Thank you for the email.  We have hired a couple of civil engineers this year in our land development group here in Dallas.  We have looked at a few structural candidates, but have not yet made a hire.  Projects have been slow to develop this year and those on the books have slowed down or been phased out.  There appears to be good project potential, but it is slow to come.

Howdy!

I received your email and thought I might respond with a few tips and such. I just graduated in May, and I moved to Midland, Texas with two solid job offers and more on the table. I took a job … only to find out it was not the right fit for my life at this period of time, and I was quickly able to transition to a job with Parkhill Smith and Cooper as a civil engineer. Thus far I have loved it. 

I know students may not want to hear this, but they need to look beyond Houston, Austin, and Dallas. There are lots of job opportunities in West Texas right now with the oil boom, both in civil engineering and oil and gas, and they should not limit themselves to the big cities because [they think] Midland and Odessa are less than ideal. Trust me, this move has been one of the best parts of my life so far. 

Please tell your current students to look into all the civil engineering firms in Midland and to make the calls! Midlanders are very friendly and willing to help, especially if you're lucky enough to find an Aggie! My best of luck to them all. Please let me know if you would like any other information or specifics on the area.

The NOAA National Weather Service typically has several entry level hydrologist (begin at GS 7 track to GS 12) openings each year at its 13 River Forecast Centers. This year the Hydrologists in Charge in Tulsa, OK and Slidell, LA retired which after the domino effect will eventually create a couple of opportunities but not necessarily at those locations. I would advise any students interested in working for the federal government to create a profile and set up search engines at www.usajobs.gov. I'll keep a watch out for entry level positions and will forward them to you.

that will combine hydrological forecasting operations and research under one roof to support field operations, improve joint agency coordination and address emerging stakeholder needs. 

“Water resource issues are complex, multi-disciplinary and growing, as we’ve seen with this year’s floods in the northeast and the Mississippi, Missouri and Ohio rivers and the prolonged drought across much of the South,” said NOAA Administrator Dr. Jane Lubchenco. “The necessary expertise and capabilities to address these cross-boundary issues rarely reside within one agency or organization. There is an increasing need for close partnerships among federal agencies and local, state and regional entities; the National Water Center provides a focal point to address this national need.” 

The center will help achieve the strategy of the Integrated Water Resources Science and Services (IWRSS)—a federal partnership of agencies, including NOAA, with complementary missions in water science, observation, prediction and management who are committed to addressing the nation’s water resources information and management needs. NOAA anticipates the center will facilitate a strong collaborative relationship with the University of Alabama and other universities.

 Among other functions, the center will include a water resources forecasting

operations center, an applied water resources research and development laboratory, a geo-intelligence laboratory, and a distance learning center. The facility will reflect sustainable design principles and meet the U.S. Green Building Council’s Leadership in Energy and Environmental Design (LEED) Gold certification.

 The center is part of NOAA’s commitment to creating a Weather-Ready Nation,

in which the country is able to prepare for and respond to environmental events that affect safety, health, the environment, economy, and homeland security. The center will be a cornerstone of this effort by providing emergency managers with detailed maps that explicitly show forecasted locations and effects of flooding, so they can direct their evacuation and mitigation measures more effectively. Howdy Lee, I retired from Hercules Offshore a little over a year ago and have been consumed by retirement activities and out of touch with the industry. I was running construction projects and doing some structural design for modification projects. Hercules operates a fleet of shallow water offshore drilling rigs, mostly jackups. We are always looking for young, motivated professionals.  We are a mid-sized industrial contractor ($400 million/year) and do not perform any design engineering.  Our emphasis is in attracting graduates interested in construction management.  In the past we have been less than successful in this endeavor with Aggie CE's, as most want (understandably) to pursue a career as a professional engineer.  We have tried to recruit construction science graduates, but their interests have been in the housing/commercial sectors. Hi Lee,

I’ve been in the USCG for the past 23 years and no openings for engineers, unless you wear a uniform. Before that, I was looking for oil in Alaska. Before that, I was a structural engineer designing 500 man camps for BP. My advice I give to young engineers is to speak another language. In Canada, those who speak English and French run the firms. In Europe, one must speak two languages in addition to their native language, just to graduate from High School. Also, don’t be afraid to change to Plan B. (Plan A is the way we’ve always done business). At this point in my career, I am doing energy audits (with an AE) because that is where the work is at the moment. I know more about chillers, economizers, motion sensors, heat pumps, light controls etc. then I dreamed possible. Hard to believe when I was going to school, the two fields most sought after were aeronautical and nuclear engineering. Neither field of which has a lot of potential in today’s climate. As I learned in graduate school, you must be willing to change to survive. Sorry, I couldn’t offer more in the form of jobs. Thanks

The attached document is an e-mail that you and I exchanged about two years ago concerning the type of positions that we continually are trying to fill within the Geotechnical and Structures Laboratory (GSL). These are still valid as to the type of work but would like to add a couple of items that need to be out on the table to go along with this:

1) Each job description shows a point of contact which in most cases is a branch chief. Since I started the role that I now have as the recruiting coordinator for GSL back in late 2008 it has worked well to make me the point of contact as individuals seek additional information about job opportunities. Because of the nature of their work being a branch chief (BC) it has worked well to let folks contact me and take some of that burden off the BC. That coupled with what we all hear daily in terms of budget cuts and funding means our hiring will definitely be at a reduced pace in FY12. Our focus will be on truly the best and brightest folks and this will also include the recruitment of folks at the midcareer levels that are abundant in the job market right now with the economic climate being what it is.

4) There are several places I would pass on as suggestions for coming graduates to keep an eye to. Many government positions are advertised on www.USAJobs.gov. I would make sure students routinely browse this site to see what may be available. Also the federal government is in the process of developing some new programs under the direction of the Office of Personnel Management (OPM) for the government that is targeted at making it easier for recent graduates to find employment with federal agencies. One of those programs that is entitled "RECENT GRADUATE PROGRAMS" is due to be rolled out in late 2011 or early 2012. This is intended to be available to students who are 2 years or less out of graduation.

Hope this will give you some additional information to assist you in your efforts to advocate on behalf of your students. Attached is a file which contains several job descriptions which cover the type positions that are being looked at by the various branches for filling areas of need with our organization. Our FY09 hiring has been steady and aggressive to this point and we are currently beginning to focus on the FY10 activities and although the specific job openings may vary this listing should give you and your students a feel and the type positions that are available.

ERDC's efforts in recruiting engineers and scientists is aimed heavily at the folks who have excelled in their academic careers as well as having an eye out for talented folks with advanced degrees. To that point, ERDC typically is looking for individuals with 3.5 GPA or higher in their major field of study. In addition to the research and development areas where we are concentrated within ERDC, there are numerous other organizations within the Army Corps of Engineers such as the district and division facilities in various locations throughout the country including the Vicksburg District of the Corps of Engineers. Dear Sir, As you may know, there have been several large earthquakes in Christchurch, New Zealand, where I am based. In addition to the huge task of inspecting and analysing buildings to ensure their safety, over 1000 buildings will need to be rebuilt. As well as this, a huge ammount of infrastructure (roads, water supply, stormwater and sewerage) have been badly damaged. Further, geotechnical engineers are undertaking a huge study to determine the extent of shaking and liquefaction damage, and attempting to establish future risk. I graduated from TAMU Civil Engineering in 2002. These are indeed tough times. The company I currently work for is called Ocean Dynamics, LLC. As of two years ago, we were purchased by a Dutch shipping company called Dockwise BV (www.dockwise.com).

Before we were bought, we specialized in structural and marine engineering (and design) of offshore fixed production platforms, towers, and floating semi-submersibles and spars. Now we have also added to our bag of tricks: barge engineering and design, heavy transport vessel modifications, transportation and installation engineering of offshore platforms (both fixed and floating).

Our company is located in Houston, TX and we comprise of mostly Aggies (~80%). Our sister company under the same roof is roughly 99% Aggies. Unfortunately I am not aware of any industry job openings as I am currently finishing up a master's degree at the University of New Hampshire in environmental engineering and am searching for a job myself. However, if any of your students are interested in venturing up north for graduate studies I would be more than happy to lend them some help. My advisor was very receptive in taking on an RA from Texas to diversify their graduate student population, as it is normally largely made up of former UNH undergraduates and New Englanders. The RA position doesn't pay much, but it was enough to get by. I can't guarantee that there will be an opening since it's not up to me, but I do know that I will be finishing in December and my spot will likely need to be filled. Unfortunately, our firm does not currently have an employment opportunity available to recent graduates.

However, we are always seeking students wanting to participate in the cooperative education program. We prefer students that wish to engage with our company for a standard 3 term commitment, but will accept students beginning their junior or senior years for a combined summer-fall, or spring-summer commitment. We are a small firm with 20 to 25 employees, but we prefer to staff 2 to 5 co-op students throughout the year. We recruit nationally, and have had most success with students from A&M and Purdue. We have also hired students from Iowa, Michigan State, Cincinnati, Georgia Tech, t.u., and Texas-Arlington in the past. These schools were chosen because they have an established co-op program to some extent.

However, Purdue and A&M have the most structured program compared to all of these schools. But Purdue sets itself apart. They do an excellent job of marketing/encouraging the co-op experience to their students, and hold a career fair specifically for co-ops each year. They also tailor the curriculum so students can participate in the co-op program. We feel that A&M’s career center does a very good job of helping students find co-op opportunities, if the student seeks it out. However, our experience is that most students don’t have a clue what the program is or what it can offer. We attend the engineering career fair every year, and we spend most of the time educating the students on what the co-op program is, and how it is different from an internship. It is somewhat frustrating because instead of marketing our company, we end up marketing the co-op experience to the student, and most aren’t prepared to discuss the opportunity our company provides.

We actually use the co-op experience for our full-time hires. Since 1998, ever full-time hire at G&M has been a former co-op student. It gives us an opportunity as a company to introduce the student to our field, train and groom them for full-time employment, and basically have an 8 to 12 month interview process. For students that don’t receive full-time offers from our company, most have an easier time finding employment upon graduation, because of the experience they received. I don’t recall a single student that had a trouble finding a job upon graduation after completing their co-op experience with us.

We extended offers to 2 Aggies this last spring that we thought were highly motivated and interested in the program. One decided the time was not right, and the other accepted the position, and a week before the term was to begin called to decline. Both of these students were starting their sophomore years, and I believe it is difficult for them to realize the opportunity in the beginning of their collegiate career. That is where I feel the university could help students with increased guidance and education.

Obviously there are many graduates and former students seeking employment given the current state of our national economy. I’m willing to bet that students with co-op experience probably have a higher success rate of employment, regardless of their grades, than the students who did not participate.

I would greatly appreciate any feedback from you on how we can help market this opportunity more to students. Also, if you know of any candidates that would be interested in an opportunity, we would appreciate any leads.

One of these individuals was a college recruitment specialist from our home office in Kansas City, MO. She informed me that, currently, BMcD is not seeking entry-level civil engineers. However, she did say that BMcD will be on campus in a few weeks and will be able to give students a specific requisition to apply to and know more about our forecasted needs for the fall. That being said, I work in our Houston regional office and know that we currently have two positions open for civil engineering graduates: an Assistant Civil Engineer and an Assistant Transmission Engineer. I thought at first that I wouldn’t be of much help to you because I’ve been working as a Drilling Engineer, not a Civil (most of whom working for Chevron are labeled as Facilities Engineers) almost since graduation. 

Rowan Co’s didn’t have enough structural engineering work to keep me busy full time, so I started helping out on the Drilling side of the fence and after 18 months or so the Drilling Manager told the Construction Manger  “You can’t have him back, he’s mine.” and I haven’t gone back to construction/facilities but for a couple of months since then.

This is just proof that you don’t go to college to learn what you’re going to do for the rest of your life, you go to college to learn how to think on your feet, solve problems, and manage your time and money (and eventually other people’s time, money, and projects).

That having been said, however, there is little or no reason that other CE’s can’t work in Drilling as well because most of what we do is learned on the job anyway, not in college.  (Most Pet.E. departments are focused on reservoir engineering – about half of us in Drilling came from other engineering backgrounds (Civil, Mechanical, or Chemical being the most common).  (CE’s, OE’s, and ME’s all have a better background in fluids than most Pet.E’s do anyway.)

I could refer you to some others on the Facilities side of the fence (Tim Barrett and others), but they should be on the Former Student mailing list as well.

If, however, you have any upcoming graduates who are interested in learning something different (or just continuing to learn period), then I can do some checking and find out who they need to talk to (most emphatically NOT HR) to get hired into the Drilling Dept. at Chevron.

They need to be aware, however, that – if trained correctly – they won’t graduate and move into a corner office on the 50th floor in a major city.  Their office for the first 2 to 5 years is likely to be on a rig somewhere, quite likely in the middle of the ocean working either 14 days on 14 days off or (better yet) 28/28, with their bedroom right next door. 

It’s not all bad, however, as the long term benefits are good, it pays well, it’s very rarely boring (because we’re dealing with Mother Nature), and the opportunities for travel are high (I’ve lived and worked in the continental US, offshore US, Mexico, Thailand, China (PRC), Azerbaijan, Nigeria, and are currently sitting in the middle of jungle on the island of Sumatra and have 25 or 30 other countries available once the kids head off to college).

There are still benefits for them even during the training and break in years – the travel time comes out of your time off, but 28/28 rotators basically work 7 months a year and are totally and completely off (but still getting paid), the other 5 months.  Some people decide that they like the 5 months a year off so much they choose to become rotators for life.

So if you have any upcoming graduates who are interested in branching out, cross-training a bit, and trying something a bit different than what they thought they were going to school for; let me know and I’ll find out who the hiring managers are in Drilling back there in the States.

It’s really good to hear from you.  I was a student in your structural design class back in 1995.  I am a Lead Heavy Highway Estimator for The Lane Construction Corporation in Justin, Texas.  Lane is a 121 y/o heavy highway / heavy civil contractor based out of Connecticut.  We have offices along the eastern coast and in Texas.  We do about $1 billion of revenue per year and are currently in JV with Fluor on the largest P3 project in the nation, the HOT Lanes in Virginia.  In September, I was Lead Estimator and successful bidder on a $212 million TxDOT project south of Waco.  The project is a 10 mile reconstruction of IH 35 from Hewitt to Bruceville.  The project has approximately 2,400,000 CY of excavation and 1,200,000 CY of embankment.  There is approximately 440,000 CY of concrete in the paving and structures.  The project has 26 bridges including two signature hybrid girder / cable stay (Extradosed) bridges over the Brazos River in Waco.  These will be the first of this type bridge constructed in Texas, and I am told only the third in the nation.  This will be a landmark project and an excellent opportunity for a young engineer(s).  The project is scheduled to begin in January.  We will be looking to fill positions for Job Engineers, Associate Job Engineers and Coop Engineers.  If you have any students who might be interested, please have them send their resume to our Texas District HR Rep listed below.

I hope you are doing well.  I’m not sure if you remember me, but I took your steel design class a few years ago.  I’m now working for Kiewit Offshore Services where all we work with is heavy steel structures.  I get the opportunity to design some really wild operations.  Our department designs all the temporary construction and lifting aids for fabrication.  We also design the transportation of the structures onto barges/ships, and finally the lift of the structure onto a topside using our HLD (Heavy Lifting Device).

I work for Nathan D. Maier Consulting Engineers in Dallas. We have approximately 45 employees, and do Water Resources (H&H), transportation, water/waste water, structural and survey. We are looking for an EIT for our Water Resources department, preferably with 2-3 years experience, and experience in unsteady 2-D modeling. We would consider a recent graduate if they are the right fit for our company. We do a lot of stream restoration projects, erosion control projects, flood studies, drainage studies, LOMRs/CLOMRs, etc... I do a little bit of storm drain design but "transportation drainage" is not a big part of what we do.

I finally, somewhat miraculously, wound up with a real job.  I figured I’d let you know about the program by which I found myself there, in sufficient detail that anyone else who’s struggling to find a job on graduating, as I was, can do so.

First off, the federal job website, as has been mentioned by other grads, is http://www.usajobs.gov.  USAJobs is a pain in the rear to manage, so I’ll save anyone who reads this a little time.  Civil grads should not limit themselves to simple “civil engineer” searches; rather, people should try the advanced search.  I recommend the following job series in the field for the four-digit job series, based on my experience.  Aggie civils should be proficient enough to answer favorably on the questionnaires for the following:

0801 – General  Engineer0806 – Materials Engineer0810 – Civil Engineer8019 – Agricultural Engineer

Some grad students, specialized undergrads, or just people with a particular interest may be interested in other fields; I’d recommend they peruse the OPM’s classification standards (http://www.opm.gov/fedclass/html/gsseries.asp) before they submit the USAJobs form.   Never know what might pop up that you qualify for.  As a geotech, I interviewed as a civil (0810), a general (0801), and a soil conservationist (0457), and was listed as a best-qualified for soil scientist (0470).

Mentioning “best-qualified” brings up the next step.  Federal job applications are broken down into unqualified, qualified, well-qualified, and best-qualified tiers.  Under current circumstances, only a very select handful of the best-qualified people are interviewed for most jobs.  There are simply too many out-of-work engineers willing to take a pay cut and a move for the jobs that say, officially, that they want a BS and a year, or a Master’s and no experience.  The

qualifications are sorted based mostly on online questionnaires, which also serve as the job application in most cases.  The level of detail in the questionnaires, in my experience, varies directly with the level of expertise expected: a job as a dam engineer, tending one specific hydraulic-fill clay-core dam, will ask very specific geotech and hydraulics questions.  A job as an intern who may be posted literally anywhere will ask if you’ve seen an engineer’s scale before.  My experience is that, as one of the lower performers in my class, the average A&M grad should be willing to answer “very confident” or its equivalent, and provide direct references to things he or she has done that fit that answer, either in their references or their transcripts.

The next stage is the actual interview; looking at it realistically, I’m a lousy interviewee, so I have no advice to give there, other than that it’s unlikely that you’re going to overdress for a face-to-face in the current competitive market, and a face-to-face is increasingly an expensive luxury for government jobs, because most of them pay for travel to and from the interview.  I say “most” because I’ve had at least one, with the State Department, that did not.  However, I can state categorically that the Bureau of Land Management, the Corps of Engineers, and the Department of the Army all foot the bill, and are surprisingly prompt in paying per-diem and travel allowances.

Past this, it’s largely in the hiring agency’s hands.  That’s the basic guide I’d give to anyone who is trying to get a federal job right now.  Now, some specifics:

- The Department of the Army and the Corps of Engineers each run an annual developmental intern hiring program.  This fiscal year, the Army is hiring 40 developmental interns, who come aboard as full-time, year-round employees starting at GS-7 and getting promoted annually to GS-9 and GS-11 by the end of the two-year program.  This is the CP-18 (Career Program 18, “Engineers and Scientists, Construction Positions”) program.

- Any such job will require a mobility agreement.  Realistically, if there’s an office that likes you at the end of your two-year internship, they will fight to keep you, even under a hiring freeze and a drawdown.  However, anyone who applies for it should be aware that there’s a (slim) chance that mobility may mean overseas.  That’s not all bad: the director of DPW here’s immediate posting after his internship was Germany, and both Korea and Camp Zama, Japan, are looking for people at the immediate post-intern level.  It’s not all good, either: the positions that have constantly been starving recently are in places with hot temperatures and dust problems, plus occasional roadside bombs.

- The Corps of Engineers requires a PE for certain positions in management and leadership; the Army is less adamant about this, but all of my supervisory chain that’s not in uniform (and the first three links of the chain are civilian) is licensed.  There is technically no requirement for engineers in federal jobs to have a license, but it’s mandatory-voluntary.  Once you’ve been in a civil slot past the internship, and you want to move up, you better have a license, because if you don’t, someone else who does is going in that slot.

- The intern training program is extensively budgeted for travel and training; at least working for the Army, you’re guaranteed to be spending much of the year in San Antonio, where Installation Management Command (IMCOM) is headquartered, because they run classes there that you will be required to take.  Some of these classes will be

useful for PD or continuing education credit.  Some of them, such as the class that teaches how to fill out the Army’s job planning forms, will not.

Hopefully some of this is useful to someone who’s either new to the job market, or is smarter than I was, and is looking during their last semester.
