Western Water maintained the Storm Water Pollution Prevention Plan best management practices (BMPs). Western Water has submitted rain event inspection forms for the record. Western Water has continued routine weekly safety tailgate meetings, weekly safety checks, as well as the monthly safety audit performed by their safety officer. Reports of all these activities have been submitted for the record. Western Water conducted a Confined Space Entry safety class. This was coordinated with CMSA’s confined space program and Western Water has adapted their program to follow the more stringent guidelines. During this month Western Water has also submitted the revised Baseline schedule and monthly project photographs as required. The quarterly update of the “Dear Neighbor” letter was prepared for distribution. The website and progress photos were added to this update. A “First Scoop” drawing was held on January 23. With the help of the contractor’s operators, two CMSA staff members will operate an excavator and scoop dirt for the excavation work in the chlorine contact tank area, which is expected to occur in early February. On January 31, CMSA, Carollo, Harris & Associates, and Western Water representatives attended a half-day partnering session. All parties reviewed and re-established project goals.

2. Polymer Facility: Western Water has formed the walls for the sump pump and drain and the walls of the facility, backfilled and compacted aggregate base under the bottom slab. The bottom mat rebar was placed for the base slab. The electricians ran their conduit lines within the base slab area, prior to the concrete placement. The shoring for the sump area with the protective barrier fence remains within the roadway. Western Water also ran two 3-inch polymer lines, one 3-inch reclaimed water line and one 3-inch potable water line from the stubbed locations to the connection points in the Grit Chamber.

3. Gallery A & B Improvements, including Grit Chamber 3

Western Water continued work on the fire protection water line and began installation of the fire hydrant adjacent to the Headworks Building.

4. Primary Clarifiers 6 & 7

Subcontractor Condon-Johnson staged their storage van and rebar cages for the secant pile retaining wall along the plant road in the area of the new primary clarifiers.

5. Chlorine Contact Tanks 5 & 6 Subcontractor Stroer & Graff investigated and resolved the accident issue at the beginning of January. New safety goals were set for no injuries on the project. Stroer & Graff were allowed to continue installation of the shoring system in the chlorine contact tank and effluent pump station area. The beam installation is expected to be complete in early February and excavation of the area will begin shortly thereafter.

6. Effluent Pump Station

The activity in this area was the same as the activity in the chlorine contact tank area noted above.

7. Secant Retaining Wall and other Site improvements Subcontractor Condon Johnson began installation of the reinforced and unreinforced piles. Condon-Johnson completed the installation of the majority of the unreinforced piles within the first two weeks of January. This work involves drilling a hole to the required depth into the bedrock and filling it with unreinforced controlled low strength concrete. They also began installation of the reinforced piles between the unreinforced piles. This work involves drilling a hole to the required depth into the bedrock, placing a cylindrical reinforcing steel cage into the hole, then placing a large steel beam within the cylindrical rebar cage to within six inches of the bottom depth of the hole and filling the hole with plasticized concrete. The welding of Nelson Studs on the steel beams for the reinforced piles is on-going.

The pending items noted above will be negotiated and incorporated into contract change orders in February or March 2008.

10. Apprentices There has only been one apprentice on the project site for a short period. Apprentices will begin working once the crews become larger and more of the heavy construction begins. This is expected in March-April of 2008.

Work Activities planned for February 2008: • Continuation of Storm Water Pollution Prevention Plan • Place concrete slabs and walls at polymer facility with electrical conduits • Place reinforced concrete in Grit Chamber 3 area and complete Grit Chamber 3

improvements • Complete the installation of the pile and lagging shoring in the chlorine contact tank

(CCT) and effluent pump station area. • Begin excavation and off-haul of dirt from chlorine contact tank and effluent pump

station area. • Continue installation of the secant pile retaining wall, reinforced piles. • Complete installation of fire hydrant adjacent to Headworks Building. • Submittals provided for review

1/31/2008 2/6/2008On sheet M-9.5 of the drawings typical detail S200 notesthat concrete will be chipped and hammered out anoversized hole in order to recover existing rebar andplace and grout a wall spool for the 16 inch 3 water pipeline to pass through the existing Chorine Contact TankWalls.

We propose to core drill a 20 inch hole for the 16 inchpipe. For each of the three interior walls we propose touse 1 link seal grouted in on both sides with 10,000 lbsgrout. For each of the two exterior walls we propose touse 2 link seals grouted in on both sides and betweenusing 10,000lbs grout. This is our recommendation.
