Anti-dumping measures have prepared the way for recovery in US pipe prices

l The road to recovery is proving to be a long one for seamless pipe markets. End-use demand indicators have not improved much in most regions, and were it not for the fact that anti-dumping measures have been widely adopted, MBR believes that Chinese exports would have driven prices down below where they are today. l Ironically, the best prospects for an improvement in seamless pricing and end-use demand is in the USA, the market that was holding probably the largest excess stocks of OCTG when the economic crisis broke in late 2008. Anti-dumping action aimed at Chinese producers has drastically cut the amount of Chinese material that has found its way into the US market. Meanwhile, the onshore drilling of shale gas fields—which tends to be pipe intensive—has picked up more strongly than was expected six months ago. OCTG stocks have been run down, and provided that energy prices remain firm, which we believe they will, US pipe mills are in a good position to start increasing their capacity utilisation rates and raising their prices. MBR believes that there could be as much as a $250/tonne increase in US OCTG prices within the next six months. The rate of price increases for European mills will be slower—demand fundamentals are simply not firming as fast as in the USA.

Energy tubulars seeing gains, but demand from other end-use sectors still soft

l In the USA, HR coil list prices have increased about $120/ton in the past six weeks on the back of rising raw materials costs. In response, pipe and tube producers, which have seen tubular inventories decline to historically-low levels, are attempting to push through higher prices. Both welded OCTG and linepipe prices are now on the rebound and with demand coming back as well, we believe these higher prices will stick. We have been told that the overhang in OCTG supplies is finally winding down and the rumored holes in inventories are growing larger. MBR has been told that a portion of what is out there in inventories is more appropriate for the scrap yards. While energy tubular prices have been displaying strength, HSS and standard pipe destined for construction applications will struggle to even maintain margins in the short term.

l Chinese tubular producers are already feeling a margin squeeze as coil prices rise at a faster rate than tube and pipe prices. Producers have been reluctant to pass on their increased costs owing to poor demand, even for export, but the situation leaves them not choice. Average increases for tube and pipe export prices are in the neighborhood of $30/tonne this month, but we expect to see further hikes in coming weeks. Prudent output control in Japan will likely see Japanese export prices rise with confidence over the next two months.
