The following pages in this booklet contain a selection of scholarship opportunities available to Ethiopian citizens and/or nationals wish-ing to study abroad. This booklet includes a limited selection of government-funded scholarships only. It is by no means an exhaustive list of educational opportunities open to Ethiopians and is intended to offer a snapshot of the kind of opportunities that are available. Students interested in continuing their education outside of Ethiopia are encouraged to conduct thorough research beyond the informa-tion contained in this booklet before making any decisions regarding their further studies. Students interested in any of the referenced opportunities should contact the relevant institutions of higher education and in no event BMM or GIZ, which can supply no additional information or advice regarding any of the mentioned scholarships.

The inclusion of specific scholarships in this booklet should not be considered an endorsement of those scholarships or of the govern-ments offering the scholarships. BETTER MIGRATION MANAGEMENT

BMM is a regional, multi-year and multi-partner programme funded by the EU Trust Fund for Africa and the German Federal Ministry for Economic Co-operation and Development (BMZ), coordinated by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The overall objective of BMM is to improve migration management in the region, and in particular to address human trafficking and smuggling of migrants within and from the Horn of Africa. BMM also raises awareness on alternative livelihood options, including legal migration opportunities.GIZ is one of the implementing partners alongside British Council, Civipol, Expertise France, International Organization for Migration, Italian Depart-ment of Public Security, and UNODC. BMM covers Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan, and Uganda.

Policy HarmonisationSupport national authorities to develop, enact and implement policies, laws, frameworks and procedures for better migration manage-ment.

Capacity Building Strengthen the capacity of all institutions and agencies responsible for migration management.

Protection Provide protection for victims of human trafficking and vulnerable migrants, especially women and children.

Awareness Raising Raise awareness of the dangers of irregular migration and the benefits of alternative options.

In Ethiopia, GIZ works closely with the other implementing partners of BMM and the Ethiopian Anti-Trafficking Task Force to improve migration management and to address the trafficking of human beings and the smuggling of migrants within and from the Horn of Africa. As part of this effort, BMM also supports safe and legal migration options, such as through scholarships and other educational opportunities.

Ethiopia: a land of history, culture and resources. Among Ethiopia’s resources are you, its students: its future leaders, businesspeople, and academics. The BMM programme hopes that this booklet will assist those of you looking to enrich your knowledge abroad. There are many short- and long-term opportunities for further study available, not only to enhance your academic and professional knowledge, but also to broaden your intercultural aware-ness. This booklet gathers various government-sponsored scholarships available to Ethiopians and lists them alphabetically according to continent, but without determining their applica- bility to you or your situation. While we hope it stimulates your enthusiasm to study abroad, we encourage you to do more research on your own into the many more opportunities that are out there.

ASIA / JAPAN

JAPANESE GOVERNMENT (MEXT) SCHOLARSHIPThe Japanese Ministry of Education, Culture, Sports, Science and Technology (MEXT) offers full board scholarships for Ethiopians in the following schemes:

• Undergraduate students: This scholarship is designed for Ethiopian students who want to study at a Japanese university in the fields of social sciences, humanities or natural sciences.

• Japanese colleges of technology: This scholarship is designed for Ethiopian students who wish to study in the fields of engineering, architecture or other related fields.

• Research students: This scholarship offers applicants the opportunity to conduct research under the supervision of a Japanese professor. Any field of study is eligible for the scholarship, but applicants must find a Japanese professor willing to supervise their research. However, this does not guarantee that the applicant will be placed with that particular professor.

Deadline: varies for each scholarship.

This scholarship is designed for Ethiopian students who wish to study in the fields of engineering, architecture or other related fields.

This scholarship offers applicants the opportunity to conduct research under the supervision of a Japanese professor. Any field of study is eligible for the scholarship, but applicants must find a Japanese professor willing to supervise their research. However,

REPUBLIC OF KOREA

KOREAN GOVERNMENT SCHOLARSHIP PROGRAMME (KGSP)The Korean government offers scholarships to 3 under- graduate candidates and 6 postgraduate candidates annually. Students can apply directly to the university where they want to study or can submit their application to the Korean embassy.

Deadline: The deadline is usually around the end of February for postgraduate students and September for under- graduate students.

ISRAELMASHAV SCHOLARSHIPSMASHAV (Israel’s Agency for International Development Cooperation) offers scholarships to Ethiopian professio- nals with a particular focus on agriculture, education and health. MASHAV offers scholarships for both short-term in-country trainings in Ethiopia as well as trainings in Israel. Amongst others, MASHAV conducts short-term professional training courses in Israel on water resource management and irrigation, desert agriculture and combating desertifi-cation, gender and women empowerment, early childhood education, community development, STEM education and entrepreneurship, emergency and disaster medicine, refu-gee management and employment programmes, and many more. More than 50 participants from Ethiopia travel to Israel every year to participate in these trainings.

TURKEY

TURKIYE BURSLARIThe Turkish government offers undergraduate, graduate and short-term scholarships to Ethiopians. The selection of can-didates is carried out according to academic achievement and interview performance.

EUROPE / EUERASMUS+Erasmus+ provides grants for activities in several fields, including education and training. It offers opportunities for individuals to spend time abroad and to receive linguistic training through local organisations. Opportunities for stu-dents typically involve an exchange year/semester in one of the programme countries.

In the framework of Erasmus+ there are several scholar-ship opportunities managed by the EU’s EACEA (Education, Audiovisual and Culture Executive Agency) you can apply for.

BELGIUM

VLIR-UOSThe Flemish University Council (VLIR) awards scholarships to around 120 students from Ethiopia each year. These scholarships are for international master programmes (ICPs) consisting of 2 or 4 semesters on a subject that is relevant to development. Priority is given to candidates who are employed in academic institutions, research institutes, governments, NGOs, or who aim at a career in one of these sectors. However, master candidates employed in the profit sector or newly graduated candidates without any work experience can be eligible for the scholarship as well, depending on their motivation and profile.

CZECH REPUBLICCZECH GOVERNMENTAL SCHOLARSHIPSEthiopians who are applying for a place on a follow-up Master study programme or Doctoral study programme in the Czech Republic are welcome to apply for these scholar-ships. To be eligible for this programme, Ethiopians must be enrolled in a study programme with instruction in the English language.

FRANCE

PHD SCHOLARSHIPSThe government of France offers scholarships for Ethiopian PhD candidates. The French government has a website that provides information on scholarships offered by French universities and other institutions.

TECH SCHOLARSHIP CO-FINANCED BY THE MINISTRY OF EDUCATION The purpose of this programme is to increase the expertise of teachers in institutes of technology. Scholarships are offered for the following fields of research: Automotive Engineering, Mechanical Engineering, Computer Science, Electrical and Computer Engineering, Industrial Engineering, Environmental Engineering, Electrical Power Engineering, Water Supply and Environmental Engineering, and Energy Technology. In close connection with the Addis Ababa Insti-tute of Technology (AAIT), 25 scholars get a chance to spend 6 months of study in a French institution as part of their PhD at an Ethiopian university.

SCHOLARSHIPS UNDER THE FRENCH CENTRE FOR ETHIOPIAN STUDIESThe French Centre for Ethiopian Studies offers 7 scholar-ships for Ethiopian PhD candidates pursuing research in Archaeology, Prehistory, History of Art, Geography, Nutrition, Sport Sociology, and Translation Studies. These scholarship courses take place mostly in Ethiopia but include 7-8 months of study in France.

GERMANYDAAD (GERMAN ACADEMIC EXCHANGE SERVICE) SCHOLARSHIPSDAAD, with financial support from the German Federal Ministry for Economic Cooperation and Development (BMZ), supports Ethiopians striving for academic qualifications.

For Ethiopian students, graduates and postdoctoral students, there are several DAAD scholarship options to study either in Germany or other African counties.

Development-Related Postgraduate Courses (EPOS)These scholarships offer Ethiopians the chance to enrol in a postgraduate or master’s degree at a state or state-rec-ognised German university, and in exceptional cases to take a doctoral degree. Candidates who have graduated from their bachelor’s degree within the last six years and who have 2 years of relevant professional experience are eligible to apply.

GERMANYHELMUT-SCHMIDT-PROGRAMME (MASTER’S SCHOLARSHIPS FOR PUBLIC POLICY AND GOOD GOVERNANCE (PPGG))The DAAD Helmut-Schmidt-Programme in Public Policy and Good Governance supports future leaders from Ethiopia who want to promote democracy and social justice in their home countries. The programme, funded by the German Federal Foreign Office, offers the chance to acquire a mas-ter’s degree in programmes of particular relevance for social, political and economic development in students’ coun-tries of origin. The programme addresses highly qualified graduates with a bachelor’s degree are educated in political science, law, economics and administration and its objective is to prepare them for future leading positions in their home countries. This scholarship requires students to be politically and socially engaged and to have completed their bachelor’s within the last six years.

Deadlines: over a year in advance of the course start dates.

FRIEDRICH EBERT STIFTUNG: SCHOLARSHIP FOR INTERNATIONAL STUDENTS Students in any subject area are eligible to apply. Scholar-ships include a comprehensive seminar programme to help enhance candidates’ social competences and academic skills. Scholars are paid a monthly stipend to cover living costs. Furthermore, costs for health insurance are funded and scholars with a child receive a family allowance. Candidates need to show their social and political involve-ment and commitment to the values of social democracy. Knowledge of German is required, although the courses are held in English.

Deadline: applications may be submitted at any time if the applicant has already been admitted to the study pro-gramme.

ITALYGRANTS FOR FOREIGN CITIZENS AWARDED BY THE ITALIAN GOVERNMENTThe Ministry of Foreign Affairs and International Coop-eration offers grants to Ethiopians to foster international cultural, scientific and technological cooperation and to promote Italian language and culture. Grants are available for Ethiopians who wish to pursue: master’s degrees (Laurea Magistrale 2° ciclo); courses of Higher Education in Arts, Music, and/or Dance (AFAM); PhD programmes; research under academic supervision (Progetti in co-tutela); and Italian Language and Culture Courses. The grants for most of the courses are for a period of study of 6 to 9 months. For courses taught in Italian, knowledge of the language is required.

POLANDIGNACY LUKASIEWICZ SCHOLARSHIP PROGRAMMEThe scholarship enables free education for selected Ethiopian nationals as part of a master’s programme in the following areas of study: sciences; natural sciences; technical sciences; and agricultural, forestry and veterinary sciences. Fluency in English is a requirement to apply for this scholar-ship.

SWITZERLANDSWISS GOVERNMENT EXCELLENCE SCHOLARSHIPS FOR FOREIGN SCHOLARS AND ARTISTSExcellence Scholarships to promote international exchange and research cooperation between Switzerland and Ethiopia.

The Swiss Government Excellence Scholarships are aimed at young researchers from Ethiopia who have completed a master’s degree or PhD in any discipline and for Ethiopian artists holding a bachelor’s degree.

NORTH AMERICA / USAFOREIGN FULBRIGHT STUDENT PROGRAMEach year the Swiss Confederation awards Government The Fulbright Program offers scholarships for international students who want to pursue a master’s, PhD or non-degree postgraduate studies. The grant covers tuition fees, text-books, airfare, a living stipend and health insurance.

HUBERT H. HUMPHREY FELLOWSHIPS PROGRAMThe Hubert H. Humphrey Fellowship Program is a United States government-funded Fulbright program that brings accomplished young and mid-career professionals with demonstrated leadership potential to the United States for a year of non-degree graduate-level study, leadership development, and substantive professional collaboration with U.S. counterparts. By providing future leaders and policymakers with experience in U.S. society, culture, and professional fields, the program provides a basis for lasting, productive ties between Americans and their professional counterparts overseas. The U.S. Embassy Public Affairs Section, Addis Ababa is responsible for recruiting and se-lecting qualified professionals to be part of this program.

THE MANDELA WASHINGTON FELLOWSHIPIn 2019, the Fellowship will provide 700 outstanding young leaders from Sub-Saharan Africa with the opportunity to hone their skills at a U.S. college or university with profes-sional development support after they return home. To at-tend this programme, high proficiency in English is required.

NORTH AMERICA / CANADAAFRICAN LEADERS OF TOMORROW (ALT) SCHOLARSHIPThis scholarship is offered to Ethiopian students who are looking to study public administration, public policy or public finance in a postgraduate course. The scholarship is offered at 28 designated universities, out of which 22 teach in Eng-lish while 6 teach in French. To apply, 2–5 years of full-time work experience in the public sector, civil society or in a research institution is required.

Deadline: There will be no intake of ALT scholars in 2019.

THE JEANNE SAUVÉ PUBLIC LEADERSHIP PROGRAMThis program is designed to create a personal and profes-sional development journey to become part of an emerging global community of public leaders. It is a two-year program. The First year is a residential leadership development experience in Montreal with several other Sauvé Fellows from Canada and from around the world. It includes free accommodation at Jeanne Sauvé House with a stipend to cover basic costs of living. The second year is part-time, al-lowing fellows to apply skills, test new ideas and implement initiatives conceptualised during the first year. During this phase, fellows benefit from ongoing leadership development support from their cohort as well as from the foundation. Fellows are encouraged to return to their respective commu-nities and countries during this phase.

Candidates between 25 and 30 years of age with back-grounds in the arts, advocacy, communications, education, engineering, environmental conservation, governance, journalism, law, politics, public policy, religion, security, social innovation, and other fields related to public leader- ship were invited to apply to the 2017-19 Jeanne Sauvé Public Leadership Program. Eligibility requirements are likely to be similar for the 2019-20 program.

Deadline: The program usually starts in August but has no deadline.

TIPS • Be a leader: Most scholarship foundations and education in-

stitutions want to invest in applicants who can demonstrate leadership qualities. Individuals with leadership experience are considered great communicators, good listeners and effective team players. Therefore, look for opportunities to volunteer in leadership positions in organisations or clubs on your campus.

• Brush up your writing skills: Most scholarship applica-tions ask for essays and writing clear, well-structured and grammatically-sound essays with good use of vocabulary is an important factor in the decision of the scholarship committee. Make sure that you stick to the essay topic, have correct grammar and edit the essay well. Try to write well-organised essays with attention-grabbing introductions, well-supported points and a well-founded conclusion that follows coherently from the rest of the essay. All of that takes time and revision, so don’t wait until the last minute, as that will negatively affect the quality of your essay. It is also recommended that you search online for tips on writing good scholarship essays and have a friend or teacher review the document before submitting it.

• Maintain a professional online presence: More and more, decision makers in university admissions, jobs, and scholarship decision processes do their own research before making decisions. The scholarship provider may want to ensure you really are the person you say you are in your application. In addition, they may want to ensure you are someone they will be proud to endorse. If you want to ensure your privacy on social media, make sure to make your profile private. It is good to open a LinkedIn account to keep track of your pro-fessional development for decision makers to see when researching you online.
