have confidence that your interests will be protected. If desired, we can help you identify where your gifts will best benefit the community. The result of our partnership with you is a lasting legacy that addresses the needs of today and tomorrow, furthers a tradition of giving in our community, and ensures that you and your fund will be part of the solution for our community’s challenges and part of the capital for our community’s future opportunities.

To learn more about the Legacy Society, call the Community Foundation at 814-536-7741.

The Legacy Society is a group of special friends who have made provisions in their estate plans for the Foundation. Elmer Laslo, President and CEO of 1st Summit Bank, is a member of the Foundation’s Legacy Society. He said, “I felt that this is the right thing to do. It fits into my planning, and I get to direct what my funds will support.” How it works:

You can decide to make a future gift to the community by including a bequest provision in your will or trust to the Community Foundation for the Alleghenies. After you pass away, the Foundation receives the gift and manages it according to your stated wishes.

What are the advantages to you?

You still control your assets during your lifetime, and you can modify your bequest if desired. You can direct your bequest to be used to establish a specific fund, to support a field of interest such as the arts or children’s needs, or for general community support. You know that your gift will benefit the community tomorrow as you intend it to today. In addition, there may be significant estate tax deductions that may be taken for charitable bequests. For more information about the Legacy Society, about making a bequest, or to let us know that you have included the Community Foundation in your will or trust, please contact the Foundation at 536-7741 or by emailing [email protected].

Professional Advisors

The Community Foundation for the Alleghenies can be an invaluable, long-term partner for legal and financial advisers working with charitably inclined clients. We are available to answer questions and provide whatever guidance is needed to help your clients define and reach their charitable giving goals.

Because we are a community foundation, we are uniquely positioned to offer prospective donors a variety of giving and investment options. We can create gift illustrations for you and consult with you and your client on questions, including:

• Why create a charitable fund rather than making an outright gift to a charity?

• What are the tax advantages of creating a charitable fund?

• How can I leave an estate for my children and also give to charity?

• What steps are needed to establish a fund at a community foundation, such as the Community Foundation for the Alleghenies?

The Community Foundation is pleased to offer to advisors the opportunity to participate in our ongoing lecture series with our volunteer charitable planning expert, Steve Purich. Steve Purich is a nationally recognized leader in charitable planning, who in his retirement volunteers with the Foundation to make ours “the best-planned community in the nation.” We are delighted to have his support and enthusiasm to share.

We also have available an advisor’s handbook that contains sample agreements and other relevant material. For a copy of your own or to participate in Steve’s activities, please contact Carol Stern, Director of Donor Services.

A lot has happened with the Foundation in Somerset County during 2009, including the establishment of the office in the Union Kimberly Building on East Union Street, thanks to the generous donation of the William L. Kimmel Law Firm. We had a wonderful celebration to announce an opening that was hosted at Laurel Arts by the Chamber of Commerce.

This has also been a year of planning and growth for the Somerset County Community Funds Advisory Committee. Our future growth and expansion in Somerset County is foremost in our thoughts as we look to the community for support and guidance. Since the Community Foundation for the Alleghenies will be 20 years old in 2010, Somerset County will be reopening the match challenge that started the Somerset County Community Fund back in 2000. This Fund has distributed approximately 40% of its value, since 2002 to Somerset County nonprofit organizations. That is a remarkable statistic, but now we hope to increase its size to keep pace with the growing needs of our community.

The resiliency and ingenuity of the people of Somerset County have led to an exciting and innovative style for success for our local organizations. We not only believe that “Whatever you give to life, it gives you back,” we live it every day. The Foundation is ready to accept and meet the economic, environmental and social challenges of this area with its energetic people and diverse needs as a part of our mission to serve our community.

The new funds and the existing funds listed below exemplify the nature and generous spirit of our County and its residents. Join us in helping realize the goals and dreams of our donors whether it be in literacy, education, the arts, economic development, social needs or beautification.

“The Community Foundation for the Alleghenies and the Bedford County Endowments is evolving as a respected and trusted repository for funds destined to remain in our region to foster a better living within our communities. It promotes philanthropic endeavors that enhance our current and future standards of living. More importantly, it seeks out the interests and wishes of our residents that will impact lives forever.” John Blackburn, Advisory Committee, Bedford County Endowments and Community Foundation for the Alleghenies Board of Directors

From Kay Reynolds, Bedford County Endowments Director: “I am so honored to report our ongoing success at the Bedford County Endowments. This is a very exciting time for us, welcoming new funds and new projects. We participated in the Abe Beerman Holocaust Trip for high school students for the first time. Bedford High School was the recipient.

“The Endowments celebrated our fifth anniversary this summer with a Founders’ Day picnic at Tenley Park in Everett. We honored Bob Sweet as our founding father. State Senator John Eichelberger presented him with a citation from the Pennsylvania Senate for his community service. Seeing old friends and hearing tributes prompted Bob to share a little of his philosophy with us, saying “Bedford County Endowments gives everyone an opportunity to accumulate money to give to their favorite charities. Giving is very gratifying and helps so many needy causes locally and around the world.”

“I would like to thank the good citizens of all Bedford communities that support our efforts here, and especially the Advisory Committee for their dedication to our foundation.”

The Foundation for Pennsylvania Watersheds is a supporting organization of the Community Foundation for the Alleghenies

Pennsylvania is home to some of the most beautiful and diverse watersheds and ecosystems in the country. Until the last decade, many of these resources were severely degraded by mine drainage and other pollutants. Today the state has nearly 4,000 miles of mine impacted streams, but water quality is improving thanks to concerted efforts by agencies, philanthropy, and citizen action groups.

The Foundation for Pennsylvania Watersheds (FPW), formerly the Western Pennsylvania Watershed Program, has been a valuable source of information, technical assistance, and capital for catalyzing restoration. FPW provides grants, technical assistance and agency liaison services to more than 150 different environmental groups within its services area which stretches from the Ohio border to the main stem of the Susquehanna.

The Community Foundation is proud to serve as the fiscal agent for the FPW, and to serve on Foundation’s Advisory Board. 2009 FPW funding came from the Heinz Endowments, Richard King Mellon Foundation, the Hunt Foundation,

Colcom Foundation, the William Penn Foundation and others. Since its inception in 1994, FPW has provided more than $9M of project funding and leveraged an additional $85M in agency funding. During that same timeframe FPW’s grantees have restored nearly 600 milesof mine-impaired streams and restored more than 320,000 linear feet of streamside buffers.

FPW is proud to be supporters of grantee efforts that have led to the revitalization of the Alleghenies. Through FPW guidance, assistance and monetary commitments many of our streams are healing—providing families with opportunities to fresh water, clean streams and places to recreate. Many residents in Johnstown and Somerset never thought they would witness the Stonycreek and Conemaugh rivers’ recoveries, yet today fish are surviving, recreation is returning, and development of a Whitewater Park has occurred. This story is being retold in countless communities throughout the Commonwealth, and FPW is a proud participant.

For more information about FPW please visit www.pennsylvaniawatersheds.org or via the link on our web site, www.cfalleghenies.org.

Foundation for Pennsylvania Watersheds

Penelec Sustainable Energy Fund

The Penelec Sustainable Energy Fund was funded in 2000 as a result of energy deregulation and utility settlement agreements in Pennsylvania. The fund promotes the use of renewable energy, energy conservation and efficiency, and renewable energy business initiatives. The fund may distribute loans and grants and make investments to eligible organizations that are located in or serve FirstEnergy’s Penelec service territory, or it may participate with other Pennsylvania sustainable energy funds in projects throughout the Commonwealth.

The fund has been active in promoting biomass through landfill methane capture, effieciency through green and LEED building efforts, and through

community wind and other renewable energy sources through its support of the Renewable Energy Center at St. Francis University in Loretto.

The Penelec Sustainable Energy Fund underwent a strategic planning session this past year that restated its commitment to look to support renewable energy through appropriate lending investing opportunities as vetted by staff and recommend by the board. The fund also will continue to make limited grants, primarily to non-profits. The Fund typically does not engage in residential grant making.
