Welcome to the SJCC 2021, this brochure provides an overview of the junior competitions that
clubs can enter in 2021.
In addition to the traditional Surrey youth leagues, which were combined to form the SJCC at the end of the 2019 season, the Girls only Smash IT and Surrey Trust League competitions have
been brought into the SJCC this year.
Clubs will have the opportunity to enter the SJCC from mid-October. At the initial point of
entry clubs will select a competition for each team and, in the majority of cases, whether they
would like to enter a mid-week or Sunday competition (Saturday competitions are also available for Under 8 and Under 9 Softball).
Longer format competitions where more travel is required will take place on Sundays. Those
entering midweek competitions will have the opportunity to select their home fixture match
day at a later stage in the process prior to fixture generation.
If you would like any more information please contact Sarah Lynch at [email protected].

Under 8
Softball
An introduction to league cricket, there are no tiers at Under 8 and we encourage clubs to
enter mixed ability teams. The emphasis will be on placing geographically close clubs
together to minimise travel. Teams may play each other once or home and away depending
on the number of teams that enter in that area. Teams consist of six players in order to
maximise player engagement at all times; fewer players means more action for each participant, while a smaller playing area and a faster pace of play allows batters, bowlers
and fielders to enjoy more meaningful moments in each match.
Softball Festivals
For players transitioning from All Stars who may not be quite ready for league cricket. Clubs will be grouped together with two or three others that are geographically close. Each club
will be provided with relevant contact details for the other clubs, score sheets, advice on
how to host a mini festival and a set of 12 medals for their players (2 teams). The team
managers should contact each other to agree when they will each host a festival, these could be on Sundays or during the school holidays, ideally spread throughout the season so each
team hosts one festival and attends two or three others. Squad sizes are flexible for clubs to
agree amongst themselves. The emphasis should be on fun and participation.
Under 9
Softball
Similar to Under 8. The emphasis will be on placing geographically close clubs together to
minimise travel. Teams may play each other once or home and away depending on the
numbers of teams that enter in that area. Teams consist of six players in order to maximise
player engagement at all times; fewer players means more action for each participant, while a smaller playing area and a faster pace of play allows batters, bowlers and fielders to enjoy
more meaningful moments in each match.
Hardball
For teams of young players that are ready to make the transition to hardball, this is an eight
a side pairs league.
COMPETITIONS
3
Under 10
Tier 1
Hardball cricket is introduced at all tiers at Under 10. At Tier 1 ‘out when you’re out’ rules are
also introduced so this league is for the most competent young cricketers.
Tier 2
A hardball pairs league appropriate for the majority of club players of this age. Pairs rules
ensure player inclusivity for all involved. A maximum of two players selected for a performance
programme (Surrey or other counties) are permitted to play for each team, teams with lots of
performance players should consider entering Under 10 Tier 1 or Under 11 Tier 2.
Tier 3
Similar format to Tier 2 but for teams of development players, this tier is not suitable for
performance players.
Softball
For young players that are more comfortable continuing to play softball cricket or beginners,
this competition has the same rules as Under 10 Tier 3 (pairs cricket) but it is played with an
Incrediball.
Under 11 & Under 12
Tier 1
Hardball ‘out when you’re out’ leagues for the most competent players. Batter and bowler
retirements ensure that single players do not dominate games and that all have the
opportunity to participate in batting or bowling.
Tier 2
Hardball ‘out when you’re out’ leagues suitable for the majority of club players at this age.
Batter and bowler retirements ensure that single players do not dominate games and that all
have the opportunity to participate in batting or bowling. A maximum of two performance
players are permitted to play for each team, teams with lots of performance players should consider entering Tier 1 or the age group above.
Tier 3
A hardball pairs league for development players. This tier is not suitable for players in a performance pathway.
4
Under 11, Under 13 & Under 15
Softball
In the spirit of the new ECB Dynamos programme, for players that enjoy playing softball cricket
and don’t wish to switch to hardball, we are offering leagues at Under 11, 13 and 15 to create
a pathway for those players to continue playing competitive cricket.
Under 13, Under 14 & Under 15
Tier 1
This is an invitation league for the best teams at these age groups across the county. Teams
are invited based on their results in previous seasons. Geography will be less of a concern as
clubs have told us that these players are happy to travel further to play in competitive matches at the appropriate level. Games are 25 overs at Under 13 and 30 overs at Under 14 and 15. To
allow for longer travel times and formats these games are played on Sundays. We appreciate
that there may be clashes with performance cricket matches but games should still be played
on their scheduled days and clubs should give opportunities to other players on days when
performance players are unavailable, this will even itself out across clubs over the course of the season. The list of teams that have been invited to take part in 2021 has been published
and clubs are aware. Due to the lack of results data available from last season we have chosen
to invite more teams to take part in Tier 1 at Under 13 and Under 14 this season, this is a one
off and we anticipate that in 2022 we will revert to a single countywide Tier 1 Division at these
age groups.
Tier 2
This league is suitable for the majority of club players at these age groups. The matches are 20
overs in length so can be played mid-week if appropriate. In the main rules are based on the standard Laws of Cricket with batter retirements at Under 13 and 14. A maximum of two
performance players are permitted to play for each team. Teams with lots of performance
players would normally be invited to participate in Tier 1, if not they should consider entering
Tier 2 at the age group above.
Tier 3
This league is a similar format to Tier 2 but is intended for development players and as such
this league is not suitable for performance-standard players.
All SJCC matches are played with a pink ball. Recommended match balls can be purchased at a significant discount for SJCC clubs at https://ajfordham.com/sjcc.

Under 17 T20
Clubs can choose to enter Under 16, Under 17 or, most commonly, combined teams consisting of Under 16 and 17 players into this two-tiered competition. We recognise that examinations can have an impact on availability so matches will be scheduled from mid-June and throughout July into early August. Depending on the number of entries in each region groups will contain around six teams and there will be play-offs for the top two teams in each group. The teams in Tier 1 will be playing for the Denis Jacobs Trophy. We anticipate that most of these matches will be played mid-week evenings. During the 2nd phase of the entry process clubs will be asked their preferred home fixture day and, as with other competitions in the SJCC, will have a window to rearrange scheduled fixtures prior to the start of the season, in agreement with the opposition.
ECB U19 Club T20
This is part of a national competition https://ecbu19clubt20.play-cricket.com/, closely aligned with the Vitality T20 Blast played by the counties, which was created to retain young club players in the game. There are two tiers of the competition so that all clubs can enter and clubs must choose the best tier for them based on the number and capability of players they have at their club. The competition aims to create competitive and enjoyable cricket for young players. The U19 Club T20 features group stages followed by knockout games, culminating in a Finals Day - just like the Vitality T20 Blast. Matches are played in coloured clothing with a pink ball and are usually played mid-week, often on Fridays.
Surrey Trust League
The Surrey Trust League exists to give an opportunity to a club’s best young players, those aspiring to be 1st XI players of the future, to play alongside members of the current 1st XI. This provides valuable experience for the youngsters and provides an opportunity for senior players to identify talent by seeing developing players in a live match situation. The philosophy of the league is to provide a fun and challenging environment for the participants, while developing clubs for the future.
There are three tiers in the Surrey Trust League. All clubs with a 1st XI in the Surrey Championship Premier and Division 1 will, in normal circumstances, play in the top tier, but may enter a 2nd team in a lower tier. Tier 1 will be played to win at the highest standards. Tiers 2 & 3 will be played to win but clubs will be sanctioned for not playing the game in an appropriate manner based on the difference in standard of the two teams on the pitch on a given day. The games are played in coloured kit with orange balls and stumps and the format has produced some very exciting cricket over the years. Matches take place on Sunday afternoons. Surrey Trust League teams must contain seven players under the age of 21 of whom five must be under 18; ages as at 1st September the year before. Overseas players are not permitted to take part.
LEAGUES FOR YOUNG
PLAYERS TRANSITIONING
TO SENIOR CRICKET
6
Girls Under 11 Smash IT
A twist on pairs cricket where it’s pair vs pair as well as team vs team. An 8-a-side pairs competition, where each pair tries to score as many runs as they can within their two overs, before the team batting second try to score more than their opposing pair to win SMASH points. The fixtures for this competition are played as triangular festivals on each match day. Inclusive and accessible for all players using a windball.
Girls Under 12 Development Hardball
This is the same format as the Under 11s playing pair vs pair as well as team vs team. However, this is aimed at new players into Hardball and sees each pair facing four overs in a traditional fixture involving two sides on each day. County players are not permitted to take part.
Girls Under 12 Hardball
Identical to the Under 12 Development hardball in playing format, however this is aimed at some of those girls either playing county cricket at U10 & U11 as well as experienced girls that have been playing hardball for a couple of seasons.
Girls Under 13 Smash IT
The same format and playing conditions as the Under 11 with the one exception that it is 10-a-side, rather than 8-a-side. The batting bonus points at the end of the game are higher in this age group to try and encourage higher scores and more boundaries. For those girls that are not yet ready to switch to hardball and still want to play using an Incrediball.
Girls Under 14 Development Hardball
Traditional ‘when you’re out, you’re out’ cricket. An 8-a-side, 16 over competition where eight overs are bowled from each end in succession, instead of switching the field every over. This is to help the games remain fast paced and with small sides and smaller playing areas encouraging the girls to hit boundaries. Each team cannot consist of more than 50% county players.
Girls Under 15 Hardball
This competition feeds into the Southern Counties regional competition. The winner of the Surrey final will represent the county at the regional finals day. There is no restriction on the number of county players taking part and it is encouraged that sides play their strongest side of players from Under 13 to Under 15 in this competition. It is run as a 9-a-side, 16 over competition to keep the fast paced games and match length suitable to playing midweek all season long.
Girls Under 17 Hardball
This is the last step on the girls ladder before the Surrey Women’s Cricket League, it aims to keep those older girls that don’t have the opportunity to play senior women’s cricket in the game and to keep them playing together. We encourage clubs to utilise players from Under 14 to Under 17 to fulfil this 11-a-side, 20 over competition.
All the girls leagues should be played wearing coloured clothing using a pink match ball.

Under 10 Regional Cups Knock out cup cricket starts at Under 10, teams will play against others in their area to find a regional winner. 15 over ‘out when you’re out’ hardball cricket.
Tiered County Cups With the exception of Under 14 Tier 1, which has the same playing format as the Under 13 and Under 15 Surrey Cup for continuity, all other cups will consist of 15 over matches to create a sense of urgency and excitement and allow for them to be scheduled more easily. This season teams knocked out after the first round of Tier 1 will not drop into the Tier 2 cup.
