Contingency Plan
For Monsoon Season 2017
National Highway Authority
List of Vulnerable/Critical Locations:
In the light of past flood experience since 2010, following points have been
identified as vulnerable points and must be kept under close vigilance and
monitoring:
i. N-95 (Fatehpur to Kalam Section)
ii. N-90 (Shangla to Besham Section)
iii. N-35 (between Thakot & Raikot)
iv. N-45 (Dir to Chitral)
v. N-15 (Balakot – Jalkhad – Chilas)
vi. N-5 (Peshawar – Nowshera – Khairabad) KPK
(Kot Sabzal – Ranipur – Hala) Sindh
(Karachi – Thatta) Sindh
vii. N-55 (Ramak – Karak) KPK
(DG Khan – Ramak) Punjab
(Kashmor – Ghouspur – Shikarpur – Larkana – Dadu) Sindh
viii. N-65 (Sukkur – Jacobabad – Dera Allah Yar)
ix. N-50 (D.I. Khan – Mughalkot)
x. N-70 (Muzaffargarh – DG Khan – Sakhi Sarwar)
xi. N-75 (Islamabad – Murree – Kohala)
xii. S-1 (Gilgit – Skardu)
xiii. S-2 (Kohala – Muzaffarabad)
xiv. S-3 (Muzaffarabad – Chakothi)
Vulnerable/Critical Locations
Regional Office, Flood Emergency Cell will perform
the following functions:
Contractors are put on red alert to meet any
eventuality.
Mobilization of contractors from a pool of
emergency contractors on as and when required
basis.
Availability of adequate machinery/manpower/
material to cope with any emergency situation with
sufficient financial resources.
Submission of Daily Occurrence Report to Flood
Emergency Cell in NHA Head Office.
Flood Response Strategy
Get occurrence report from all
regional offices at 1000 hrs.
Get information from Met Deptt.
About discharge in rivers & 24
hrs. rainfall prediction.
Prepare NHA situation report
based on above & circulate to:
a) Pak Army Military Operations
b) DG Engineers, Pak Army
c) Press Information Deptt.
d) NDMA
e) Ministry of Communications
NHA Head Office
(Operation Wing)
NHA Regional
GM Office
Prepare a daily occurrence
report for regional NHA road
network

THANK YOU
The requisite explosive/ accessories for the breaching
section Head Muhammad Wala had already been provided to
Army Authority 313-Asulat Engineers Battalion Multan
Cantonment by NHA on 5th February 2015.
As per annual practice, the explosives and other material at
sites of pre-determined breaching sections and stone
reserve stock/flood fighting material is arranged at all
critical reaches.
The Explosives/Accessories were purchased and provided to
concerned quarters for monsoon season 2016, however, the
same were not utilized and still available in the stock. No
further demand has been received so far.
NHA has already arranged the emergency contractors with
adequate equipment/machinery to deal with any
eventuality in case of operating breach at Sher Shah
Railway Bridge.

Secretary Irrigation Punjab, Chief Engineer
Bahawalpur & D.G. Khan including other official of
Irrigation Department from RYK & D.G. Khan along
with Member (CZ) & PD (SBBB) visited the site on
20/06/2017 and decided to construct RMB on an
emergency basis to avoid the chances of breaching of
Package-II B and also to save Kot Mithan Town from
the upcoming flood.
On an emergent basis, NHA has taken up the partial
construction of RMB towards Kot Mithan to save the
Kot Mithan Town due to afflux.

Approximately 5.5 Km in length, the construction
work of RMB (Flood Embankment on upstream side) is
in progress. Whereas, there is no work in progress for
the strengthening of LMB (towards Chachran Sharif) as
no emergency work has been declared.
The approval of revised global PC-I including the cost
of both flood protection bunds is under process in
CDWP.
After the formal approval, the funds will be transferred
to Irrigation Department Punjab for the construction
of both marginal bunds.
