ISSUE: Whether the veto of the President to the portion of the General Appropriations bill is constitutional. HELD: Unconstitutional. Justices of the Court have the rights to accrued pension due to them in accordance to RA 1797. The President has the power to approve and disapprove any item/s in the appropriations bill but has no power to set and override the decision made by the Supreme Court. He/She also has no power to enact or amend statutes promulgated by predecessors. NOTE: A bill is must be presented to the President and in exchange he shall act upon the approval or disapproval of the said bill within 30 days after presentation. If not taken action, it shall then be declared a law.
