In a speech, the party general secretary, Comrade Antonio Paris, recalled the 6 mainaims enunciated by the party at its public launching on November 7, 1930 : total nationalindependence ; the dismantling of US imperialism in the Philippines ; the defense of therights of the working masses against all forms of exploitation ; the forging of the unity ofFilipino workers and peasants in the struggle against reformism and opportunism ;solidarity with national liberation movements and socialist countries in the struggleagainst colonialism and the world capitalist system ; and the building of a socialist statein the Philippines governed by our working masses.

Up to now, these aims remain unfulfilled. The Philippines remains a neo-colonymanipulated by US imperialism in the economic, political, military, cultural and otherfields. National unity remains weakened by pro-imperialist rebel and secessionist groupswhich are being used to undermine national sovereignty and territorial integrity. Thegovernment remains captive in a debt trap, and remains pliant to dictates of the WB, IMF,WTO and other imperialist institutions.

The people are continually fed with illusions that progress can still be attained bymaintaining the present neocolonial capitalist system, and even fed with blatant liesabout the benefits of privatization, business deregulation and import liberalization. Massmedia is even flooded with lies about the world situation, with Syria and Palestinedemonized ; with the terrorist US-NATO-Israeli axis projected as the bulwark of the“war-against-terror” ; and with the truth about the imperialist creation and nurturing ofthe “Islamic State”, “Al-Qaida”, “Al-Nusra” and other fundamentalist terrorist groupshidden from view.

Under the present situation, even more efforts need to be exerted to realize the party’s

lofty aims, and the GOSR should be held even higher as the main inspiration in ourstruggles. The GOSR brought to reality mankind’s dreams of freedom and social justice,proving that the transfer to the whole people of the ownership of the means ofproduction will end unemployment and inequality, and make more available the people’sbasic needs.

The GOSR opened for humanity the new epoch of socialist revolutions --- where peopleseverywhere are advancing the struggle for socialism in order to realize free education,free medical and child care and other social services, including sufficient wages andaffordable food, housing, electricity, water and other utilities. Only socialism broughtabout a culture of collectivism and fraternal assistance, and of diligent care for the agedand those with disabilities. It is this culture that is being nurtured in Cuba and otherremaining socialist countries, as well as in the socialist-oriented countries which aremembers of the Bolivarian Alliance in the Americas (ALBA)

In closing, Comrade Paris called for greater militancy in the struggle for nationaldemocracy and socialism in our country, through active leadership in the day-to-daystruggles of the different sectors of the working masses for their rights and interests. Healso thanked all the comrades and guests who came to join in this celebration,particularly those comrades who made special sacrifices in making the long and costlytrips from the distant Cagayan Valley and Bicol regions.

At this celebration, the PKP-1930 also received messages of greetings and solidarityfrom several mass organizations, as well as from a formation of several groups whichhave earlier bolted from the local maoist movement.

1. Makibaka para sa kagyat, kumpleto at lubos na kalayaan ng Pilipinas ;

2. Lumaban para sa pagpapabagsak ng imperyalismong Amerikano sa Pilipinas;

mga karapatan ;

ang kilusan ng paggawa sa pamamagitan ng pagbaka sa repormismo at oportunismo ;

masang gumagawa ; at

for National Emancipation and the Development

of the Class Struggle for Socialism

The Partido Komunista ng Pilipinas (PKP-1930, the Philippine Communist Party) salutesthe Partido Comunista del Ecuador for hosting this 16th International Meeting ofCommunist and Workers’ Parties, and sends its warmest fraternal greetings to allparticipants of this historic meeting.

This international meeting is very significant as it is being held amidst the complexinternational situation, when capitalism is mired in deeper and more acutecontradictions, mainly the following:

-       the sharper contradiction between the social nature of production and the privatenature of the appropriation of the wealth produced, leading to wider social gaps betweenthe working masses and the bourgeoisie ;

-       the contradiction between the great advances in science and technology (resultingto over-production and the over-accumulation of capital), and the more massive levels ofunemployment and the diversion of more productive forces towards the production ofmore devastating armaments ;

-       the contradiction between the concentration of wealth plundered by the fewimperialist powers, and the poverty of millions of people in countries whose sovereignrights and territorial integrity are being denigrated, and whose development is impededby subjecting them to re-colonization;

-       the contradiction between the drive for greater profits from the unsustainableextraction of natural resources, and the worsened degradation of the global environment;

-       the growing contradiction and competition among the imperialist centers, with theweakening of the USA’s economic and financial hegemony, the extended crises inmember countries of the European Union, and the continued stagnation of Japan ;

-       the contradiction between the imperialist powers spearheaded by US imperialism,and the fast growing economies of the BRICS countries (Brazil, Russia, India, China andSouth Africa) which are similarly capitalist in nature ; and

-       the continued contradiction between imperialism on the one hand, and the worldrevolutionary forces on the other hand (the remaining socialist countries, the workingclass movement in developed capitalist countries, and the national liberation movementsin the remaining colonies).

Comrade V. I. Lenin described  the threefold character of imperialism, namely: (1)monopoly capitalism, (2) parasitic capitalism, and (3) moribund capitalism. To prolongthe capitalist system’s existence and to hold back its decay, as well as to satisfy itsinsatiable thirst for higher profits, imperialism is intensifying its fierce offensive throughthe following :

-       the harsh implementation of its economic policy dictates --- such as privatization,trade liberalization and business deregulation, even with the use of the debt trap andother financial and trade pressures to break the resistance of “recalcitrant” countries ;

-       attacks against labor and social rights everywhere, with the removal of the socialwelfare functions of governments ;

-       ideological attacks, such as the absurd equating or lumping together ofcommunists and fascists, the rewriting of history to erase mention of the great socialistadvances since the Great October Socialist Revolution (GOSR), and the presenting ofmaoist and other ultra-left terrorism as the alleged correct essence of communistadvocacy ;

-       the denigration of the concepts of national sovereignty, territorial integrity,  thepeople’s right to self-determination, of democratic and other human rights --- throughovert and covert interference to fuel ethnic and territorial conflicts, to balkanizecountries, to organize coups, to cause “regime change”, and to install despotic puppetregimes ;

-       the forging of military defense agreements with countries under the imperialistsphere of influence, the installing of more military bases around  the globe, and theopen violation of international law and of the role of the United Nations through unilateraland direct military invasion and interference as in Afghanistan, Iraq, Libya and Syria.Such invasions and interference are even justified under the aims of “fighting terrorism”,“dismantling weapons of mass destruction”, “saving failed states”, etc.

The imperialist offensive did not in any way solve the capitalist crisis, but only worsenedit. The deepening or worsening of the systemic crisis of capitalism means the maturingand ripening of the objective condition for the revolutionary advance to socialism, in thecontext of the present epoch ushered in by the GOSR.

The working class, as the “grave-digger” of capitalism, has the power to reverse today’ssituation and undertake the revolutionary advance to socialism. But for the workingclass to become conscious of its mission, and to shape a revolutionary strategy for theimplacable class struggle against the bourgeoisie, the strengthening of its revolutionaryparty is necessary. The revolutionary party must be able to perform its role as vanguardof the working class struggle .

The PKP-1930 believes that although the subjective factor for revolutionarytransformation is lagging behind the maturing material conditions, and the balance offorces is less favourable than during the strong existence of the USSR and the socialistcommunity, the forces and schemes of imperialism and reaction are not insurmountable.The whole capitalist system is constantly in crisis, and the multifarious struggles of thepeoples around the globe are constantly chiselling at the strength of imperialism, andfrustrating the insatiable desire of imperialism for more resources, superprofits andpower.

The PKP-1930 retains the view that the main currents of the world revolutionary processare the remaining socialist countries, the international working class movement, theremaining national liberation movements, and the broad movement of developingcountries struggling against neo-liberal globalization.

The socialist path or orientation blazed by the GOSR remains rooted in Cuba, Venezuela,the Socialist Republic of Viet Nam, the Lao People’s Democratic Republic, Belarus, theSyrian Arab Republic, the Federal Democratic Republic of Nepal, the DemocraticSocialist Republic of Sri Lanka, Ecuador, Bolivia, Nicaragua, El Salvador and othermembers of the Bolivarian Alliance for the Americas (ALBA), the Democratic People’s

Republic of Korea, the People’s Republic of China, and even in Cyprus. Communist andworkers’ parties loyal to the behest of the GOSR also have substantial influence in suchlargely developed countries as India, Brazil, South Africa, Greece, Portugal, Spain andRussia. This general situation gives the PKP-1930 greater confidence that socialism notonly truly remains the future and salvation of humanity, but also that socialist advancesin different parts of the world are not too distant.

Of great significance in the struggle for socialism is exemplified by Cuba.  Cuba remains a prime example of successfully maintaining socialism despite economic sabotage,sanctions, invasion threats and assassination plots by US imperialism. With Cuba’sexample, a new integration of economies along socialist lines is being forged in LatinAmerica. The advancements of the ongoing processes of cooperation and sovereign integration inLatin America --- such as the Common Market of the South (MERCOSUR), the Union ofSouth American Nations (UNASUR), the Community of Latin American and CaribbeanStates (CELAC), and the Bolivarian Alliance for the Americas (ALBA) --- confirm the favorable balance of forces in that continent. The bold examples of Cuba, Venezuela and other ALBA countries in resistingimperialism are proving to be a beacon for many peoples and governments.

The PKP-1930 notes the heightened militancy of the working masses in developedcapitalist countries --- in defense of labor, social and democratic rights, and of sovereignty. Examples of this are the big strikes and mobilizations in Greece,Spain and other European countries against the brutal anti-social offensive of theEuropean Union. There are also important struggles against war and monopoly capital inthe USA and the UK. The Communist Parties in their respective countries play important roles in the process of raising the class consciousness of their peoplesand also worldwide.

The PKP-1930 salutes the continuing resistance of the Palestinian and other Arabpeoples against the intensified imperialist and zionist oppression being done throughdirect and indirect military aggression, the fragmentation of Arab countries, theimposition of new puppet regimes, and the promotion of reactionary religious forces of afundamentalist or extremist nature.

Further, the PKP-1930 notes the growing prestige and clout of the BRICS countries(Brazil, Russia, India, China and South Africa) which together account for half of theworld’s population, investments and productive capacity. The cooperation andintegration of their economies, and their growing detachment from ties with the USA andother NATO countries, is leading to the creation of a new (although still capitalist)counterpoise to US-NATO imperialism.

The PKP-1930 stands for the international projection of the need to overthrow (and not to“reform”) capitalism, as the unifying platform for all progressive and left forces; and forthe projection of the class nature of the international struggle against imperialism andreaction. Working class interests remain the basis for unity in the anti-imperialist andanti-capitalist struggles in all parts of the world.

As the PKP-1930 celebrated last November 7, 2014, the 84th anniversary of its publiclaunching and the 97 th

anniversary of the GOSR, it reiterated the vow to remain proud of its working class roots,its history of struggle, and its loyalty to the ideology of Marxism-Leninism. Given theneo-colonial situation of the Philippines and the under-development of its productiveforces (primarily the country’s industrial base), the PKP-1930 will continue to pursue thestruggle for national democracy as the transitional stage to socialism.

The PKP-1930 places great importance to continued adherence to Marxism-Leninism,and to the principle of proletarian internationalism, in our present struggles againstcapitalist exploitation and imperialist aggressions, towards the building of socialistsociety. In this regard, the PKP-1930 will exert every effort to help forge the unity of theInternational Communist Movement.

Through you, the Partido Komunista ng Pilipinas (PKP-1930, the Philippine CommunistParty) sends its warmest fraternal greetings and solidarity to the 53rd Congress of theCommunist Party of Britain (CPB) which will be held in London on November 15 to 16,2014.

Our two parties have similar struggles against austerity and privatization, and we findinspiration in your campaign to combat the ruling Tory-LibDem agenda of privatizingpublic schools and the National Health Services ; your campaign for public ownership ofstrategic sectors including the energy, mass transport and financial sectors ; and yourcampaign for the imposition of a “Wealth Tax”.

We stand in solidarity with your campaign for the abolition of the archaic institutions thatare the monarchy and the house of lords ; with your movement for building up a People’sAssembly ; and with your struggle for the dismantling of the neo-liberal and militariststructures that are the EU and NATO.

We note your highlighting of the feminization of poverty, and are sad that this maladywhich used to be endemic to neo-colonial countries with high unemployment is now alsoa trend in your country. This only shows the extent to which neo-liberal globalization has“globalized” poverty, and the extent to which the Tory-LibDem coalition has inflictedbarbaric cuts on the living standards and democratic rights of the British people.

But still, more hard-won gains made by the British working class in past decades ofstruggle are in danger of being reversed by these ruling champions of neo-liberalism andimperialism. However, we are confident that the CPB’s deep roots in the British labourmovement, and the CPB’s unifying approach towards the masses, will bring success toyour campaign to forge a broad left platform to defeat the ruling “ConDems” and theirBlair-type special agents.

As we greet your 53RD Congress, we salute the CPB’s firm upholding of the spirit ofproletarian internationalism. Our unity and solidarity in the common struggle to endimperialism and to advance to socialism, are indispensable.

Finally, we wish every success to the 53RD Congress of the CPB, and to all the activitiesof the CPB to be set by this Congress.

With communist greetings,
