The Great Lakes Environmental Infrastructure Center (GLEIC) is the Environmental Protection Agency’s (EPA) environmental finance center (EFC) for EPA region 5 states. As such, the GLEIC serves small communities (population of less than 10,000) in Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin. It offers these communities free technical assistance and training on environmental program financing and management.

The GLEIC also conducts research focused on innovative solutions to the challenges of providing safe and reliable drinking water and reducing water pollution, air pollution, and solid waste. The GLEIC partners with local, state, and tribal governments.

What We Do

The GLEIC provides technical, managerial, and financial assistance to small rural communities for their environmental systems. These systems include infrastructure for drinking water, storm water, and wastewater; they also include community programs such as land-use planning, recycling, and solid waste and energy use reduction programs.

Currently, the GLEIC focuses on drinking water, storm water, and wastewater infrastructure for rural and/or underserved communities. However, the center can offer technical assistance on a wide variety of topics and continues to expand the services they provide. Who We Are

GLEIC team members are experienced in tackling challenges in civil, environmental, and geotechnical engineering; finance; economics; ecosystem evaluation; and sustainable energy. Our team lead is John A. Sullivan, PE, senior research engineer for the GLEIC. John has 30 years’ experience as a consulting engineer and 13 years’ experience in state and local government positions.

Other team members include faculty and research scientists at Michigan Technological University as well as professionals in tribal programs, technical writing, technical support, conference planning, information technology, and management.
