HEPBURN LIBRARY OF MADRID 2016 CONSTRUCTION PROJECT

Sealed bids for limited interior rehabilitation will be received by the Hepburn Library of Madrid located at 11 Church St / Madrid, NY until 5:00 PM local time on Tuesday November 29, 2016 at which time all bids will be opened and publicly read aloud.

Rehabilitation and Restoration: Move shelving units for ADA compliancy, increase collection shelving and make “New Space” for storage, restore carpeting.

We are rehabilitating the permanent shelving in our Adult Level book collection behind the circulation area to improve access to and use of building services by all library users, including those with physical disabilities and wheelchair bound individuals. According to ADA, “Minimum Clear Width for Single Wheelchair passage shall be 32 inches (815 mm) at a point for a maximum length of 24 inches and 36 inches (915 mm) continuously.” We have found that the libraryʼs 28 inch to 30 inch aisles that extend well beyond 24 inches do not meet these minimum requirements. Our solution is to remove one entire shelving unit and shift all of the remaining units to increase aisle width and increase space usage. The project will involve moving permanent shelving units (original to the building) by unbolting them from the floor, pulling up and removing glued-down carpeting that does not continue underneath the shelving units and leveling areas where necessary so the shelving units are safe and stable in their new location, drilling new holes and bolting the shelves to the concrete floor. In doing so, it would require that the entire carpet in the library be restored with new carpet tiles which will now extend underneath the units.

EXPECTATIONS: Contractor will complete work in a timely manner. The library will close during Phase 1 for installation of carpet throughout the main library. The Goal is to keep closure of the library to a maximum of 5–10 business days. Notice of start date is required to give library staff time to relocate books. Library furniture to be moved by contractor.

Removal of books from shelves and replacement of books will be arranged by the library staff and volunteers.

SCOPE — Phase 1: Relocation of permanent shelving units, reconstruction of one unit plus removal and installation of carpet under permanent units to include back area of library. Project schedule: Begin December 2016 and finish before January 2017.

a. Remove permanent shelving units (1A, 1B, 2A, 2B, 3A, 3B, 4A, 4B) possibly fastened to concrete floor. Two unlabeled shelving units against right-side wall to be left in place. (Diagram B)

b. Remove shelving unit 4B from wall. Reconstruct 4B to single-sided shelving unit. Salvage discarded trim to be used elsewhere. (Diagram B)

c. Remove thermostat from end of shelving unit 1A and relocate to wall (consult with staff for best location). (Diagram B)

d. Repair and paint walls where needed from shelving unit relocation. e. Remove furniture from back office. Sand and level floor where needed. Install carpet tiles

described below (j). Replace office furniture after carpeting is installed. f. Remove existing glued-down carpet from back shelving area to the wall ending at the

foyer. (Diagram A) g. Contractor is responsible for disposal of carpet and debris. h. Sand and level subfloor where needed. i. Prepare floor for carpet tile installation according to manufacturerʼs recommendation and

warranty (j). j. Change: Library staff to purchase Kraus 19.7” x 19.7” green-label carpet tiles and low

VOC adhesive. Quantity to be ordered according to contractor. k. Install carpet tile with adhesive in office and back shelving unit area up to foyer to allow

carpet under new shelving unit placement. l. Reinstallation of shelving units with a minimum of 36 inches across aisles to meet ADA

standards being sure alignment is concise and aesthetically pleasing. Consult library staff in final placement of shelving units. Unit 2B will NOT be reinstalled. (Diagrams B & C)

m. Allow 4 days for staff/volunteers to replace books on shelving units behind circulation desk and ready East Wing before beginning Phase 2.

a. Remove existing glued-down carpet from areas. b. Contractor is responsible for disposal of carpet and debris. c. Sand and level subfloor where needed. d. Prepare floor for carpet tile installation according to manufacturerʼs recommendation and

warranty (e). e. Change: Library staff to purchase Kraus 19.7” x 19.7” green-label carpet tiles and low

VOC adhesive. Quantity to be ordered according to contractor. f. Install carpet tile with adhesive in East Wing and Foyer area. g. Replace furniture in West Wing and Foyer. h. Allow 1 day for staff/volunteers to replace books and ready West Wing before

beginning Phase 3.

SCOPE – Phase 4: Building and installation of ten wall bookcases in East and West Wings. Project schedule: Building to be done during phases 1 through 3 so installation can begin immediately after Phase 3 and finish before January 2017.

a. Build ten bookcases using quality oak 84 inches tall and 10 inches deep with six adjustable shelves made out of ¾ inch quality oak.

b. See Diagram D for approximate bookcase widths. Final size to be measured and determined by woodworker.

c. Bookcases over 45 inches in width to have dividers for shorter shelf spans to resist bowing of shelves. (Diagram D)

d. Where two bookcases meet at corners of library they create a hole where display materials could fall behind. Woodworker to “fill” this area with continuation of bookcase top or attachment.

e. Use stain similar to color of original library tables. f. Use quality varnish/polyurethane to withstand scuffing of books regularly moved in and

out of shelves. g. Install according to Diagram D in the East and West Wings of the library. h. Level bookcases where needed. i. Secure bookcases to walls with metal “L” brackets.

Dear Ms. Pelkey,

As requested, GYMODPC completed a Limited Asbestos Survey at the above referenced site. Our NYS Certified Asbestos Building Inspector, David Talbot Cert # 15-12272 visited the site on November 4, 2016 and collected samples of materials suspected of being asbestos containing. These samples were sent to Paradigm Environmental Services for laboratory analysis. Based on laboratory analysis of the samples collected, none of the samples tested positive for the presence of asbestos. Report Note – In the event that other building materials are identified and shall be disturbed during the course of the upcoming renovation project, the materials shall be presumed to be ACMs until examined by an appropriately trained / certified individual and laboratory analysis proves otherwise.
